General:
The main purpose of this study is to develop a policy which can be implement for long time
so that it will improve the safety such that the fatality rate can be minimised. This report is
prepared so that the information in this report can be used in the 12th Five Year Plan.

REVIEW:
The numbers of injuries in road accident is continuously increasing day by day. The statistics
shows the increase in number of deaths from 9528 to 136834 in 2011 as compared to 1971.
As awareness of accident is increasing the death proportion is also increasing. As today the
most used mode for transportation is towards highway, the number of peoples who are
travelling through roadways are much higher than the other travel modes. As per the
document the maximum numbers of death caused due to the road accidents as comparison to
other mode of travel. Some of the accidents are due to the accident at railway property known
as rail road deaths. The deaths due to the collision, fire case, level of crossing accidents and
derailment are known as railway other deaths. Few deaths of inland water deaths is captured
by NCRV but the major death of inland water transport passenger traffic is not being captured
due to the absence of data. For each death there are three to five permanent disabilities and
that is too high which cant be ignored. The death related to road accident is keep on
increasing, initially it was in very lower rank among all other cause and government have to
take proper remedies to overcome this.
According to the literature the other countries have taken these safety prospect effectively
during 1970s but India is still lagging in making proper policy using expert advices. The data
reported in India is also improper and need to be revised and then only the rate may decrease
and the trend may go down. According to data related to railways and air traffic fatalities are
reduced in US. According to the literature there it is very tough to decide the policy to the
policy maker but one can implement the correct policy by watching other countries and the
data which is similar to the India. According to present scenario it is necessary to implement
the helmet law for motorcyclist, and implement strictly at the accident prone areas. The other
rules like seat belt on car can be reduced by applying safer car by using air bags in more
efficient form.
As per as the remedies taken previously in 1900-1925/35, 1925/35-1965/70, 1965/70-1980/85
managing traffic system and managing transport system is relatively successful and that can
implement for improving the present scenario ad the traffic ad transport system should be
designed in proper way.
The vision zero, ethics responsibility, safety philosophy and driving mechanism will play
major role in reducing the death rate. Like other country if India will implement the same that

reduce the death rate to the many fold in comparison to present. For example if you suggest
me to prove the pedestrian crossing then I can design it such that the pedestrian path will be
in the same level and the roads should be elevated or downgraded, then the pedestrian will
definitely cross with his own path or we can elevate or reduce the grade of vehicle path and
vice versa to pedestrian path the pedestrian can definitely will use pedestrian path only. This
system can also approach towards the safe system approach in road safety.
The system must be as accurate as possible so there will be no fatalities due to system.
Because faulty system shows that the fatalities is due to their fault and this cant be the
mistake of the users. The management of the system should be as accurate as possible then
the system will be perfect. The road safety agencies should be hired from other countries also
to get the proper scenario in which they are instruct to provide proper policies for proper
solutions
As per as Japan and other countries the India should also have to organise the transportation
structure and municipal division for the proper road safety policy. There are too many
agencies that may be hired to make the things better and make proper policies. By
implementing this we can be able to improve accidents due to waterway, airways railways
and roadways
