PT Procedure

1.0 PURPOSE
To establish a written procedure for liquid penetrant testing, using solvent
removable or water washable, visible or fluorescent penetrants.
2.0 SCOPE
ABC Inspection and Consultants will follow this procedure when a customer
requests Liquid Penetrant Examination to be performed in accordance with ASME
Section V Article 6.
3.0 RESPONSIBILITIES
3.1 Personnel performing liquid penetrant testing shall be qualified and certified in
accordance with ABC Inspection and Consultants Written Practice For Qualification
And Certification Of Inspection Personnel.
3.2 Interpretation and evaluation of liquid penetrant examination results will be
accomplished by personnel certified as Level II or Level III.
4.0 DEFINITIONS
Black light - electromagnetic radiation in the near- ultraviolet range of wavelength.
(330-390 nm) (3300-3900 ).
Bleedout - the action of an entrapped liquid penetrant in surfacing from
discontinuities to form indications.
Contrast - the difference in visibility (brightness or coloration) between an
indication and the background.
Developer - a material that is applied to the test surface to accelerate bleedout
and to enhance the contrast of indications.
Developer, dry powder - a fine free-flowing powder used as supplied.
Developing time - the elapsed time between the application of the developer and
the examination of the part.
Family - a complete series of penetrant materials required for the performance of a
liquid penetrant examination.
Inspection - visual examination of the test part after completion of the liquid
penetrant processing steps.
Liquid penetrant examination - a nondestructive test that uses suitable liquids
that penetrate discontinuities open to the surface of solid materials and, after
appropriate treatment, indicate the presence of discontinuities.
Penetrant - a solution or suspension of dye.
Penetrant, fluorescent - a penetrant that emits visible radiation when excited by
black light.
Penetrant, solvent-removable - a liquid penetrant so formulated that most of
the excess surface penetrant can be removed by wiping with a lint-free material,
with the remaining surface penetrant traces removable by further wiping with a lintfree material lightly moistened with solvent remover.
Penetrant, visible - a liquid penetrant that is characterized by an intense color,
usually red.
Penetrant, water-washable - a liquid penetrant with a built-in emulsifier.
Penetration time - same as dwell time.
Solvent remover - a volatile liquid penetrant used to remove excess penetrant
from the surface being examined.
5.0 CHEMICAL ANALYSIS OF PENETRANT MATERIAL
5.1 Intermixing of penetrant materials from different families is not permitted.
5.2 Penetrant material and cleaners shall be analyzed for sulfur, chlorine, and
fluorine content in accordance with ASME Section V, Article 6, regardless of the
material type to be examined.
5.2.1 The amount of sulfur in the residue shall not exceed 1% of the residue by

weight.
5.2.2 The amount of chlorine plus fluorine residue shall not exceed 1% of the
residue by weight.
6.0 PREPARATION FOR EXAMINATION
6.1 In general, satisfactory results may be obtained when the surface of the part is
in the as-welded, as-rolled, as-cast, or as-forged condition. Surface preparation by
grinding, machining, or other methods may be necessary where surface
irregularities could mask indications of unacceptable discontinuities.
6.2 Prior to each liquid penetrant examination, the surface to be examined and all
adjacent areas within at least 1 in. shall be dry and free of all dirt, grease, lint,
scale, welding flux, weld spatter, paint, oil, and other extraneous matter that could
obscure surface openings or otherwise interfere with the examination.
6.3 Typical cleaning agents, which may be used, are detergents, organic solvents,
descaling solutions, and paint removers. Degreasing and ultrasonic cleaning
methods may also be used.
6.4 After cleaning, drying of the surfaces to be examined shall be accomplished by
normal evaporation or with forced hot or cold air. The minimum period of drying
time, for test specimens between 60o 250o, is two minutes. This will ensure that
the cleaning solution has evaporated prior to application of the penetrant.
6.5 The temperature of the penetrant and the surface of the part to be processed
shall not be below 50F (10C) nor above 125F (52C) throughout the
examination period.
6.5.1 Local heating or cooling is permitted provided the part temperature remains
in the range of 50F to 125F (10C to 52C) during the examination.
7.0 EXAMINATION
7.1 Due to the flammable nature of the penetrant materials, examinations shall not
be performed near open flames, welding, or burning. Smoking is not allowed at any
time during examinations. Penetrant examinations should be completed in wellventilated areas.
7.2 The penetrant may be applied by any suitable means, such as dipping,
brushing, or spraying. If the penetrant is applied by spraying using compressed-airtype apparatus, filters shall be placed on the upstream side near the air inlet to
preclude contamination of the penetrant by oil, water, dirt, or sediment that may
have collected in the lines.
7.3 Penetration time is critical. For temperature range from 50o 250o, the
penetration (dwell) time shall be 10 minutes.
7.3.1 The surface being examined must be kept completely wet for the full duration
of the penetration time.
7.3.2 Should the penetrant material thicken, congel, or dry, the surface being
examined shall be recleaned and the penetrant reapplied.
7.4 After the specified penetration time has elapsed, any penetrant remaining on
the surface shall be removed, taking care to minimize removal of penetrant from
discontinuities.
7.5 Excess solvent removable penetrants shall be removed by wiping with a cloth or
absorbent paper, repeating the operation until most traces of penetrant have been
removed. The remaining traces shall be removed by lightly wiping the surface with
cloth or absorbent paper moistened with solvent. To minimize removal of penetrant
from discontinuities, care shall be taken to avoid the use of excess solvent. Flushing
the surface with solvent, following the application of the penetrant and prior to
developing, is prohibited.
7.5.1 For the solvent removable technique, the surfaces may be dried by normal
evaporation, blotting, wiping, or forced air.
7.6 Excess water washable penetrant shall be removed with a water spray. The
water pressure shall not exceed 50 psi (345 kPa), and the water temperature shall
not exceed 110F (43C).

7.7 The developer shall be applied after 5 minutes, and not more than 10 minutes,
after penetrant removal. Insufficient coating thickness may not draw the penetrant
out of discontinuities; conversely, excessive coating thickness may mask
indications.
7.7.1 Dry developer shall be applied only to a dry surface by pressurized spray can
and the powder shall be applied evenly over the entire surface being examined.
7.7.2 Prior to applying suspension type wet developer to the surface, the developer
must be thoroughly agitated to ensure adequate dispersion of suspended particles.
7.8 Developing time for final interpretation begins immediately after the application
of a dry developer or as soon as a wet developer coating is dry. The minimum
developing time shall be 7 minutes and not more than 30 minutes.
8.0 INTERPRETATION
8.1 Final interpretation shall be made within 7 minutes to 30 minutes. If bleed-out
does not alter the examination results, longer periods are permitted. If the surface
to be examined is large enough to preclude complete examination within the
prescribed or established time, the examination shall be performed in increments.
8.2 The types of discontinuities are difficult to evaluate if the penetrant diffuses
excessively into the developer. If this condition occurs, close observation of the
formation of indication(s) during application of the developer may assist in
characterizing and determining the extent of the indication(s).
8.3 With a color contrast penetrant, the developer forms a reasonably uniform
white coating. Surface discontinuities are indicated by bleed-out of the penetrant,
which is normally a deep red color that stains the developer. Indications with a light
pink color may indicate excessive cleaning. Inadequate cleaning may leave an
excessive background making interpretation difficult. A minimum light intensity of
50 fc (500 Lx) is required to ensure adequate sensitivity during the examination
and evaluation of indications.
8.4 With fluorescent penetrants, the process is essentially the same as in 8.3, with
the exception that the examination is performed using an ultraviolet light, called
black light. The examination shall be performed as follows:
8.4.1 It shall be performed in a darkened area.
8.4.2 The examiner shall be in the darkened area for at least 1 minute prior to
performing the examination to enable his eyes to adapt to dark viewing. If the
examiner wears glasses or lenses, they shall not be photosensitive.
8.4.3 The black light shall be allowed to warm up for a minimum of 5 min prior to
use or measurement of the intensity of the ultraviolet light emitted.
8.4.4 The black light intensity shall be measured with a black light meter. A
minimum of 1000 W/cm2 on the surface of the part being examined shall be
required. The black light intensity shall be measured at least once every 8 hr, and
whenever the work station is changed
9.0 EVALUATION
9.1 All indications shall be evaluated in terms of the acceptance standards of the
referencing Code Section.
9.2 Discontinuities at the surface will be indicated by bleed-out of penetrant;
however, localized surface irregularities due to machining marks or other surface
conditions may produce false indications.
9.3 Broad areas of fluorescence or pigmentation, which could mask indications of
discontinuities, are unacceptable, and such areas shall be cleaned and reexamined.
10.0 POST CLEANING
10.1 Upon completion of penetrant examination, the surface shall be thoroughly
cleaned by wiping with a clean cloth moistened with an approved solvent or cleaner
by thoroughly water washing the surface for water washable penetrants.
10.2 Post cleaning of carbon steel material, which is going to be sand blasted for
being painted, is not necessary, unless otherwise specified by the client.

11.0 DOCUMENTATION
11.1 A penetrant examination report, Attachment A, shall be prepared by the
certified PT Level II Inspector. A copy of the PT report must be submitted to the
client as soon as possible. (See attached form for typical PT report).
