communicateandcollaboratewiththeirfellowemployeesacrosstheglobe.TheFBIalsorecognizesthe
needtoalignsystemdevelopmentanddatarepositoriesacrossallmissionareas,ratherthanincentivizing
thedevelopmentofstovepipedtechnologies,asitiscurrently.Thistransitionwillenablethemigration
toatruesharedservicesenvironmentthatwillfurtherimprovetheeffectivenessandefficiencyoftheFBI
andtheIntelligenceandLawEnforcementcommunities.
TheFBIcontinuouslyevaluateswaystoimproveoperationalefficienciesandconservevaluable
resourcesbycombiningsimilarservicesandfacilities.Theidentificationandeliminationofduplicative
systems,applications,databasesandnetworkswillfreeupresourcestobeappliedtonewandenhanced
ITcapabilities.AlongwithourLawEnforcementandIntelligenceCommunitypartners,theFBI
recognizesthatcommunitywidesharingcapabilitiesrequireanindepthunderstandingand
harmonizationoftheunderliningdata.Thisinturnrequirestheagreementuponandimplementationof
standardsandgovernanceacrossthecommunities.
Inconjunctionwithimprovinginformationsharingcapabilities,theFBIrecognizestheneedto
developandimplementacomprehensiveKnowledgeManagement(KM)strategy.TheKMstrategywill
promoteacultureofdataandinformationsharingwithintheFBIthatwillenablethedevelopmentof
knowledge.TheFBIwillexpanditsfocusoncustomerserviceandsatisfyingtheneedsofbothmission
andsupportareaendusersofIT.Proactiveendusersupportandenterprisesolutionsdevelopmentwill
betoppriorities.TheFBIwillinitiateITactivitiesinaccordancewiththisplan,supportedbyan
integratedFBIEnterpriseArchitecture(EA)andITInvestmentManagement(ITIM)process.

Sinceitscreationin1908,theFBIsmissionhasbeen
toinvestigatefederalcrimesandbringcriminalsto
justice.After9/11,itbecamenecessarytoenhancethe
FBIsintelligenceprogramandbroadenitsroleinthe
IntelligenceCommunity.Toreflectthisshiftinfocus
theFBIrealigneditsmissionstatement,whichnow
reads:

DepartmentofJustice(DOJ)andtheIntelligenceCommunity(IC)undertheDirectorofNational
Intelligence(DNI).ThenationalsecurityandcriminalthreatsfacedbytheFBI,fromterrorismto
national/internationalcriminalactivities,arebecomingmorecomplexandmultidimensional.Theglobal

natureofthethreatsrequirestheFBItothinkandactwithadiversityofmindset,unityofpurposeand
vigilancetowardthefuture.Reliable,effective,efficientandresponsiveITcapabilitiesandservicesare
necessarytosupportourmission,anywhere,anytime.

Scope
ThisFBIITStrategicPlan(ITSP)wasdevelopedonthefoundationofcurrentlegislationand
directives,andmapstotheDOJStrategicPlan,DOJITSPandtheFBIStrategyManagementSystem
(SMS).Italignswiththeenterpriseperspectiveforimprovingstrategicprocesses,tacticalactivitiesand
technologytoachieveincreasingbenefitstothemissionownersthatcanbemeasuredindesired
outcomes.ThetargetaudiencefortheITSPincludesFBISeniorExecutives,missionowners,ITenterprise
architects,ITprogrammanagersandfinancialplanners.

IT as a Mission Enabler
Increasingmissioncomplexityanddemandingcustomerrequirementsrequireaforwardfocused
strategy,withstableexecutionofcurrentoperations.InitscurrentITenterprise,theFBIoperatesundera
distributedandstovepipedenvironment,supportedbynumerousserversrunningcountlessapplications
onmultiplesystems.ThecurrentasisITinfrastructurehasallowedtheFBItomeettheessentialneeds
ofitsusers.However,increasedlevelsofefficiencyandstandardizationatmultipletechnologylevels(i.e.,
networking,data,applicationsandinfrastructure)arerequiredtoaddressourcontinuallyevolvingand
expandingmissionrequirements.FBIITmustchangeaccordinglyinordertomeettheseincreasing
demands.

Strategic Gaps 2011 - 2015


TheDirectorsBudgetPlanningGuidancefor20112015MemorandumtoallFBIExecutiveAssistant
DirectorsandAssistantDirectorsdatedNovember19,2008identifiedsixITmissiongaps.Thesegaps
correspondwiththeFBIsSMSThemes.Thefirstgapiswithsurveillancetechnologies,wheretheneed
hasarisenforenhancedstaffingandsustainingsystems.Anothergapinvolvestherapidevolutionof
digitaltechnologies,enablingtheIntelligenceCommunitytoremaincurrentwithlawfulintercept
technologiesandavoidthepossibilityofgoingdark.
TheITinfrastructurewasalsoidentifiedasastrategicgap.Specifically,theFBIneedstoaddressdata
centerrelocation,InvestigativeDataWarehousereengineering,legacymainframeapplications
replacement,informationsharingcapabilities,andnetworkdeficiencies.Astrategicgapidentifiedthe
needtoenableSENTINELcasemanagementcapabilitiesforSCIONandUNet.Additionalstrategicgaps
identifiedtheneedforadditionaldigitalforensicscapabilitiestoeliminatebacklogsandensurethat
growthincheapmediastoragedoesnotoverwhelmtheFBIscapabilities,andforFBIsbiometricsto
evolvethelegacyidentitysystemstoamultimodalbiometricssystem.

Alignment to the Strategy Management System


ThroughtheFBIsSMS,theDirectoridentifiedtheenterpriseshiftsandorganizationalstrategythat
guidestheFBIscollectiveefforts.TheFBIsSMSusesstrategyarticulation,performancemeasurement
andaconcisemanagementcommunicationlanguagetoenableorganizationstomakeproperdecisions
andmanagetowardtherightsolutions.CombinedwiththeStrategyDrivesBudgetinitiative,SMS
providesaholisticviewofanorganizationsoverallperformancebyintegratingfinancialmeasureswith
otherkeyperformanceindicatorsaroundcustomerneeds,internalbusinessprocessesandlearningand
developmenttools.

FBI Office of Integrity and Compliance (OIC)


TheFBIsOICmissionistodevelop,implementandoverseeaprogramthatensuresprocessesand
proceduresareinplacetopromotecompliancewiththeletterandspiritofapplicablelaws,regulations,
rulesandpolicies.ITcapabilitiesandsolutionsareneededtoenforceourpoliciesandpreventinstances
oflegalnoncompliance.

Legislative Mandates and Directives


TheITSPsdevelopmentandevolutionrespondtothelegislativemandatesintheClingerCohenAct
of1996(CCA)andinthePaperworkReductionActof1995,whichspecifythatagenciesshalldevelop
andmaintainastrategicinformationresourcesmanagementplanthatshalldescribehowinformation
resourcesmanagementactivitieshelpaccomplishagenciesmissions.NumerousexistingFederallaws
andregulations,suchasthePresidentsManagementAgenda(PMA)andOMBandDOJDirectives,
prescribe,influenceandguidethedevelopmentandexecutionofFBIITpolicy,programsandprojects.In
addition,compliancewiththeCCA,theGovernmentPerformanceandResultsAct,theEGovernment
Act,theFederalInformationSecurityManagementActof2002(FISMA)andSection508ofthe
RehabilitationAct,requiresastrongemphasisonperformanceimprovement,accountabilityforachieving
results,security,accessibilityandcostefficiency.

Technology Trends
ITadvancesataratethatrequiresconstantreviewandevaluationofnewandemergingtechnologies.
Thisbecomesbothanadvantageanddisadvantagetoindustryandgovernmentalike.Businesseslookto
emergingtechnologiesforacompetitiveedgeandareeagertoadoptandconvergetheleadingedge
systemsandsoftwareintotheirinfrastructures.Unfortunately,emergingandadvancedtechnologiesand
trendsalsoleadtoadvancedcriminalandintelligence/counterintelligenceactivityconcerns.Toaddress
theseconcerns,theFBIrequiresevaluation,analysis,adoptionandintegrationofselectedtechnologies
andindustrytrendsthatadvancethemission.

IT Workforce
Emergingandadvancedtechnologiesareoflittlevaluewithouttheskilledprofessionalsthat
understandandcanmaximizetheirfullpotential.TheFBIrecognizesthattheexecutionofFBIIT
missionsisdrivenbythecollectivetalent,skillsandcapabilitiesofourITprofessionals.AstheFBImoves
towardaconsolidatedandagileITenterpriseandimplementspoliciesandtechnologiesnecessaryto
supportthattransformation,theFBIwillensurethatthecriticalsuccessfactorsnecessarytoidentify,
developandsupporttheFBIITworkforcetransformationareaccountedforinITstrategicplanningand
execution.

Financial Challenges
TheFBI,likeotherfederalagencies,isfacingsignificantchallengesinfundingitstechnologyneeds,
whileconcurrentlysupportingtheITinfrastructureandprovidingqualityITservices.Upgradeinitiatives
requireaninfusionofbudgetdollarsbeforeinitialcostsavingsfromconsolidationandretirementof
systemsarerealized.
IncompliancewithDOJdirectives,afouryear,rotatingtechnicalrefreshplanforeachofthemajor
FBIITareasisnecessary.TheseareasincludetheFBINet,UNetandSCIONnetworkinfrastructuresand
datacenters.ITbudgetsneedtoreflecttechnicalrefreshinitiativestoensureITisrefreshedthroughout
theFBIandwithinaspecifiedfiscalyear.Inordertoachievecostefficiencies,theFBIwillrequirean
integratedinvestmentmanagementapproach,implementingdisciplinedcrossorganizationalfunding
decisionsthroughouttheinvestmentlifecycle,usingbestindustrypracticesandperformancebased
analysis.
TheFBIITgovernanceprocesses,requiredfrominceptionofbusinessneedsthroughthe
developmentofnewinvestmentsandprojects,areassistingtheFBItoimplementnewITcapabilitiesina
controlledandorderlyfashion.

Achieving the Vision


TheFBIwilldrawontheITgoalsandobjectivesoutlinedintheStrategicGoalsandObjectivestable
foradvancingthevisionoffuturestateIT.Together,thesegoalsandobjectivesmakeupthespecific
directivesfortheFBIsITduring20102015.WhilethesegoalsarekeptatahighlevelinthisStrategic
Plan,itisexpectedthatindividualprojectsandinitiativesarenecessarytoexecuteagainsttheseplanned
goals.TheseprojectsandinitiativesareintheITBStrategicBudgetsubmissionandwillbeoutlinedinthe
TransitionandSequencePlans.

Goal 1 - Create a Resilient, Agile and Secure Infrastructure


TheFBIITwillprovideinfrastructureupdates,enterpriseITsolutions,legacymainframeapplication
upgradesand/orreplacementandutilizeandreuseexistingserviceswherepossible.TheFBIwillcreate
anagileenterprisewithevolutiontowardconsolidatedandsharedinfrastructure,servicesand
applications.Aspartoftheagileenvironment,theFBIwillsustainarigidinformationsecurity
managementprogram,implementingtoolsandprocessestoenhanceutilizationoftheEAthrough
virtualizationandabstraction.Strategically,theFBIwillfocusonfullyunderstanding,adoptingand
integratingasharedservicesapproachtoITandbusinesseschallenges.
TheFBIwillactivelydefendinformationresourcesandcriticalinfrastructuresandprovideassured
informationdelivery,systemandnetworkaccessandinformationprotection.Thesecurityandprotection
ofoursystems,networksandinformationdependontheimplementationofsoundinformationassurance
conceptsandprinciplesacrossprogramsandplatforms.

Objectives
1.1

Provide a comprehensive, resilient and modernized technical


infrastructure with right sized Data Center(s) and Continuity
of Operations (COOP) capabilities.

TheFBIwillintensifyeffortstoeliminatelegacynetworks,servers,systems,applicationsand
duplicativedataenvironments.TheFBIwillcontinuetotransformsiloandtightlycoupledsystemsand
applicationsintoasetofenterpriseservicesthatemphasizeavirtualenvironmentofservicesand
systems.
AsanITfoundation,theFBIrequiresmultipledatacentersthataregeographicallydispersedand
mutuallysupportive,providingrequisiteprocessingandstoragecapabilitiestoensureavailabilityofFBI
missioncriticalservicesanddata.Datacentertechnologyneedstoconsistofamodern,standardizedIT
infrastructure,includinganEnterpriseHostingEnvironmentthatsupportsvirtualization,remoteaccess,
alightsoutoperationalpostureandgreentechnologies.
TheFBIwillstandardizeanddeliverCOOPanddisasterrecoverycapabilitiesfortimelyandeffective
returnofFBImissioncriticalITsystemstoanoperationalstatewithinatimeframeacceptabletothe
mission.Anoperationalstateincludesrecoveryofdata,applicationsandsystemsprovidingtheIT
service(s)requiredbythemissionaswellasthealternatefacilities,recoveryprocessesandthecritical
personnelsupportingthem.TheinstitutionalandcorporateknowledgenecessarytorecovercriticalIT
infrastructureshouldbedispersedinordertobeasreadilyavailableasthesystemsthemselvesfor
standardoperations,ensuringcriticaleventcontinuity.

Enable user communication, collaboration and cross-domain


information access through secure, enhanced and flexible
networks.

TheFBIwillimplementaunifiedcommunicationstrategytoincreaseserviceavailabilityand
transitiontoaunifiedcommunicationposture.Therearemanytechnologyservicesanenterprisemay
employtoperformitsmissionorreachitscorporategoals,suchassecurityservices,webservices,email,
telecommunications,administrativeservices,metricsandunifiedcommunications.Informulatinga
convergencestrategy,technologiesneedtobeadaptabletothestrategicgoalofcommunicatingwithLE,
ICandmostimportantly,throughoutallFBIbusinessunits.
UnifiedCommunications(UC)isanexampleofconvergingtechnologies.UCincludesavarietyof
elements,suchasinstantmessaging,telephony,video,email,voicemailandshortmessageservices,allof
whichcanbebroughtintorealtimeandcoordinated.Forexample,withUCtechnologyanagentor
analystcouldquicklylocateaSubjectMatterExpertwithintheFBIbyaccessinganinteractivedirectory,
engageinatextmessagingsessionandthenescalatethesessiontoavoicecall,orevenavideocallall
withinminutes.
VoiceoverIP(VOIP)isnotanewtechnology;however,itismaturingandbecomingamorecost
effectivealternativetoconventionaltelephonysystems.FortheFBItocommittoaVoIPtransformation,
infrastructureupgradeswillneedtobeinplacealongwithexpandedbandwidthaccommodatingVoIP
andanyassociatedand/oremergingVoIPtechnologies.

Provide enterprise users with standardized IT solutions and


services using enhanced infrastructure support.

TheFBIwillprovidehighlyreliableandavailablecapabilitiestousersanddecreasethetimeto
delivernewcapabilities.TheseenterpriseserviceswillbeleveragedacrosstheFBItoprovideseamless
connectivitytomissioncriticalinformation,suchascouldbedeliveredwithcloudcomputing.Cloud
computingrelatestotheunderlyingarchitectureinwhichtheservicesarehosted.Theprincipleisthat
applicationsrunsomewhereinacloudtransparenttotheuserregardinglocationorimplementation.
Withcloudcomputing,auseraccessesanapplicationusingathinclientorotheraccesspoint,witha
personaldevicelikeaniPhone,BlackBerry,PCorlaptop,reachingintothecloudforresourcesinsteadof
beinglimitedbywhatisresidentonhis/herlocalizeddevice.

TheFBINationalInformationSharingStrategy(NISS)providesthecommonvision,goalsand
frameworkneededtoguideinformationsharinginitiativeswithourfederal,state,localandtribalagency

Within the context of information technology, this statement holds true as well. With this ITSP providing guidance,
the FBI is progressing toward an Agile Enterprise with a resilient and sustainable architecture which will be largely
devoid of stove pipes and silo information networks. This transformation will allow the FBI to execute its mission,
with leading edge technologies, while allowing emerging technology insertion, well into the 21st century.
