How can we balance


development and preservation of
environment?

One of concerns is nature conservation in the world for a long time because nature is
connected directly with our lives. Economic growth helps to reduce poverty and promote
welfare improvements. However, the nature is affected by economic growth. People have
already realized that exhaustion of nature resources will bring ruin because economic growth
is based on the exploitation of nature resources. Economic growth of China can serve as an
example. China has achieved rapid economic growth, industrialization and urbanization after
reform and door-opening policies in 1978, and it had positive environmental impacts also
created new environmental challenges. It is suggested that the environmental pollution in
China would have very negative impact on the ecology, and to make it worse might
sometimes put a serious threat to peoples health. Environmentally sustainable growth rate
remains a serious challenge for the country. For the wealth of Chinese and people of
neighboring countries it is imperative for Chinese government its people to make great effort
to improve environmental problems(Yang,2009,1), so there are reasonable solutions for
protecting the environment that are effective consumption of energy, new and renewable
energy development and extensive diffusion, and regulation of carbon emissions.
The first solution is effective consumption of energy. Government and social
organization carry out campaign, education, and social regulation of energy saving, so the
importance of energy saving is recognized by people. Many people would overtake plenty in
the life, and result in extravagance, so we need to business restructure. The business structure
has to be reorganized from manufacturing industries to knowledge based industries because
manufacturing industries need a lot of nature resources. In addition, environmental friendly
building design will help protection of environment. Some cities, where these have already
been built, Zero-Carbon City or Carbon-Neutral City, and a target of the cities is 0% carbon
emission and using energy from 100% renewable resources. The meaning is ecological access
as opposite to reducing nukes and fossil fuels simply. One of ways is growing ivy on the

walls. The build-up of urban environments has caused problem that is urban heat island effect
that metropolitan areas are considerably warmer than rural areas. It increases in temperature
has a negative impact on the environment from increasing energy demands in the summer to
air pollution and emissions, but living green walls help to offset this problem by providing
shade from the effects of direct sunlight because the panels, including the growth media,
insulate the building and reduce energy costs for heating the building in winter as well.
Each country has to promote new and renewable energy exploitation and extensive
diffusion, but it can not attain individually, so it needs investment in renewable sources of
energy and development of alternative sources of energy from government or companies. For
example, the island of Lolland located in southern Denmark has come under the spotlight for
being the world-first "renewable hydrogen community," a community that uses renewable
energy generated by wind abundant in the region and hydrogen produced using wind power.
The island aspires to become a role model for society, one that does not pollute air or water,
by using renewable energy sources and hydrogen rather than depending on nuclear energy or
fossil fuels. (Kanematsu, 2010) All of countries also should establish policies for using
alternative energies. After nuclear power plant explosion in Fukushima, Germany
government decided energy transition. It is called Energiewende: Energy policy for future
that stop using nukes and fossil fuels to renewable resources under the government. The
project is not easy, but they are already under way for their future.
Some countries are trying to get out of using nukes and fossil fuels, but many
countries rely still on use nukes and fossil fuels because nukes and fossil fuels are cheaper
and easier to get than using renewable energies. Nevertheless, all of countries have to make
regulation of carbon emission. They have to make enactment of international law and
regulation. The European Union's Emission Trading System(ETS) is the world's biggest
scheme for trading greenhouse gas emissions allowances. Companies can trade their

allowances, providing an incentive for them to reduce their emissions. Europe has a price on
carbon and a working mechanism to limit and reduce climate pollution, which puts it further
ahead than other major regions in the world. () In theory, polluters who can reduce emissions
most cheaply will do so, achieving the emission reduction at the lowest cost to society.
Most people benefit by economic growth, but the economic growth is built by
exhaustion of nature resources. People have already realized that exhaustion of nature
resources will bring ruin to their lives. Nonetheless, people do not change the way that is
using renewable energies because using nukes and fossil fuels is cheaper than using
renewable energies. Alternative sources of energies are not improved yet, so when people use
that, they have to pay expensive cost. However, recently many countries have already
realized possibility of dangers from indiscriminate development. Hence, people should think
about solution that are effective consumption of energy, new and renewable energy
development and extensive diffusion, and regulation of carbon emissions will protect our
environment, but the most important thing is started with our positive concern. If people do
not change their behavior and policy, we can not avoid ruin. The green development will be
reasonable solution for the future.
