Objective, target group and warrant

The purpose of SPIR is to enable a fast and efficient flow of information between the involved project
organisations.
Target group: Projects and suppliers.
Warrant:

Requirements

2.1

SPIR distribution

SPIR shall be issued to the modification responsibles and all suppliers to the project. Relevant
information from SPIR shall be transferred to the Statoil's TI system in due time.
2.2

Material data requirements

In order to be able to supply the equipment with necessary spare parts, Statoil shall require the
following material data:
1. Drawing, technical specification and data sheet of the equipment.
2. Detailed drawings, including material list, dimensions and material specifications according to
international standards.
2.3

Spare parts requirements

The spare part listing shall contain all spare parts potentially requiring replacement/repair, as well as
necessary special tools required for replacement or repair of the unit on the installation.
GUIDELINES TO 2.3:
The spare part may comprise:
a complete item (tag)
part of an item
a complete repair kit
a part of a kit

According to the level of repair strategy, the spare parts shall be modularised into units, which are
easily replaceable on the installation.
2.4

Spare parts selection

When selecting the spare parts, which are to be specified, the following elements shall be taken into
consideration:
1. The probability of need as a consequence of likely failures.
2. The likely failures' effect on the system, or the main function of the equipment.
3. The possibility of the field operators to perform the necessary repairs.

Computer requirements

SPIR shall be implemented to be run on a standard 386 PC with Microsoft Windows version 3.1 and
minimum 4 Mb memory environment. Microsoft EXCEL (version 4.0 or later) spreadsheet must be
installed on the PC.
2.6

SPIR data registration

SPIR information shall be registered electronically only once, and by the organisation unit who
generates the information, to secure correct and accurate data, and to reduce unnecessary double work.
The modification responsible and supplier shall provide data to the yellow boxes in SPIR for all
relevant spare parts. If maintenance concepts for selected equipment groups have been forwarded to
the modification responsible and supplier, it must be ensured that SPIR also includes the essential
spare parts as indicated in the concepts.
The information must be complete (including drawing references, dimensions, material, etc.) in order
to enable Statoil to identify identical parts (interchangeability) on different SPIRs, and to assign
material nos. to relevant parts.
NOTES:
1. Statoil shall assign material nos. to all spare parts purchased for Statoils storage.
2. Explanations to all columns in SPIR are given in section 2.9. The supplier shall not complete columns marked Statoil
use only.
GUIDELINES TO 2.6:
3. If spare parts or units are repeated for a large number of tags, or if many spare parts are required for one PO
package, it can be necessary with special solutions, in order to avoid too heavy work for your PC.
4. When identical spare parts or units are repeated for a large number of tags, it is allowed to identify several tags - or
series of tags - in one cell (column 2). Be sure to fill in correct number (total no. of spare parts for all tags in each cell
in column 2) under "Quantity of spare parts per unit/component" (column 6).
5. When it is required to register more than 300 spare parts for until 80 tags, it is most convenient to establish an
additional SPIR. Make sure that all tags with common spare parts are listed on the same SPIR.

2.7

Information input to SPIR

SPIR is opened like any other spreadsheet file. The files are opened as Read only files. This means
that you will be prompt for a new name when saving the data file.
GUIDELINES TO 2.7:
The spreadsheet can be filled in cell by cell, but it may be more convenient to utilize the buttons at the top of the screen:
1. Start with "Supplier Information", and provide data for the dialogue box appearing on the screen
2. Continue with "Equipment Information" and complete the work with "Spare Parts Information List", successively
along with tag information in column 2 to the left on the sheet
3. Select correct cell (column 2) and click the button "Add Tag" to display the dialogue box for easy data input. Use
"Return" to save data and selection of next tag cell
4. Check that all cells with yellow heading are completed
A better view of the whole form is achieved by selecting View, Zoom and 40 % (instead of 75 %), but it is of
coarse more difficult to read.

Printout of SPIR

The electronic SPIR form consists of three sheets:


1. SPIR sheet
2. continuation sheet
3. Statoil evaluation sheet (Statoil use only)
Each sheet shall be printed out separately as follows:
1. Operate Print button at the top of the screen and select printout sheet.
2. If Print button does not work, proceed as follows:
3. Mark relevant SPIR sheet and choose: File, Page Setup (For version 4.0 choose Options,
Set Print Area).
4. Adjust settings for Page(For version 4.0 choose File and Page Setup for adjustments):
4.1. Orientation: Landscape.
4.2. Scaling: Fit to 1 page wide by 100 tall.
4.3. Paper Size: A4 210 x 297 mm.
5. Adjust settings for Margins:
5.1. Top: 0.8, bottom, left and right: 0.6.
5.2. Center on page: Horizontally.
6. Adjust settings for Header/Footer:
6.1. None.
7. Adjust settings for Sheet:
7.1. No gridlines.
8. Start printing (Note for version 5.0 choose Selection in print dialogue box)
9. If printout size is not correct try:
9.1. File.
9.2. Page Setup.
9.3. Adjust page to 48 % of normal size (or the percentage required size).

Follow up

Exception and non-conformance treatment of this TR, and also improvement and experience feed
back, shall follow the principles in WR0011 and WR0001 respectively.

Terminology

3.1

Definitions

1. can: Can-wordings are conditional and indicate a possibility open to the user. Application of
exception from a can-wording is not required.
Examples on the use of can:
Criticality limits for HSE: not at the risk of personnel injuries; not at the risk of fire or effect on the
safety systems; not at the risk of pollution.
Criticality limits for production: no effect.
Criticality limits for sequence costs: according to stated key data for the individual facility.
2. information equipment: Includes i.a. data sheets, drawings, descriptions, spare part lists and
logic related information for purchased standard equipment, which can be used on several places,
i.e. on a number of tag nos. in the installations.
3. information - technical: Structured installation and equipment described documentation of plant
installations, pipeline systems and offshore installations, in the way they are planned, designed,
built and modified at any time. Technical information includes installation and equipment specific
information. The former includes i.a. tag registers, equipment, drawings, 2D CAD and 3D models,
data sheets, certificates, descriptions, manuals and connection between these.
4. material control unit: Operation support unit for controlling material procurement and supply in
the exploration and production projects.
5. may: May indicates a course of action that is permissible within the limits of the document; a
permission. Application of exception is not required.
6. project: A one off task with a given goal that is clearly defined and limited with regards to
content, time frame and cost. A planned undertaking performed by a temporary organisation to
develop a business possibility and maximise value for Statoil.
7. shall: Shall is a mandatory action, or an absolute requirement. The need for exceptions shall be
processed and approved in advance by a formal application of exception.
Examples on the use of shall:
Criticality limits for HSE: at the risk of serious personnel injuries; critical safety systems are shut
down; at the risk of fire in classified area; at the risk of larger pollution.
Criticality limits for production: production stop, reduced oil and condensate production during a
defined number of hours.
Criticality limits for sequence costs: according to stated key data for the individual facility.
8. should: Should is a recommendation. Alternative solutions having the same functionality and
quality are acceptable, if documented, e.g. by means of an application of exception.
Examples on the use of should:
Criticality limits for HSE: at the risk of injuries requiring medical treatment; limited effect on the
safety systems; not at the risk of fire in classified area; at the risk of limited pollution.
Criticality limits for production: production stop, reduced oil and condensate production during a
defined number of hours.
Criticality limits for sequence costs: according to stated key data for the individual facility.
9. spare parts capital/insurance: Parts that comply with all four of the following criteria:
9.1. High unit price.

9.2. Very low failure rate (MTBF) and an unpredictable failure pattern.
9.3. Either long delivery time on new unit, or long repair time (if it can be repaired).
9.4. Large economical consequence if spare parts are not available when needed. Due to cost and
delivery time capital spare parts should normally be purchased and manufactured as part of the
main order.
10. spare parts - commissioning: Parts, which may be required during the construction and
commissioning period. Typical examples are: Gaskets, seals. ball/roller bearings, oil glasses,
miscellaneous instruments and electrical items likely to be consumed during the commissioning
period.
11. spare parts - operating: Parts or units required to maintain the operational and safety capabilities
of the equipment during its normal operational lifetime. Typical examples are: Pump impellers;
pump wear rings, compressor seals and complete valves.
12. supplier:
NS 5820: The party that is responsible for the product, process or service and is able to ensure that
quality assurance is exercised. The definition may apply to manufacturers, distributors, importers,
assemblers, service organizations, etc.
Statoil: Organization, that provides a product, e.g. producer, distributor, retailer or vendor of a
product. The scope delivered by a supplier is normally defined in a purchase order or framework
agreement.
13. tag: A unique code that defines the functional location and function of a physical component
within a facility. The functional location only refers to where the tag is located within a system,
NOT the precise physical position.
14. turn around time: The time from which the unit is received at workshop, until it is
overhauled/repaired and available on stock.
3.2

Abbreviations

1. DFO - Documentation for operation. The part of technical information to be delivered from
development and modification projects to operation, required in operation, maintenance and
modification of facilities. The DFO extend must be reduced to the absolute minimum necessary, to
limit the administration costs.
2. HSE - Health, safety and environment
3. LCI - Life cycle information. Information required by the Company for engineering, preparation
for operations, start-up, operation, maintenance, repair, modification and decommissioning of a
plant. LCI includes, both information submitted to the Company, and retained by the Supplier on
behalf of the Company. LCI includes what has previously been termed DFO, a part of LCI
necessary in the operation phase. LCI in operation can include 3D model requirements and various
engineering registers of as-built quality, as replacement for traditional drawings.
