WHEREAS, in December 2015, a severe series of storms swept through Curry County threatening life and
destroying property, and on January 25, 2016 Governor Kate Brown having issued Executive Order 16-02; and
WHEREAS, continuing seasonal storm events have resulted in a deluge of rainfall resulting in a dynamic
situation causing massive earth movement commonly known as a sinkhole, with significant damage to local City,
County and State infrastructure including but not limited to storm drain, sanitary sewer, city and county roads, and
State and US Highway 101; and
WHEREAS, the severe storm event has damaged and displaced local businesses and threatens continued
destruction of property, impacts to local business, and damages to residences with possible loss of life; and
WHEREAS, the Port of Brookings-Harbor has sustained damages in the way of catastrophic levels of silt, mud
and debris run-off into the harbor; the nature of the silt, run-off and damages are ongoing; and
WHEREAS, the severe storm events and subsequent loss of critical infrastructure at the City of Brookings, the
Community of Harbor, Curry County, Harbor Sanitary District, Harbor Water District, the Port of Brookings-Harbor;,
and State and US Highway 101 threatens the life and safety of the community; and
WHEREAS, Curry County does not have the resources to assist with the depth of infrastructure loss and
private property damage to our residents and businesses by this severe storm events, as the direct and indirect costs
associated with the damage caused by the storms could be in the millions of dollars and exceed the Countys ability
to assist; and
WHEREAS, the conditions are not stable and are anticipated to worsen, including requirement for mandatory
evacuation and sheltering; removal of debris and wreckage from publicly and privately owned lands and waters; and
WHEREAS, the Curry County Board of Commissioners has determined that there is a need for state assistance
including but not limited to equipment, supplies, and human resources to respond to and recover from the severe
storm event and subsequent emergency condition; and
WHEREAS, impacted areas include at-risk populations including elderly, disabled, seniors, and others on fixed
incomes;
NOW, THEREFORE, THE BOARD OF CURRY COUNTY COMMISSIONERS HEREBY RESOLVES:
That an Emergency exists in Curry County; the initial assessment of damage to the county is in the multiple
millions of dollars and exhausts the Countys resources; that Curry County does not possess the adequate resources
to appropriately respond to the emergency that is declared for the purposes of assessment, evaluation and acquiring
the ability to provide the appropriate resources where needed; and
