Please refer to our tender for Supply, Installation and Commissioning of Chip Based Fuel Management System Ref No. NOCK/PRC/03(841)
and the Pre Tender Meeting held on 6th March 2014 at 5th Floor Boardroom of National Oil Corporation, located at AON Minet Building.
We hereby issue this 1st addendum with responses to clarifications and amendments to the tender document as below. This is after requests
for clarifications were sought which are quoted below:

Could we get details of the RFID solution that is installed.

We have a MIFARE Radio Frequency Tag. It is paired with the fuel
card so as to validate sales. It is affixed on the vehicles windscreen.
Samples were displayed during the Pre-bid forum.

Is it possible to get technical details on the IRO and the current


Petroplus solution?
Kindly explain the following:

Vehicles:
Which vehicles will be fitted with RF tags and chips. Is it for
specific NOC fleets or public vehicles

PetroPlus is a brand name of the current fuel card

automated forecourt system
Chip reading devices are mounted on dispensing nozzles

The filling stations are listed but the number of pumps are unclear, Bidder should quote per unit i.e cost of pump controller, radio
should we assume it is one pump per station?

No, The stations are not automated. NOC is at advanced stages of


automating the stations.

Mandatory Requirements
Audited Financial statements-Clause 1.5(i) on Page 4 and in the
Audited Financial statements -This requirement is amended as
Appendix on Page 24 item(xii) gave the following requirement:

Bidder to provide Copies of audited financial statements. The audited
financial statements required must be those that are reported within
twenty four (24) calendar months of the date of the tender document.
Companies or firms that are registered or incorporated within the last
one calendar year of the Date of the Tender Document, they should
submit certified copies of bank statements covering a period of at
least twelve (12) months prior to the date of the tender document.
The copies should be certified by the Bank issuing the statements.
(The certification should be original).

Can the tender be submitted by a joint venture or partnership?

Bidder to provide Copies of audited financial statements. The


audited financial statements are for 2 years( 2011 and 2012)
Companies or firms that are registered or incorporated
within the last one calendar year of the Date of the Tender
Document, they should submit certified copies of bank
statements covering a period of at least twelve (12) months
prior to the date of the tender document. The copies should
be certified by the Bank issuing the statements. (The
certification should be original).

In order to give bidders ample time to effectively respond to the tender as per this 1st addendum, the cover page and clauses 1.7, 2.17.2,
2.18.1,2.20.1 that give the tender closing date and time as 21st March 2014 at 1500hrs (East Africa Time) have been amended and the
closing date and time extended to 27th March 2014 at 1500hrs (East Africa Time). Tenders will be opened soon after at The
Lounge - National Oil Corporation of Kenya on 5th Floor, AON Minet House, Mamlaka Road off Nyerere Road, Nairobi, in the presence of
bidders and/or their representatives.
Except as modified herein, all the other terms and conditions of the tender remain as is and are unchanged.
