Board approves master plans for Village, Aero parks

BY THOMAS J. MCKILLEN
MANAGING EDITOR

The Menomonee Falls Village Board

approved the current master plans for
Village Park and a planned park on the
southwest part of the village.
At the start of the presentation, village
Director of Engineering Thomas Hoffman
said the agenda items are an update from
May 2013 when the board reviewed three
concepts for Village and "Aero" Park, which
is how the southwest property is being
referred as (it was previously the site of
Aero Field, which was an airport. The site
is located at the northeast of Lannon and
Lisbon roads).
Blake Theisen of Ayers & Associates said
the process of creating master plans for the
parks was started in August 2014 and
included public information presentations
in the fall. The three concepts for each
park was presented in May 2015. Since
then, Theisen said there has been discussion on the concepts while additional property has been added to the Aero Park site.
Theisen said that for the Village Park
site, goals included moving parking to the
exterior portion of the park area, upgrading the tennis courts and addressing the
northeast corner. The draft that was developed included having five tennis courts
and a basketball court, one less tennis

court than now. Also, the splashpad was

moved closer to restrooms, the Veterans
Memorial will be improved while the softball diamond was removed and will be
replaced with greenspace that be used for
festival use and special events. Theisen
then summarized three phases under which
the improvements can be done.
Trustee Steve Raymonds asked about
the removal of the ball diamond, and if
that was supported during the open house
meeting.
"I think we heard that space could be
used a little bit better by a great majority,
yes," Theisen said.
Hoffman said the ball diamond could
stay as long as necessary while other
improvements are undertaken. Hoffman
also said that the village talked with Falls
Fest and Park & Community Education staff
about possibly removing the ball diamond
from Village Park.
For the Aero Park said, a major change
came with the addition of land on the east
side of the park. Theisen explained that as
a residential development on the east site
of the site was being developed, road patterns were changed in response to wetland
delineations. As a result, the village "got
the gift of extra park space."
Aero Park includes a skill hill, disc golf
area, and a dog park. Theisen summarized

Theisen went on to explain that the
master plans for the parks, once adopted by
the board, would make them part of the
village's Comprehensive Outdoor Recreation
Plan. At that point, the Village Board could
decide how much to devote for improvements each year.
Trustee David Glasgow asked about the
background for the need of a park on the

Commission supports land use, zoning changes for Victory site

The
Menomonee
Falls
Plan
Commission supported a request from
HSI Properties to change the land use
classification for land at the northeast
corner of Pilgrim and Lisbon roads.
The property had been the location
of a drive-in theater from 1950 to 1986
and has been owned by the Brookfield
Assembly of God Church since
1988.During 2015, HSI Properties had
requested the land use for the site be
changed from the Institutional to the
Medium Density Residential and
Commercial land use classifications to
allow for a proposed development that
included 10 single family homes, 174
apartments in 12 buildings, and a commercial development at the corner of
Pilgrim and Lisbon roads. However, that
request was rejected by the Village
Board Aug. 17. The item was returned
to the Plan Commission, at which point

HSI requested the matter be tabled.

HSI submitted a new proposal, asking the land use for the site be changed
to a medium density residential classification. The new proposal, which was
summarized at the Jan. 5 Plan
Commission meeting, called for 77 single family lots.
A revised conceptual site plan for 82
single family lots was submitted to village staff on Jan. 21. The density would
be 3.2 dwelling units per acre with the
smallest lot having 9,103 square feet.
During the Feb. 2 Plan Commission
meeting, Director of Community
Development Matt Carran said specific
lot sizes and layout will occur at a later
date. He added that village staff has recommended that lot sizes be increased on
the north side of the property.
During a public hearing Trustee
Steve Raymonds noted the hearing

dealt with the land use for the site.

Carran noted that after land use is considered, the next step would be rezoning, then development plans would be
considered.
Resident Rick Kolbeck said "the density seems to be the biggest headache,"
noting the current proposal adds five
houses to the proposal. Carran said the
concept will change during the process.
Another resident said he moved to
the area with the understanding a
church was going up on the site and
he has "no problem" with low density
residential development.
Resident Jane Hoell said "low density is something we hope the (Village)
board adheres to." She indicated that
residents would prefer around 64 homes
at the site instead of 80. She also
expressed concern that having two
entry points into the subdivisions

would result in motorists cutting

through the subdivision. Commission
member Tim Newman replied that under
current development practices, there is
an effort to have two access points into
a subdivision.
As part of the process, HSI has also
submitted a request to change the zoning from P2-Institutional and CW-I
Conservancy to R5-Single Family
Residential. However, Carran said village
staff recommended the zoning be
changed to a Planned Residential
Development (PRD) to allow for more
flexibility in lot sizes. The commission
supported the rezoning change to the
PRD.
A public hearing will be held on the
rezoning request at a future meeting of
the Village Board.

southwest side of the village.

"What's driving Aero Park, to have a
park in that location, when there seems
to be little residential activity?"
Glasgow said. He asked if the site could
be better used for residential use.
Village Manager Mark Fitzgerald said
that seven years ago the village examined sites for a park on the southwest
side of the village to serve future
growth in the area.
"It's going be as significant of an
area of the village, it's time as
come,"Fitzgerald said.
He said the site was acquired by the
village five years ago with the idea to
wait until the growth started. He noted
that there are 300 housing units
planned east of the park area over the
next several years.
Raymonds added there was also
development along Silver Spring Road
as incoming development in that area
of the village. Hoffman added there is
floodplain along the edge of the park,

so there is high groundwater. Hofffman

said if the Areo Park site was to be
developed for residences, a developer
would have to install eight feet of fill to
have homes with basements.
"It makes ideal parkland," Hoffman
said.
Trustee Jeremy Walz asked if it
would be possible to reintroduce a dog
park for the Village Park, as he said he
has heard from residents who support
having a dog park on the north side of
the village. Hoffman said that could be
done as part of the capital budgeting
process, when the parks are actually
designed. He said the master plans serve
as a "guideline" for the development of
the parks. Fitzgerald cautioned that
"dog parks that close to residences are
usually a bad match. I assume you will
hear significant concern about that."
As for paying for improvements,
impact fees on new development could
be used to pay for a portion of the
development of Aero Park. Fitzgerald
said that option isn't possible for
Village Park, which is an existing park.

Because I tend to take treats a bit roughly any children in my new home should be

scoring the first seven points on the way to a
61-39 victory.
"I was pleased with the way they played
tonight. They came out with a lot of energy,"
Hamilton Coach Bill Scasny said. He noted that
the team didn't have as much energy in recent
practices.
"So it's good to see they came out with a lot
of energy tonight, jumped on them early and
then kept the pressure on," he said.
East scored a few baskets and cut Hamilton's
lead to 12-6 following a basket by Maya Walls at
the 10:57 mark, but Hamilton answered with an
11-1 run that gave the Chargers a 23-7 lead
after Jordan Fierst converted two free throws
with 4:55 left before halftime. Hamilton finished the half with Taylor Klug launching an
attempt from several feet behind the halfcourt
line just before the buzzer sounded, which then
went through the hoop for three points to give
the Chargers a 36-16 lead at the break.
Hamilton was able to keep of lead of more
than 20 points through the second half.
"We never let them back in, and that was
good to see," Scasny said.

He said while there were turnovers for his

team during the game, overall they did a nice
job of executing plays and playing with energy.
Klug led Hamilton with 18 points while
Megan Schmitt added 14 points.
Hamilton followed that win with a 82-50
win over West Allis Hale Feb. 2. Klug led
Hamilton with 18 points while Schmitt and
Eliana Selin both scored 15 points for Hamilton.
Following the win, Hamilton was second in the
Greater Metro with a 9-2 record while having a
15-3 overall mark.
