Issue: Promoting inclusive and accountable public services for sustainable

development resolution

Realizing that ethical conduct in the community contributes towards the
excellence of autonomous governance and financial and social progress by
augmenting transparency and the performance of municipal institutions;
Recognizing that while governments have diverse cultural, political and
governmental environments, they often meet analogous ethical challenges
and the responses by their ethics administration show mutual
characteristics;
Bearing in mind the recent developments which advance global
understanding and co-operation in stimulating ethical culture in the public
service sectors, such as the Resolution on Action Against Corruption, the
International Code of Conduct for Public Officials, the Inter-American
Convention Against Corruption, the Programme of Action Against Corruption,
and the implementation by the European Council of the Action Plan to
Combat Organized Crime;
Further recognizing that the fight against bribery is urgency for the
international community;
Bearing in mind the core purposes of the United Nations Convention against
Corruption include the deterrence and illegalization of corruption, the
advancement of suitable management of public affairs and civic property,
the recovery of assets derived from unethical practices and the
establishment of technical aid and global cooperation;
Recognizing the work of the Assembly of Experts on Civic Administration in
providing policy guidance and programmatic supervision to the Committee on
matters related to governance and public administration, and the significance of the
Committees work to the acceleration of the application of the Millennium
Development Goals and the explanation of the post-2015 development program,

1. Encourages all countries to authorize and agree to the United Nations


Convention against Corruption and review its implementation, while:
a) restating the commitment to making the Convention an effective
instrument to deter, detect, prevent and counter corruption and
bribery,

b) impeaching those involved in corrupt activities and recover and return


embezzled assets to their country of origin,
c) strengthening global cooperation and national institutions to fight
money-laundering and the financing of terrorism;
2. Further encourages the international community to develop good practices
on asset return, while supporting the Stolen Asset Recovery Initiative of the
United Nations Office on Drugs and Crime and the World Bank and other
international initiatives that support the recovery of stolen assets;
3. Urges member nations to update and ratify regional conventions against
corruption, and eliminate safe havens that create incentives for transfer
abroad of stolen assets and illegal financial flows, while working to
strengthen supervisory frameworks at all levels to further increase
transparency and responsibility of financial organizations and the corporate
sector;
4. Urges the international community to continue to:
a) promote the exchange of information,
b) the exchange of experience and the sharing of lessons learned and best
practices;
5. Encourages Member States to promote effective and accountable
leadership, high standards of professionalism and ethics, in public
institutions and the delivery of public services at all appropriate levels;
6. Stresses that the goals for sustainable development are different from the
goals of the Millennium Development Plan and require more citizen
ownership thus Governments should foster the participation of citizens in its
implementation at all levels in order to effectively utilize efforts and
resources to achieve sustainable development;
7. Requests political parties of the member nations to cooperate
meticulously with each other, consistent with their internal legal and
administrative systems, to enhance the efficacy of law implementation and
to combat the offences covered under the United Nations Convention against
Corruption;
8. Recommends Member countries to take action towards ensuring wellfunctioning institutions and systems that can promote ethical conduct in the
public service by:

a) Developing and regularly revising policies and institutions impelling


ethical conduct in the public service sector,
b) Promoting government action to Incorporate the ethical aspect into
administration frameworks to sustain high standards of conduct and
maintain management practices that are consistent with the
principles of public service;
9. Calls upon member nations to, in their national education policies,
support:
a) Establishment of all essential and suitable provisions and services to
provide all students with prospects for success,
b) Access to syllabus adjustments and adaptations which allow students
to access fundamental curriculum and assessment and liability
systems,
c) An extensive range of individual support facilities like speech, reading
or occupational therapy which are carefully synchronized with the
general education classrooms objectives and activities and which are
delivered in general education situations,
d) Educational and assistive technologies that nurture independence,
contribution, and choice,
e) Innovative ways to apportion special and general education assets,
with financial obstacles removed,
f) The usage of constructive behavioral supports that are centered
around the practical assessment of problematic behavior.
