BEAVERTON POLICE MAKE ARREST IN FRIDAY NIGHT EXPLOSIONS CASE

On Friday, April 9th at 9:00 pm, Washington County Dispatch Center received multiple 911 calls of
gunshots fired in the area of SW Murray Blvd and SW Sapphire Drive. At least nine different calls to 911
were received and all but one described the noise as sounding like gunfire. Additionally, one the callers
reported that the gunfire, as well as breaking glass, had come from the apartment above the caller.

Given the high number of calls and the specifics given in some of those calls police believed there was a
high likelihood that a shooting had taken place and responded quickly and tactically. Beaverton Police
also sent out a county wide request to all on duty officers who are members of the Tactical Negotiation
Team (TNT) to respond as well. There was not a request to activate TNT members who were not on duty.
While a large number of officers were dispatched to the call, there were also other officers who remained
or were deployed to other parts of the city to be available for other emergencies that might arise.

The area that was believed to be the source of the incident, as described by the 911 callers, was
surrounded and cordoned off. Officers approached the apartment reported to be the source of the gunfire
as well as the surrounding apartments. Officers made contact with residents both inside and outside the
apartments and were unable to locate any evidence that a shooting had taken place. Officers received
additional statements from residents who were outside at the time of the explosions who said that it
sounded like fireworks and not gunfire. Officers cleared the scene and returned to regular duty status.

While officers were clearing the scene some bottle rockets were shot into the air. Officers responded to
the area the bottle rockets came from and made contact with a subject having a party behind his home.
That subject was identified as the source of the bottle rockets as well as the mortars which caused the loud
explosions that generated the initial calls. The subject was identified as 50 year old Eric Lemoine.
Lemoine acknowledged setting off 5 mortars at the same time as the initial calls. Lemoine was cited for
Disorderly Conduct II and the remaining fireworks were confiscated.

166.025 Disorderly conduct in the second degree

(1) A person commits the crime of disorderly conduct in the second degree if, with intent to cause
public inconvenience, annoyance or alarm, or recklessly creating a risk thereof, the person:
(b) Makes unreasonable noise;

(2) Disorderly conduct in the second degree is a Class B misdemeanor.
