After months of discussion
across multiple meetings, Evesham Township Council has
taken its first votes toward dissolving the Evesham Municipal
Utilities Authority and reorganizing the entity as a department
under the municipality.
At its Feb. 9 meeting, council
approved the introduction of an
ordinance to dissolve the MUA,
the introduction of an ordinance
permitting the township to refinance MUA debt as municipal
debt, a resolution to submit an application for dissolution to the
state and a resolution approving
the findings of a financial advisory report related to the dissolution.
However, the two ordinances
officially dissolving the MUA and
refinancing its debt will only
move forward for a public hearing and final vote by council if
first approved by the Local Finance Board under the state Department of Community Affairs.

Preschool program accepting applications


The Evesham Township School
District has announced that it
will again be offering a tuitionbased preschool integrated program for the 2016-2017 school year.
There will be two half-day preschool inclusion classes for 4year-olds, and two half-day sessions for 3-year-olds.
The goal of these inclusion programs are to bring together children with special needs with
their typically developing peers
in a collaborative classroom environment where students experience a variety of early reading
and math concepts, language development, fine and gross motor
skills, related arts and social
skills.
The curriculum used in these
programs is state approved, developmentally appropriate and
based on best practice in early
childhood education.
The preschool programs are
aligned to the districts kindergarten program, and taught by a

certified teacher. In addition,


each class will have two instructional assistants.
Both preschool inclusion programs will be held at Rice Elementary School.
Each class will be comprised of
approximately 15 children, five of
whom are classified as having
special needs and 10 who are typically developing.
Each section will last 2.5 hours
per day, four to five days a week
based on a predetermined preschool district calendar.
The cost for the program is
$3,300 for the year, and includes
transportation for all families living within Eveshams bus zones.
Both the 3- and 4-year-old programs will have a morning and
afternoon session. Families must
be willing to accept placement in
either a.m. or p.m. session.
To be considered for admission
into this program, there are four
requirements that must be met:
Families must be residents

of Evesham Township or ETSD


employees
Students must be the designated age of the class on or before
Oct. 1
Students must be toilet
trained
Students must have up-todate immunizations
Students eligible for entrance
into kindergarten in September
will not be considered for enrollment in the preschool program.
Anyone interested in enrolling
their non-classified child in one of
the classes should complete an application, which can be found on
the
district
website
at
evesham.k12.nj.us, and return it
along with the non-refundable application fee of $50 on or before
Friday, March 4 to: Evesham
Township School District, Child
Study Team, 25 South Maple Ave.,
Marlton, NJ 08053.
As applicants are received, district personnel will assign a
tracking number to each child
who submitted an application.
Students will be placed on a firstcome, first-served basis. If the
number of applicants exceeds the
number of available slots in a session, students will be placed on a
wait list.
Applicant families will be notified of their acceptance based on
final enrollment numbers no
later than Friday, March 11. At
that time, an acceptance form
must be completed and returned
by Tuesday, March 22. Failure to
return this form by the deadline
shall constitute a declination of
enrollment.
When school personnel receive
the acceptance form, class placement will be assigned and a registration date and time will be
arranged for you. Applicants not
initially offered admission will
receive written notification regarding their placement on the
wait list. Openings subsequently
arising shall be filled from the
wait list in the order they were received.

with possession, distribution
of child pornography

23-year-old Evesham resident was
arrested Feb. 5 and charged with
possession and distribution of
child pornography.
The male was charged with
one count of endangering the
welfare of children (second-degree) for distribution and one
count of endangering the welfare
of children (third-degree) for possession.

week, following a disappointing sixthplace finish in the New Hampshire primary, Christie did what many thought

it official that he would not seek the Republican nomination in the 2012 election opposite President Obama, it
seemed as though our governor would,
at the very least, be a leading candidate
in 2016. But following the Bridgegate
scandal and fights over the states pension, voters soured on him.

the vote last week, good for sixth best
among Republicans, the final nail was
hammered in his coffin.
Now, Christie returns to New Jersey
to assume his full-time duties of gover-

nor. That will be good for us or will

Christie will serve out the remaining two years of his second term as a
lameduck governor. Between now and
2017, with no further political ascension in sight, he will be forced to deal
with a Legislature that has its sights
set on policies that will reach far beyond his term in office.
How much Christie will be able to
accomplish in the remainder of his
term, and just how much influence he
can exert, is questionable, at best.
Christie went for it all, and came up
short. Now, hes coming back home to
pick up the pieces.
Heres to hoping hell be more humble in the coming years and think of
New Jersey first.

its March 9 meeting. If the LFB approves
Eveshams application, the public hearing
and final vote on the dissolution and refinancing ordinances could be set for councils March 22 meeting.
The MUA-related ordinances and resolutions passed at the Feb. 9 meeting fell along
a 3-2 vote margin, with Mayor Randy
Brown, Deputy Mayor Ken DAndrea and
Councilman Bob DiEnna voting yes each
time, and Councilwoman Debbie Hackman
and Councilman Steve Zeuli voting no.
The votes came after Czerniecki once
again presented a financial case for the
township to assume water and wastewater
duties, noting he believed the township
could save nearly $11 million over 10 years

by dissolving the MUA.


With an $18 million annual operating
budget, 55 employees and about 16,000
water and wastewater customers, the MUA
operates as a public entity separate from
the municipality and gains funding only
from its ratepayers.
Czerniecki said $4.3 million in savings
would come from reissuing MUA debt as
municipal debt, in addition to savings from
overlapping operating expenses, consolidation of open personnel positions and freeing up $9 million in ratepayer funds held in
restricted reserves, which is required of
the MUA as a public entity.
Czerniecki also said if the township
were to take over water and wastewater operations, it would codify current MUA policies of setting aside $1.5 million for emergencies, $2 million for pay as you go capital
projects and $3 million for cashflow purposes.
He also noted that no employees would

lose their job as a result of the dissolution,


and if the township maintained a steady
level of debt over the next 10 years, the
township could increase the number of
projects it is able to carry out.
After the presentation, Brown described
the vote for dissolution as one of the easiest decisions ever placed before him as a
township official. While he praised the
work of the MUA, he said the savings that
could be realized from dissolving the MUA
was what was best for the community.
Wed increase of the amount of capital,
wed increase the amount of workload, and
wed increase the amount that we can
spend as we move forward, Brown said.
DAndrea said he was voting in favor of
dissolution after examining areas such as
MUA debt, MUA surplus, operational efficiencies that could come from dissolution,
MUA personnel and more. DAndrea said

ships across the state that had dissolved their MUAs, and he ultimately agreed with the information Czerniecki had presented
throughout the process.
He also noted that his voting
yes was only the first step of a
process, and the state would now
be able to review Eveshams plan
and come back with positive or
negative feedback.
Given all of that, I will be voting yes to allow that next step to
occur in this process, DAndrea
said.
DiEnna also praised the work
of the MUA, but said the township didnt just wake up one
day and decide to dissolve the
MUA without doing the necessary research. He noted the exercise of looking into whether the
township should dissolve its
MUA was a process the state encouraged and ultimately approved.
You cant pick up a newspaper, you cant watch television,
you cant be a student of the
times and not know that there is
an outcry for the reduction in the
size and cost of government, and
thats what this is, DiEnna said.
Zeuli said he was voting no because the MUA was a good entity
that had done all that was asked
of it, and he didnt want to give
the MUA what he believed was effectively a vote of no confidence
before the township has actually

finished a takeover plan and had


it approved.
The process I think kind of
lends itself to giving a good authority, a good entity, a lame duck
status, and I dont like it, Zeuli
said.
Hackman also praised the
work of the MUA, and justified
her votes against dissolution by
saying she was worried the townships credit rating would be negatively affected by assuming the
MUAs debt.
We have as a township probably some of the lowest rates in
our area for our MUA and that
doesnt happen by accident,
Hackman said. Our MUA does a
great job, so I asked myself why
we would want to take on all the
debt of the MUA and add it to
ours.
Brown questioned Hackmans
reasoning, as it went against a financial advisors present at the
meeting who said bringing debt
wouldnt affect the townships
credit rating as long as the utility
maintains a self-liquidating status, which was part of the municipalitys takeover plan.
Should the LFB approve the
MUA dissolution, a four councilmember super majority will
still be required to move the dissolution of the MUA forward, as
four out of five of councils votes
are required to assume the MUAs
debt.

Officer Andrew Beuschel has


been a member of the Evesham
Police Department for five
months, and this is his second
time being honored as ETPD officer of the month. He is being
commended for his proactive efforts and commitment to making
the township a safer place.
On Jan. 6, Beuschel conducted
a motor vehicle stop on Route 73.
Beuschel's investigation of the
stop resulted in the seizure of a
large amount of raw marijuana,
distribution paraphernalia, a vehicle and U.S. currency.
On Jan. 30, Beuschel conducted

a motor vehicle stop on a
