Dr. Allen,
Thank you for your response to the SBEs letter to WEIC. We have placed the WEIC
proposal for action on the February 18th State Board meeting agenda.
Our understanding from your letter is that the Board will receive the revised Plan in the
form of an addendum to the Plan by 2/11/16. The Board will review all materials added
to the official record prior to the meeting in preparation for action on the proposal. The
outline of components within the official record are detailed below and include the
addition of new materials.
At the Board meeting on February 18, 2016, the Board President will call for a motion
and second on the approval of the Plan then have discussion on the motion. During the
Discussion of the motion, the Board would like to have you and any representatives of
WEIC that you would like to bring with you, come to the table to address questions and
engage in a dialogue with the Board prior to a vote being called on the motion. There
will not be a separate WEIC PowerPoint or presentation during this time, but the Board
would like to have you at the table to directly address questions or concerns as they
discuss the motion.
Here is the outline of the Official record with additions to show the additions beyond the
January action.
The Official Record upon which the State Board will base its decision includes
the details below and the bolded section added following the SBE's action on 121-16:
1. Minutes from the WEIC meetings and subcommittee meetings, which may be
accessible through the WEIC website.
2. Correspondence with WEIC from the public, including written and electronic
comments from the public during the notice period. (November 17 January 14)
These should be posted publicly on the WEIC website and submitted as

electronic pdf files to the Board for posting on the Board website.
3. A record of the public hearings from which a verbatim transcript is prepared for
presentation to the Board and posting on the Board website.
4. Exhibits, documents and testimony presented at the public hearing. These
should be submitted to the Board in pdf format in conjunction with the Hearing
transcript.
5. Any findings and summaries of the hearings prepared by the WEIC.
6. Any proposals or reports developed by WEIC that address the actions
established in SB 122.
7. Letters between WEIC and the Board between January 21, 2016 through
February 11, 2016.
8. Addendum attached to the original proposal as submitted by WEIC.
11. Verbal discussion regarding the stated reasons for return and the
revisions to the proposal included in the addendum at a public meeting of
the SBE.

We look forward to receiving the addendum being prepared by WEIC and further
discussion with you on the proposal. Should you have any questions about the details
