West Kootenay Credit Card Fraud
The Salmo RCMP are currently investigating fraudulently

compromised credit cards from area financial institutions. If
you have had your credit card compromised, report it to the
financial institution and to the local police. Financial institutions may alert local police of current issues of fraud but do not
divulge the names of those affected to police so it is incumbent
on each individual to call local police and provide details.
Credit card fraud can happen several ways. Your card
could be lost or stolen and used to purchase goods and
services. A criminal could obtain your card number and
expiry date and use this information to buy merchandise
by phone or over the Internet. Or criminals could tamper
with payment terminals at retailers to obtain your card
information and create a counterfeit credit card.
Here are some tips to that you can take to protect yourself:
Report a lost or stolen card as soon as you notice it
is gone. Your card issuer will cancel your card and
issue you a new one.
Choose a PIN that could not be easily detected if
your card is lost or stolen dont use your birth date
or address, never lend your card or disclose your
PIN to anyone else.
Make it a habit to regularly check your transactions
online or on your monthly statement. If there are
any charges that you didnt make, report them to
your card issuer right away.
Never give out your card number over the phone
or Internet unless you know you are dealing with a
reputable company.
Protect your Personal Identification Number (PIN).
Dont share it with anyone or write it down, memorize it.
Sometimes scammers will try to trick people into
revealing information about their credit cards
either over the phone or through e-mail.
Its important to know that your credit card company
or bank would never call to ask for personal information like your credit card number, expiry number,
PIN, or the security number on the back of your card.
Protect your credit card like you protect your cash.
Never leave them unattended in your car or at work.

though), with Frank working and Claudia
running the household.
Unfortunately their relationship deteriorated and they split up in 2012. They went
to court over how their property (and debts)
should be divided up, and about post-separation financial support for Claudia.
Our Family Law Act treats commonlaw couples like Frank and Claudia as
spouses (though not officially married),
so far as support and property division are
concerned.
Frank told the court he and Claudia
had agreed on how these things would be
handled if they split up. He said they had
a written pre-nup type agreement that he
and Claudia had signed in December, 2004,
early on in their relationship. But Claudia
asked the court to set aside (ignore or
disregard) that agreement.
The court looked at how the agreement
came about, whether Claudia and Frank
really understood it, and how it worked.
It turned out the agreement was Franks
idea (written by his sister) and Claudia had

little choice but to sign it. She had given up
her job in Calgary to move and live with
Frank at his request. If she didnt sign, shed
have to move back to Calgary and start over,
an unattractive option. Claudia didnt really
understand the document very well (neither
did Frank).
With this sort of agreement, courts look at
whether it was fair and appropriate not only
at the time it was signed but also at the time
of separation, said the court. And the way
this agreement actually worked after Frank
and Claudia broke up was very one-sided.
One example: the agreement said that if
they separated, neither Frank nor Claudia
would need to support each other financially
afterwards. But Frank had a long-standing,
better-paying job as a trucker, which
continued after he and Claudia split up,
while Claudia had given up her work in
Calgary to go live with him. After they split,
she needed support, he didnt.
Another example: the agreement said
that, post-split, they would each keep what
theyd brought into the relationship. So
Frank alone would get to keep the house
hed bought in Sicamous (including its
increase in value over the years), even
though Claudias money had also gone
into it later. And Frank continued to live
there post-split, while Claudia had to rent a
basement suite in Calgary.
The court set the agreement aside because
it took advantage of Claudias vulnerability,
wasnt adequately understood, and was
significantly unfair to Claudia.

Spring Is Just Around The Corner!
It may still be winter, but production for the spring edition of the West Kootenay Go & Do is in full swing. The
festivals, events and markets that are such a great feature
of Kootenay living will be promoted in the pages of this
full colour magazine. There is so much, literally, to go and
do in our area that there is always something new to write
about. New pictures from contributing photographers
may bring to even the local reader a revived appreciation
of the place they call home. For our visitors, the Go & Do
is a valuable resource for deciding where to go, what to see,
where to eat and where they might stay for another night.
Last year, the demand for visitor magazines was higher
than it had been for years. Will Wall at Certified Folders,
a main distributor of printed community guides from all

The West Kootenay District of the Ministry of

Transportation and Infrastructure is creating
its list of registered Equipment for Hire for
the 2016/2017 fiscal year, which begins
April 1, 2016.
All individuals or companies who are
currently registered through the ministrys
offices in Nelson or Grand Forks will receive
invitations to re-register their equipment for
the coming fiscal year by mail.
Individuals or companies who were not
registered in 2015, but wish to have their
equipment listed, are invited to visit or
phone the Nelson or Grand Forks office to
obtain the appropriate registration forms.
You will be required to have Commercial
(Comprehensive) General Liability Insurance
with minimum $2 million third party liability
and a WorkSafe BC clearance letter prior
to starting work on any ministry projects.
Dump trucks must provide a current weigh
slip, front tire size, and manufacturers
front axle rating.
Equipment can only be registered in one
area in any given year and must be owned
or leased-to-own in order to be eligible for
registration. Seniority is not transferable
from area to area.
The deadline for registrations is
March 18, 2016. Late registrations will be
accepted, but may appear at the bottom of
the open list. Note that there is no charge
for registering equipment or for changing
or deleting equipment information already

Couloir Duo is bringing transcendent art music into
the 21st Century. With a palpable chemistry in their
music making, they share their passion for creating fresh
music with contemporary composers using the exquisite sound world of cello and harp. Since their launch in
2011 at Music On Mains Modulus Festival, Couloir has
engaged in the creation of new works by seven outstanding Canadian and American composers: Jocelyn Morlock,
Baljinder Sekhon, Glenn Buhr, Brad Turner, Caroline
Lizotte, James Maxwell and Andrew Staniland. Creating these new works has led to performances throughout
North America, from as far north as the Yukon Territory
to the southern US in Louisiana.
Highlights in their concertizing include several performances at the Ottawa International Chamber Music Festival, touring across Canada under the auspices of Prairie
Debut, tours in Washington, Louisiana, Maryland and
Oklahoma and performing World Premiers in national
broadcasts on CBC Radio 2.
