ARTICLE H.8. AWARD TERM OPTIONIQUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

If the contractor e m the award term options as described below, the estimated cost plus fixed fee of the
contract will be increased as set forth in ARTICLE B.2.

a. Award Term Contract

The award term contract is designed to motivate and incentivize the contractor to perform at a higher
standard. By rendering outstanding performance, the contractor is rewarded and entitled to an
extension of the contractor period. The philosophybehind award term contracts lays the foundation for
a win-win relationship. It emphasizes that quality performance and cost control by the contractor
equates to a continued business relationship.

b. Award Term Options

This contract has a base performance period of five years (03/01/05 - 02/28/10). The contractor will

have the opportunity to earn two additional years ofwork 03/01/10 - 02/28/11 and 03/01/1 1 - 02/29/12
using the evaluation process described herein. These additional years of work are called award term
options. The total duration of this contract, including the award term options, shall not exceed a period

of seven years.

c. Method for Earning Award Term Options/Quality Assurance Surveillance Plan

The ~ u a l i Assurance
t~ Surveillance Plan (QASP) consists of the Contractor Assessment Report
including the Performance indicators and standards, dated March 2004 and is included in Section J,
A'ITACHMENT #4 to this contract. The Contractor Assessment Report, similar to that required by -
-
FAR part 42.15, will be used to assess contractor performance and determine whether the contractor
will receive award term options. The Report includes specific performance indicators and standards
which will be used to rate contractor performance.

. The award t e m earned will be determined based upon review of the contractor's performance against
the performance indicators and standards identified in the Contractor Assessment Report. Using the
0-5 point score in the Report, the contractor must receive an average of 4.0or better for the first three
years of contractor performance, and in the years four and five no lessthan 43 in each year, to earn the
- -. - award term options. These goals are intended to be a stretch for the contractor, but achievable. A . ---
- unilateral contract modification to add contract term will be issued when scoringmeets or exceeds that
set forth in the contract. The Government shall issue this modification at least 60 days prior to contract
expiration. The award term determinations and the methodology for determining the award term are
unilateral decisions made solely by the Government and are not subject to dispute.

The Contractor Assessment Report will be prepared by the Government at least annually. At the
conclusion of year four, in addition to the year four report, a summary report will be prepared that will
set forth the average rating for the first three years of performance and will identify the year four rating
to determine if the year six option will be exercised. Likewise, in addition to the year five report, a
summary report will be prepared at the conclusion of year five to determine if the year seven option will
be exercised. This advance evaluation of performance is required to allow adequate time for re-
competition of the requirement in the event performance of the contractor does not meet the award tern
requirements. If the required performance level is not achieved to exercise the fkst option, a re-
competition will take place and there will be no opportunity to earn the second year option.

The Contractor Assessment Report described herein is solely for purposes of assessing whether the
contractor earned the award term options under this contract. This report differs from the Contractor
Performance Report required by FAR 42.15, described Section G o f t he contract, which uses the
standard rating criteria established for the Federal Contractor Performance System. For this reason, the
contractor's scores may differ for purposes of assessing the award term options under this Article and
for the standard report required in Section G.

d. Changes to the Contractor Assessment Report Performance Indicators & Standards

Unilateral changes to the Contractor Assessment ReportPerformance Indicators & Standards may be
made ifthe contractor is provided written notification by the Contracting Officer at least 30 days before

the start of the upcoming evaluation period. Changes affecting the current evaluationperiod must be by
mutual agreement of both parties.

e. Contractor Performance Assessment

The Projet Officer, and other Government p-monnel as appropriate, will use the Contractor
Assessment Report and the associated performance indicators and standards to score contractor
performance under this contract. The Contracting Officer is responsible for making the final decision
on the contractor's score and for detemining whether the contractor earned the award term options.

STATEMENT OF WORK

Task 1: Planning, development, implementation, evaluation and expansion of public education/communication programs
on the t6pics of stroke and Parkinson's disease and other neurological disorders as research advances require.

I. Stroke Education Program

The contractor shall work to enhance and broaden the NMDS established public educationc~aign'KnowStroke.
-Know the Signs. Act in Time." Thiswill include the development of new communication products designed to
educate the public about recoming stroke symptoms and to convey the message that stroke is an emergency -
- ----- - _ requiring immediate action. The contractor will begin with a thorough evaluation of the campaign strategiesto date
and make recommendations for future development and expansion of the campaign.

A. Orientation Meeting

1. The contractor shall meet with the PO to discuss the specific tasks of the contract, the
schedule of performance, and any aspects of the contract that need clarification.

- . - 1. The contractor shall develop a plan for a public education program which incorporates
the major messages about stroke in all activities, media, and materials described below.

(b) Make use of existing stroke education materials and the qualitativeresearch that led

(c) Analyze overall program requirements from the standpoint of budget, program
components, production timetable, and marketing and distribution plans.

(d) Establish program parameters, goals, and objectives within the framework of the -
primary education mission.

(e) Conduct an extensive field review of public service activities by other public and
private sector groups for possible duplication of efforts and report findingsto thePO.

the request of the PO whenever a scientific breakthrough or other event necessitates a
change in the priorities or objectives of the program. At a minimum, the program plan
will be reviewed by the contractor semi an nu all^^ to incorporate changes in the plan as
needed to ensure its continued consistency with the changing priorities and requirements
of the NINDS scientific and education programs. Every revised plan shall be submitted .

C. Materials Development

1. Program Theme and Messages

(a) To ensure consistency, the contractor shall work with and expand upon the
established graphic theme design that. has been developed for the Know Stroke -
campaign to be used in PSA packaging and other materials. Any modifications to
design shall be submitted in drafi for review by the PO and other NINDS staff, may
require revisions from the contractor, and shall be finalized upon the PO'S approval.

(b) In consultation with the PO and based on input from scientific and other advisors to
the NINDS education program, the contractor shall develop the final set of messages.
These brief, undtirstandable statements about stroke will be utilized in the full range
of educational products. Each message shall be submitted in draft for review by the

PO and other NINDS consultants, may require revisions by the contractor, and shall
be finalized upon the PO'S approval.

2. Product/Materials Development: Production

Guided by the prograplzin, the contractor shall utilize the following process for
developing products and adjunctive materials for the stroke educationproject:

(a) Television

1) One 30-second television PSA shall be produced. The production process and
schedule will reflect the joint decisions of the PO and the contractor regarding the
timing of PSA distribution. As part of the program plan; the contractor shall
recommend a distribution schedule that is feasible in tenns of production time
(taking clearances by NINDS, NTH and DHHS into consideration) and likely to
be advantageous in terms of potential plays. The PSA shall be duplicated in
quantities and formats necessary to meet the current requirements of the major
networks, commercial television stations, and cable networks.

- 2) The contractor shall develop treatments for television spots and submit four (4)
treatments to the PO who will select aid approve treatments for one Got during
the first year of the education program. As appropriate, treatments shall be
multiculturally sensitive.

, 3) Upon review, selection, and approval of the treatments specified above, the
contractor shall write draft scripts and submit them to the PO for approval.

4) The contractor shall re-submit the revised draftscripts, incorporating suggestions,


to the PO. The PO will then submit the draft scripts to NM/DHHS for review
and approval. .

5) Upon receiving DHHS approval, the PO will inform the contractor who shall
then write final scripts; develop descriptions of the background, character, and -
profile of each character in the PSA; and submit storyboards of each spot with a
list of suggestions for talent.

6) Upon acceptance of final scripts, the contractor shall pretest the PSA in story
board or animatic form in at least two sites. The contractor shall pretest the TV
PSA with specific target audiences for relevance, comprehensiveness, clarity,
credibility, and ability to stimulate intended, appropriate behavior. The research
methods used to test the PSA will be selected by the PO in consultation with the

contractor, and may include focus groups, mall intercepts, one-onone testing, as
well as other techniques. The contractor shall submit a report of the testing
results to the PO within 2 weeks after the completion of the test@). Acting on the
recommendations of the PO, the contractor shall incorporatethe best suggestions
from the research into the PSA, which the PO will submit to the NIE-I/DHHS for
clearance. -

7) The contractor shall provide for "field review" of the TV PSA (and other
- communicationsmaterials). Field review consists of sending materials in draft
form (e.g., story boards, PSA scripts, etc.) to outside experts, identified by the -
.-- - - - A - - PO. The purpose of the field review is to keep the major stakeholders apprised of
important communications activities and to provide an opportunity for them to
have input into communications products in developmental stages. The
contractor shall identifytrends in reviewers' comments and report an analysis of
these comments to the NINDS PO.

. . 8) Upon review and approval of the PSA by theNIH/DHHS, the contractor shall
submit a preproduction plan which includes information on casting, on location

shooting, closed captioning, overall costs, and other production logistics to the

PO for approval.

9) Upon approval, the contractor shall cast the PSA, select the narrator or
announcer, select the studio for recording, and make preparations for production.
(Talent fees for spots shall apply for a minimum 2-year period from the
recording date.) The contractor shall negotiate fees and rights in line with the
government's public domain position and in the best interest of the government.
The contractor shall arrange for the cinematography and sound recording.

10)Upon review and approval of the cinematography and sound recording, the
contractor shall edit the film and submit a rough cut to the PO. At this stage the
material is subject to NIWDHHS review and may require modification.

11)Upon review and approval by the PO, make fme cuts of the spots and submit
them to the PO.

12)Upon approval by the PO, the contractor shall make a release print of the spot to -
be distributed. The format of the release tapes will depend on the media markets
selected for distribution.

13)Distribution will be completed according to a schedule provided by the PO.

14)The contractor shall submit the following items to the PO beforethe end ofthe
contract period:

(b) Radio '

1) The conpactor shall produce up to three (3) recorded radio PSAs, three live
announcer scriplspnd two live leads. The length of the recorded PSAs and live
aunouncer scripts shall be determined by the message itself and current station -
-- ---, -
and radio network needs. Most scripts will be either 30 or 60 seconds. Specific
audiences to be targeted will be identified in the program plan.

2) The contractor shall develop creative approaches for reaching subgroups within
the population through the medium of radio. The contractor shall plan to reach
Spanish speaking and Afiican American groups through additional mechanisms
such as taped radio interviews and accompanying live script modules. After PO
approval, the contractor will produce all radio materials.

- - - i .3) The contractor shall develop treatments for six radio spots and submit them to the
PO who will select and approve treatments for three 30- to 60-second spots. As
appropriate, treatments shall be multiculturally sensitive.

4) Upon selection and approval by the PO, the contractor shall write draft scripts
and submit them to the PO for approval. Revise as necessary and resubmit to
PO.

5) Upon review and approval of the draft scripts by the PO, the contractor shall
write final scripts and produce a tape that can be used for pretesting as described
above (item 6) for television.

6) The contractor shall submit a list of suggestions for talent and specifications for
recording studios. The contractor shall prepare copy in English and Spanish as
appropriate and submit all material to the PO. These materials will be reviewed
by NM/DHHS and may require modification.

7) Upon review and approval of final scripts and other material the contractor shall
submit a preproduction plan which includes information on casting, overall cost
and other production logistics. Upon approval, the contractor shall select the
narrator/announcer or other talent,select the studio locations, and make
preparations for production. The contractor shall negotiate fees and rights in line
with the government's public domain position and in the best interest of the
government. (Talent fees for spots shall apply for a minimum 2-year period h m
the recordipg date.)

8) The contractor shall perform sound recording.

9) Upon review and approval by thePO, the contractor shall edit sound track for
three radio spots and submit a rough edit to the PO for approval.

perform fine edits of the spot and submit them to the PO for approval.

radio BSAs to approximately 6,000 stations nationally (specific station fonnats
will be selected based on the message and audience). The contractor shall
provide up to 50 additional copies of each radio PSA to NINDS for promotional
purposes.

12) Distribution will be completed according to a schedule provided by the PO.

13)The contractor shall submit the following items to the PO before the end of the
contract period:

(a) Master mixed track for radio


(b) Final scripts for each radio spot
(c) Talent and music releases (these should be shown to the PO before the spots
are distributed)

c) Print PSAs

The contractor shall develop and produce at least one black and white print PSA
based on the theme of the stroke education program for community and daily
newspapers, consumer oriented magazines, and professional publications. The
contractor shall determine industry standards, including proportions, screens and
quantities. The PO will arrange for printing the PSAs.

The following materials shall be submitted to the PO for review and approval:

1) Rough sketches and treatment copy; each ad shall include 2 executionsproduced


in at least 4 sizes.

2) Draft layout and draft copy. This material shall be submitted for pretesting and is
subject to review by NlWDHHS and may require modification.

3) Final layout and final copy of each ad in viyious sizes.

4) Camera ready art on a disk. . .

Distribution will be completed according to a schedule provided by the PO.

The contractor shall develop at least one brochure/publicationthat captures the theme
of the stroke education program. The contractor shall propose the specific type of
brochure that is needed for each target audience and the goals of the publication.
(The brochure might be directed at the general public, minority audiences, potential -
- - - cornmwiv partners, the business commuriity, andlor health care professionals.
Audiences will be determined based on the program plan.) Designs shall be created
in line with government's public domain requirements and provided to NINDS on
disc and in web-compatible formats.The contractor will look for opportunities for
co-branding such publications. The publication shall be designed in a graphically
pleasing format that incorporates the program's visual theme (see section above).
The contractor shall produce a camera-ready original and disk of each publication for
-printing by the Government Printing Office. -The contractor shall mail the printed
. -. - brochures using lists and other distribution plans it has developed and acquired for . ---
- . . L this purpose and also those supplied by the NINDS.

e) Display Ads

The contractor shall produce one display piece (e.g., posters, bus cards, dioramas for
airport advertising) in 4 color format, as necessary, to complement the primary .
message and theme of thp, stroke education program. The contractor will look for
opportunities for cobranding these display ads, based on existing partnerships or
creating new ones. The contractor shall provide the artwork on disk: The PO will
arrange for the Government Printing Office to print these materials.

D. Production Schedule

1 . Within eight '(8) weeks of the PO'S acceptance of the preproductionplan for each product
the contractor shall begin production and submit the final product for approval.

2. Within two, (2) weeksof final approval of each television, radio, or .print product, the -
contractor shall &produce these products in sufficient quantity, & referenced above, for
planned nationwide distribution.

E. Marketing/Packaging/Distribution
1. In accordance with the program plan, the contractor shall implement the marketing and
distribution plan for disseminating media packages of the PSAs to television and radio
stations nationwide; to major and suburban newspapers; and, as per Task 2, to outside

groups.

2. The contractor shall develop packaging and collateral materials for each PSA or
equivalent product. The contractor shall submit camera ready artwork for all packaging,
along with a color comp, on a disk. The PO will mange for printing of all these
- materials. .- -

3. Throughout the contract, the contractor shall be marketing and promoting the stroke
education program and its materials (including information about the toll-fiee telephone
'number and the website) and developing innovative distribution methods. When the -
PSAs are ready for production, the contractor shall re-evaluate the-marketing and
distribution objectives identified in the program plan. If necessary, these objectives shall
be modified by the contractor and then submitted to the PO. The contractor shall
perform marketing fixnctions as necessary to stimulate the broadest possible airing of
PSAs, e.g., advance contacts, phone calls, meetings with key media representatives, etc.

4. The contractor shall work with the members of the Brain Attack Coalition, a group
representing the major "stakeholders" in stroke,-to broaden the reach of the stroke
messages through the member organizations. The contractor shall regularly present . .--
upLda.tedstroke education materials and outreach strategies at Coalition meetings, with
suggested modes for dissemination to their members and in their own communities.
Members of the Coalition will be invited to add their own identifying tags (or "cobrand")
the materials, when appropriate. .

Education Program Media Relations

The contractor shall develop and implement a media relations strategy to ensure that
information about stroke 2nd the stroke education program reaches the public on a
regular basis. This will be done by expanding the use of both electronic and print media
beyond the marketing and distribution of PSAs as described above. This might involve
stimulating placement of articles and op-eds in major newspapers and magazines or trade
publications; arranging for appearances in the media or at special events for public
figures such as the NINDS Director and Institute research scientists; stimulatingspecial
television appearances, etc. The use of any print or electronicmedia in this manner must
be cleared with the PO in advance.

2. The contractor shall plan and implement the full range of essential h c t i o n s for at least

one press conference in conjunction with the stroke education program; performing
activities such as making logistical arrangements, preparing press releases and media
advisories, planning h e agenda, coordinating nationwide tie-in efforts such as
simultaneous press conferences or satellite media tours, developing press lists and
contacts, preparing press kits, making arrangements for invited celebrities, etc. A plan
must be submitted to the PO for review and approval i t least two (2) months in advance
of the press conference.

G. Tracking and Monitoring Media Use/ Evaluation

1. The contractor shall be responsible for obtaining, analyzing, and reporting data on how
often the television PSAs are aired and other measures of effectiveness. This information

shall be included'ln the quarterly reports'on media usage. -The data on how often the .
television PSAs were aired shall be drawn primarily fiom a reliable tracking service.

Disease: Strategic Planning for NET-PD and Development of other~elevant
Messaging

As a result of major medical advances in the field of Parkinson's disease, the NINDS is now
, conducting its first clinical trial recruitment campaign for the NET-PD study. The contractor is
required to expand on and develop further communication strategies, conduct audience analysis,
develop appropriate messages, and make recommendations for an expanded public education
program on Parkinson's disease.

1. The contractor shall use a scientific approach to expanding the NET-PD program and
developing a new education program which establishes the major messages about PD in
all activities, media, and materials described below. The program plan shall:

schedule will reflect the joint decisions of the PO and the contractor regarding the
timing of PSA distribution. As part of the program plan, the contractor shall
recommend a distribution schedule that is feasible in terms of production time
(taking clearances by NINDS, NIH and DHHS into consideration) and likely to
be advantageous in terms of potential plays. The PSA shall be duplicated in
quantities and formats necessary to meet the current requirements of the major -
networks, commercial television stations, and cable networks.

2) The contractor shall develop treatments for television spots and submit four (4)
treatments to the PO who will select and approve treatments for one spot during
the first year of the education program. As appropriate, treatments shall be
multiculturally sensitive.

3) Upon review, selection, and approval of the patments specified above, the

contractor shall write draft scripts and submit them to the PO for approval.
4) The contractor.shallre-submit the revised draft scripts, incorporatingsuggestions,

shall then write final scripts; develop descriptions of the background, character,
and profile of each characterin the PSA; and submit story boards of each spot

6 ) Upon acceptance of final scripts, the contractor shall pretest the PSA in story
board or animatic form in at least two sites. The contractor shall pretest the TV
PSA with specific target audiences for relevance, comprehensiveness, clarity,
credibility, and ability to stimulate intended, appropriatebehavior. The research
methods used to test the PSA will be selected by the PO in consultation with the
contractor, and may include focus groups, mall intercepts, one on one testing, as
well as oth& techniques. The contractor shall submit a report of the testing
results to the PO within 2 weeks after the completion of the test(s). Acting on the

- 7) The contractor shall provide for "field review" of the TV PSA (and other
communications materials). Field review consists of sending materids.in draft
form (e.g., story boards, PSA scripts, etc.) to outside experts, identified by the
PO. The purpose of the field review is to keep the major stakeholdersapprised of
important communications activities and to provide an opportunity for them to
have input into communications products in developmental stages. The
contractor shall identify trends in reviewers' comments and report an analysis of
these commen.ts to the NINDS PO.

8) Upon review and approval of the PSA by the NlH/DHHS, the contractor shall
submit a preproduction plan which includes information on casting, on location
shooting, closed captioning, overall costs, and other production logistics to the
PO for approval. -
9) Upon approval, the contractcr shall cast the PSA, select the nmator or

announcer, select the studio for recording, and make preparations for production.
(Talent fees for spots shall apply for a minimum 2-year period from the
recording date and wilI be negotiated in line with government's interests and
regulations.) The contractor shall mange for the cinematography and sound
recording.

10)Upon review and approval of the cinematography and sound recording, the
contractor shall edit the film and submit a rough cut to the PO. At this stage the

2) The contractor shall develop creative approaches for reaching subgroups within -
the population through the medium of radio. The contractor shall plan to reach
Spanish speaking and African American population groups through additional
mechanisms such as taped radio interviews and accompanying live script
modules. After PO approval, the contractor will produce all radio materials.

3) The contractor shall develop treatments for six radio spots and submit them to the
PO who will select and approve treatments for three 30- to 60-second spots. As
appropriate, treatments shall be multiculturally sensitive.

4) Upon selection and approval by the PO, the contractor shall write draft scripts
and submit them to the PO for approval. Revise as necessary and resubmit to
PO.

5) Upon review and approval of the draft scripts by the PO, the contractor shall

appropriate and submit all material to the PO. These materials will be reviewed
by NM/DHHS and may require modification.

partners, the business community, and/or health care professionals. Audiences will
be deteranined based on the program plan.) The contractor will look for opportunities
for co-branding such publications. The publication shall be designed in a graphically
- pleasing format that incorporates the program's visual theme (see section above).
The contractor shall produce a camera-ready original and disk of each publication for
printing by the Government Printing Office. The contractor shall mail the printed
brochures using lists and other distribution plans it has developed and acquired for
this purpose and also those supplied by the NINDS.

(e) Display Ads

The contractor shall produce one display piece (e.g., posters, bus cards, dioramas for
airport advertising) in 4 color format, as necessary, to complement the primary
message and theme of the PD education program. The contractor will look for
opportunities for co-branding these display ads. The contractor shall provide the
artwork on disk. The PO will arrange for the Government Printing Office to print
these materials.

equivalent product. The contractor shall submit camera ready artwork for all packaging,

education program and its materials (including information about the toll-fiee telephone
number and the website) and developing innovative distribution methods. When the
PSAs are ready for production, the contractor shall re-evaluate the marketing and
distribution objectives identified in the program plan. If necessary, these objectivesshall
be modified by the contractor and then submitted to the PO. The contractor shall
perform marketing fbnctions as necessary to stimulate the broadest possible airing of
PSAs, e.g., advance contacts, phone calls, meetings with key media representatives, etc.

4. The contractor shall work with the various PD patient groups, who represent the major
"stakeholders" in PD, to broaden the reach of the PD messages through the reach of the
member organizations. The contractor shall regularly make these groups aware of new
PD education materials and offer outreach strategies for dissemination to their members -
and in their own communities. The groups will be invited to add their own identifying
tags (or "cobrand") the materials, when appropriate.

F. PD Education Program Media Relations

1. The contractor shall develop pnd implement a media relations strategy to ensure that
information about PD and the PD education program reaches the public on a regular
basis. This will be done by expanding the use of both electronic and print media beyond
the marketing and distribution of PSAs as described above. This might involve
stimulating placement of articles and op-eds in major newspapers and magazines or trade
publications; arranging for appearances in the media or at special events for public

2. The contractor shall be responsible for obtaining, analyzing, and reporting data on how
often the radio PSAs are aired and other measures of effectiveness. This information

3. The contractor shall coordinate with the 1 C l S cliearinghouse, which will develop and
implement a system for response, to be approved by the PO, for responding to inquiries

4. The contractor shall develop and conduct a coherent system of evaluating all of the
communications materials referenced above and the overall education program. The
system of evaluation should use a variety of indicators that are appropriate to the
communications project being evaluated. However, these indicators should use
consistent measures so that the value of various communications projects can be
compared.

111.Other Neurological Disorders

The contractor should prepare for the fact that research advances in the field of neuroscience and
clinical neurology may necessitate the development of other public education efforts on one or
more neurological disezses. The NINDS research portfolio has a broad agenda, and topics for
consideration might include advances in neurogenetic diseases, basic science findings on the
brain, developmental disorders and a host of other potential topics. The PO will work closely
with the contractor to provide sufficienttime for development of a communications strategy

take into account readability, transfer time, flexibility, clarity, and ease of use. All design
and graphics for the home page shall be approved by the PO. The contractor shall meet
with the PO to discuss design improvements or changes in concepts, organizational
layout, and content; the design and layout shall be presented to the PO within 2 months
of the contract award.

The contractor shall provide navigational pointers to link appropriate information pages
with the NIH home page and other Internet sites. The MNDS currently maintains the site
for the Brain Attack Coalition, a website designed for health care professionals with an .
interest in acute treatment of stroke. The contractor shall consider designing links to this
site. Pointers to other sites and sources shall be checked on a regular basis for
availability and accuracy. The contractor shall arrange to have the home page tested on
multiple platforms (PC, Mac, UND<) using browsers recommended by the NW's Center
for Information Technology (CIT).The PO will arrange for the home page to be sent
fiom the contractor's server to the NIH server for testing and maintenance.

3. On a regular basis, the contractor shall review and update the sites to ensure that the data
and all links are current and accurate. The contractor shall develop a maintenance
schedule for the PO'S approval.

NIH Directors places a strong emphasis on the importance of collaboration between the public and
private sectors. At the core of this vision is the concept that clinical research needs to develop new

researchers. Toward this end, the contractor shall identify and seek out opportunities to partner with

contractor will make a special effort to include organizations with outreach to multicultural
audiences. . '

1. Working fiom an NINDS lidaf 350 neurological health organizations, the contractor shall

1. The contractor shall develop stringent selection criteria for the types of representatives and
organizations that will form an executive committee of the NINDS Outreach Partners, which
will meet regularly or at least two times a year. Contractor will formulate a plan that will
include recommendations of members, term limits for members, size of the committee,
communications methods, and other administrative details.

2. The contractor shall conduct regular (i.e., at least four to six mailings) communications to
advocacy and other patient interest organizations to keep participants informed of each
other's activities and informed about NINDS developed materials and messages. The
contractor will develop a routine reporting vehicle, such as an online and/or published
newsletter, to facilitate regular communications about Institute announcements, programs,
and activities, including upcoming meeting notices, scientific updates, and other items.
Contractor is responsible for regular transmission of these communications through e-mail
blasts, LIST SERV, and regular mail.

3. The contractor shall formulate methods for NINDS Outreach Partners to communicate with

An additional component focuses on special events such as regional meetings, town


meetings; roundtable meetings, advisory committees, task forces, and other methods of
obtaining input fromhstitute public constituencies. The contractor will also develop a plan
for NLNDS-hosted town meetings or other regional forums in Bethesda, MD or across the
country to serve as an outlet for exchanging ideas on a variety s f health and research topics
with a goal of opening communications between the institute and the groups.

The contractor shall orgariize and provide logistical and administrative support for any
MNDS Outreach Partners meetings. The contractor shall provide support for each NINDS
Outreach Partner to send one representative to this annual meeting; with the option of
sending additional representatives at the participant's own expense. The meeting shall be
held in the greater Washington, D.C. area. Logistical support shall include sending invitation
letters to each NINDS Outreach Partner; paying for travel and per diem of participants;
inviting speakers and paying honoraria and any necessary travel and per diem; providing'
meals during the meeting; renting space if fiee Government space is not available or suitable; -
renting audiovisual equipment; reproducing information packets to be distributed to
participants; handling registration, badges, signage, etc.

The contractor shall make recommendations for the agenda for any NINDS Outreach
Partners meetings, which may include scientific research updates from program s M o r h m
the pahers' medical/scientific divisions, presentation of new educational materials &d
messages, exchange of ideas for collaboration with other organizations, etc. The contractor
shall make recommendations for city and community organizations that could assist in

Task 3: Materials development for professional audiences. -

- - As a result af sciedfic advances in the field of neurology, NNDS is now actively engaged in

clinical research and recently has led the field into a nationwide recruitment effort for clinical trials
for Parkinson's disease, called the NET-PD Trial. The outreach effort has been twofold, educating
and engaging the professionals who run the trials, as well as the public audience who provide the
- .
participants.

NINDS has also taken the lead in professional education on acute stroke treatment by hosting two
major national scientific symposia. Both meetings are credited with helping to .move the field
forward by identifying the factors that have slowed stroke treatment, and through a cadre of experts,
developingworkable, easily implemented recommendations on how to make improvements. NNDS
published proceedings from both symposia that have been widely used and adopted by a variety of
health care professionals including radiologists, neurosurgeons, nurses, 'emergency physicians ahd
neurologists.

The contractor is required to expand on the scope of these two major scientificprofessional advances
by developing a program plan to evaluate the needs and requirements in the field, make
recommendations for strategies, and conduct the following tasks:

1. The contractor shall conduct qualitative research with relevant neurological medical
specialists either in small groups, or one-on-one, to identify their concerns about emerging
therapies, and other barriers in their work with patients with stroke, Parkinson's disease and
other neurological diseases, including as iissessment of their attitudes about clinical trial.

what materials might improve their daily practice.

educational programs and materials development for physicians, with a variety of options for

- 3. The contractor shall contact relevant professional societies to explore the preferred methods
and venues for earning continuing education credits in the various professions, and will make

Collaboration Project and making a variety of contributions to the web-based CRC
Coordinating Center.

has emerged since the symposium. The contractor shall prepare materials for publication,
with guidance h m the PO. This may include writing, editing, rewriting, adapting for special
audiences, designing lay-out and artwork, preparing carnera-ready copy, and proofkeading.

7. The contractor shall develop a plan for conducting WINDS-sponsored short courses on acute
stroke therapy for specific professionals such as radiologists and emergency physicians.
Working with professional societies, the contractor shall research the best ways to execute
these courses and recommend additional target audiences.

8. The contractor shall provide ongoing support for presentationmaterials at scientific meetings
on the topics of stroke, PD and other scientific topics as required. The contractor may be
required to produce prints, power point presentations, overhead transparencies,posters, and
other items for use in printed documents, or scientific publications. The PO will submit the
material to be transferred to the appropriate format. The contractor shall work closely with
the NINDS publications chief whenever reproduction is requested. It will be the
government's responsibility to provide specific information as to the type of materials, size,
quantity, paper, color, and format in sufficientdetail to allow the contractor to obtain cunent
competitiveprice quotes for the specificproject. Upon authorization to proceed, the PO will
provide a copy of the quote fiom the successful offeror indicating the totaI price for the job
and date authorized.

General: The contractor shalt submit claims for reimbursement in the manner and format described herein and as

Form 1035, "Public Voucher for Purchases and Services Other Than Personal- Continuation Sheet," or reproduced
copies of such forms marked ORIGINAL should be used to submit claims for reimbursement. In lieu of SF-1034 and
SF-1035, claims may be submitted on the payse's letter-head or self-designed form provided that it contains the

Currency: All NIH contracts are expressed in United States dollars. When payments are made in a currency other
than United States dollars, billings on the contract shall be expressed, and payment by the United States Govemment
shall be made, in that other currency at amounts coincident with actual costs incurred. Currency fluctuations may not
be a basis of gain or loss to the contractor. Notwithstandingthe above, the total of all invoices paid under this contract
may not exceed the United States dollars authoriied.

Costs Requiring Prior Approval: Costs requiring the contracting officer's approval. which are not set forth in an
Advance Understanding in the contract shall be so identified and reference the Contracting Officer's Authorization
(COA) Number. In addition, any cost set forth in an Advance Understandingshall be shown as a separate line item on
the request.

InvoicelFinancing Request Identification: Each invoicelfinancing request shali be identified as either:

(a) Interim InvoicelContract Financing Request -These are interim payment requests submitted during the
contract performance period.

(b) Completion Invoice -The completion invoice is submitted promptly upon completion of the work; but no
later than one year from the contract completiondate, or within 120 days after settlement of the final indirect
cost rates covering the year in which this contract is physically complete (whichever date is later). The
completion invoice should be submitted when all costs have been assigned to the contract and all
performance provisions have been completed.

Final Invoice A final invoice may be required afler the amounts owed have been settled between the
Govemment and the contractor (e.g., resolution of all suspensions and audit exceptions).

The National Institute of Neurological Disordersand Stroke's (NINDS) Office of Communications and Public Liaison
(OCPL) requires a Contractor to assist the Institute in meeting important public and professional health education
goals. The contractor shall provide seruices in the planning, development, implementation, and evaluation of health
communications products and activities, development of intermediary networks, materials development for
professional audiences, as well as managing and establishing a clearinghouse. Specifically, the following four broad
tasks are to be accomplished: 1) Development and management of a public education program on the topics of stroke

ARTICLE C.1. STATEMENT OF WORK

a. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary
services, qualified personnel, material, equipment, and facilities, not otherwise provided by the
Government as needed to perform the Statement of Work,,SECTIONJ, ATTACHMENT #1, dated

ARTICLE C.2. REPORTING REQUIREMENTS

a. Technical Reports

In addition to those reports required by the other terms of this contract, the Contractorshall prepare and
submit the following reports during the period of performance of this contract:

The Contractor shall provide quarterlyprogress reportsdocumenting the services providedduringthe interval Period
This report shall include the expe_ndituresinqurred during the reporting period. The report will provide an overview
of the most significant activities and accomplishments that occurred in each of the task areas, and describe the
opportunities and dimculties that arose during the quarter as well as proposed solutions and steps taken to solve the
- problem. The report will also discuss the work to be performed during the next reportingperiod. The first report shall
cover the first three months following the execution of the contract. Reports shall be due on or before the 15'
calendar date following the end of the quarter. A quarterly report need not be submitted when the final report is due.
The Contractor shall submit two copies of the quarterly progress reports to the Project Officer and one copy to the.

.problems and improving communications among the various parties shall be due in

Report on the inventory of materials stored at the warehouse, tracking the receipt, storage and
