You can give the CIA exam as a non-member of IIA.

Alternatively you can become a member of the IIA & then appear for the CIA exam.
There are many advantages of becoming a member of IIA before you apply for the
CIA exam. They are given in the Guidance Letter.
For becoming a member of IIA, you will have to complete an application
form and return it to us along with fee payment.
The membership fees are for Financial Year (April to March). Every year
the member has to renew his membership by paying annual membership
fees.
We are also sending information on CIA. Request you to read the
attachments carefully and if you have any further queries please feel free
to call or write to us.
Details of the membership fees for F.Y. 2014-15 (April 2014 to March 2015)
are given on the application form. But I will replicate it below for you.
