General EEO in Pakistan
Equal employment opportunities discuss about the equal rights for all human
beings. EEO says a person should be considered for job if that person has
abilities and capable of job regardless of gender, religion, caste, ethnicity,
color, age, physical disability etc. equal employment opportunities laws were
made and working in number of countries and every country make some
changes in the law with the time. In context to Pakistan, the constitution of
Pakistan discourages the appointment of any person in services on the basis
of gender. Man and women are equal in the eyes of law in relation to
employment. But practically we have seen clear discrimination of gender in
jobs. Males are dominating from every side against women.

If we talk about general EEO in Pakistan, the equal employment


opportunities are not practiced. There is great discrimination of race, color,
gender etc. the literacy rate of males is more than the female and we have
seen males are dominating in the organizations and females presence in the
organization is very less so it is not safe to employed female in the male
dominating setup. Due to that reason females are ignored.

Legislative Framework on promoting EEO in Pakistan

Like other countries of world, Pakistan also follows some laws relating EEO
which are described as under:

• ILO Discrimination (Employment and Occupation) Convention, 1958


(No. 111) (ratified on 24/1/1961)
• ILO Equal Remuneration Convention, 1951 (No. 100) (ratified on
11/10/2001)
• UN Convention on the Elimination of All Forms of Discrimination
Against Women, 1979 (ratified on 12/3/1996)
• ILO Vocational Rehabilitation and Employment (Disabled Persons)
Convention, 1983 (No. 159) (ratified on 25/10/1994)
• ILO Underground Work (Women) Convention, 1935 (No. 45) (ratified on
25/3/1938)

ILO Discrimination (Employment and Occupation) helps in promoting equality


at work place regardless of race, color, gender; cast etc. Equal opportunities
should be given to men and women. There is no one superior and inferior
everyone is equal, so equal employment opportunities should be provided to
both males and females.

ILO Equal Remuneration Convention says equal benefits should be given to


men and women if the worth or value of the both of them jobs are same.

UN Convention on the Elimination of All Forms of Discrimination against


Women says women should be treated equally as other members of the
society are treated. There should be no discrimination on the basis gender.

ILO Vocational Rehabilitation and Employment (Disabled Persons) says


disabled persons are also the part of the society they should be treated as
equally as normal persons. The jobs should be created for them in the
companies.

In Pakistan merit is not considered for the appointment of any employee


most of the jobs in Pakistan is given through personal relation. The same
thing is being seen in promotions, rewards and bonuses. The person who has
any personal relation will get promotions than the person who really deserve
it. It is very common practice in our country. Thus the candidate who
deserves the job is not recruited. Another problem in Pakistan in relation to
recruitment is political interference, whatever government came in power
that government uses his power in wrong way to give jobs to their political
worker which is against the violence of merit. So in the nut shell the highly
skilled and qualified males and females are being ignored due to above
mentioned reasons.

Alumni networking is widely used and commonly practiced in relation to


recruitment. This fact should not be forgotten that every institute produces
at least some of the valuable students that can affect the progress of the
organization at large but we can see that there are certain reputed institutes
that have excellent alumni representations in major organizations and they
prefer the graduates of their own institutes. This fact is common in all over
the world.

In Pakistan there is great gender biasness, we have seen that females


working in different organizations from long time hardly get promotions.
Women are not usually involved in major decisions of the company. There is
Equal Employment Opportunities (EEO) in most of the companies but it is
fully violated.
Different measures are taken for betterment of the recruitment environment
of Pakistani workplace. In Pakistan there is recruitment of 2% quota set for
special citizen (disabled) in jobs and ministries, but in reality this 2% quota is
not implemented by any company.

There are many cases of sexual harassment are being seen in many
companies. There is a study conducted by Women Development
Department to analyze sexual harassment in the work place, they have
reported that around 60 per cent of nurses and doctors interviewed admitted
being sexually harassed, usually at the hands of other doctors, nurses,
attendants, patients and visitors. So safety, security and favorable condition
should be ensured to everyone in order to overcome such issues.

EEO practices in Pakistani companies

There are many laws and legislations that part up to a very large extent
support the concept of Equal Employment Opportunity for all. But what we
see in practice is different. Like in the case of other laws, violation of these
laws associated with the Equal Employment Opportunity is a common
practice. In order to fully implement Equal Employment Opportunity law,
there is a need to educate all those persons who are responsible for
implementation of EEO. One reason which is seen in the violations of equal
employment opportunities law is the low knowledge of HR in the companies.
The decision makers don’t know the benefits of actually implementing the
concept of Equal Employment Opportunity and so this lack of knowledge
ruins them. Companies should give equal rights, duties and power to both
males and females and there is no harm of doing this because they both are
equal. If we compare today’s situation with the past we came to know that
the representation of women in the corporate world is increasing now and we
see that organizations are working towards the inequality between male and
female workers. Recently we have seen that there is law signed by President
of Pakistan that is if any employee is fired from the company without any
reason then he has the right to case against that company which is a good
thing.
