Scotmas Alpha 02

Operational Instructions

System Description
System Concept
The Scotmas Alpha 02 is a simple stabilised chlorine dioxide dosing system, designed to automatically
add this powerful biocide at low levels to water storage tanks. Chlorine dioxide is a powerful biocide that
will kill a variety of bacteria and remove some chemical contaminants from the water stream.
Unlike a number of other systems on the market, the chlorine dioxide is produced within a simple
activation chamber that is mounted directly in the water storage tank. This approach ensures that
there is no requirement for the storage in day tanks, or pumping of highly concentrated free chlorine
dioxide solutions that can cause a health and safety hazard in the event of leakage or misuse.
In order to achieve the required efficiency, chlorine dioxide is generated from two proprietary chlorine
dioxide precursors that are supplied by Scotmas.
Installed, operated and maintained correctly, your Alpha 02 system will provide many years of trouble
free service, with minimal user intervention required.

Key features:
The system is designed around an electronic control system
that delivers small doses of chlorine dioxide in response to a
pulse received from a flow meter
Where traditional chemical dosing systems use day tanks for
storage of activated solutions, Scotmas have avoided this
practice to ensure the best possible safety qualities of the unit.
Our unique Activation Chambers are placed within the water
tank, ensuring that the entire reaction process is carried out
within a water-jacketed environment. This approach minimises
the risk of leaks, and the requirement for pumping hazardously
high concentrations of chlorine dioxide chemical from the day
tank into the water line.
The combination of these features, and the use of our
proprietary low alkalinity precursors ensures that you have a
simple, low cost method of applying chlorine dioxide to almost
any water system.

Scotmas Alpha 02

Intended Application
The Scotmas Alpha 02 system is designed for the application of low levels of chlorine dioxide biocide
(<6 mg/litre) to water storage tanks, in direct proportion to the measured amount of water entering or
leaving the tank. The chlorine dioxide dose rate is variable according to user and regulatory
requirements, by means of Internal DIP Switches.
The equipment is intended for application in the following industries, subject to local and National
regulations:

Drinking Water
Water Treatment
Cooling Water
Gas Scrubbers
Process Water Systems
Food Processing
Washing Systems
Filter Sterilisation Applications in Pools

This system is not supplied for use in North America or areas where legislation prohibits its use.

Functional Description
Scotmas Alpha 02 systems simultaneously dose two precursor chemicals into an Activation Chamber
that is fitted to the water storage tank. The peristaltic pumps are controlled by an electronic system that
counts the number of impulses received from a suitable flow meter, and turns the pumps on for a
predetermined length of time to delver the required amount of ClO2 precursor. As standard, the pumps
will activate every 50 litres of water that passes the water meter although other variants are available.
The precursor chemicals, (Proprietary 5% Scotmas stabilized chlorine dioxide solution and a food-grade
acid product) are dosed into a chemical Activation Chamber which is located within the water tank.
Within the Activation Chamber, the two chemicals react to produce free chlorine dioxide a powerful
biocide that will react with a variety of contaminants in the water system.
The concentration of chlorine dioxide residual in the water can be manually checked using a range of
test kits available from Scotmas
Should automatic, online measurement of chlorine dioxide concentrations be required, Scotmas
supply a range of alternative units that include features such as online measurement of chlorine
dioxide concentration, output to BMS systems and external AV alarms

Scotmas Alpha 02

Dosing Pumps
The Alpha 02 system is supplied as standard with 2x peristaltic pumps (Upgradeable to 3 pumps on
some models for dosing of additional chemicals). This internal electronic control allows for dose rates to
be easily adjusted according to user requirements
The pumps supplied are capable of dosing against a pressure of 1 bar, and are therefore suitable only
for dosing into water storage tanks with a maximum height of 10 metres. Scotmas can provide custom
models with larger pumps capable of dosing greater distances if required.

Activation Chamber
The Activation Chamber is a simple unit, custom designed by Scotmas. The two precursor chemicals
are introduced to the Activation Chamber, where they react to form chlorine dioxide biocide. This
reaction takes place within the water tank, so there is little risk of leaking large volumes of concentrated
free chlorine dioxide solutions which may be hazardous. Chlorine dioxide from the activation chamber
then percolates into the water held within the water tank, where it is diluted in accordance with the
desired concentration (As calculated by the dose rate set in the internal electronics)

Flow Meter
Standard pulse output flow meters are utilised to provide a signal to the equipment of the amount of
water that has been consumed. These units send a simple electromagnetic pulse that is detected by
the equipment. A variety of flow meter sizes and specifications are supplied. Typically, these units will
produce an impulse every 1, 10 or 100 litres of water that passes the flow meter, depending on their
specification.
The Alpha system may also operate from similar impuses produced artificially from non-invasive flow
meters or Building Management (BMS) systems.
It is critically important that you know whether the flow meter is sending a pulse to the system
every 1, 10 or 100 litres of water, as this information is used in determining the amount of
chemical that is applied to the water system when the electronics are set up.
The Alpha unit is available with a number of control chips that are set up for flow meters with
various outputs. The setup is clearly marked on the outside of the Alpha system.
Installation of an Alpha system with another type of flow meter may lead to an excessive amount
of chemical being added to the water system. In case of any doubts as to the setup of your
system, please contact Scotmas or your Service Partner

System Panel
The system panel houses the chemical analyser, A/V alarms, Dosing Pumps and the electronics that
are required to operate the system. The panel consists of a rugged casing, to which a 110-240V AC
power supply is fed. The system is fitted with a Prime switch that will manually activate the pumps in
order to prime the system. A Two-Program dose switch is also fitted, which allows the operator to
switch between dose rates that are pre-programmed into the system
The system panel may be fitted with an audio buzzer that will activate along with the built-in fault light.
The unit is also capable of accepting signals for Empty/Low chemical precursors (as sensed by optional
level sensors).

Scotmas Alpha 02

Operational Instructions
Accessories

A variety of accessory parts are provided with the Alpha 02 system according to client specifications.
These accessory parts may also be retro-fitted to an existing installation should user requirements
change. Contact Scotmas for full details and pricing of any of the following components:
Rigid Suction Line / Low Level Alarm
A range of products suitable for container sizes of between 25 and
1000 litres, the rigid suction lines eliminate the risk of air intake
from suction tubes that curl within the container, necessitating
manual intervention more quickly. The integrated Low Level Alarm
senses when precursor levels are empty, sending a signal that is
picked up by the system panel a/v alarms.
Spill Bunds
Health and Safety regulations in a number of jurisdictions require the installation of bunds or spilltrays to prevent the leakage of chemicals into an uncontrolled environment in the event of spillage
/ malicious damage. Scotmas offer a variety of spill bunds appropriate to differing sizes of
precursor chemicals. These may also be specified with a leakage alarm, whereby if the bund
begins to fill with leaked chemical, a level sensor will activate, triggering an alarm via the system
panel.
Note that where customers own Bund systems are used or already installed, separate
bunds must always be used for the two chlorine dioxide precursor chemicals. In the event
of simultaneous spillage into a single bund, uncontrolled and hazardous production of
chlorine dioxide gas may occur. Refer to precursor material safety data sheets for more
information
Audio Buzzer Alarm
The unit is provided with a warning LED in the event of entering Alarm state. This may be
augmented with an optional audio buzzer for use in unattended setups / busy plant rooms.
Chlorine Dioxide Test Kits
Required for the manual cross-checking of chlorine dioxide residuals at the outlets of the water
system. Regular cross-checking is particularly important in drinking water and food processing
applications, and is also required under the UK L8 Regulations for Legionella control applications.
Note that chlorine dioxide is a fast acting biocide that will quickly react with contaminants
in the water system. In large building water systems, it is therefore entirely normal,
particularly in the first months of operation, for a low dose (1 mg/l ClO2) to be added by
the Alpha 02 system, and no residual to be detected by manual cross checking at the
outlet. This normally indicates that the chlorine dioxide is reacting with biofilm and other
pre-existing contaminants in the system, and that all the chlorine dioxide is being used up
prior to reaching the outlet. This is particularly common where sand or carbon filters are
used in the system.
For best results, Scotmas recommend that a manual shock disinfection of the water
system be carried out with a high level of chlorine dioxide biocide (Typically 50ppm) prior
to installation of the Alpha system. Further guidande on this process is given under the
Installation section.
Where it is not possible to carry out a manual shock disinfection, users should avoid
increasing the dose rate to excessive levels in order to quickly achieve a residual reading

at the outlet. Such action may lead to the dislocation of large amounts of biofilm and the
clogging of filters. The best course of action is normally to monitor the residual levels
frequently, at a variety of points in the water system. After a few weeks, residual levels of
chlorine dioxide will normally be detected moving through the system.
Always consult your Service Partner or Water Treatment Professional for further guidance
on site-specific aspects of this process, as there are a number of factors that must be
taken into consideration.

Production Process
Discussion of the chemical reactivity of chlorine dioxide biocides, and their cidal effectiveness is outside
the scope of this document. Please refer to Scotmas Technical Publications should further information
be required on this subject
In general terms, the reaction taking place in the Activation Chamber is represented as:
Stabilised ClO2 + Acid

Free Chlorine Dioxide + Inert Salts

Regulatory & Safety Notes

Over the past years, chlorine dioxide has gained increasing popularity in the water treatment industry
due to its great effectiveness, comparatively low dose rates and increasing ease of use. Chlorine
Dioxide has been approved in for use in Drinking Water and Food Processing Water within countries of
the EU and the USA for a number of years.
A variety of legislation exists with regards to water treatment in a variety of industries. Given such a
complex industry, it is not possible to reproduce the detailed requirements for every application here,
but in general terms these regulations specify the maximum amount of chlorine dioxide that may be
applied (or the maximum residual amount of chlorine dioxide that may be found in the water), as well as
the type and frequency of chemical and microbiological testing that may be required.
Summary guidance is given later in this document with regards to the UK regulations for control of
Legionnaires Disease.
In the event of you having any uncertainty about the regulatory requirements for your particular
application, you should immediately contact your Water Treatment Professional or Service
Partner for site and industry specific advice prior to installation of chlorine dioxide equipment
The Alpha 02 system has been designed with simplicity, and ease of use in mind. The system offers a
number of safety features inherent to the system design, and is designed to operate with minimal user
intervention.
However, care should taken with the installation and operation of all equipment of this type. Training
should be provided to all staff required to monitor/adjust the equipment, and/or handle associated
precursor chemicals. Guidance in this manual should be followed, and in addition the customer should
perform a full risk assessment and implement any control measures deemed necessary prior to the
installation of this equipment. Your Scotmas Service Partner or Water Treatment Professional will be
able to assist and provide guidance on this aspect as part of your service agreement.
Always follow the detailed guidance given on precursor product handling sheets and Safety
Data Sheets supplied with Scotmas Precursors. NEVER use unapproved chemicals within the
Alpha Equipment, this may lead to dangerous chemical reactions taking place.

Scotmas Alpha 02

Installation Guide
Before you commence with the physical installation process, there are a number of prerequisites that
should be considered. The following list is not exhaustive:

Conduct a risk assessment specific to the requirements of the site / application

Consider security issues will unauthorised / untrained persons have access the immediate
area of the equipment?
Review regulatory requirements for the addition of chlorine dioxide biocide
Is there adequate ventilation and no extreme temperatures in the area? Check against the
Material Safety Data sheets provided with the precursor chemicals for requirements
Consider the requirements for chemical storage in accordance with local & National
regulations?
Update site emergency / fire plans with details of the system being installed and the chemical
storage area
Install appropriate signage (According to local and National Regulations) surrounding the Alpha
System and make precursor safety data sheets available
Is electrical supply reliable and adequate for the power draw required by the unit? In missioncritical applications, or plant rooms where larger equipment may cause power spikes or brownouts, consider the use of an Uninterruptible Power Supply device (UPS) to protect the Alpha 02
system
Consider the water system as presently installed, and the need to fit any accessory parts such
as counter-pressure valves to the system
Review contractor qualifications to ensure safe working practices

Before you commence with installation, it is normal to carry out a manual shock disinfection of the
water system with a high level of chlorine dioxide biocide (Typically 50ppm) that is introduced into the
water tank and drawn through the pipework in order to clean out any biofilm and pre-existing
contamination. Your Service Partner or water treatment specialist will normally carry out this task for
you, in accordance with detailed safety procedures. The water system will required to be closed from
general use during this process.
It is important to carry out this shock disinfection with a Scotmas chlorine dioxide product,
rather than Sodium Hypochlorite. Hypochlorite products are not powerful enough to remove the
biofilm from the pipework.
If you carry out the disinfection with hypochlorite, or are unable to shock disinfect the system you
should be aware that the low levels of chlorine dioxide introduced by the Alpha system will be used up
in slowly removing the pre-existing biofilm or for a period of some weeks or months, before it is all
removed. During this time, you may only be able to detect low levels of chlorine dioxide residuals, as it
will all have been used in dealing with this contamination
The following pages give a step by step illustration of a typical installation process. These pages are not
intended to be used as a substitute for the services of an installation professional. There are many
factors to be taken into account when installing into water systems, such as flow rates, pipe materials
and backup systems. Consult your Scotmas Service Partner for more details regarding installation
issues specific to your system.
You should note that installation-specific items, such as cable trays, or pipework for bypass systems are
not supplied with the Scotmas equipment. Your installation contractor or Service Partner may supply
these items separately.

Precursor Location
Select storage location for chemical supplies, paying careful attention to the requirements set out for
chemical handling given in Safety Data Sheets and regulatory requirements / risk assessment. Ensure
that precursors in-use are stored no lower than 2m below the dosing pumps. Similarly, the precursors
should not be stored above the dosing pumps and activation chamber, due to the risk of siphoning.
Consider also Manual Handling Regulations regarding the transfer of new batches of precursor
chemicals from the long-term storage area to the in-use bunded areas. Take all efforts to minimise
manual handling in line with your site risk assessment.
It should be possible to transfer chemicals to the bunded storage area without interruption, and to safely
remove of spilled material and empty containers

Electrical
Electrical installation should be carried out by a qualified person, or contractor in accordance with site
requirements. You should consult the detailed electrical regulations for your jurisdiction / industry for
more detailed guidance on this subject
The Alpha System is supplied as standard with a UK 3 Pin, 3 Amp plug which can be used to connect
the supply to a standard socket. Prior to installation of the equipment, a qualified electrician should
provide a standard 240V 50Hz, 3amp fused spur to within 3 metres of the point where the System
Board is to be mounted
Where the unit is wired directly to the spur (such as in the case of plant rooms or food processing
areas), A clearly marked mains disconnecting device must be installed in the vicinity of the unit.
Note that incorrectly installed electrical connections or equipment may produce electromagnetic
interference. The Alpha system relies on electromagnetic pulses from the flow meter as an indication to
dose chemical into the water supply. Any false pulses from electromagnetic interference may
therefore lead to overdosing of the water system.
The Alpha system should not be plugged into a double socket alongside pulsing electrical equipment,
such as electric fences etc.

with non-return valves to prevent back-flow of
chemical.

Chambers can be fixed directly to the wall of the water

tank (where water tank construction will allow this), or
placed upright on the bottom of the tank by filling the
mounting stand with suitable weights, before
resealing.
It is important to ensure that the chamber is
maintained in an upright position to prevent a build-up
of air in the chamber that reduces efficiency
The activation chamber should be located on the
opposite side of the tank to the water outlet to ensure
adequate mixing. Areas of dead water should also
be avoided.
Connect the appropriate length of poly- tubing from
the end of the activation chamber back to the right
hand side (outlet) of the dosing pump.
The tube can be gently warmed prior to the inserts
being attached for ease of installation. Where PTFE is
being used use only warm water, do not use an
exposed flame or heat gun as this will damage the
PTFE lining.
Once the inserts are in place use the small clamps to
secure the attachment.

Flow Meter
The flow meter should be installed in the water line, measuring the flow of water into the tank. When
using pre-existing flow meters, take care to ensure that the pulse output provided is after the correct
number of litres have been measured to pass, and the pulse is received by the Alpha unit (As shown by
the flashing indicator light). Ensure the flow meter is measuring only the water volume going into the
tank (ie there are no branches supplying other systems between the flow meter and activation chamber
tank).
On rare occasions, it has been noted that pulse cables of a certain length may act as an aerial, and pick
up RF interference from other equipment in the plant room. Care should be taken during installation to
ensure that no false pulses are picked up from other equipment. Should this occur, the problem is
normally solved by extending the length of the pulse cable by a 1 or 2 metre coil.
Where the water supply contains a large volume of particulate material, this may foul the turbines of the
flow meter, and subsequently inhibit chlorine dioxide dosing, as no electromagnetic pulses will be
provided to the System Panel. In this event, consider the installation of a Y-Type strainer system
immediately prior to the flow meter in order to remove any particulate material.

Commissioning
After successful installation of the water system, we move to the commissioning stage, where the unit
should be initialised, dose rates set up, and cross checked prior to being signed-off for operation.
At the commissioning stage, all physical installation should have taken place (Inclusive of the
installation of any accessory or additional parts, such as cable trays, pipework bypasses etc.)
Commissioning should be carried out by, or under the supervision of a Scotmas Service Partner
or Authorised Installation Contractor to ensure accurate setup of dose rates.
Operating and maintenance personnel who will be involved in the running of the chlorine dioxide system will
normally receive instructions as part of the commissioning procedure.
Commissioning is normally split into 4 phases:

Setup and Priming of Dosing Pumps (Including Selection of Applicable Dose Rate)
Setup and Calibration of Chemical Montor
Manual Cross Check of Dose Rate
Operator and Maintenance Training

Each phase should be carried out in sequence, and accurate records kept on site as to the parameters used for
setup. It is recommended that a representative from the client who will be responsible for the safe operation of the
system be available during the commissioning phase to facilitate this.

Setup and Priming of Dosing Pumps

Dose Rate Setup
The Alpha System is factory-supplied with two pre-programmed dose rates that may be selected ay the
user, simply by moving the Program Selector Switch up and down. Typically, this is used to give a
High and Low dose setting that the user can adjust easily according to site requirements.
Your Service Partner will advise you of the dose rates that have been pre-set for each switch setting,
and will be able to adjust these settings for you if required. (See Regulatory Notes Overleaf)
Users should not attempt to adjust the pre-programmed Dose Settings themselves without
specific guidance and assistance from their Service Partner. Unauthorised access to internal
parts of the System Panel may be dangerous, and will invalidate all warranties associated with
the system.
Priming of Dosing Pumps
Following Health and Safety instructions provided for handling the chemical products, attach the suction
tubes from the precursor chemical to the left hand side of the each dosing pump.
Never mix up the tubing or other equipment used for each precursor chemical. Using the wrong
equipment may lead to residues of the precursors mixing outside the controlled environment of
the Activation Chamber, and the production of hazardous chlorine dioxide gas.

Regulatory Notes
This manual does not seek to give guidance on the appropriate level of chlorine dioxide to be
applied to a particular water system. Such matters are determined by your Water Treatment
Specialist after consultation with all applicable regulations and requirements.
Note that the amount of chlorine dioxide DOSED to the water system at the dosing point (Activation
Chamber), will differ from the measured RESIDUAL level of chlorine dioxide downstream. Chlorine
dioxide will react with bacteria and chemicals in the water pipework and break down. Manual
monitoring of residual levels at water outlets should be carried out in compliance with your approved
site procedures / risk assessment and applicable legislation. Contact your water treatment consultant
for further details
In the UK, RESIDUAL levels in potable (drinking) water should not normally exceed 0.5ppm. DOSE
rates of 1.0 to 1.5ppm ClO2 are normally used to achieve this residual reading.

It is extremely important to note the difference that flow meter type makes to the dosing rates.
Standard flow meters may provide a pulse signal after every 100, 10 or 1 litre of water has
passed. Always ensure that you use the correct flow meter suitable for your Alpha System. For
example use of a 1/1 (pulse/litre) flow meter alongside an Alpha system designed for 1/10 input
will lead to 10 times the required amount of chlorine dioxide being added to the system.

Connection to Flow Meter

Connect the pulse cable from the Flow Meter to the Alpha system and test operation. As standard, the
dosing pumps on the Alpha unit will activate every 50 litres of water that pass. The number of impulses
taken to achieve this will depend upon the type of water meter / specification of Alpha unit installed.
Always check to ensure that the flow meter is delivering the correct number of pulses to the
dosing unit in response to water flow, and that false pulses are not being generated due to
interference and/or poor connections.

Operational Instructions

Normal Operation
The Alpha system is designed to operate continuously, requiring only the operational checks specified
on the following page, or those required by applicable legislation.
Operators should, however be aware of the following requirements:

Security
Ensure that the Alpha System is secured from tampering by public / unauthorized personnel in
particular the switching of dose rates by use of the surface mounted Prog1 / Prog2 switch.
The presence of chemicals around the Alpha system means that you should take all reasonable
precautions to prevent access by unauthorized persons, in accordance with the requirements of
National and industry specific regulation / your own risk assessment.

Changing Precursor Containers

While changing the precursor containers, air may enter the suction tubes and become trapped. This
may cause the tubing to fill with air, which will inhibit production of chlorine dioxide. Should an air lock
occur, press and hold the prime button to clear the blockage.
Note that when changing over precursor containers, it is important not to mix up the two tubes,
and replace them into the wrong container. Chemical residues within the tubes will react,
leading to the possible production of chlorine dioxide gas. Use colour coding or unique
connectors wherever possible in order to prevent the risk of operator error
Always follow the Health and Safety instructions provided for the precursor chemicals
Never use unauthorized (Non-Scotmas) chemicals in the Alpha system. Use of other chemical
products may lead to unforeseen chemical reactions and dangerous byproducts being
produced. Should you have any doubts about the status of any product being supplied for use
in your system, please contact us directly on +44 (0)1573 226901 or email
enquiries@scotmas.com

Manual Cross-Checks
Scotmas supply a number of manual kits that can cross check the chlorine dioxide residual in the water stream.
The frequency of this checking should be in accordance with site or regulatory requirements. Consult the manual
supplied with the test kit for further details of the procedure.

Legionella Control UK Regulations L8"

Although this manual cannot provide a complete reference as to the proper management of a water
system in compliance with the various regulations in place, we take this opportunity to briefly explain the
basic requirements of the UK regulations for the control of Legionnaires Disease.
In January 2001, the Health & Safety Commission (HSC) consolidated a
number of existing Codes of Practice, Guides, Technical Memoranda and
Notes into a single document, entitled The Control of Legionella Bacteria
in Water Systems Approved Code of Practice & Guidance (L8) The
code of practice gives practical guidance with respect to sections 2, 3, 4
and 6 of the Health & Safety at Work Act 1974 and on Regulations 6, 7, 8,
9 and 12 of the Control of Substances Hazardous to Health (COSHH)
Regulations 1999.
The code has a special legal status It is the HSCs interpretation of the
Health & Safety at Work Act and the Control of Substances Hazardous to
Health Regulations with regards to the control of dangerous bacteria that
can cause Legionnaires Disease. If the measures described in the
Approved Code of Practice are not followed, then it will be up to the
responsible person to prove to any court that other reasonable measures
were taken. Organisations ignore L8 at their peril, and we strongly advise
you to fully read and implement the code. Copies of the guide are
available directly from HSE Books on 01787 881165, Quoting ISBN 0
7176 1772 6
L8 is directed at the control of Legionella, but its implementation adds to greater general water quality.
The requirements to comply with the code are simply and unambiguously set out:

A risk assessment to be carried out in order to identify and assess sources of risk
Establishment of clear management responsibility for the water system. This person must be
technically competent, or have access to suitable support from specialists
A written scheme to prevent or control the risk
Manage and monitor the programme. It is stressed that regular monitoring of the system and
whatever controls put in place are essential
Comprehensive record keeping

The installation of the Alpha Chlorine Dioxide dosing system can form a key part of compliance with
these regulations but it should be stressed that the installation of the system alone is not
sufficient to ensure compliance with the regulations. A sound water management policy must be
put in place, with regular cross-checks and monitoring being carried out. No matter whether or not
you enter into a contract with a water treatment service company, ultimate responsibility for safe and
compliant running of the system lies with the building owner/operator.
Some facts about Legionnaires Disease:

Caused by the bacterium, Legionella pneumophila and first identified after an outbreak of LD at
the American Legion convention in Philadelphia in 1976
Normally contracted by inhaling water vapour or droplets, which can then enter the lungs
Areas at risk include, cooling towers, showers, humidifiers and various industrial processes
Anyone can be affected, although those with weakened immune systems, such as the sick or
elderly are most at risk
Around 200 cases per year are isolated and reported in the UK,
Around 12% of reported cases prove fatal.
The true figure (including non-reported cases) is believed to be much higher.
Clinical studies indicate that Legionnaires Disease accounts for between 2 and 3% of the
180,000 cases of community acquired pneumonias diagnosed in Britain each year.

Monitoring of Operation of Alpha Systems to L8 - Summary

There is no requirement to maintain hot water storage temperatures at 60oC and distribution
temperatures of 50oC when maintaining a chlorine dioxide constant dosing system (Except in
certain NHS Premises)
L8 Para 172

Where storage/distribution temperatures are reduced from 60oC / 50oC after introduction of a
chlorine dioxide system, HSE recommend monthly microbiological tests for the presence of
Legionella. This testing regime can be reviewed one year after installation of the chlorine
dioxide dosing system
L8 Para 185

Chlorine dioxide residual levels should not normally exceed 0.5mg/l free chlorine dioxide,
although it is recognised by HSE that this may be difficult in systems with a low turnover of
water. This will be defined by your individual risk assessment
L8 Para 173

For most systems, routine maintenance & inspection (as defined below) will usually be
sufficient to ensure control. The following areas checked and recorded at regular intervals and
remedial action taken where necessary:

Quantity of chemicals in the reservoir

Rate of addition of chlorine dioxide to water supply
Monthly Measurement of ClO2 residual at sentinel taps this should not be
below 0.1mg/l
Annual Measurement of ClO2 residual at representative number of outlets
throughout the system concentration should be at least 0.1mg/l

** (In addition, Scotmas recommend that during the first three months of operation, account is taken of
biofilm removal by chlorine dioxide, which will create an increased demand on the chemical. Dosing may
require to be at higher levels, with increased microbiological and chemical monitoring during this period.
This will be defined by your individual risk assessment) **
L8 Para 174

Routine maintenance & inspection is defined by L8 Para 180 Routine checking of

temperature, water demand, cleanliness and use. The frequency of inspection and
maintenance will depend on the system and the risks it presents (See risk assessment)
L8 Para 185

Note that this summary is in no way intended to be regarded as complete guide to your individual and
collective responsibilities under L8.
For complete guidance, refer to your site risk assessment or the complete HSE Document: Legionnaires Disease
The Control of Legionella Bacteria in Water Systems Approved Code of Practice & Guidance, as published by
HSE Books, 2000 ISBN 0 7176 1772 6
