Direct staff to:
1. Begin the process for hiring a facilitated management service firm;
2. Research facilitated management service firms, including the firm utilized as sample (Attachment 1),
and solicit proposals and ;
3. Return to Council with options and a recommendation from City Administrator Chip Rerig for
consideration to award a professional services agreement for facilitated evaluation services.
SUMMARY
At the February 2 Regular Council Meeting Council Member Beach brought it to the attention of Council
that a number of California municipalities have engaged a professional third party firm that specializes
in facilitating management evaluations for City Administrators and City Attorneys. Facilitated
management evaluation is the process by which a third party firm acts as a catalyst for productive and
constructive dialogue between management (i.e. City Administrator or City Attorney) and members of
Council to review past performance achievements or issues, identify future performance expectations,
and engage in realistic goal setting for the future. Currently the City Administrator and the City Attorney
performances are evaluated on a yearly basis by the City Council during a Closed Session Meeting
without the assistance of such consultants.
In order to provide City Administrator Chip Rerig with the support and tools needed to succeed as City
Administrator for Carmel, third party facilitated management evaluation is an option that the Council can
consider in order to potentially augment and enhance the performance evaluation process and
maximize its effectiveness. If third party facilitated management evaluation is something the Council
considers worth investigating, it is recommend that Council direct staff to move forward with soliciting
proposals from firms who conduct facilitated management evaluations for municipalities and to return to

Council at a future date with firms identified for their consideration, with the intent to enter into
agreement with such a firm for these services.
A sample proposal, provided to Council Member Beach during her research of facilitated management
evaluation, has been included as a conceptual example and to provide further scope. Also for
conceptual purposes please note quotation for services listed in this proposal is $7,500.00 per
evaluation.
PRIOR CITY COUNCIL ACTION
At its February 2 meeting Council requested that this item be brought back for consideration .

observations of various factions or individuals concerning the appointed official performance.
We do not attribute comments to any one member and focus on areas of success and potential
improvement. This draft is circulated confidentially to each member in advance and reviewed
in closed session

official. Progress is then measured in each subsequent annual evaluation.
