4. The eligible candidates shall be issued an eAdmission Certificate three weeks before the commencement of the
examination.TheeAdmissionCertificatewillbemadeavailableintheUPSCwebsite[www.upsc.gov.in]fordownloadingby
candidates. No Admission Certificate will be sent by post. All the applicants are requested to provide valid & active
emaili.d.whilefillinguponlineapplicationformastheCommissionmayuseelectronicmodeforcontactingthem.
5.PENALTYFORWRONGANSWERS(inObjectiveTypePapers):
Candidatesshouldnotethattherewillbepenalty(NegativeMarking)forwronganswersmarkedbyacandidateinthe

CandidatesareadvisedtoreadcarefullySpecialInstructionstothecandidatesforConventionalTypeTestsandObjective
Type Tests (Appendix III PartA and Part B). For both writing and marking answers in the OMR sheet [Answer Sheet] in
objectivetypepapers,candidatesmustuseblackballpenonly.Penswithanyothercoloursareprohibited.DonotusePencil
orinkpen.
Candidates should note that any omission/mistake/discrepancy in encoding/filling of details in the OMR answer sheet,
especiallywithregardtoRollNumberandTestBookletSeriescode,willrendertheanswersheetliableforrejection.
Candidates in the Category of visually impaired are advised not to apply for this examination as no vacancies are
earmarked/identifiedforthemfortheServices/PostsincludedinEngineeringServicesExamination,2016.
8.MOBILEPHONESNOTPERMITTED:
(a) Mobilesphones,pagers,bluetoothoranyothercommunicationdevicesarenotallowedinsidethepremiseswherethe
examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from
futureexaminations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers or
anyvaluable/costlyitemstothevenueoftheexamination,asarrangementsforsafekeepingcannotbeassured.Commission
willnotberesponsibleforanylossinthisregard.

2(B) Acandidate may apply for admission to the examination in respect of anyone of the categories of the Services/Posts
mentioned in para 2 above viz. Civil Engineering or Mechanical Engineering or Electrical Engineering or Electronics &
TelecommunicationEngineering.
3.ELIGIBILITYCONDITIONS
(I)Nationality:
Acandidatemustbeeither:
(a)acitizenofIndia,or
(b)asubjectofNepal,or
(c)asubjectofBhutan,or
(d)aTibetanrefugeewhocameovertoIndiabeforethe1stJanuary,1962withtheintentionofpermanentlysettlinginIndia,or
(e)apersonofIndianoriginwhohasmigrated from Pakistan, Burma,SriLankaorEastAfricancountriesofKenya,Uganda,
the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently
settinginIndia.
Providedthatacandidatebelongingtocategories(b),(c),(d)and(e)aboveshallbeapersoninwhosefavouracertificate
ofeligibilityhasbeenissuedbytheGovernmentofIndia.
Acandidateinwhosecaseacertificateofeligibilityisnecessary,maybeadmittedtotheexaminationbuttheofferof
appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of
India.
(II)AgeLimits:
(a)Acandidateforthisexaminationmusthaveattainedtheageof21yearsandmustnothaveattainedtheageof30yearson
the1stJanuary,2016i.e.,he/shemusthavebeenbornnotearlierthan2ndJanuary,1986andnotlaterthan1stJanuary,1995.
(b) The upper agelimit of 30 years will be relaxable upto 35 years in the case of Government servants of the following
categories,iftheyareemployedinaDepartment/Officeunderthecontrolofanyoftheauthoritiesmentionedincolumn1
belowandapplyforadmissiontotheexaminationforalloranyoftheService(s)/Post(s)mentionedincolumn2,forwhichthey
areotherwiseeligible.
(i)
AcandidatewhoholdssubstantivelyapermanentpostintheparticularDepartment/Officeconcerned.Thisrelaxation
willnotbeadmissibletoaprobationerappointedagainstapermanentpostintheDepartment/Officeduringtheperiodofhis
probation.However,thisrelaxationwillbeadmissibletoaprobationersoappointedprovidedhe/shealreadyretainsalienon

apermanentpostinaDepartment/Officeunderthecontrolofanyoftheauthoritesmentionedincolumn1below.
(ii)
AcandidatewhohasbeencontinuouslyinatemporaryserviceonaregularbasisintheparticularDepartment/Office
foratleast3yearsonthe1stJanuary,2016.

UptomaximumoffiveyearsifacandidatebelongstoaScheduledCasteoraScheduledTribe.

withanyforeigncountryorinadisturbedarea,andreleasedasaconsequencethereof.
(v)
Up to maximum of five years in the case of Exservicemen including Commissioned Officers and ECOs/SSCOs, who
have rendered at least five years Military Service as on 1st January, 2016 and have been released (i) on completion of
assignment(includingthosewhoseassignmentisdue)tobecompletedwithinoneyearfrom1stJanuary,2016otherwisethan
bywayofdismissalordischargeonaccountofmisconductorinefficiency,or(ii)onaccountofphysicaldisabilityattributableto
MilitaryService,or(iii)oninvalidment.
(vi)
UptomaximumoffiveyearsinthecaseofECOs/SSCOswhohavecompletedaninitialperiodofassignmentoffive
yearsofMilitaryServiceason1stJanuary,2016andwhoseassignmenthasbeenextendedbeyondfiveyearsandinwhosecase
theMinistryofDefenceissuesacertificatethattheycanapplyforcivilemploymentandtheywillbereleasedonthreemonths
noticeonselectionfromthedateofreceiptofofferofappointment.
Uptoamaximumof10yearsinthecaseofdeafmuteandOrthopaedicallyhandicappedpersons.
(vii)
Note I : Candidates belonging to the Scheduled Castes and the Scheduled Tribes and Other Backward Classes who are also
covered under any other clauses of Para 3(II)(c) above, viz., those coming under the category of Exservicemen, persons
domiciled in the State of J&K, deafmute and orthopaedically handicapped etc. will be eligible for grant of cumulative

relaxationunderboththecategories.
Note II : The term exservicemen will apply to the persons who are defined as Exservicemen in the Exservicemen (Re
employmentinCivilServicesandPosts)Rules,1979,asamendedfromtimetotime.
NoteIII:TheageconcessionunderPara3(ii)(c)(v)and(vi)willnotbeadmissibletoExServicemenandCommissionedOfficers
includingECOs/SSCOs,whoarereleasedonownrequest.
NoteIV:NotwithstandingtheprovisionofagerelaxationunderPara3(ii)(c)(vii)above,aphysicallyhandicappedcandidatewill
beconsideredtobeeligibleforappointmentonlyifhe/she(aftersuchphysicalexaminationastheGovernmentorappointing
authority,asthecasemaybe,mayprescribe)isfoundtosatisfytherequirementsofphysicalandmedicalstandardsforthe
concernedService/PoststobeallocatedtothephysicallyhandicappedcandidatebytheGovernment.
NoteV:Acandidatewillbeeligibletogetthebenefitofcommunityreservationonlyincasetheparticularcastetowhichthe
candidatesbelongisincludedinthelistofreservedcommunitiesissuedbytheCentralGovernment.Ifacandidateindicatesin
his/herapplicationformforEngineeringServicesExaminationthathe/shebelongstoGeneralcategorybutsubsequentlywrites
totheCommissiontochangehis/hercategorytoareservedone,suchrequestshallnotbeentertainedbytheCommission.
Candidates seeking reservation/relaxation benefits available for SC/ST/OBC/PH/Ex-Servicemen must ensure that they
are entitled to such reservation/relaxation as per eligibility prescribed in the Rules/Notice. They should be in possession of all
the requisite certificates in the prescribed format in support of their claim as stipulated in the Rules/Notice for such benefits,
and these certificates should be dated earlier than the due date (closing date) of the application (Prescribed Format of Disability
Certificate should be submitted by Physically Handicapped candidates as per Form IV of Department of Personnel &
Trainings Office Memorandum No. 36035/1/2012-Estt.(Res.) dated 29.11.2013 as at Annexure-III).

Whiletheaboveprinciplewillbefollowedingeneral,theremaybeafewcaseswheretherewasalittlegap(say23months)
between the issuance of a Government Notifications enlisting a particular community in the list of any of the reserved
communitiesandthedateofsubmissionoftheapplicationbythecandidate.Insuchcasestherequestofchangeofcommunity
fromGeneraltoReservedmaybeconsidered by theCommissiononmerit.
N.B.ThecandidatureofapersonwhoisadmittedtotheexaminationundertheageconcessionmentionedinPara 3(II)(b)
above shall be cancelled if, after submitting his/her application he/she resigns from service or his/her services are
terminatedbyhis/herdepartment/officeeitherbeforeoraftertakingtheexamination.He/shewill,however,continuetobe
eligibleifhe/sheisretrenchedfromtheserviceorpostaftersubmittinghis/herapplication.Acandidatewhoaftersubmitting
his/her application to the department is transferred to other department/office will be eligible to compete under
departmentalageconcession.
SAVEASPROVIDEDABOVETHEAGELIMITSPRESCRIBEDCANINNOCASEBERELAXED.
ThedateofbirthacceptedbytheCommissionisthatenteredintheMatriculationorSecondarySchoolLeavingCertificate
or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of
matriculatesmaintainedbyaUniversity,andthatextractmustbecertifiedbytheproperauthorityoftheUniversityorinthe
HigherSecondaryoranequivalentexaminationcertificate.Thesecertificatesarerequiredtobesubmittedalong with the
Detailed Application Forms which will be required to be sub mitted by the candidates who qualify on the result of the
writtenpartoftheexamination.
No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records
andthelikewillbeaccepted.TheexpressionMatriculation/SecondaryExaminationCertificateinthis partof the instruction
includesthealternativecertificatesmentionedabove.
NOTE 1 : CANDIDATES SHOULD NOTE THAT ONLY THE DATE OF BIRTH AS RECORDED IN THE MATRICULATION/SECONDARY
EXAMINATION CERTIFICATE OR AN EQUIVALENT CERTIFICATE ON THE DATE OF SUBMISSION OF APPLICATION WILL BE
ACCEPTEDBYTHECOMMISSIONANDNOSUBSEQUENTREQUESTFORITSCHANGEWILLBECONSIDEREDORGRANTED.
NOTE2:CANDIDATESHOULDALSONOTETHATONCEADATEOFBIRTHHASBEENCLAIMEDBYTHEMANDENTEREDINTHE
RECORDS OF THE COMMISSION FOR THE PURPOSE OF ADMISSION TO AN EXAMINATION, NO CHANGE WILL BE ALLOWED

(III) MinimumEducationalQualification:
Foradmissiontotheexamination,acandidatemusthave
(a) obtainedadegreeinEngineeringfromaUniversityincorporatedbyanActoftheCentralorStateLegislatureinIndia
orotherEducationalInstitutionsestablishedbyanActofParliamentordeclaredtobedeemedasUniversitiesunderSection3
oftheUniversityGrantsCommission Act,1956;or
(b) passedSectionsAandBoftheInstitutionExaminationsoftheInstitutionofEngineers(India);or
(c)
obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such
conditionsasmayberecognisedbytheGovernmentforthepurposefromtimetotime,or
(d) passedGraduateMembershipExaminationoftheInstitutionofElectronicsandTelecommunicationEngineers(India);
or
(e) passedAssociateMembershipExaminationPartsIIandIII/SectionsAandBoftheAeronauticalSocietyofIndia;or

(f)passedGraduate MembershipExaminationoftheInstitutionofElectronicsandRadioEngineers,Londonheldafter
November,1959
Provided that a candidate for the postof Indian NavalArmament Service (ElectronicsEngineeringPosts)andIndianRadio
RegulatoryServiceGrAmaypossessanyoftheabovequalificationsorthequalificationmentionedbelownamely:
M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special
subject.
NOTE1Acandidatewhohasappearedatanexaminationthepassingofwhichwouldrenderhim/hereducationallyqualified
forthisexamination,buthasnotbeeninformedoftheresult,mayapplyforadmissiontotheexamination.Acandidatewho
intends to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination, if
otherwiseeligible,buttheiradmissionwouldbedeemedtobeprovisionalandsubjecttocancellation,iftheydonotproduce

by Government, may also apply to the Commission and may be admitted to the examination at the discretion of the
Commission.
(IV)MedicalExamination
CandidatesfinallyrecommendedbytheCommissiononthebasisofEngineeringServicesExamination,2016shallberequired
toundergomedicalexamination.
(a)Everycandidate,onbeingfinallyrecommendedbyCommissionwillberequiredtoundergomedicalexaminationasand
when so decided by the Ministry of Railways (Railway Board) irrespective of the fact that he/she has appeared for such
medicalexaminationinthepastandfoundfit/unfitonthebasisofearlierexamination.
(b)ThemedicalexaminationwillbeconductedatvariousRailwayHospitalsunderMinistryofRailways(RailwayBoard).Other
additionalinstructionsforcandidatesarelistedatAnnexureII.ThefindingsoftheRailwaysMedicalBoardwillbetakenasfinal
andbindingforallallotmentpurposes.
(V)Physicalstandards
CandidatesmustbephysicallyfitaccordingtophysicalstandardsforadmissiontoEngineeringServicesExamination,2016as
perguidelinesgiveninAppendixIIoftheRulesfortheEngineeringServicesExamination,2016 publishedintheGazetteof
IndiaExtraordinarydated27.02.2016.
4.FEE:
Candidates (excepting Female/SC/ST/ PH who are exempted from payment of fee) are required to pay a fee of Rs.200/
(Rupees Two hundred only) either by depositing the money in any Branch of SBI by cash or by using net banking
facility of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of
Mysore/State BankofPatiala/StateBankofTravancoreorbyusingVisa/MasterCredit/Debitcard.
Note :1Applicantswhooptfor"Paybycash"modeshouldprintthesystemgeneratedPayinslipduringPartIIregistration

Services/Posts (including any concessions specifically extended to the physically handicapped). A physically handicapped
candidate claiming age relaxation/fee concession will be required by the Commission to submit along with their Detailed

Application Form, a certified copy of the certificate from a Government hospital/Medical Board in support of his claim for
beingphysicallyhandicapped.
NOTE:Notwithstandingtheaforesaidprovisionforagerelaxation/feeexemption,aphysicallyhandicappedcandidatewillbe
consideredtobeeligibleforappointmentonlyifhe/she(aftersuchphysicalexaminationastheGovernmentortheappointing

5.HOWTOAPPLY:
(a) Candidates are required to apply Online using the link www.upsc online.nic.in. Detailed instructions forfilling
up online applications are availableontheabovementionedwebsite.
(b) The applicants are advised to submit only single application; however, ifdue to any unavoidable situation, ifhe/she
submits another/multiple applications, then he/ she must ensure that application with the higher RID is complete in all
respects like applicants' details, examination centre, photograph, signature, fee etc. The applicants who are
submitting multiple applications should note that only the applications with higher RID (Registration ID) shall be
entertained by theCommissionandfeepaidagainstoneRIDshallnotbeadjustedagainstanyotherRID.
(c)Allcandidates,whetheralreadyinGovernmentService,orinGovernmentownedindustrialundertakingsorothersimilar
organisationsorinprivateemployment,shouldapplyonlinedirecttotheCommission.
Persons,alreadyinGovernmentservicewhetherinapermanentortemporarycapacityorasworkchargedemployeesother
thancausalordailyratedemployeesorthoseservingunderpublicenterprisesare,however,requiredtoinformtheirHeadof
Office/Department that they have applied for the Examination. Candidates should note that in case communication is
received from their employer by the Commission withholding permission to the candidates applying for/appearing at the

Immediately after the declaration of the written results successful candidates will be intimated by the Commission
electronically and they shall be askedtosubmitDetailedApplicationForm(DAF)online.Thesuccessfulcandidateshaveto
sendtheprintoutofthisDAFwitheachpagedulysignedalongwiththeattestedcopiesoftheabovementionedcertificatesto
theCommissionatthattime.Orginalswillhavetobeproducedatthetimeofinterview.Theinterviewlettertothecandidates
mayalsobeissuedelectronically.
Ifanyoftheirclaimsisfoundtobeincorrect,theymayrenderthemselvesliabletodisciplinaryactionbytheCommissionin
terms of Rule 11 of the Rules for Engineering Services Examination, 2016 notified in the Gazette of India Extraordinary
dated27thFebruary,2016andalsoreproducebelow:
ACandidatewhoisorhasbeendeclaredbytheCommissiontobeguiltyof:
(i)
obtainingsupportforhiscandidaturesbyanymeans;or
(ii)
impersonating;or
(iii)
procuringimpersonationbyanyperson;or
(iv)

makingstatementswhichareincorrectorfalseorsuppressingmaterialinformation;or
(vi)
resortingtoanyotherirregularorimpropermeansinconnectionwithhiscandidaturefortheexamination;or
(vii)
usingunfairmeansduringtheexamination;or
(viii)
writingirrelevantmatterincludingobscenelanguageorpornographicmatterinthescript(s);or
(ix)
misbehavinginanyothermannerintheexaminationhall;or
(x)
harassingordoingbodilyharmtothestaffemployedbytheCommissionfortheconductoftheirexamination;or
(xi)
beinginpossessionoforusinganycellular/mobilephone/pager/bluetoothoranyelectronicequipmentordeviceor
any,otherequipmentcapableofbeingusedasacommunicationdeviceduringtheexamination;or
(xii)
violatinganyoftheinstructionsissuedtocandidatesalongwiththeiradmissioncertificatepermittingthemtotakethe
examination;or
(xiii)
attempting to commit or as the case may be abetting the commission of all or any of the acts specified in the
foregoingclauses.
Mayinadditiontorenderinghimselfliabletocriminalprosecutionbeliable
(a)
tobedisqualifiedbytheCommissionfromtheexaminationforwhichheisacandidate;and/or
(b)
tobedebarredeitherpermanentlyorforaspecifiedperiod
(i)
bytheCommissionfromanyexaminationorselectionheldbythem;
(ii)
bytheCentralGovernment,fromanyemploymentunderthem;and
(c)
ifheisalreadyinserviceundertheGovernment,todisciplinaryactionundertheappropriaterules:
Providedthatnopenaltyunderthisruleshallbeimposedexceptafter
(i)
givingthecandidateanopportunityofmakingsuchrepresentationinwritingashemaywishtomakeinthatbehalf;
and
(ii)
takingtherepresentationifanysubmittedbythecandidate,withintheperiodallowedtohim,intoconsideration.
6.LASTDATEFORSUBMISSIONOFAPPLICATIONS:
TheOnlineApplicationscanbefilledupto25thMarch,2016till11.59PMafterwhichthelinkwillbedisabled.
7.CORRESPONDENCEWITHCOMMISSION:
TheCommissionwillnotenterintoanycorrespondencewiththecandidatesabouttheircandidatureexceptinthefollowing
cases:
(i) The eligible candidates shall be issued an eAdmission Certificate three weeks before the commencement of the
examination. The eAdmission Certificate will be made available in the UPSC website [www.upsc. gov.in] for
downladingbycandidates.NoAdmissionCertificatewillbesentbypost.FordownloadingtheeAdmission Certificate/e
AdmitCard the Candidate must havehis/hervitalparameterslikeRID&DateofBirthorRollNo.(ifreceived&dateofbirth
orfathersname)availablewithhim/her.
(ii) If a candidate does not receive his/her eadmit card or any other communication regarding his/her candidature for the
examination two week before the commencement of the examination, he/she should at once contact the Commission.
Information in this regard can also be obtained from the Facilitation Counter located in the Commissions Office either in
personoroverphoneNos.01123381125/01123385271/01123098543. Incase no communication isreceived in
the CommissionsOffice from the candidateregardingnonreceiptofhis/hereAdmissionCertificate atleast
one weekbeforetheexamination,he/shehimself/herselfwillbesolelyresponsiblefornonreceiptofhis/here
Admissioncertificate.
No candidate will ordinarily be allowed to take the examination unless he/she holds eAdmission Certificate for the
examination. On receipt of eAdmission Certificate, check it carefully and bring discrepancies/error, if any, to the notice of
UPSCimmediately.
The candidatesshouldnote thattheiradmissiontotheexaminationwillbepurelyprovisionalbasedontheinformationgivenby
themintheApplicationForm.ThiswillbesubjecttoverificationofalltheeligibilityconditionsbytheUPSC.
(iii)The mere fact that an eAdmissionCertificateofadmissiontotheExaminationhasbeenissuedtoacandidatewill

The Commission have discretion to fix minimum qualifying marks in any or all the papers of the examination. The
Objective Type papers as contained in SectionI of the Plan of theExamination will be evaluated first and evaluation of the
ConventionalTypepaperscontainedinSectionIIofthePlanofExaminationwillbedoneonlyofthosecandidateswhoobtain
theminimumqualifyingmarksinObjectiveTypespapers,asfixedbytheCommission.
