SEQUENCE OF ACTIVITIES
1. Mobilize manpower and equipment at site.
2. Lineup of all equipment and hoses at site.
3. Blinding/ isolation of system by Petrokemya.
4. Connect all hoses, fittings to prepare circuit and fill the system.
5. Circulate water/cleaning solution through the system.
6. Supply steam to maintain the temperature of cleaning solution at 80C.
7. Add specified chemicals to the system loop and drain the solution.
8. Carryout rinsing of the system with water.
9. Perform gas tests to check LEL, H2S, Benzene by Petrokemya. Contractor
should ensure LEL: 0%, H2S < 10 ppm, Benzene < 1 ppm for safe man
entry and all pyrophoric materials shall be removed/ oxidized.

QUOTATION
Contractor is required to visit the site for detailed study and evaluation of the job
and clarifications before submitting technical / commercial proposal.

Contractor shall prepare / submit the following along with the quotation for
technical evaluation.
1. Contractor Scope and Exclusions from job scope.
2. Contractor should submit SHE program.
3. Contractor shall submit sketches showing the equipments, locations of blinds
/disconnections and hose connections (with sizes) for complete loop of
chemical cleaning.
4. Contractor shall submit list of equipments, their capacities and the sketches
showing the equipments hook up and layout details for each loop.
5. Bar chart of Chemical cleaning operation for each loop with break-up of each
activity such as steam blowing mechanical connections / disconnections,
pressure testing, chemical cleaning steps, draining, flushing, drying etc.
6. On site laboratory equipments / facilities availability for checking samples to
monitor chemical strengths and cleaning effectiveness.
7. Detail procedure for chemical cleaning including type and composition of
chemicals, flow rates, hold time, passivation, sample frequencies, safety
precautions, MSDS etc.
8. Methods and equipments to be used to treat the waste chemicals before they
are suitable for disposal and site recommended for dumping of waste
chemicals.
9. Contractor should submit list of manpower and equipment/ tools proposed
(working day and night shifts) to be deployed at site and the qualification
records of personnel involved during the execution.
4.2
PRE TURNAROUND
1. Contractor should submit Primavera 6.0 schedule with resource (manpower
and equipment) loading at least five (5) months before Turnaround.
2. Contractor should mobilize the Supervisors sufficiently before start of
turnaround for preparations / arrangements related to scaffolding and
organizing materials and tools requirements.
3. Petrokemya will provide Scaffolding / insulation services. Contractor shall
submit the details of the requirement at least one (1) month prior to
Turnaround.
4. Contractor should mobilize the equipment, tools three (3) days prior to
starting of the job. Contractor to provide the list of all equipment being used
to execute the job.
5. A job safety analysis (JSA) for the scope shall be submitted to Petrokemya
for review and approval at least one (1) month prior to turnaround.

4.3
EXECUTION
1. Contractor shall supply all the required tools and suitable size/capacity
equipment such as but not limited to super suckers/ vacuum trucks, hydrojetting machines, circulation pumps, effluent tanks, flexible hoses,
connecting flanges, air movers/ venturi, chain blocks, pulleys etc. as per job
requirement.
2. Petrokemya shall provide materials like gaskets and contractor shall supply
all consumables required for the job.
3. Skips/drums used to store the sludge transferred from the
vessels/tanks/columns shall be labeled identifying the type of material
(labels will be provided by Petrokemya).
4. Contractor shall set up equipment and hoses necessary to complete all
circulation loops required.
5. Contractor should provide the following:
a. Necessary chemicals for cleaning / degreasing.
b. All necessary safety gears, chemical suits etc., for personnel to execute
the job safely.
c. Equipments for collection and disposal of Neutralized / chemical waste.
d. Temporary connections with bolts to hook up the system.
e. Analytical kit / analytical records of chemical samples at various stages.
f. Test certificates, hoses and rigging tools, temporary storage and
circulation tanks (rigging and hoses to be color coded after test).
g. Temporary facilities (piping/ hoses) required for hooking up equipment,
air-drying / nitrogen drying.
h. Sealing test for the skips / container etc.
6. Contractor should submit report of sample analysis including comparison of
initial and final analysis.
7. Contractor shall provide the details of quantity/quality of water and steam,
as required for flushing and chemical cleaning operation.
8. Contractor shall arrange for cordoning of the area.
9. Leak test and drying activities shall be done by Petrokemya.
10. Penalty clause at rate of 2% per shift to a maximum of 10% of the contract
value shall be applied in case of the delay from the agreed schedule.
11. Contractor should mobilize well-experienced manpower and supervisors for
the execution of the job.

12. Contractor shall submit daily progress report for the jobs on shift basis
during Turnaround to Turnaround Planning.

4.5
GENERAL
1. All jobs will be carried-out during OLEFINS-III Turnaround which is scheduled
to start on tentatively 1st quarter 2016. The jobs should be planned on round
the clock basis with equal distribution of manpower and equipment.
2. The Turnaround date is subject to change and contractor should be able to
mobilize his tools / manpower and equipment within two weeks of notice.
3. Contractor shall be responsible to undertake additional scope of work, which
may result due to unexpected conditions. For such cases he shall mobilize
additional resources if required (ID for additional manpower should be ready
prior to SD).

4. Contractor should make his own arrangement for providing mess hall, meals,
drinking water, chemical toilet, air compressor, generator, and transformer
and prayer hall complying with Petrokemya standard. Mobilization of mess
hall, tool room and chemical toilets shall be started one week at least before
Turnaround.
5. Contractor manpower shall not use Petrokemya facilities; hence, Contractor
shall provide good and enough facilities for his manpower.
6. Contractor shall arrange their own generator as required for power
requirements.
7. Petrokemya has the right to evaluate skill of contractors manpower.
8. No additional waiting charges shall be claimed by the contractor, due to any
delays in permit release, work hold for safety reasons etc.
9. The contractor shall have understanding that the duration of inspection /
decommissioning timing and other support activities indicated wherever in
the contract are estimated and may vary due to unforeseen circumstances.
No additional payment will be made for any delays in the estimated duration.
10. Designated Supervisors / foremen shall be English speaking.
11. Vendor to guarantee achieving the required level of decontamination as per
clause 3.1 point#9.
