Butanalystssaidthetrendalsoispartofaworstcasescenarioforcoalminerstheworldover,

morenaturalgasin2014.Coaloutputlastyearfell2.5%to3.87billionmetrictonsfromayear
ago,whilecoalconsumptionfell2.9%,accordingtotheNationalBureauofStatistics.
EconomistshadforecastChinawillhitpeakcoalaroundorslightlybefore2020,butsomeanalysts
saytherearesignsthatthishasalreadyhappened.CoaldemandinEuropeandtheU.S.isalso
shrinking,whilegrowingeconomieslikeIndiaarentimportingenoughtooffsetChinasoutsize

metallurgicalcoal,whichisusedtomakesteel,havetumbled55%fromtheir2012peakto$102.8
ametricton,astheChinesegovernmenthasmovedtoslowdownitssteelindustry.
Chinesecoalimportslastyearfell10.9%from2013to291.2milliontons,thebureausaid.
TheresnoquestionthatalotofU.S.companiesinparticularlatchedtheirhopetosignificant
gainsinChinaalmostintoperpetuity,saidMarkLevin,ananalystatBB&TCorp.scapital
marketsgroup.Andgiventransportationcosts,theU.S.mineristheguywhogetspricedoutof
Asiathefastest.

Coalstroublesfitintolargerstrugglesacrosstheminingindustry.Manycompaniesboosted
productiontomeetsurgingChinesedemand,onlytooversupplythemarket.Minershaveracked

The$500millionfigureiswhathasalreadybeeninvestedininfrastructurebyseveralpartiesincludingtheState
ofCaliforniaandothergovernmententities.
Theadditional$250millionisfurtherinvestmentthatisnecessarytosetupandtobuildthebulkresource
facility.Thiswouldincludesuchthingsasrailconnection,coveredstorageandloadingfacilities,producttesting
facilities,etc.Ofthe$250millionforthisfacility,thefourcountiesareproffering$50million,andthebalanceof
$200millionwillbeprovidedbyotherprivatefinanciers.The$50millionofthecountiesisleveragedextensively
tobeablebepartofthetotalbulkshippingterminal.Thesefundsarejustnowbeingputtogetherbyallofthe
participantswiththeclosebeingscheduledsometimeinthefuturewhenallpartiesarereadytoclose.
