Alubijid is sited at 8o2430 8o3536 North Latitude and
124o2130 124o3030 East Longitude. It is bounded on
the North by Macalajar Bay; on the East by the Municipality
of El Salvador; on the South by the Municipality of Manticao;
and on the West by the Municipalities of Laguindingan,
Gitagum, Libertad, Initao, and Naawan.

The Municipality is situated in the western part of Misamis


Oriental, 25 kilometers west of Cagayan de Oro City and
67 kilometers East of Iligan City. It is subdivided into

LEGEND, HISTORY and GOVERNANCE


The Municipality of Alubijid is located in the western coast of
Misamis Oriental.
The origin of the towns name could be traced during the
pre-spanish time when what is now barangay Baybay had been
dotted by big trees named ALUBIJID (Spondias Pinnata (L.F.)
Kurz Anardiaceae). Legend had it that some of these trees have
become landmarks particularly the huge ones that have grown
near the Bukana of a river and a Looc which had been the
landing sites of different traders from other islands of the archipelago. From these traders, the place where they used to land was
called Alubijid.
The natives from whom the traders visited had congregated
on a place called ILIHAN HILL near a river. It was an ideal dwelling
place of the natives since from its summit one could see Macajalar
Bay and even the seas beyond Sulawan Point and could immediately view the incoming vessels of any traders and marauders. The
place was also called CALUMAT coined from the word Cauban,
Agpas, Lukso, Ugma, Mamatay, Anak Tanan, a password adopted by the natives to warn them of surprise attacks of pirates and
other marauders.
The natives settlement had expanded as far as Barangay
Talaba and Sampatulog which are also elevated areas. Recent
findings showed that some residents of the areas had excavated
chinese porcelains, brass gongs and old coins on site. Active trading between the natives in these places and visiting traders had
continued up to the Spanish influence in the late 18th century.
Dean Manuel Gapuz who conducted investigations and researches of the history of the town noted that these settlements
were visited also by Sultan Kudarat of Cotabato when he was recruiting forces to fight against the invading Spaniards. Some of
Kudarats men stayed in the place and inter-married with the natives. He further noted that as early as 1861, Alubijid was already an
established community headed by local leaders until the outbreak
of Philippine Revolution against Spain in 1896.
Based on archival records of the team from the Archaeological Studies Program of the University of the Philippines Diliman
(ASP-UPD) headed by Prof. Lee M. Neri,, it was about this time that
3-brick making kilns or hornos were put-up by Spanish Jesuits
in Alubijid, Jasaan and Tagoloan, to help construct their churches
in Northern Mindanao, like the Holy Cross Church in Alubijid, Nuestra Sra. De las Nieves church in El Salvador and the Immaculada
Concepcion church in Jasaan.

Alubijid horno is the only Kiln in Misamis Oriental that was


built during the Spanish period that survived the onslaught of time.
It is believed to be over a 100 years old, and many residents take
pride of the fact that the prime Alubijid Bricks were used as building materials of the famous 3-centuries old Baclayon Church of
Bohol.
During the American occupation in the early 20th century,
Alubijid was attached to Cagayan as a barrio. It was from this humble beginning that the present municipality has emerged.
On May 26, 1933, the Municipal Council of Cagayan de Oro,
Misamis Oriental passed Resolution No. 290 recommending the
barrios of El Salvador and Alubijid to become two separate district
municipalities. Immediately the people of Alubijid, headed by Atty.
Daniel S. Galarrita made a petition for the creation of Alubijid into
a municipality. He was supported by Ricardo Abellanosa, Vicente
A. Sabellina, Timoteo Balacuit, Sr., Wenceslao Abellanosa, Quirico
Villastique, Remedios Jamis Generalao, Onofre Ubayubay, Felix
M. Roxas, Ismael B. Labis, Arcadio Balacuit, Luis Balacuit, Lope
Madjos, Bernabe Pacamalan, Eugenio Madrid and Januario Macalaguing among others. So that on June 4, 1933, Provincial Governor Segundo Gaston promised the people of Alubijid who were
gathered on assembly that he will personally bring the petition for
the creation of Alubijid into a municipality and work for the approval
with the Department of Interior in Manila.
To strengthen the movement, Atty. Daniel S. Galarrita wrote
Rep. Isidro Vamenta, Acting Senate President Jose A. Clarin and
Sen. Juan Toralba of the 11th Senatorial District to help facilitate
the approval of the petition for Alubijid to become a municipality
on June 4, 1933. From that period on, the people steadily pursued
their objectives.
At last, on November 14, 1937, the Undersecretary of the Interior Hon. Rufino Luna sent to the Provincial Board of Misamis
Oriental, a communication outlining the necessary requirements
for the creation of the new municipality of Alubijid. The petitioners
promptly prepared the requirements and after more than a year of
preparation sent it back to the Secretary of the Interior for action on
December 21, 1938. The Department of the Interior submitted to
the President of the Philippines with favorable recommendation for
the organized portion of the Municipality of Cagayan to form into an
independent Municipality of Alubijid on April 18, 1939.
Finally on April 5, 1940, His Excellency Manuel L. Quezon,
President of the Commonwealth of the Philippines signed Executive Order No. 266 creating the Municipality of Alubijid from the

portion of the Municipality of Cagayan, Misamis Oriental with the


following barrios: Gitagum, Laguindingan, Kibaghot, Matangad,
Mauswagon and Pangayawan. The new born Municipality of Alubijid was formally inaugurated on July 1, 1940 with Don Gregorio
Pelaez, the Provincial Governor inducting the newly appointed officials who were as follows:

The first Municipal Building was a two-storey house donated


by the Late Jose Akut for school purposes but utilized as the seat
of the municipal government.
After more than a year from
its creation, the first local election
was held on November 11, 1940,
in which the elected officials
were mostly the appointed ones
headed by Timoteo Balacuit, Sr.
as Municipal Mayor. Upon the
outbreak of the Second World
War on December 8, 1941, the
local civil government continued
its operation. However, on May
3, 1942 the Japanese Imperial
Forces captured and occupied
Cagayan, the capital town and
placed all civil government offices under the Japanese Military
control including the town of Alubijid.
As the war progressed, the guerilla forces under Major Angels
Limena captured and occupied the town of Alubijid on October
22, 1942. The Japanese-backed government was immediately disbanded and the town was placed under the military control of the
109th Infantry Division.
The restoration of the postwar local government of Alubijid
was effected on January 1, 1945, with appointed Municipal Officials namely:

Normalization was undertaken and the people started to work


for their development. One of their pressing agenda was the advancement of the educational level of the residents, so that on July
1, 1947, the Alubijid Junior High School was opened with a population of 112 students handled by four (4) teachers.
The first local election after the war took place in 1948 with
Jesus Ramos as Municipal Mayor. The town people continued to
march to progress and development and it was during this term
that Alubijid Junior High School was converted to Provincial High
School.
Ismael B. Labis, Sr., was
elected Municipal Mayor in 1952
and continually held the office
from 1952 to 1971. During his
incumbency, the town expanded
its territories by virtue of Executive Order No. 96 dated February
9, 1955, to Barrio Lourdes once
a Municipal District of Bukidnon.
However, Barrio Gitagum separated and became an independent Municipality on June 8, 1961
with barrios Matangad and Pangayawan under its jurisdiction and Barrio Laguindingan separated
as well and became an independent municipality taking barrios
Kibaghot and Mauswagon with it on July 22, 1963. Despite these
separations, many new barrios were created namely Barrio Sungay in 1953; Barrio Lumbo in 1954; Barrio Taparak in 1957; Barrio
Benigwayan, Molocboloc, Sampatulog and Calatcat in 1960; Barrio Loguilo, Lagtang and Talaba in 1963; Barrio Baybay in 1965,
Barrio Tugasnon in 1966 and Barrios Lanao and Tula in 1968.
In the field of education, Mayor Labis together with local educators headed by Mr. Francisco Galarrita, the Alubijid High School
Principal worked for the nationalization of the school, and the same
was approved on June 24, 1964 by virtue of R.A. 3877 which proposal was drafted through the dedicated efforts among others,
of Atty. Federico M. Gapuz and Atty. Damaso Tubelleja, both former secretaries to the Late Congressman Vicente de Lara, who
further facilitated the passage of the bill, making the school the first
national high school in Northern Mindanao. Among other significant achievements of his administration were the construction of
the Municipal Amphitheater, the groundworks for installation of the
Poblacion Watersystem, and the organization of the first Cooperative Credit Union in Western Misamis Oriental, which eventually
led to the organization of the Misamis Oriental Electric Service Cooperative (MORESCO), also the first rural electric cooperative in the
country. The switching of MORESCO sub-station in Barrio Lumbo
was on September 26, 1971 and the occasion was witnessed by
then President Ferdinand E. Marcos.

Edilberto Ubay-ubay was


elected Municipal Mayor in 1972.
He was the towns Chief Executive up to May 1986, when he
was appointed Member of the
Sangguniang Panlalawigan. The
following projects were implemented during his term: installation of the Poblacion waterworks
system, renovation of Municipal
Hall; Construction of School
Buildings, conversion of Lourdes
Elementary School to Alubijid
College of Agriculture, a Satellite
of Don Mariano Marcos Memorial Polytechnic State College on
July 1979 and the installation of the Bukidnon State College External Studies-ANCHS Center on June 1981, through the initiative
of the late Mr. Frumencio U. Quiblat (ANCHS Principal) and encouragement of Dr. Jaime M. Gellor, former President , Bukidnon
State College.
On May 14, 1986, as an
aftermath of EDSA Revolution,
Dr. Fortunato L. Jamis, was appointed OIC-Municipal Mayor.

Remarkable events and developmental programs and projects during these terms are the following:
The assignment of an army battalion (53rd IB) in the municipality in May 1986 due to insurgency problem. The Local
Leadership with the sincere support of the Municipal Peace
& Order Council, the military and the local police force acted
with firmness on the problem through constant dialogues;
Construction of the first school-building in Barangay Baybay in 1986; Construction of Tourism facilities at Caba-caba
beach, Loguilo;
Concreting of Municipal Streets, Construction/Rehab/Repair
of FMRs, Bridges, Water facilities, School Buildings; Markets,
Irrigation Dams, Spillways;
Multi-million Barangay Waterworks Program (BWP) in Barangay Poblacion and Sampatulog;
Construction of bridge in Horno, and sitio Tin-ao, Barangay
Poblacion, Barangay Lanao Bridge, and Calanawan Bridge in
Barangay Sungay, under the Tulay ng Pangulo Program.

By rule of succession, Armando M. Elarmo was appointed Municipal Mayor on March 27, 1998 with Jaime B. Balansag
as Vice Mayor due to resignation of Dr. Fortunato L. Jamis who
filed his candidacy as Provincial Board Member and Vice Mayor

Council (MAFC) headed by the energetic Chairman, Mr. Wilfred A. Adviento;
Self Employment Assistance (SEA) Program; Cattle & Carabao
& Chicken Dispersal Program; various livelihood programs assisted by Project Loyola of Xavier Science Foundation (USAID)
and Chaves Foundation Livelihood Program for farmers, fishermen, and vendors which includes basket weaving, paper
making and bamboo craft, and solar salt making within the
SPDA area;
Rehab of Municipal Building, Rehab/Expansion of Municipal
Water System; Construction of Covered Court;
Establishment of the 24-hour Lying-in Clinic.

Completion of municipal streets concreting Barangay Poblacion
The acquisition of a half-hectare site in Barangay Calatcat as
temporary garbage dump site;
Acquisition of 1.5 hectare of land in Barangay Lanao as the
expanded site of the Public Cemetery;
Acquisition of the old Rural Bank building as the new office of
the Agricultural Services;
Acquisition of a 6,000-square meter property in Barangay Calatcat as the new site of the barangay government;
Establishment of the Lonsi Elementary School in Barangay Tugasnon and Sikiton Elementary School in Barangay Lourdes;
Improvement and construction of the Municipal Health Center
and Municipal Hall which now accommodates the Mayors
Office;

(2010 to Present)
The Daang-Matuwid Program and the abolition of the Priority Development Assistance Fund (PDAF) brought and implemented big-ticket infrastructure projects in the municipality from several
National Government Agencies (NGAs), the exceptional ones are
as follows:
Enrollment in the Mindanao Rural Development Program
(MRDP) has brought about the complete rehabilitation of the
Talaba II Quiabo, Sampatulog Farm-to-Market Road (FMR);
the access to potable water by residents in Barangay Baybay
and Lagtang; and the multi-million peso livelihood assistance
by existing farmers cooperative in Sungay, Lourdes, Tula, Benigwayan, Lagtang, Sampatulog and Baybay; with total project cost of about P15M;
Acquisition of a new ambulance from the Philippine Charity
Sweepstakes Office (PCSO);
The annual school building project of the Department of Education (DepEd) has so far put-up several classroom buildings
in almost all barangays with aggregate project cost of no less
than P50M;
The Department of Public Works and Highways (DPWH) has
included the Lanao Barangay Road in its Airport Road Network Plan and concreting of the 3.7 km stretch of gravel road
together with the construction of a permanent bridge in the
amount of P126M;
The National Electrification Administration (NEA) through the
MORESCO-1 has included Alubijid in its Sitio Energization
Program (SEP) and has energized thus far 59 sitios benefiting
944 households at a total cost of P126M;

Acquisition of the new fire truck from the Bureau of Fire Protection (BFP) and the reconditioned Garbage Dump truck;

The Department of Agriculture (DA) has poured in the sum of


P40M for the concreting of farm-to-market roads in Barangays Lumbo, Lagtang, Tugasnon, and Tula aside from its regular programs in crop production and post-harvest facilities
under the Agri-Pinoy Program;

The energization projects in various sitios in tandem with the


MORESCO-1 by way of providing the required equity and
counterpart fund;

The Office of the Civil Defense (OCD) has assisted the Local
Government Unit in rehabilitating the Calanawan-Sungay Tulay ng Pangulo by way of providing P7.3M financial assistance;

The construction of bailey bridges under the Tulay ng Pangulo


Program;

The Department of Health (DOH) through the Facilities Enhancement Program, has provided P1.5M for further improvement and renovation of the Municipal Health Center Lying-In
Clinic thus, strengthening the LGUs Maternal Care Program
through facility based delivery system;

Aside from these, the construction and or improvement of


day care centers, barangay health centers, multi-purpose pavements, farm to-market roads, flood-control structures, barangay
public market, multi-purpose building, and various barangay water
systems were also implemented.

The National Housing Authority (NHA) has greatly supported
the LGUs Resettlement and Relocation Project by way of providing financial grant of P12M for the physical development of
the Sungay Relocation and Resettlement Village;
The Department of the Interior and Local Government (DILG)
has twice conferred the LGU the Seal of Good Housekeeping (SGH) and drawn P2M from its Philippine Challenge Fund
(PCF) to finance the improvement of the Public Market and the
construction of the Incidence Command Center. It also provided P2.3M for the construction of a potable water system
in Barangay Sungay under its Sagana at Ligtas na Tubig sa
Pamayanan (SALINTUBIG) Program;
The Department of Environment and National Resources
(DENR) has included the LGU in its National Greening Program (NGP) and financed the reforestation efforts in Lunao,
Sungay; mangrove planting in Barangay Molocboloc; and urban greening project in Barangay Poblacion;
The Department of Budget and Management (DBM) under the
Bottom-Up Budgeting (BUB) approach has allocated P15M
coursed through the Department of Agriculture (DA) for the
concreting of Calatcat-Talaba-Sampatulog FMR AND P11.6M
for the Integration of the Municipal Water System channeled
through the DILG;
The Bureau of Fisheries and Aquatic Resources (BFAR) has
identified and awarded the LGU with a Community Fish Landing Center (CFLC) worth P2.6M;
The National Irrigation Administration (NIA) has funded the
P16.7M Altubo-Guinotang Irrigation Project (Phase 1) and
completely rehabilitated the Laingan,Taparak-Lourdes Communal Irrigation Project at a cost of P24.3M;
On the social services front, the Department of Social Welfare
and Development (DSWD) is an active partner in the fight against
poverty through its Pantawid Pilipino Program with allocation of
about P4M every 2 months to almost 3,000 households; Sustainable Livelihood Program (SLP) with financial grant of P1,546,000 to
15 women groups or associations; Social Pension for 583 seniors
worth P874,500 per quarter; and Feeding Program for 969 preschool children in the amount of P1.6M;

The Philippine Health Insurance (PhilHealth) has included under its Indigency Program a total of 4,000 enrollees valued at about
P9M;
The Department of Trade and Industry (DTI) has trained 30
households and Lampakanay weavers in Barangay Baybay for
their livelihood project and assisted the members in marketing efforts and product enhancement trainings;
The Department of Agrarian Reform (DAR) through the Agrarian Reform Communities (ARC) Program has transformed the Centro Sampatulog Farmers Cooperative into a Millionaire Cooperative
aside from training and capability-building endeavors in existing
ARCs in Talaba, Tugasnon, Tula, Sungay, Lourdes and Benigwayan.
These convergence of national government agencies (NGAs)
programs are complemented by way of equity, counter-parting,
technical assistance, and active collaboration of then Provincial
Governor Oscar S. Moreno, the LGU, ABC, MBDA, ABAMIN,
World Vision, Makasaka Mo, Giz-German Embassy and the active
endorsement of the dynamic and indefatigable Congresswoman
JULIETTE T. UY of the 2nd Legislative District of the province.
The Municipal and Barangay Local Governments hope to sustain and institutionalize community-wide and sector-participative
activities such as Bisita sa Barangay, Blood-letting Campaign, Kainan ng Bayan, Kasalan ng Bayan, Buntis Congress, Alay-Lakad
Fund Campaign, Scholarship Program, Pista sa Dagat, Coastal
and River Clean-Up Campaign, Arbor Day Celebration, Brigada
Eskwela, Women and Youth Celebration; and ABC, BHW, and Senior Citizens Congress.
As the 75th year of the creation of the Municipality of Alubijid
comes to pass, let us thank all Alubijidnons, living and dead who
have contributed much in making this Diamond celebration a historic event among our people with varied cultural, religious and
political beliefs and aspirations.
May this era serve as an inspiration and guiding light for us
and the future generation in the quest for a united, peace-loving
and God-fearing Alubijid.
We pray that God Almighty will continue to shower His Blessings to us and to those who have settled in other lands near and far.

A diamonds beauty is not seen after it


is dug out of the mine. Its appearance
looks very crude, lackluster and dull.
But after polishing it, who would have
thought that such stone is extraordinary;
that it is precious; and that it is brilliant.
That is a diamond!
The Municipality of Alubijid possesses these
qualities.

Some 75 years ago, it was dug out of


from the portion of the then Municipality of
Cagayan, Misamis Oriental through Executive Order No. 266 of the President of the
Philippine Commonwealth, His Excellency
Manuel L. Quezon. The new-born municipality was formally inaugurated on July 1,
1940 with my late great grandfather Don
Gregorio Pelaez as the Provincial Governor.

But let us also focus on what the future may


bring. As the Laguindingan Airport brings
development to the 2nd District of the Province, Alubijid is apparently a major beneficiary to this development. Take advantage
of this opportunity for the bright future of
Alubijid and Misamis Oriental in general.

By that time, nothing would have seen the


extraordinary attributes of Alubijid; nothing
would have seen its value; and nothing has
seen its brilliance!

Congratulations to the
Municipality of Alubijid on their
75th Diamond Jubilee Celebration!
On this very important occasion, I would like
to pay tribute to the men and women who
have worked tirelessly to build this town
that it is today. I also recognize the past
and present town officials and other civil
servants for their untiring determination and
hard work in succeeding the towns development endeavors.

celebrations have always been joyful
and wonderful occasions, a coming
together to strengthen the ties of unity
and bond as one strong people of the
community.
This year however, is more special as we
celebrate the Diamond Jubilee year of our
Beloved Town marking the 75th year of its
existence as a Municipality. Indeed, from a
small village we sprang to be a solid and
resilient Alubijid, akin to the tree to which our
town was named after.
In the midst of all our merriment, let us reflect on our accomplishments and renew
our commitment to share and continue to
pursue a brighter future for Alubijid.

had become landmarks to this archipelago

Greetings to us all on the occasion


of the 75th foundation of our beloved
municipality. It is but just fit and
proper that an important milestone of
our towns history be commemorated
with pomp and ceremony as tribute
to the generations past who toiled
and labored, despite great odds, to
organize the Municipality of Alubijid.
Notable citizens came together with steadfast commitment and burning passion to establish a separate entity apart from the old
mother town we were appended to. Thus, a
personality unique and different was made,
and came to be known as ALUBIJIDNON
hardworking, passionate, firm, decided,
united and cautiously optimistic.
With the theme: Alubijid: Kapituan ug
Lima Ka Tuig sa Paghandum, Pasalamat
ug Pangandam sa Hagit sa Umaabot, I
could imagine the seemingly insurmountable difficulty our past leaders have to deal
with in the quest to establish Alubijid. In the
throes of an impending war and with the
nation not yet fully independent, our forefathers did not wait for their conclusion, but
with collective conviction, forged on to pursue the noble call of the time Alubijid now,
not soon or after. To them, our plaudits and
acclamation.

The dream has not yet been totally fulfilled.
As a community, Alubijid is on another

Alubijidnon is no stranger in
transforming dreams into reality.
More than ever, the town recognizes
the role of every individual who
makes a significant difference in the
life of its people.
All of us have been a part in making our
hometown great! Moreover the entire Local
Government Unit headed by a very active
leader Hon. Alvin Giovanni A. Labis, the
members of the Sangguniang Bayan and
the various agencies, and non-government
organization join hands in having one vision of helping the town reach its goals. My
warmest congratulations to all of you!
Time flies so fast. It gives me a sense of nostalgia reminiscing the time as I assume the
office as District Supervisor of my hometown. I have seen how the local government prioritized education in its programs,

projects and activities. We share the same


passion in producing future leaders that will

Having witnessed the Alubijid 75th


Jubilee is something to be truly
proud of being an ALUBIJIDNON an achievement in everyones life.
Today marks a time in history as we celebrate and give honour to the towns founding anniversary. There are many things that
we should rejoice and be thankful to everybody who made Alubijid to what it is today.
We are indebted to our forefathers before us
for the bounty we are enjoying at this moment. Looking back, I, as a Lumad of this
place, have witness the struggle and agony
of our leaders and the towns people in the
fight against poverty. Educators witnessed
it unfold in the lives of our pupils. We cannot
deny the fact that its one of the factors that
hinders us to move forward and aim for excellence. But despite the many odds it never
stops us from reaching our vision in creating
a better future for our clientele. As partners
in public service we laboured and join hands
towards the realization of that goal and to
that we are forever grateful. My appreciation
goes out to all officials, who have supported

and walk with our people to reach this milestone. We congratulate you for being dedicated in upholding your mandate of public
service and accepting the challenges lay by
the people upon your shoulders.
Let us also not forget how blessed we are to

1939 was the year when World War


II broke out. It was also the year
Alubijid transformed from Barangay of
Cagayan de Oro to a municipality of
its own. This was 75 years ago. The
new town immediately served as a
garrison for invading Japanese forces.
In 1947, right after the war, the passionate campaign of far-sighted local political leaders, educators and wise thinkers of the municipality, resulted in the establishment of
a Junior High School on site. This became a Provincial High School in 1948 and in
1964 the school was upgraded to a National Comprehensive High School which today
stands at the heart of town. To meet Higher Education needs, the Bukidnon State University External Studies Center ANCHS was further created in 1981.
Through the years, the town served as the Center of
Academic Excellence in this part of the world, producing highly educated and socially responsible citizens in
the region and beyond. Equally important, it provided
access to quality affordable education, making lives
better, empowering people, transforming communities,
and giving hope for a better life to the less fortunate.
Serving precisely as what our founding forefathers envisioned.
Today, Alubijid reaches its platinum age at an exciting time. December 2015, the ASEAN Free Trade
Area Agreement will be fully implemented. The flow of
goods, services, investment, capital and skilled labor in
the region will run completely free; Mindanao is set to
launch a Bangsamoro nation at its core; neighboring
Laguindingan International Airport was opened; a seaport is laid out for construction right in the Baybay area;
Aluibjid National Comprehensive High School, which
now offers a Special Program for the Arts on top of its
Special Science Class and Basic Education Curriculum, will pilot the Senior High School Curriculum in the
next school year.
How we take advantage of the above opportunities
and meet the difficulties they bring, will mold the town
our children will live in. The challenges ahead are enormous. But we are undaunted. We are descendant of
a people who are God-fearing, ingenious, fast-learners, achievement-oriented, practical and imaginative.
They understand the critical role education plays in the
betterment of peoples lives. They dreamed of a town
that caters to the educational aspiration of its people.
Today, we are at it. A progressive town where people
can make their dreams into a reality with hard work
and Gods grace, we are it. With piety, integrity, industry, selflessness and love for their town, our great

grandfathers worked together led by exemplary men


and women in the political, religious, educational and
business arenas to make this town what is today.
We have had our share of problems as a people, but
no one can deny us the achievements we have created for ourselves. Ahead are even greater challenges
and opportunities fueled by todays breakneck speed
of change. Things do not just happen; we have to make
them happen. With visionary leadership at all levels,
collective effort, dedication and sacrifice, we can grab
these opportunities with both hands just like our forebears did, and continue building this town into the town
of our dreams.
Having been the Principal of Alubijid National Comprehensive High School for the last 12 years, it is with pride
and honor that I congratulate and join the Alubijidnons
in celebrating this towns Platinum Anniversary. Happy
Birthday, Alubijid. I wish you Gods blessings of wisdom, peace, prosperity and concern for fellowmen as
you meet the challenges of the next 75 years and more.

commercial video or computer establishment including piso
nets, licensed or not, operating within the Alubijid, Misamis
Oriental, from or admitting or allowing student-minors or pupil/s in all levels from any school, public or private, to enter
the said commercial video or computer establishment during
school days from 7:00 in the morning to 5:00 in the afternoon
and providing penalties for any violations therefore;

Environmental Conservation and Tourism Services


1. Municipal Ordinance No. 53-2014 (12/01/14), An ordinance
declaring every 4th Saturday of June as Arbor Day of the Municipality of Alubijid, Misamis Oriental;
2. Municipal Ordinance No. 55-2014 (12/01/14), An ordinance regulating the entry of individuals and groups to Mt.
Salumayagon in barangay Tula, Alubijid, Misamis Oriental and
imposing fees and penalties for Scientific, Educational, Recreational and Tourism purposes

The tandem that could never be apart, the heart of the Municipal Development Programs are the Offices of the Municipal Treasury
and the Municipal Assessor.
It is the role of the Assessors Office to ensure all laws and policies governing the appraisal and assessment of real properties for
taxation purposes and to conduct frequent physical survey to verify and determine whether all real properties within the municipality are
being listed in the assessment roll.
Likewise, the personnel of the office of the Municipal Treasurer worked hard to collect taxes such as real property taxes and business
tax and other source of income due the Municipality.

On the 5 year tax collection, the average yearly collection is noticeably pegged at P 2,419,555.09.
Computerization program of Real Property for Taxation, linking the Office of the Assessor to the Treasurer is implemented to intensify
and increase RPT Collections.
The Treasury personnel was conferred with the Certificate of Award for Real Property Tax Collection and adjudged as Third Top
Performing Municipality under the Non Industrial Category by the Provincial Government of Misamis Oriental.

Finance Dept. Puts Up Online LGU Scorecard


The finance department has rolled out an online scorecard assessing local government units (LGUs) fiscal performance in a bid to
promote greater accountability among these entities.
In a statement, the department posted on April 10, 2014 that the Bureau of Local Government Finance (BLGF) its attached agency
is tasked to keep watch over LGUs revenue operations has launched the LGU Fiscal Sustainability Scorecard, published online via Web
site called Iskor ng yong Bayan at iskor.blgf.gov.ph.
The LGU Fiscal Sustainability Scorecard aims to establish a regular fiscal performance assessment of LGUs. These scorecards are
made publicly available so local treasurers and assessors are also accountable to the public. The initiative was developed by the BLGF and
the Finance Departments Fiscal Intelligence Unit.
In creating the scoreboard, the government will:
1. Use official quarterly and year end reports submitted by all local treasurers and assessors to the BLGF.

aims to institutionalize the regular publication of fiscal indicators and the performance review of LGUs in the spirit of accountability and

On Public Financial Management System


In 2012, the Department of Budget and Management required
each Local Government Unit to evaluate the performance of the
Public Financial Management which is a system of rules, procedures and practices for government to manage public finances
from Budgeting, Accounting, Auditing, Cash Management, Management of Public Debt, Revenue Generation and Public Reporting on Public Sector Financial Operations. A self-assessment instrument which is the Public Financial Management Assessment
Tool is designed to help institutionalize governance reforms and
enabling LGUs to assess and improve its PFM System as well as
generate information that will serve as basis for the PFM Improvement Plan. It also serves as mechanism to determine which areas
need improvement.

is a Poverty Alleviation Program of the bNational Government
Implemented by the DSWD, supported by the Philippine Development Plan (2011-2016) of which Aluibijid is one of the recipients.
An amount of 13M is allocated for the municipality as recipient
of the program starting this year 2015.

Pantawid Pamilya Program


The result of NHTS enumeration last 2009 conducted by
DSWD-X obtained 3, 356 as identified poor families and the total active beneficiaries in the Municipality of Alubijid for Pantawid
Pamilya Program as of May 2015 is 2,254. Each family is granted P300.00 for education assistance for elementary children and
P500.00 for High School students. Aside from this, P500.00 per
month for Health assistance is given to families with children 0-5
years old which also requires mothers participation in Family Development Session (FDS).

Recognizing the vital role of the youth in nation-building and


to strengthen the Government resolve that no one should be left
behind, a scholarship program for poor but deserving college students was launched and funded by the Local Government Unit
with contributions from the Barangay Councils and private sector.
First conceptualized in the late 1990s, the program has produced
74 college graduates from the Bukidnon State University External
Studies Center at Alubijid, Misamis Oriental starting 2002 up to
the present. The program has current allocation of Php500,000.00.
For its holistic development, the scholars are regularly oriented
in values formation by voluntary pastors from Alubijid-Laguindingan-El Salvador Ministers Assocition (ALEMA)

The total allocation for these beneficiaries amounted to


P4,725,700.00 as of November-December, 2014, a direct cash allotment from National Poverty Alleviation Program implemented by
DSWD and monitored by the Local Government Unit thru Municipal Inter-agency Action Committee (MIAC).

An innovative multi-service extension program by the LGU


dubbed as BISITA SA BARANGAY is an effort to provide services
to barangay residents ranging from civil registration, medical consultation, animal health care, seniors gift giving, business permit
processing, tax collection campaign and other rendition of existing
government services and programs. Residents are also afforded
face-to-face contact and consultation with local officials and can
verbally relate their issues and concerns to them, and in certain
instances, resolution afforded at hand.

Service knows no boundaries..........


A manifestation of the local governments effort to reach-out
and serve its constituents regardless of location - is the rehabilitation of a Day Care Center located in remote Sitio Seriwagan, Barangay Sungay. First constructed in 1999 or thereabouts, completed
partially through pahina, and materials brought then by cattle
and horses, it was renovated and foundation retrofitted through
the assistance of the DSWD-X. At present, fifteen 3-4 year old
Pre-school children are enrolled supervised by a hardworking and
dedicated Day Care Provider.
It can be recalled that approval and consideration of the
project hit snag due to its location. A river has to be forged and
a vanishing trail traversed before the first shovel of mixed sand
and cement could be poured. However, the indomitable spirit of
the eager parents anticipating realization of the project defiantly
prevailed and motivated all concerned to pursue the same to its
completion.
Now serving the purpose to which it was constructed, the
Seriwagan Day Care Center is a testament to the commitment of
preparing the young for a better future and prosperous life ahead.

On December 5, 2014, the first BHW Municipal Convention


was held to recognize the invaluable contributions of the barangay
health workers to their respective communities. Aside from the updates on the different health programs given by selected speakers
from the Provincial Health Office, it was a day full of fun and games
for the RHU staff and the BHWs.

In line with the Womens Day Celebration, the Buntis Congress which started in the year 2014 showcased pregnant mothers
who represented each barangay in the municipality. Prizes were
given to the winners as well as two pregnant mothers who came

A national endeavour of the Department of Health, the Measles, Rubella and Oral Polio Vaccine mass immunization was conducted to address the Measles outbreak that happened in 2014.
This month long activity catered to children 6 weeks up to 5 years
old. RHU- Alubijid ranked top 1 in the province of Misamis Oriental
for its accomplishment result of 108% coverage of its target population.

The Garnatisadong Pambata is a national activity of the Department of Health held every April and October of the year. Its key
pillars include magpasuso, magpabakuna, mag-bitamina A, magpurga, maghugas ng kamay, magsipilyo, gumamit ng palikuran

COASTAL LAW ENFORCEMENT TRAINING

For 2012, the LGU as an SGH passer for the second time, can access to other national program, such as Bottom-up-Budgeting
Program, PAMANA, SALINTUBIG and Special Local Road Fund, as may be eligible based on DILG policies. Again, through DILGs
SGH program, the LGU received the Performance Challenge Fund,
and this time the on-going construction of an Incidence Command
Center with project cost amounting to Php 2,072,000.00 is being implemented.

MACAJALAR BAY DEVELOPMENT ALLIANCE (MBDA)


The MPDO spearheads the LGU/BLGU in the management
and conservation of Alubijids coastal and marine resources. It is an
active member of the Macajalar Bay Development Alliance (MBDA),
an organization of 14 LGUs and 2 cities in Misamis Oriental.
Alubijid, Misamis Oriental is the pilot area for the Social Marketing Lite Information Education Campaign of the MBDA. It has
successfully conducted Pista sa Dagat 1 (2013) at Barangay Baybay & Pista sa Dagat 2 (2014) at Barangay Loguilo. In its 3rd year
Alubijid joined MBDA Pista sa Dagat 2015 held at Opol, Misamis
Oriental.

For three consecutive years from 2011 to 2013, the Municipal Government of Alubijid has been awarded the Seal of Good Housekeeping (SGH) award by the Department of the Interior and Local Government. The Seal is a national award recognizing
the exemplary performance of local government units in the areas of Sound Fiscal
Management, Transparency and Accountability,
and Valuing Performance
Management of the LGU.
Being a recipient of the
Seal of Good Housekeeping, the Municipality of
Alubijid was then eligible
to access the Performance Challenge Fund.
The PCF is an incentive
fund to LGUs in the form
of counterpart funding. For 2011, the PCF project cost-sharing scheme which
is on a 50-50 basis between DILG and LGU-Alubijid amounting to Two Million Pesos (Php 2,000,000.00) has been implemented with such project Improvement of Public Market. The said project made a history because no
less than the late Jesse M. Robredo, Secretary of DILG came to the Municipality of Alubijid on June 21, 2012 just for the inauguration of the PCF project.

(SGH), the DILG launches the Seal of Good Local Governance (SGLG)
in 2014. For an LGU to become an SGLG recipient, an LGU needs to
pass all the three core assessment areasGood Financial Housekeeping, Social Protection and Disaster Preparedness, and at least
one from the essential assessment areasBusiness-Friendliness

Early February of 2015, the LGU starts the year with a good news
coming from the Central Office of DILG recognizing the municipality
as passer of Good Financial Housekeeping, one of the core assessment area of the SGLG. With this, the LGU qualifies in the release of
the CY 2015 Bottom-Up Budgeting (BUB) Projects amounting to Php
15,000,000.00.

The Association of Barangay Councils (ABC) Congress on its 9th year

We have been doing this for nine (9) years . . . The barangay officials of Alubijid annually hold its
ABC Congress since it started way back 2000. Through the initiative of Hon. Alvin Giovanni A. Labis,
incumbent Municipal Mayor, it is being designed for all barangay officials so they may accustom ways
and means in rendering competent public service. He also stresses that constant innovations with distinction in local governance should be sustained through the leadership of barangay officials being the
key catalyst of progress in the rural area. The holding of the congress needs to be fostered for stronger
cooperation on Barangay governance.

The ABC Congress is highlighted with the conferment of awards. From its pilot run in 2010, LGU Alubijid has initiated the program on Best Performing Barangay Awards. This program has promoted
transparency and accountability in the operations of the sixteen (16) barangays.
It is also in cognizant of Pres. PNOYs call for transparent, honest and responsive governance.
The program on Best Performing Barangay Awards aims to realize the Tapat na Palakad at the
barangay level. Among others, and with special mention, the barangays have to disclose to the public,
through appropriate means, their budgets, finances as well as bids and public offerings for public scrutiny and reactions. This is in pursuant to DILG Memorandum Circular No. 2010-149 dated December 10, 2010. The good performance of the barangays is measured in

the name that provides the sweet aroma of the following rice field
as one enters the Poblacion proper of the municipality of Alubijid;
the name that supplies healthy and high quality rice to its people
and the neighboring municipalities.
Businessmen may wonder why this part of Alubijid still remains a rice field, when industries are booming along the national
highways in the neighboring towns. What with the operation of the
Laguindingan Airport which soon to expand as an international
airport? Surely, businessmen are drooling over the potential of the
untouchable spread of the rice area. But this was already anticipated by the original landowners and initiators of this project. Hence,
the fight to protect the land that supplies the staple food for the
community from conversion into any other uses began way back
in the history of ALISA. Considering its economic contribution to
the community which now grows into as high as 13.1 M/year, the
Local Government Unit under the administration of then Municipal
Mayor Edilberto M. Ubayubay, created a resolution
to ensure that the rice area
remains to be able to provide
enough for the community.
The association was able to
concretize its stand with the
support from no other than
the President Fidel V. Ramos,
who issued the Presidential
Administrative Order (AO)
No. 20, 2.1992, and the Department of Agrarian Reform
(DAR) Administrative Order
No. 01, s. 2001, prohibiting
the conversion of the area
into any other use.
The concept of a rice
field from the original corn
field began in 1972, when
Mr. Wilfred A. Adviento, an
agriculture graduate and
a school teacher was the
potential of a corn land for
irrigation, and took it as
a challenge. The task of organizing a farmers and landowners
association is not an easy task. But with Mr. Advientos passion
rippling into the other landowners, he gained the support of Atty.
Daniel S. Galarrita, a retired government employee, and a respected personality in the municipality. Mr. Galarrita was the catalyst
in forming and mobilizing the Alubijid-Loguilo Irrigators Service
Association (ALISA), Inc., in August 12, 1973. It was formally organized with the following first set of officers:

The association then worked on its plan, putting to heart its
vision and mission:
Vision: Alubijid as a rice producing community, with farmers
of high productivity and contributing of food sufficiency.

Mission: To convert a 66 hectare corn and pasture lands


located at Basacan, Loguilo, Alubijid, Misamis Oriental, into a
productive rice field, assuring quality staple food for its people,
creating jobs to small farmers in the form of farm labor, and contributing to the economy of the community.
The struggle was not a joke. The sacrifice of time, effort and
finances of the initiators and original landowners can can never br
measured. But their hearts fueled their passion to continue through
loans and assistance from government and church organizations,
just to make the project functional. Various programs were conducted and strategies were devised to solve water insufficiency
during summer days. Finally, I was a training on Total Quality and
Productivity management (TQPM) for rice production in 1998 conducted by the Agricultural Training Institute, in partnership with
NIA, PhilRice, NFA and LGU that high production with reduced cost
was achieved by the farmers. After two training courses, farmers
started practicing proper soil and water management, organic
farming and other strategies learned. From fifty (50)
cavans per hectare harvest,
now farmers are harvesting
not less than 100 cavans per
hectare per harvest. ALISA
is now a very strong, financially capable organization,
operating an irrigated 66
hectare rice area. Still, it
remains to be true to its advocacy putting to heart its
vision and mission.
To date, ALISA has
received several financial
assistance amounting to
millions for repairs and
improvement of the irrigation system from different
government agencies. That
is how ALISA became a
trusted irrigators association. With its performance
and achievements, ALISA
received the following citations:
1. Most Outstanding Irrigators Association of Misamis Oriental
and Camiguin, from CY 2001 to 2014.
2. Most Outstanding Irrigators Association of NIA Region X from
2003 to 2014.
3. Most Outstanding Irrigators Association for CY 2011 (1st
Runner-up) National Level for Commercial Irrigation System
Category
4. AgriPinoy Rice Achievers Award 2011-2012, National Level,
warded by Secretary Proceso J. Alcala
5. 2008 hall of Fame Awardee- Regional Level for Communal
Irrigation System (Most Outstanding Irrigators Association for
5 consecutive years)
6. A recipient of an organic processing facility (rapid composting) thru a grant from NEDA X

Unmasking Independence

(formerly Punta Sulawan Lodge) under Worshipful Master
(WM) Nixon M. Centeno and the Local Government Unit of
Alubijid, Misamis Oriental represented by Mayor Alvin Giovanni A. Labis and Vice Mayor Emmanuel L. Jamis who is a master Mason himself unveiled the towns Dr Jose P. Rizal Monument last June 12, 2015 during the 117th Independence day
Celebration.
The groundbreaking event awakened the towns peoples
patriotism as they gathered in front of Alubijid Municipal Hall
to witness the historical and ceremonial event.
The square from where it stands tall is the old place
where the LGU Officials and Employees used to conduct their
Monday convocation. The said area was developed sometime in July of the year 1959 through the donation from the
Alubijid Womens Club during the term of the late Mayor Ismael B. Labis, circa 1960. Today, it is now dubbed as the Dr. Jose
P. Rizal Quadrangle.
It has been a long dream of everybody to develop the
municipal quadrangle and be among the 21 municipalities
of Misamis Oriental who uphold the teaching and legacy of
our National Hero. The Tolomeo Caseres Galarrita Memorial
Lodge No. 242 came up with the initiative to install the same
and made it as one of their major pioneering projects in the
said town. Mayor Alvin Giovanni A. Labis openly welcomed
them in front of a few hundred guests and visitors from different organization and expressly declared that they will be a
partner in the growth and development of the Municipality of
Alubijid sharing one passion in serving the public.
Little is known that our national hero, Jose Rizal is a
member of the Free Masonry Fraternity, aptly named as an
International Mason, being a member of various masonic
lodges in Europe. The creation of the monument is an act to
breathe more zeal into the nationalism of the people of Alubijid. The Alubijidnons, together with the Free Masonry, created
a united community that is rooted in sheer love for the country
and independence.
The ceremony was an invitation for everybody to
strengthen the foundations of being an independent Filipino,
with a golden heart that thrives in a fascinating love for ones
country. Seen as a commemoration of our independence, the
unveiling of our national heros statue was not only a tangible
celebration, it created a whirlpool of burning passion in the
hearts of those who witnessed.
