Registration of Employment Seekers
All citizens of India resident in the country are eligible for registration at the Employment
Exchanges for employment assistance.
Place of Registration
Applicants shall be registered at the Employment Exchange in whose jurisdiction they normally
reside.
Registration Time
Applicants calling at Employment Exchanges for registration upto 2.00 p.m. should be registered
on the same day. Those reporting after 2.00p.m, may be interviewed by an Officer and advised to
come on some other day. However, applicants coming from long distances should not normally be
refused registration on the same day.
Procedure for Registration at Employment Exchange
The registration process should start with the Employment Officer and not with clerks. First
contact with Employment Officer will help to create grate confidence and goodwill among
candidates.
At the commencement of each day, the applicants who have collected at the Exchange for
registration will be given a brief talk by the Employment Officer in which the services rendered to
the applicants including registration and renewal procedure, employment trends, job
opportunities, shortages and surpluses of manpower, training facilities, educational courses etc.
will be briefly explained with a view to motivate the applicants and reorient their approach.
Renewal of Registration

The renewal period will be 3 years uniformly for all types of applicants. The registrants will be
allowed to renew their registration before two month and after three month of registration month.
Total valid period is six month.
Applicants can also renew their registration by post. For this purpose they are required to apply
on a Reply-paid Post Card. Registration should be renewed on the basis of request and the renewal
date intimated to the applicant on the reply portion.
Additional Qualification
Applicants may add their additional qualification when he possess time to time in person or by
post.

EMPLOYMENT PROMOTION PROGRAMME FOR EDUCATED UNEMPLOYED TRAINING SCHEME
Unemployment among the educated Youths in the State is a great concern of the State
Government.The problem,as You know,is a gigantic one.The State Government hopes to solve this
problem with your co-operation.For this,it has formulated a scheme which on the one hand helps
to draw your workers from among the relatively more educated job-seekers,and mould them as you

would by giving them suitable training on the job and on the other,it helps the
educatedunemployees to stand on their own feet.The unique feature of this scheme is that the
monthly stipend to trainees is paid by the Government.
The main objective of the programme is that educated unemployed persons should be given onthe-job- training or such other pracical training as makes it possible for them to stand on their own
feet and that they may be assisted through stipends during this period and thereafter enabled to
obtain gainful employment in organised sector.
Where guaranteed possibilities of employment exist in non-governmental sector including cooperatives and public sector undertakings and especially in small enterprises which do not have
capacity to train their own men for specific disciplines,formal institutional training may also be
arranged under this programme for registrants of Employment Exchanges.
CONCEPT OF EDUCATED PERSON
The term Educated Personsis defined to mean all persons who are above eighteen years of age
and have passed at least the S.S.C. Examination,and those who have received Vocational training in
an Industrial Training Institute.
TRAINING FOR ACQUISITION & UPGRADATION OF SKILLS
Training will be imparted to educated unemployed for acquisition and upgradation of Skills in the
following areas.
1)Production,assembly,designing,quality control,planning and maintenance in any manufacturing
concern or a service industry.
2)Handicrafts.
3)Accounts,Typing,Stenography,Storekeeping,time keeping,Telex and Telephone operating data
processing on Computers.
*These are not Exhaustive but indicative. Such training is not intended to replace apprenticeship
training under the Apprentice Act.
RATE OF STIPEND

MONTHLY RATE
1)Rs.300/- --> S.S.C or I.T.I. Certificate holders,persons possessing hereditary skills and acquire
skills including handicraftsman.
2)Rs.500/- --> Graduates in rts,Science and Commerce or equivalent.
3)Rs.700/- --> Diploma holders in Engineering Technology,Agriculture,Veterinary Science and
Architecture,Pharmacy,Medicine and Professional Courses.
4)Rs.800/- --> Post-graduates in Arts,Science,Commerce and graduates inAgriculture and
Veterinary Science,Medicine,Dental Surgery and Pharmacy and double graduates like
B.A,B.Ed,B.A.,B.Com or those having post graduate degrees.
5)Rs.1,000/- --> Graduates in Engineering ;Technology and Architecture.
DATE OF TRAINING
The duration of training is restricted to a period of Six Monts only,in the course of which the
candidates will receive a stipend ranging between Rs.300/- to Rs.1000/- per month according to
level of education.
MODE OF RECRUITMENT

The recruitment to the scheme for acquisition and upgradation of skills should be done
exclusively from candidates submitted by Employment Exchanges. No direct recruitment is
permissible.
While sponsoring persons for training ;preference will be given to those belonging to Schedule
Castes,Schedule Tribes,Nomadic Tribes and Vimukta Jatis as well as to war widows and exservicemen and physically handicapped.
The Programme restricted to only local persons,i.e.those who have been residing in Maharashtra
for a period of 15 years or more.

The Director of Employment will be the implementing authority.The Training Scheme is been
implemented as District Plan Scheme under District Planning and Development Councils of the
districts in Maharashtra State and the Employment Officer in-charge of the district is the
implementing Officer for that district.
The Employers who participate in the training programme should pay the monthly stipend to the
trainees,initially and then submit their claims for reimbursement to the appropriate employment
officer from their district.
