DIVISIONAL ASSISTANT(DAA)
(Divisional Assistant will function only under the Administrative function of Divisional
IE/ Range DI/ CE) and DIE can delegate following duties to DA)
1. Assist Divisional Irrigation Engineer(DIE) in management of the Division and cover
up his duties when he is absence.
(except the works which are supervised by him)
2. Certifying officer for all payment which are approved by DIE in the Division with
checking the vote ledger. (DA can handle a work site.)
3. Assist to DIE to supervise the works of EAA and coordinate with Draft persons to
finalize the work estimates.
4. Supervision of preparation Checking of all bidding documents and Bid notices for all
the contract works and procurements in the Division and submit for the approval of
Divisional Irrigation Engineer.
5. Monitoring and co-ordination of carrying out standing orders for Major/Medium
Irrigation Schemes and Execution preparation of Regular Inspection report of Head
work.
6. Co-ordinate with EAA for the preparation/updating of maintenance Diagrams,
Irrigation schedules. Cultivation calendar etc for all Major/Medium schemes in the
Division.
7. Monitoring and coordinating of all activities of Project Managers and conducting
PMM meeting, arrange required training for them as approved by DIE.

8. Maintenance of computerized data base for tank operation and monitoring the
implementation of seasonal plan with the help of draft person/ DO.
9. Assist DIE to supervise water management in the division, submit post seasonal report
to DIE, effectiveness of water management including water duty and necessary
improvements to the system.
10. Prepare weekly construction programs and quality controlling program for the
Division and coordinate with EAA and CEMSS to implement it.
11. Inspection of all sites prior to commencement of any construction work and specially
where the quantity of earth work exceed 500m^3 and concrete work exceed 35m^3
and scrutinized checklist filled by EA and recommend commencement of work on
behalf of DIE. (EA S Duty)
12. Regular inspection of all construction works, maintenance work, etc in Division for
accuracy of setting-out adherence to specification, adherence to quality standard by
EAA and field testing for quality by CEMSS.
13. Preparation of Agreements & monthly physical progress/Financial progress report for
all the work in Division with the assistance of Draughts person / DO. as per Divisional
Engineer's instruction
14. Facilitate to provide proper safety standard in all sites.

15. Moderator for performance appraisal of Field Assistants, OM Laborers, Drivers,


Operators, Stores Laborers, Field Watchers.
16. All cash payments in the Division including maintenance of Petty cash register and
maintenance of all type of cash payment documents and registers.
17. Alternative second signatory to cheques as certifying officer.
18. Monitoring and coordination of blasting operations including issuing of blasting
materials, safe keeping of blasting materials and maintaining stock in magazine.
19. Checking approve all issue orders including checking of all stock books and checking
of material return of EAA.
20. All local purchasing approved by DIE Assisting DIE for local purchasing.
21. Checking of field measurements and quantities of all payments as per DIEs
instruction
22. Checking the check-rolls including attendance, during field inspection
23. Management Allocation, Deploying and maintenance of all Vehicles, Machinery,
Equipments and mechanize tools in Divisional Office according to the instruction of
DIE.
24. Preparation and maintenance of Vehicle distribution program/registers for the
Division.
25. Checking of daily running chart of all vehicles/MCRR including approving daily fuel
requirement and issuing fuel orders.
26. Member of the Divisional Procurement Committee.
27. Attending to DAC,DCC district buying committee meeting or any other meeting
representing DIE as instructed by DIE.
28. Any other work assigned by DIE.

Engineering Assistant (EAA)


1. EAA are Junior Management officers working under DIE with the responsibilities of
working 24 hours and also during holydays.
2. Responsible for OM works of average 5000 Acs of cultivable land in general.
3. Conduct Investigation, Surveys by using modern survey instruments, Total
stations, Auto levels, GPS etc. includes Preliminary Investigation Report, and walk
through surveys.
4. Preparation and plotting of Construction Drawings and Preliminary GIS Mapping.
5. Design of Structures such as minor Tanks / Anicuts, Retaining Walls, Culverts etc.
with the consultation of DIE.
6. Estimation of quantities from Construction drawings, Analysis of Rates,
Preparation of specifications for standard works, preparation of cost estimates.
7. Preparation of Procurements documents for medium and minor civil Engineering
works as instructed by DIE.
8. Preparation of construction program and master construction resources
requirement card.
9. Construction management including setting out / checking setting out, guide
execution of works, quality controlling, management of site staff, documentation
of records such as, instructions, variations, extra works etc.
10. Issue of Construction materials, tools, Lubricants as per master construction
resources requirement card and submit monthly return.

11. Field stores managements, ordering, receiving issuing& balancing

12. Measuring of all type of work done, and preparation of interim
payment, as built drawings & completion report.
13. Checking payment bills and recommend for payment.
14. Progress & Cost comparison and cost control.
15. Management supervision of Construction Machineries, minor
repair of them, monthly cost reports, employment of
construction Machineries
16. Personal managements such as checking attendance and leaves
of all WSS/ FAA and Labours, Workers, Operators, Drivers
working under him, recommending there training needs,
maintenance of discipline etc.
17. Evaluation of performance Appraiser for performance appraisal
of WSS/FAA/MLL/Watchers
18. To act as Chairman/ member in Divisional Technical Evaluation
Committee.
19. Preparation of seasonal planning, water issue schedule and
Water Management schedules.

13. Preparation and execution of maintenance program.


14. Co-ordinate & facilitate with FOO and Line Agencies.
15. Strengthening of FOO for sustainable participatory management.
16. Identification of training needs of FOO and organize training
program.
17. To attend divisional level meeting such as PMC,DAC, DCC of
Divisional Secretariat Level.
18. To explain the seasonal planning to FOO and Line Agencies and get
their concurrences.
19. Preparation of Data Book pertaining to his scheme/area and to be
approved by DIE
20. Updating Data Book annually. **
21. Implementation of of ICIM activities in his area with the
assistance/guidance of PM **
22. Any other work assign by DIE

Development Officers / Development Assistants


1. Responsible for participatory management subject under DIE with the coordination
of PMM/Unit managers of Unit Office.
2. Data collection and Maintaining data base of PMC activities /ICIM activities at
Divisional Level/Unit Office Level.
3. Assisting DIE in Farmer Organization Development work and F/O evaluation works
with the coordination of PM/Unit managers.
4. Work related to F/O registration work at DIE Office.
5. Development of relation between farmers and officers by maintaining complaint
register and convey to UM /DIE.
6. Maintaining PMC minutes & monitor the progress of the items discussed.
7. Introducing other income generating avenues within the farming community.
8. Coordinator for PMC activities in the Division.
9. Maintaining data base for assets belongs to ID in the Unit/Division and
implementation of acquisition procedures to acquire ID assets.
10. Assisting DIE in safeguarding ID assets, reservation and if necessary assist relevant
officers for legal action on encroachments & unauthorised occupation.
11. Identification of training need, preparation of TOR and organizing the training
programmes.
12. Acquire knowledge to be trainer for ICIM training programme. ***
13. Acquire Knowledge on computer skill & GIS mapping and responsible or assist the
officer in charge for GIS mapping proposed to be in Unit offices/DIE office/DI office.
14. Acquire Knowledge on Land/Legal aspects and responsible or assist the officer in
charge for Land & Legal Unit in HO/District/Divisional offices.
15. Any other works assigned by DIE.

Project Managers
Coordinate, facilitate and develop link between stake holders, farmers and
intuitions for productivity enhancement and quality improvement for
sustainable use of resources in irrigation schemes.
Establishment of farmer organizations and their management for sustainable
participatory management.
Conducting PMC, pre cultivation meeting and kanna meeting with the
coordination of relevant authorities.
Preparation of cultivation calendar with the participation of FO and relevant
agencies.
To attend Divisional level meetings such as DAC, DCC etc
Organizing and conducting various type of farmer meetings related to
productivity enhancement and other awareness programme.
Monitoring and supervision of farmer organizations in scheme level.
Identification of training need and organizing & conducting.
Organizing and strengthening FO for efficient water management and
conservation irrigation schemes.
Implementing ICIM in his scheme *****

Unit Managers
Senior Engineering Assistant in a unit, will be assigned as Unit Manager
Additional responsibility in addition to EAs duty
Some of the functions belongs to DIE are delegated as per Dept. Circular 11/2013

5. Asset management
Telephone facility for worth of Rs. 3,000 has been granted
Instructions were issued to purchase of note book computers
FR 71 application was sent to secretary for promotion up to MN 7 salary scale

Institutional Development Officers (IDO)


Coordinates and assist DII on Irrigation & Productivity Enhancement.
Coordinate, facilitate and develop link between stake holders, farmers and intuitions
for productivity enhancement and quality improvement and their by improve the
income of farming community in irrigation schemes.
Introducing and formulating activities to upgrade social standard of farming
community.
Introducing income generating programme for farming community.
Guiding and making necessary awareness to farming community for sustainable use
of resources such as water, land, machineries and human resources.
Maintaining data base, analyzing and reporting them, related to above functions.
Working as training coordinator and trainer for above functions.
Attending PMC meeting / kanna meetings in Waphaula irrigation schemes.
Preparing guide line for institutional Development activities in District level.
Maintaining data base for assets belongs to ID in the District and implementation of
acquisition procedures to acquired ID assets.
Coordinating all ICIM activities in the Region and send the return to ADGI(SM)
through DI (Region) ****
