1.0 OBJECTIVE
The purpose of this method of statement is to define the
procedures

to

ensure

that

the

proposed

materials

and

workmanship to be used at the site are complying with the


condition / requirements as stipulated in the specifications.

2.0 SCOPE
Scope of works covered by this document include for all earth
/concrete works and it is to be adopted during activities in
Improvements to MARUTHAMADU Irrigation Scheme in
Vavuniya District under European Union- Support to District
Development Program(EU-SDDP)

Site Manager shall be overall responsible for the project

including;

Planning, organizing and executing project activities


Overall administration of site activities
Responsible for overall co-ordination of site activities
Procurement and allocation of resources
Check and submit materials approval applications, permits
and traffic control requests for approval
Ensure overall safety measures at site activities

4.3 SITE SUPERVISOR

Site Supervisor shall be overall responsible for the complete activity


including;
Supervising construction works
Monitoring construction progress against planned progress

Conducting regular site safety inspections


Assisting in QA/QC
Ensuring construction methods are in accordance with
approved Method Statements
Liaising with the Engineer on the inspection of structural
works
Responsible for overall co-ordination of activities
Ensure that all Technicians are aware of correct installation
methods and procedures
Ensure use of correct and quality materials and consumables in
erection works as per specification
Allocating personnel
Periodical supervision of works to assure defined quality
Periodically check that the job is executed safely and accordingly
to the standards
Confirming the installation dimensions as per the latest
approved construction drawings
Organizing tools and equipment required to the work site.

6.1 SAFETY, HEALTH AND ENVIRONMENTAL ISSUES


Conditions and precautions listed in the project specifications
shall be followed as minimum.
All staff involved in the project shall be inducted on the
safety, health and environmental issues associated with the
work.
Only trained personnel with relevant experience shall be
allowed to handle machinery.
Appropriate Safety Signboards, barriers and lighting and other
safeguards shall be provided as required by the nature of and
location
of the works. All operations shall be carried out in
accordance with the safety requirements.
All field personnel will use PPE safety requirements like safety
shoes, helmets, cover all, dust mask, etc. as required.

7.1 PROCEDURE
7.2SETTING OUT
Prior to any commencement of any physical works, a
professional technical officer shall be appointed to carryout
demarcation works and establish bench marks on site. Upon
obtaining all the necessary survey data, a joint survey to check
existing ground levels shall be carried out with the consulting
engineers.

7.3SITE PREPARATION
When any material is disposed outside the site, the disposed
material shall be graded to a neat appearance and shall not
obstruct natural drainage or cause damage to highways or
property. All precautions shall be taken to prevent any erosion
of the soil on the affected areas.
All unsuitable material and surplus suitable material shall be
run to spoil in tips approved by the Engineer.

7.4REMOVING OF EXISTING TREES & FORMING BUND AS


REQUIRED

Isolated trees shall be removed where required and backfilling


is done for the holes excavated for up-rooting the trees. The
removed trees are cut into stump and stockpile as directed by
the Engineer.

7.5EXCAVATION
The excavation shall be carried out in accordance with the
relevant approved drawings and to the levels, widths and
heights shown thereon.
Hauling of material from borrows area or the importation of
fill material to the embankment, shall proceed only when
sufficient compaction plant is operating at the place of
deposition to ensure compliance with the specification
requirements.
Any excess depth excavated below the formation level
exceeding tolerance of 300 mm shall be made good by
backfilling with suitable material of similar characteristic of
that
removed
and
compacted
in
accordance
with
specifications.
Finish level shall be recorded in accordance to survey practice
and jointly inspected in the presence of Engineer.
The side slopes of cuttings and embankments shall be formed
as per the approved drawings.

7.6EARTH FILLING AND FORMATION OF EMBANKMENT


Filling low-level areas shall be to the level of sub grade as
designated. After completion of clearing and grubbing, the
necessary leveling shall be carried out in order to control the
thickness of the layers of fill.
The existing natural ground shall be scarified in place to a
minimum depth of 75 mm for the full width of the

embankment. The scarified material shall be leveled and


compacted to a minimum of 95% maximum dry density.
Where an existing embankment is being widened, the existing
embankment slope shall be trimmed and compacted into
benches of minimum width 1 m and depth 500 mm before
placing and compacting each layer of new embankment material
unless otherwise directed by the Engineer to suit particular
circumstances.

It should not be proceeded with filling and compaction any


subsequent layer before testing and securing the approval of
the Engineer for the previous layer.
Each fill thickness shall not exceed 300

mm

In areas of shallow filling, where after the removal of top soil,


before embankment construction is compacted, the surfaced
of the ground shall be graded and compacted.
Embankments and other areas of fill shall be formed by
suitable material.
All earthworks material placed on or below embankments,
below formation level in cuttings or elsewhere in the works
shall be deposited and compacted as soon as practicable after
excavation in layers of thickness not exceeding 250 mm.
Embankments shall be built up evenly over the full width
unless otherwise indicated and shall be maintained at all
times with a sufficient camber and a surface sufficiently even
to enable surface water to drain readily from them. During
the construction of embankments, construction traffic or
water erosion shall be made good.
Compaction of embankments and other areas of fill shall be
undertaken to the requirements of specifications. The
embankments shall be constructed to sufficient width to
permit adequate compaction at the edges before trimming
back.
Earth fill on the embankments shall be spread so as to
produce uniform distribution and gradation of the earth fill
throughout.
Cluster of rock, which would interfere with proper
compaction, will not be permitted. The earth fill shall be
placed in continuous, approximately horizontal layers over
the length being constructed for the full width of the
embankment.
Material which has been compacted to a dry density less than
required or at a moisture content outside the tolerable range
shall be removed or reworked and re-compacted until the
required properties are achieved.

7.7
7.7.1

CONCRETE WORKS

PLACING OF CONCRETE

Prior to the placing of any concrete, all quality checks are to be


completed and the approval to concrete to be granted.
Once delivered to the concrete will be placed in one of three
manners;
1. Direct (or chute) discharge
2. Crane and bucket
3. Concrete pump
The method to be used shall depend on site condition and pour
volume. The concrete shall be placed in accordance with the
specification for concrete cast in place and the main points being;
1. Concrete is to be placed as close as possible to its final position
and not moved laterally by vibration
2. Concrete is not to be over vibrated
3. Concrete is not to be dropped from a height exceeding 2 m
4. Concrete shall be placed not later than one hour after the
addition of the mixing water
If during concreting, rain is imminent sufficient polytheene sheets
should be on hand to cover the entire area. If seepage water is
coming into the excavation in a significant volume or again if rain
is imminent a water pump must be in place ready to operate.

7.7.2

CURING OF CONCRETE

After the initial set of the concrete and when the concrete is hard
enough to not be damaged by such an action, the exposed concrete
surface shall be covered with gunny bags. These gunny bags shall
be left in position and maintained in a soaked condition for seven
days. For formed surfaces the curing shall be applied as described
after the formwork has been removed, or a curing compound shall
be applied.

7.7.3

FOOT BRIDGE AT HIRIWADUNNA TANK

The level of concrete work is to be finished beyond the level of full


supply level (FSL) of canal within off-season (dry season). The other
part of concrete works can be done any time of the contract period

CONSTRUCTION OF RIP-RAP

7.8.1

SUBGRADE PREPARATION

The subgrade surface on which the rock riprap, filter, bedding, or


geotextile is to be placed shall be cut or filled and graded to the lines
and grades shown on the drawings. When fill to subgrade lines is
required, it shall consist of approved material and shall conform to
the requirements of the specified class of earth fill.
Rock riprap, filter, bedding, or geotextile shall not be placed until
the foundation preparation is completed and the subgrade surface
has been inspected and approved.

7.8.2

EQUIPMENT-PLACED ROCK RIPRAP

The rock riprap shall be placed by equipment on the surface and to


the depth specified. It shall be installed to the full course thickness
in one operation and in such a manner as to avoid serious
displacement of the underlying material. The rock for riprap shall
be delivered and placed in a manner that ensures the riprap in
place is reasonably homogeneous with the larger rocks uniformly
distributed and firmly in contact one to another with the smaller
rocks and spalls filling the voids between the larger rocks. Some
hand placing may be required to provide a neat and uniform
surface.
Rock riprap shall be placed in a manner to prevent damage to
structures. Hand placing is required as necessary to prevent damage
to any new and existing structures.
Formation of Rip-rap is to be done within off-season (dry season)
up to the level beyond the FSL in canal. It is intended to carry out
the balance part of rip-rap work during canal operation stage.
