The Davao Oriental State College of Science and Technology

(DOSCST) were established on December 13, 1989 by virtue of


Republic Act 6807 for response to the need for quality tertiary
education in this easternmost part of Mindanao. It was a
conversion from the Mati Community College (MCC) founded in of
972 by Mayor Thelma Z. Almario. As local government-run
community college, MCC offered liberal arts and businessoriented programs. Since its inception, MCC was headed by Dr.
Leopoldo Bravo, an administrator of Department of Education,
Culture and Sports.
As the congresswoman of the school district of Davao
Oriental, Honorable Thelma Z. Almario authored also the law
creating DOSCST. The newly chartered College started operations
in June 1990 in the appointment of Dr. Julieta I. Ortiz of May 20 of
the same year as founding president. With a new mandate,
curricular programs towards the basic and applied science were
added to the business and arts existing program. However, short
term technical courses were continued to be offered. Classes
were held in the three buildings located at the old site in
Barangay Sainz, north of the Mati town proper until the college
moved on September 1991 to its present 10-hectare site in
Dahican, 5 km. east of the capital town. The Mindanao AgroPioneers Corporation, owned by the heirs of the late Don Jose
Corro Martinez Sr. donated this area, a flat land about 300 meters
from the shores of Pujada Bay. Extension Campuses were
established on the towns of San Isidro in November 1997 and in
Cateel on June 1999 to serve the educational need of the youth in

these areas otherwise, could not obtain a higher quality


education in the big cities.
Dr. Jonathan A. Bayugan, a physics educator, was appointed
second president in June 1997 and he re-elected June 2003 and
he rendered 12 years in service in college. Respectively, Dr.
Grace G. Lopez, upon her appointment as college executive, was
sworn into office as the third president in June 2007. The fourth
incumbent president, Dr. Edito B. Sumile was sworn into office in

January 2012.
