Highways

1. Make better use of existing road network


to address illegal parking and hawker activity, traffic signal control and
the needs of pedestrians

unlikely to improve

Pedestrian

1. Footways are narrow or non existent. Where provided, they


are often blocked by illegal parking or other activities
2. This makes walking difficult and greatly reduces the
attractiveness of using public transport

Institution

1. Illegal parking, hawker and road safety issues are not


satisfactorily addressed
2. Land use planning process is not fully aligned with transport
planning process
3. The State has limited powers and funds to make PT work - PT
regulation, operations and licensing are all controlled at
central government level. Therefore to make any significant
change it needs the cooperation of other public bodies or the
private sector

STRATEGY

Purpose of Overarching strategy

Set out a long term conceptual Transport Master Plan for Penang

This needs to be established prior to developing quick wins, short term and
medium term schemes

Once the overall approach has been agreed, more detailed analysis will be
undertaken

The key consideration is that anything we do over the next five or


ten years needs to be compatible with the Long Term Plan

Establishing this Long Term Plan first is therefore imperative

Firstly, a series of investment / intervention

Public Transport based solutions

Policy Intervention based solutions

have been examined to understand the contribution that


each might make to achieving the vision and objectives set
out in the study TOR
In addition, the issues of achievability/implementability has
also been considered
Based on these findings two alternative packages have
been developed for the purposes of consultation

Once this is the underlying general principle for
policy, technical experts can easily propose tech
solutions, but must realize too the need for the politicians
to be guided in a wider context with regard to other
societal stakeholders (transportation majority).
Transportation majority are all those of us who have no
choice and are increasingly poorly served by the
mainline, car-based, truncated service arrangements that
eat up most of our taxpayer money and take away our
choices.
Each year, as our populations age this majority grows in
numbers, including also OKU, women and children.
