(ASE) is a professional Association founded in September 1961 to represent the ‘structural engineering community nationwide. This document is published in keeping withthe Association's objectives: 4). Maintenance of high ethical and professional standards inthe practice of structural engineer b) Advancement of structural engineering knowledge; ©) Promotion of good publie and private clientele relationship: and 4) Fellowship among structural engineers, and professional relationship “with other allied technical and scientific organizations. Print History First Edition, 1987 ‘Second Edition, 1997 Registration and Reprint Edition, 2005 PREFACE Among others, one of the objectives of the Association of Structural Engineers of the Philippines. Inc. (ASEP) is the advancement of the Structural Engineering profession. Thus, ASEP has been continuously providing the Civil and Structural Engineering community with codes ‘and manuals in its effort to uplifi the profession through safe and sound infrastructures. As ASEP strives for the furtherance of its objectives through continuously updating its publications to conform with the demands of modemization and technology, painstaking efforts and extensive research were done in the revision of the National Structural Code of the Philippines (NSCP) Vol. I - Bridges, 2nd Edition (1997); an offshoot of the NSCP Vol. I - Bridges, 1st Edition (1987). Noting its importance to engincering design and analysis of bridges, this was made a separate volume of the NSCP. ‘The NSCP Vol. If - Bridges Committee has adopted the provisions of the AASHTO Standard Specifications for Highway Bridges with ‘modifications to suit local conditions. The changes incorporated in this 1997 edition are expounded on the succeeding pages. In line with the government’ policy 10 use the modern metric system, it should be noted that the use of the International System of Units (SI) for all equations and formulas is retained. In behalf of the Association of Structural Engineers of the Philippines, Inc. (ASEP), I would like to thank the following for their invaluable contributions for the publication of the NSCP Vol, I: ‘* The ASEP Officers and Directors who contributed their time, effort and knowledge in the checking and reviewing of the manuscripts, and ultimately approved the publication of this Code, * ‘The ASEP Past Presidents who initiated the revision of this Code; Engr. Hermenegildo P. Manzano, Ir. (1993-1994), Engr. Romer S. ‘Montoya (1994-1995), Engr. Fidel R. Sarausad (1995-1996), and Engr. Mario D. Taruc (1996-1997). * The National Structural Code of the Philippines (NSCP) Vol. II - Bridges Committee headed by Engr. Alberto C. Cafiete. Members of the Committee are the following; Engr. Planita F. Ocampo, Engr. Wilson L. Ching, Engr. Rafael C. Discipulo. Engr. Melinda N. Andalecio, Engr. Geofirey Geronimo and Engr. Carlos Jimenez, without their commitment and dedication, the revision of this Code would:not have been made possible. * To the Department of Public Works and Highways (DPWH) who helped the Committee review the manuscripts and who likewise gave their invaluable suggestions and recommendations namely’ Adriano Doroy, Edwin Matanguihan and Virgie Damaso. * To the following who prepared the manuscripts: Maritoni M. Oanes, Anelyn O. Padon , Wilma R, Velasco and Janet Unira * And finally, to the following people whose expertise, and ‘contributions greatly helped the Committee while in its inital stage of preparation; Dr. Salvador F. Reyes, Prof. Alfredo B. Juinio, Jr Prof. Benjamin Buensuceso, Engr. Carlos Villarazi and the late Prof. Jose Ma, de Caste, [ASEP hopes that the NSCP Vol. 1 - Bridges. 2nd Edition (1997) would serve the, purpose of guiding the country’s engineers towards sustainable developmen in bridge enginecring design and construction. Designed'to help and guide designers, this Code should not be ‘construed as to relieve or Jessen the responsibility of any individual ror any damage to person or property caused by defects, neglect, misuse, abuse, and mismanagement Cognizant of the needs of the engineering profession, ASEP acknowledges the responsibility of having to update the code to keep pace with the constant change due to modem technology. It is with this light that we welcome your suggestions and comments for the advancement ef this Code. December 1997, NICANOR M. MAYORALGO President (1997-1998) FOREWORD ‘A considerable length of time has transpired since the last edition of the NSCP Vol. 2 was printed way back in 1987. Since then, several significant events has occurred like the earthquakes that hit San Francisco, Los Angeles. USA and Kobe, Japan in other countries and the July 1990 killer earthquake which suruck the country. These events somehow affected the way engineers design and construct horizontal structures and as a consequence, the design cade reflected imperative ‘changes incorporating the latest technical developments in the various fields of civil engineering relevant to bridge design and construction. ‘The organization of the topics in the new Code follows the old system and only the contents were expanded in some cases. ‘The first few sections of the Code were essentially untouched and although the rest of the Code reflected some revisions, the sections which underwent major changes were those related to the design of substructures and seismic design. The AASHTO. published two separate documents essential 10 bridge design. namely "Standard Specifications for Highway Brides’ land the "Seismic Design Guldelines for Highway Bridges". The former is in essence the basis for this and previous NSCP Codes. However. since the latter is essential, for bridge design, especially considering the high seismicity of practically the whole of this country, the Committee decided to include the laiter in the NSCP Code and presented as 2 separate section (Section 21).
