Thegenesisandbasisofthemasterplan

PosttheindependenceofIndia,theprocessofplanneddevelopmentof
theNationalCapitalofIndiastartedwiththeenactmentoftheDelhi
developmentAct1957,followedbythepromulgationoftheMaster
PlanofDelhiin1g62(MPD62).

TheMPD62outlinedthebroadvisionforthemacro&microlevel
developmentofDelhi,withaviewtorealizingthedevelopment
agenda,inlinewiththevisionofthedevelopmentofthecapitalofthe
country.Anoveralldevelopmentthroughlargescaleacquisitionof
land,anddevelopmentofresourceswasalsoformulated.Sinceitwas
theearlystagesofthegrowthoftheIndianeconomy,most
developmentwasenvisagedtobepublicsectorled&driven.
developmentthroughtheprivatesectorwasnotconceptualized,ona
massscale.Atthatearlystage,theprocessofplanneddevelopmenthad
littlerolefortheprivatesector,bothinthehousingaswellasthe
infrastructure.Cuttotoday,thereisanimpendingneedforaPPP
modelofdevelopment.

TheMasterPlanforDelhi2001(MPD2001)takesintoaccountthe
above,andtriestoe1.0lwanddevelopamoreinclusivedevelopment
model,inboththehousingaswellasinfrastructuralsectors.Theland
useplans,thezonalplansandthelayoutplansarereflectiveofthisline
ofthought.

ThesomewhatskewedandsketcheddevelopmentofDelhioverthe
precedingfewyearscanbeattributedtothegrowthinpopulationto
138lakhs,againsttheprojectionof128lakhs,undertheMPD2001.
Thisgrowthwasn'tfactoredinforshelter,aswellasthesuffocationof
theresourcesofinfrastructure&facilities.

Someoftheseaboveissueswereraisedandconsideredasdirectionsfor
thepolicyguidelinesfortheDelhimasterplan2021,asbelow:

i.
Reviewoftheschemeoflargescaledevelopmentandacquisitionand
itsrelevanceinthepresentcontext
ii.
Alternativeoptionsfordevelopmentofareasidentifiedfor
urbanizationinMPD2021
iii.Evolvingasystemunderwhichplanningfor,andprovisionofbasic
infrastructurecouldtakeplacesimultaneouslywithreferenceto(i)and(ii)
above;
iv.Involvingtheprivatesectorintheassemblyanddevelopmentofland
andprovisionofinfrastructureservices.

Thechallengesofthephenomenonofunplannedgrowthofunauthorized
coloniesandjhuggiclusterswerealsotakenintoconsideration.Itwas
recognizedthatthisrealitywillhawtobedealtwithnotonlyinits
presentmanifestation,butalsointermsoffuturegrowthandproliferation.

ThephenomenalgrowthofvehicletrafficinDelhiwasanotherconcern
areaaccountedfor,andtheissueslikecongestion,pollution,parking,
safetyoftrawletc.alsoneedtobeaddressed.Duethoughtwasaffordedto
ittoo.

Theaspectofredevelopmentanddensificationoftheexistingurban
areasofDelhiisanimportantcomponentoftheNewDelhimasterplan.

Itaimstoaddressissueslike:
a) Accommodatingalargerpopulation
b) Strengtheningofinfrastructure
c)Creationofmoreopenspaces
d)Redevelopmentofcongestedareas

TheProcessofpreparingamasterplan:

Afairanddemocraticprocedureisunderstoodtohavebeenundertakenwhile
thedraftplansfortheDelhimasterplan(MPD2021)wasbeingprepared.
Detailedconsultationswereunderstoodtohavebeenundertakenwiththe
public,thepublicrepresentatives,thegovernment(s),localbodies,public
sectoragencies,residentwelfareassociations,nonprofitagencies,
professionalbodiesandgroupsetc.
In2003,theMinistryofUrbandevelopmentissuedguidelinesandactivated
thethinktankforthepreparationoftheMPD2021.Itemphasizedthe
emergingneedtoexplorealternatemethodsoflandassembly,privatesector
participation,andflexiblelanduseanddevelopmentnorms.
Thereportsofearlierstudiesundertaken(12)byexpertgroupscomprising
fromimportantsectorslikehousing,
demography,infrastructure,environmentconservation,transportation,
industrytradeandcommerceetc.werealsoconsidered.
Variousseminarswereorganizedwhereinparticipationwasencouraged
fromtradebodies,representatives,
localbodiesandNGOs.
VariouspresentationsweremadebytheDDA,regardingthedraftmaster
planofDelhitothestakeholders,includingpolicymakersandvarious
committees.Interestgroupslikelawyers,practitionersofchartered
accountancy,traders&industryrepresentatives,residents,welfare
associationsalsomaderepresentations,whichwereconsideredforthedraft
planofDelhimasterplan2021.
TheDraftMasterPlanwasnotifiedforinvitingpublicobjectionsand
suggestionsthroughGazetteNotificationinMarch'2005andnoticeswere
publishedinnewspapersinApril'2005.
Alargenumberofresponses,bothobjectionsandsuggestionstothedraft
masterplanofDelhiwerereceived.(estimatedatapprox.7000no.s)
Theboardofenquirymetonmanyoccasionstoaccordutmostattentionto
theobjectionstothedraftmasterpan,andinmanycases,alsoaccorded
personalhearingstothesuggestionsandobjections.
TherevisedmasterplanofDelhiwasreviewedonmanyoccasionsbetween
20062007,beforeitwassenttotheMinistryofurbandevelopment,for
considerationofapproval.
Thefinalapprovalwasaccorded,inthepresentform,afterduesconsideration
ofallthefactors.
