Spring 2016

Green Vehicles

To reduce pollution by promoting alternatives to

conventionally fueled automobiles
Reason for Intent?
In 2010, transportation accounted for 27% of total U.S.
greenhouse gas emissions from combustion of petroleum
based fuels - more than half came from passenger vehicles

Requirements: New Construction, Core and Shell, Data

Centers, Hospitality, Retail, Healthcare
Designate 5% (round up) of all parking spaces used by the project as preferred
parking for green vehicles
Distribute preferred parking spaces proportionally among various parking sections
(i.e. short term & long term)
Green vehicles must achieve a minimum of 45 on ACEEE for emissions and fuel
efficiency
OR
Discount parking rate of at least 20% for green vehicles
o Must be publically posted at entrance of parking area
AND one of following options
Option 1: 2% of parking spaces must have electrical vehicle supply equipment
(EVSE) installed in addition to preferred parking
o Must provide 2 charging capacity or greater (208-240V)
o Must comply with SAE Surface Vehicle Recommended Practice and
SAE Electric vehicle Conductive Charge Coupler
o Must be networked or internet addressable to be able to participate in
demand-response program
Option 2: Liquid, Gas, or Battery Facilities
o Install these facilities or battery switching station capable of refueling
2% of parking spaces per day

Changes from 2009

New Construction
o
o
o

ACEEE Vehicle Green score

raised to 45
Alternate Fuel Stations %
reduced to 2%
Credit can no longer be
earned by providing building
occupants w/green vehicles

Schools
o

Designated carpool drop off

area for green vehicles not
required anymore
Option 2 requires
implementation plan to meet
NOx and particulate
emission standards for nonbus service vehicles

Warehouses and DCs

Requirements: Schools

Option 1: Green Passenger Vehicles

o 5% of parking spaces are preferred parking for green vehicles only.
o Tenant must enforce and identify the use of these parking spots solely for
green vehicles.

Spaces must also be distributed proportionally among various parking

sections.

Vehicles must achieve a minimum green score of 45 on the American

Council for an Energy Efficient Economy (ACEEE) annual vehicle
rating guide

Spring 2016

Requirements: Schools Cont.

A discounted parking rate of at least 20% can substitute
o Must be posted publicly at the entrance of the parking
area
o In addition must meet either Path 1 or Path 2:
Path 1: Electrical Vehicle Charging:
o Install electrical vehicle supply equipment (EVSE) in 2% of
parking spaces used by project
o These must be provided in addition to preferred parking
spaces for vehicles themselves.
o EVSE Requirement: Level 2 charging capability (208-240
volts), comply with relevant regional or local standard for
electrical connectors, be networked/internet addressable
Path 2: Liquid, gas, battery facilities
o Install these facilities or a battery switching station capable
of refueling a number of vehicles per day equal to at least
2% of parking spaces.
Option 2: Green Buses and School Owned Vehicles
o Develop plan for every bus to meet following emission
standards w/in 7 years of building occupancy:

Nitrogen Oxide emissions less than or equal to 0.5

grams per brake HP-hour

Particulate matter emissions less than or equal to 0.01

grams or less per brake HP-hour
All other non-bus vehicles serving the school to be
green vehicles w/ minimum of 45 on ACEEE annual
vehicle rating guide

Documentation Required
New Construction, Core and Shell Data
Centers, Hospitality, Retail, Healthcare

Documentation
Parking or site plan indicating main building
entrance, preferred parking spaces, and alternativefuel fueling stations; calculations based on total
parking capacity
For preferred parking spaces, photographs of
signage or pavement marking
For electric vehicle charging spaces, photographs of
signage or pavement marking
For discounted parking rate, copy of communication
to building occupants or photogrpahs of signage
For electrical connectors, manufacturers' product
specifications indicating charge level, compliance
with relevant standard, and internet addressability
For liquid or gas fueling stations, manufacturers'
product specifications indicating fuel type and
refueling rates
Phase-in plan for emissions-compliant bus fleet,
including emissions evaluation of current fleet,
retrofit strategies, timeline, responsible parties
Phase-in plan for green non-bus vehicles, including

model and fuel type
Site plan showing electrical connector locations at
loading dock doors
Manufacturer's documentation for electrical
connectors indicating ability to power in-cab
amenities

Option 2

Requirements: Warehouses and

Distribution Centers
Option 1. Alternative-Fuel Vehicle
o Provide an on-site fleet with at least one-yard tractor that is powered by
electricity, propane or natural gas.
o Provide on-site charging or refueling stations. Liquid or gas refueling stations
must be separately ventilated or located outdoors
Option 2: Reduced Truck Idling
o Provide an electrical connection for at least 50% of all dock door locations to limit
truck idling at the dock.
