After cutting out all of the pieces you should have a pile

Step 1: To cut your shorts pieces, lay the pattern piece on your fabric facing up, cut
2. Now place the pattern piece facing down and cut 2 more. You should now have
four legs cut out - 2 with the crotch facing to the right and 2 facing to the left.

Step 3: Thread our 1/4" elastic through the casing, making sure
that it doesn't twist while doing so. We will then sew the elastic
in place at both ends.

Step 8: Take both of the leg pieces, put them right sides
together, and sew around the two curves shown in red.
This will become the front middle and back middle of
our shorts.
Step 10: Take one of the leg cuffs and fold it right
sides together, sew up the short side so that we
have a continuous loop. Repeat with the other leg
cuff.
Step 12: Fold the cuff in half lengthwise with wrong sides
facing and iron to set. Topstitch the bottom of the cuff by
sewing 1/8" up around the entire bottom fold.

Step 13: Here we will gather our shorts to sew our cuff too.
Set the sewing machine on the longest stitch length possible.
Sew 1/4" down from the top of each leg making sure not to
backstitch at the beginning or end. Some seamstresses prefer
to have two rows of stitching in case a thread breaks,
however, if you are using high-quality thread as we do, then
one row of stitching should be sufficient.
Take the cuff and lay it on a flat surface for reference on
how wide our pant legs needs to be. Begin gathering the leg
by pulling the top 2 threads and moving the fabric back so it
is gathered together.
When it looks like it is the right width, we can begin pinning the cuff piece to the leg by putting the right sides
together and adjusting the gathers as we go. At this point we will know if it is gathered too much or too little and
it is easier to adjust correctly. Be sure to match up the seams exactly and pin well! Repeat with the second leg and
second cuff piece.
Step 14: We can now sew on the cuff piece to the leg. Be sure to
sew below the gathering line otherwise it will be visible on the
outside when we are done
Step 15: We can now flip down the cuff and topstitch our
leg down as shown from where we attached the cuff, being
sure to catch the seams.

If you are making a normal waist, continue below. If you are making the ruffle waist,
skip to Step 19.
Step 16: Here we will make our waist band! Starting at the
center of the back of our pants, fold back and press 1/4" down
all the way around.
Step 17: Now we can sew 1/8" up from the bottom of our
fold all the way around the waist being sure to leave a 1"
opening as shown.
Step 18: Using a safety pin, we may now thread our 3/4" elastic
through the waist casing making sure that it doesn't twist while doing
so. When we reach the end, sew the two elastic ends together again
making sure that it is not twisted.

Once sewn together, pull the waist and spread the fabric
around so it is evenly distributed. We can now sew the 1"
opening close.
