INTRODUCTION
BACKGROUND OF THE STUDY
Information and Communication Technology (ICT) has become a valuable,
decisive and critical resource for individuals, communities, enterprises and
organizations. The role of ICT in organizations has expanded much over the
years. From mere recording of business transactions and reports generation,
ICT has gone on to becoming the means to securely procuring raw materials,
managing production, and facilitating distribution. As a general purpose
technology, it is widely applicable in manufacturing and service sectors, and
therefore is intimately linked with the rest of the economy.
The Philippines has become one of the fastest growing economies and
mobile markets in Asia; its economy has undergone an 11% average annual
rise in the last 3 years, and unique mobile subscriber growth has averaged
6% over the same period. However, it is the level of consumer engagement
with mobile and technology that has come to differentiate it from other fast
growing peers in Asia.
Known as the texting capital of the world and the social media capital of
the world at various times over the last few years, colleges and universities
in the Philippines has adopted this advancement of technology to its
transactions. Most of it can now be done using the internet and is also
accessible to their mobile devices such as viewing of grades, evaluations etc.
Even though the systems are automated, some of its transactions may still
be in the manual format.

which the Assessment Procedure is not yet a problem.
