PURPOSE

The purpose of this procedure is to identify the life saving appliances that are installed onboard the Perro
Negro 3 and to describe the safe operation and use of these appliances.

3.

RESPONSIBILITIES

3.1

The Drilling Operation Manager shall be responsible to ensure and to provide adequate economical and
human resources for the implementation of this procedure.

3.2

BARGE CAPTAIN

The Barge Captain is in charge of maintenance and inspection of the Life Saving Equipment.
The Rig Barge Captain shall also ensure that all life saving equipment is available onboard and complies with
specified requirements and are maintained in good working conditions and certified.

3.3

DECK FORMAN

The Deck Foreman is in charge of maintenance and inspection of the Marine Life Saving Equipment. He will
assist the Barge Captain to perform the maintenance and inspection of this equipment.

3.4

SAFETY OFFICER

The Safety Officer shall ensure that all safety equipment is suitably maintained in a state of readiness and
located as defined in this procedure.
He shall carry out the safety training of personnel concerning the use and maintenance of all safety
equipment.
He shall assist the Barge Captain in the preparation of the planned programme of safety exercises and tests
related to the enclosed detailed equipment, and shall assist to conduct these drills / exercises with nominated
operating personnel.

ALL PERSONNEL

All personnel onboard shall acquaint themselves with the locations of all equipment detailed herein, and how
to use such equipment.

LIVE SAVING APPLIENCES

All Life Saving Appliances available onboard the Perro Negro 3 are described in following paragraphs 4.1; 4.2
; 4.3; 4.4; 4.5.

4.1 LIFE BOATS


The Lifeboat is totally enclosed motor propelled lifeboat craft designed and built in according to SOLAS 82,
Amendment 96 LSA Code and ABS Classification requirements. Each lifeboat is equipped with survival and
emergency kit as required by SOLAS Regulation.
The lifeboat provides a secure and protected means of escape of people from the rig during the emergency
abandon. The lifeboats are designed to be launched by cantilever platform davit.
The lifeboats are installed onboard on the boat davits on both sides of the rig. In case of emergency, the crew
can board the lifeboat and escape with the lifeboat directly from the stowage position.
The launching appliance consists of a board davit and a boat winch. The lowering of the lifeboat can be
controlled from the inside of the lifeboat and at the rigs deck. The lowering speed of the lifeboat can be
controlled by the operating the remote control wire inside the lifeboat or by the operating the remote control
level on the rig deck. Moreover, it is possible to suspend the lowering operation of the lifeboat at any height.
The lifeboat is equipped with in on-load/ release gear which complies with the requirements of the IMO Lifesaving Appliances (LSA) Code. The release gear system is equipped with a hydrostatic interlock system so
that it will normally not release the hook until the boat is waterborne.
Perro Negro 3 is equipped with two (2) Lifeboats for 61 person capacity each located as follows:

Procedure for launching and operating lifeboats is posted on the lifeboats. Appointed Coxwain (Deck
Foreman) shall forward instruction and the necessary support for boarding the lifeboat in an emergency.

4.1.1

Instructions

Personnel will enter the boat and distribute evenly around seating, strapping securely into seat.
For launching:

Ensure engine is running.


Prepare boat to launch in the totally enclosed condition (doors and hatches closed and dogged).
Lower the boat by pulling the brake release cable.
When the boat is water-borne remove the safety pin and operate falls release lever on instructions of
coxswain.
On releasing falls drive clear of the rig.

The Coxswain will be in charge of the activation of the air pressure and water spray if required.

4.2 LIFE RAFTS


The ten (12) units twenty-five (25) inflatable life rafts are of free fall launched type, located on the main deck
port and starboard sides. The life raft is released from the cradle (by disengaging the slip hook) or slides
automatically when released. When waterborne, the life raft inflates on a hard pull of the painter line and is
ready for boarding.

4.3 SCRAMBLE NET/ JACOBS LADDERS


Two scramble nets are provided onboard to evacuate the rig from main deck level area. They shall be
lowered and used in emergency for boarding or abandoning the platform. The purpose of the rope ladders
and knotted ropes is to provide additional means of emergency escape from the vessel. When using the rope
ladders employee always shall wear the lifejacket.
The Escape Jacobs Ladders are installed close to each life rafts station in order to allow embarkation to life
raft without jumping into the sea.

4.4 LIFEBUOYS
Lifebuoys with distress light, smoke signals and lifeline are located around the vessel perimeter on the decks
and bridge according to the PN2 Safety Emergency Equipment Layout.

4.5 LIFEJACKETS/ WORK VESTS


Approved type lifejackets fitted with whistle, light and reflecting strips are available for each person on board.
Lifejackets are stored in each cabin and in boxes close to lifeboat stations. Instructions for correct usage of
lifejackets are posted in alleyways.
Work vests and only designated lifejackets, as appropriate, must be worn in the following cases:
Lifejackets shall be worn:

When emergency alarms sound - lifejackets must be worn in the case of emergencies, which require that
the platform must be abandoned.

By anyone riding the personnel basket or transferring from vessels to platform (or vice versa) by any
other means.

INSPECTION

Any inspection, servicing and repair of the Marine Lifesaving Equipment should be carried out according to
the system for inspection and services developed by the manufacturer.
A full set of the maintenance manuals and associated documentation for the Marine Lifesaving Equipment
issued by the manufacturer should be available onboard for use in all operations involved the inspections,
maintenance, adjustment and re-setting of this equipment.
The inspection of the Marine Lifesaving Equipment by the Barge Captain with the assistance of the Deck
Foreman and in some case the Mechanic and Electrician.
The routine visual inspection of the Marine Lifesaving Equipment shall be performed with the following
schedule:
