Section (b) - Preamble


Generally
A

The Bill of Quantities including all notes and instructions, form an integral part of the Contract
Documents. However, the descriptions contained in the Bill of Quantities for each item are not
necessarily complete. The Contractor is referred to the Conditions of the Contract and other Documents,
Specifications and Drawings as well as relevant Standards and Codes of Practice for further information
as no claim or variation will be considered on account of the Contractor's failure to do so.

The Contractor is cautioned to familiarise himself with the full content of other Contract Documents
including the Instructions to Tenderers, Form of Tender, General Conditions, Particular Conditions, Tender
Drawings and Specifications or any other information that can be reasonably inferred from any of them
and all obligations contained in the documents shall be included in the item rates and/or contract price.

Drawings, Specifications and Bill of Quantities and all other documents are complementary and if any
item is inlcuded in any of them, it shall be deemed included in all.

The Contractor's bid for the entire work shall provide for supervision of any or all trades that are not
intended to be performed with his own forces. No extra compensation for services as a General
Contractor will be paid.

Amendments shall not be made to this Bill of Quantities without the authority, in writing, of the Engineer.
The Tenderer is allowed to insert items for Method-Related Charges in accrodance with CESMM3.

Format for Bill page in this Bill of Quantities is the Engineer preferred Bill page format. CESMM3 Section
5.22 is not applicable.

CESMM 3 Section 5.2 is amended. Section (f) has been used for Price Analysis Schedule for work items.

The Contractor shall not use these bill of quantities as the basis for a construction program or for the
purposes of ordering materials or arranging sub-contracts. The references for these activities shall be
the drawings, specifications and instructions issued by the Engineer.

The whole of the quantities shall be treated as approximate only and are given to provide common basis
for tendering. The basis of payment will be the actual quantities of work carried out, as measured by the
Engineer or his Representative and valued at the rates or prices quoted in the Bill of Quantities, with the
aplication of the Adjustment item if applicable.

The Contractor is to ensure that identical items in separate bills are not priced at different rates unless
this is the contractor's deliberate intention.

A price or rate is to be entered against each item in the Bill of Quantities and any item left unpriced will be
deemed to be included for elsewhere in the Bill of Quantities or Daywork Schedule and hence the rate for
that item will be taken as Nil.

A price or rate is to be entered against each item in the Daywork Shedule and any item left unpriced will
be deemed to be included for elsewhere in the Daywork Schedule and hence the rate for that item will
be taken as Nil.

Method of Measurement
A

The Bill of Quantities have been prepared generally in accordance with the Rules of the Civil Engineering
Standard Method of Measurement Third Edition (CESMM3) approved and sponsored by the Institution of
Civil Engineers 1-7, Great George Street, London SW1P 3AA, England and published by Thomas Telford
Services Ltd. 1 Heron Quay London E14 4 JD, amended to suit to local conditions and practices. Where
applicable, in any particular case in the Bill of Quantities, where the method of measurement of certain
items is modified, it is stated in this Preamble Section. The modified method of measurement expressed
for those items must be accepted and measured in accordance therewith.

Items in the Preamble Section of these Bill of Quantities are deemed to qualify and to form part of every
description of measured work to which they refer including composite description.

All measurements are net and the rates shall include for all laps, waste, working space and trade or
traditional allowances.

CESMM3 section 4.3 and 4.4 are not applicable.

Reference to British Standards in CESMM3 are applicable unless otherwise stated in the Contract
Specifications in which case the specified reference standard shall apply.

The Conditions of Contract applicable to this Contract are the Ministry of Public Works Conditions of
Contract in Volume 2 of the Tender/Contract Documents. References to Clause numbers in CESMM3 are
applicable to the corresponding Clause numbers which may be different to the MOPW Conditions of
Contract. CESMM3 section 1.2 is not applicable.

Admeasurements of completed work from drawings and / or work at site shall be considered to the nearest
centimeter for linear dimensions.

Method of measurements and payment shown in the specifications at the end of each section is not
applicable.

Pricing
A

The pricing of the Bill of Quantities shall be executed in such a way to enable reproduction by photocopying
to be carried out if required. CESMM3 section 6.1 is not applicable.

The prices shall be comprehensive and must include for complying in all respects with the Instructions to
Tenderers, Conditions of Contract, Specifications and Drawings and for all matters and things necessary for
the proper construction, completion and maintenance of the whole of the Works. No claims for additional
payment will be allowed for any error or misunderstanding by the Contractor of the work involved.

The rates and sums inserted in the Bill of Quantities are deemed to include for the following:
(i)

Labour and all costs in connection therewith.

(ii)

Materials, goods and all costs in connection therewith (e.g. carriage, freightage, delivery, unloading,
storing, returning packing, handling, hoisting or lowering, replacing work, goods or materials
damaged, broken, lost or stolen until the issue of a Certificate of Completion).

(iii)

Fittings and fixing materials or goods in position.

(iv)

Plant and all machinery

(v)

Waste, bulking, shrinkage and overlaps.

(vi)

Land required for tips and stockpiles including all costs for obtaining any necessary NOC's, licenses
and approvals.

(vii)

Allowance for phasing requirements of works, effect on programming of the works of all traffic
diversions and construction activity associated with diversion or installation of services.

(viii)

For taking measures for the support and full protection of pipes, cables and other apparatus required
during the progress of the Works as required by Service Authorities or the Employer/Engineer.

(ix)

Dewatering as required, unless separately inserted and priced by the Tenderer under method related
charges.

(x)

For working alongside and liaising with other Contractors working on the same site.

(xi)

Preparation and supply of shop drawings and record drawings.

(xii)

Overhead charges and profit.

(xiii)

Provision of samples of material and goods

(xiv)

Risks, liabilities and obligations set forth or implied in the Contract documents

(xv)

Testing and commissioning as per specifications to full satisfaction of the Engineer.

Lump sums shall not be given where unit rates are applicable.

Where the word "allow" is used, the cost of the item shall be the responsibility of the Contractor.

The Contractor is to ensure that identical items occurring in separate bills are not priced at different rates
unless this is the Contractors deliberate intention.

The prices and rates entered by the Contractor against items in the Bill of Quantities shall apply throughout
the duration of the contract to the execution of these items in any location and except where otherwise
provided for, to any affidavit were ordered by the Engineer and / or the Employer.

A price or rate is to be entered against each item in the Bill of Quantities and the Daywork Schedule and
any item left unpriced shall be deemed to be included for elsewhere in the Bill of Quantities or the Daywork
Schedules and hence the rate for the item shall be taken as NIL.

The amounts set against any items of overhead shall include for all costs in connection with letters of credit,
bank charges, interest charges and insurance after the materials come under the control of the Contractor.

The rates inserted will be used to determine the amount of the Contractor's Payments.

The tenderer shall submit the analysis of "Tender Sum" with a full and detailed rate breakdown of all the
BOQ items including spare parts items, together with their tender submission. The breakdown is to show
the actual calculations of the General Items, Labour, Plant and Materials costs for the Works, the build-up
of measured rates with on-costs and overheads and any other allowances used to arrive at the Tender
Price. In addition the tenderer / Contractor will be required to provide the Engineer within 48 hours with a
full and detailed breakdown / any other information if requested.

Where fix only items are specified, the rate shall be deemed to include for taking delivery, storing and
installation of goods or materials in the Works where appropriate.

The rates inserted in the Schedule of Daywork shall be deemed to be the rates used by the Contractor in
making up rates for works items in all Parts of the Bill of Quantities.
Shop Drawings, Working Drawings, Operation and Maintenance Instructions

The Contractor is to allow in his rates for the production of all shop drawings, working drawings, opration
and maintenance instructions called for in the Specifications.
These shall include but not be limited to the following:
(i)

The surveyed location of all existing services:

(ii)

Combined Services Drawings including all surveyed existing and proposed services showing
manholes, drawpits, joint boxes, inspection chambers, lighting column bases traffic signal bars,
concrete surrounds, pipe diameters etc., to scale, plus any other possible obstructions.

(iii)

Combined Services Working drawings original and new

(iv)

Separate sets of Working drawings for each individual service showing proposed locations for
submission to the service authorities.

Variations
A

The rates inserted in the Bills of Quantities, with the application of adjustment item will be used to value any
variations to the Work, whether omissions or additions. The Contractor shall not be entitled to payment for
profit and overheads on the value of work omitted except as stipulated under sub-clause 52.3 of the
Conditions of Contract.
Daywork Schedule

The "Schedule of Day works Carried out Incidental to Contract Work" issued by the UK Federation of Civil
Engineering Contractors is not applicable to this Contract. The cost of any work carried out under the item
Day works will be assessed at the rates given in the Day work Schedules.

The rates inserted in Daywork Schedule shall be deemed to be the rates used by the Contractor in making
up rates for work items in al sections of the Bill of Quantities.

The percentage addition should not only be for "Profit & Overheads" but also for specific procurement for
Day work requirements.

"Charge hands" and similar cadres are considered as supervisory and as such are not Day work categories.
Adjustment Item

The adjustment item, if any, in the tender summary, shall apply to all BOQ items, excluding provisional
sums unless clearly indicated otherwise. The adjustment item shall not be a lump sum, but a percentage of
the total tendered sum excluding provisional sums or a percentage of the total for the items indicated. The
adjustment item shall be applied to all applicable item rates and sums entered in the BOQ (including any
addenda). The adjusted rates and sums shall be applied during re-measurement and for the valuation of
Variations.

CESMM3 sections 6.3, 6.4 and 6.5 are not applicable

GENERAL ITEMS
A

No direct payment is applicable to be paid to the Contractor for General Items listed below, including
Mobilization and Demobilization. The rates of the Items listed below are considered incidental to the rates
of other Bills of Quantities items
i

Performance bond and insurances as per the Contract;

Establishment, maintenance and removal of the Engineer's offices as detailed in Appendix-A of


Volume 1-Section (6) Bill of Quantities - Section (g) Appendices to the Bill of Quantities

Supply of one double cabin (four wheel drive w/AC) pickup with driver for the Engineer as detailed in

The Contractor has to provide all the requirements and transport as approved by the Engineer to
assist with sampling and in the operation of the laboratory as required by the Contractor's proposed
Program of Work. Technicians once assigned to the laboratory may be removed by the Contractor
only at the direction of or with the approval of the Engineer.

Testing of materials and completed work shall be carried out by a site laboratory established and
allocated exclusively for that purpose, all Testing shall be carried out under the direction and
supervision of the Engineer's staff. All tests shall be performed in strict accordance with the
appropriate AASHTO, ASTM, BS or other standards as approved by the Engineer.

Any testing relating to the Works as required by the Engineer which cannot be performed in the site
laboratory shall be carried out at the Contractor's expense, at an independent laboratory approved by
the Engineer.

The Contractor is responsible for providing necessary transport facility as required for testing of works
and testing of materials to the Engineer.

Supply, Installation, Maintenance and removal of one project sign board;

xiv Temporary works (CESMM3 ref: A27*, e.g. access roads, protection and upkeep of site, tidying and
cleaning, environmental protection, health, safety and coordination with services authorities, etc...);

Traffic diversions and traffic management are deemed to cover all the costs of the required traffic
diversions, traffic management and their required continuing operation or maintenance planned and
phased by the Contractor to complete the permanent works within the Contract Period in accordance
with the Contract Documents;

xvi Contractor's Method-Related Charges for establishment, maintenance and removal of Contractor's
offices, services, plants, temporary works, supervision and labour (CESMM3 ref: A31*, A32*, A33*,
A34*, A35*, A36* and A37*).
xvii The offices and equipments for the Engineer shall comply all the requirements and shall be available in
full working order to the satisfaction and approval of the Engineer within the period stipulated from
commence the Works in the tender and remain so until one month after the Completion of the Whole
of the Works.

Payments can be suspended, reduced or deleted from any Contract Payment if, in the opinion of the
Engineer, the Contractor is not fulfilling his obligations.

Ground Investigation
C

Items for Ground investigation shall be deemed to include preparation and submission of records and
results.

All trial trenches backfilled must be reinstated to original site conditions.

The items for trial trenches and pits shall be executed in accordance with the Engineer's instruction.

The rates for trial pits shall be deemed to include any nature of dewatering and removal of lead services.

No separate items are included for the depth in material and depth supported for the trial trenches. The
Contractor are deemed to be include these items in the rates for depth backfilled.

Demolition and Site Clearance
A

Items for Demolition and Site Clearance shall also include disposal of the materials arising except as
otherwise directed.

The price for general clearance of trees, bushes, other vegetation and debris shall include carting to tip or
transporting and handing over to Concerned Authority. The rate for General Clearance shall include for the
cost for careful removal and replanting of small trees of girth <0.5m for which no separate bill item is
included.

The Contractor should ensure to take the instructions from the Engineer for limits of general clearance
work. Payment will be for approved areas only.

The rate inserted for Breakout and remove existing asphalt wearing course shall include for saw cutting
and making good the cut edge of the pavement, which is to remain insitu, preparation of existing surface (if
required) and for removal of all waste material to tip.

The rate for removal of existing kerbs shall include removal of concrete foundation and haunching and
carting to approved tip.

The work in this section is also to include for certain below ground structures such as septic tanks and
similar structures which need emptying before demolition and backfilling etc.

The quantity for underground septic tanks and other similar materials are assumed and may vary in size.

The prices for removal of road signs shall include for cleaning and delivery of signs to Concerned Authority
and for removal of concrete foundations and carting to tip.

The rate for removal of interlocking tiles shall included for their careful removal, palleting and storing on site
in an approved manner, or otherwise disposed of as directed by the Engineer.

The rates for demolition and removal shall include the cost of backfilling voids in the ground and
reinstatement, if any, caused due to such demolition and removal.

Rates for items to be reused or returned to Concerned Authority shall include the cost of cleaning.

Salvageable items arising from the demolitions under this section or any other section of BOQ shall be
recovered and delivered to owner after cleaning and packing well as the case may be.

The Contractor shall not remove any trees from site without prior approval from the Employer.

Demolition and Site Clearance (Cont'd)
A

Removal of Existing Warning and Regulatory Signs shall be measured by the number of the various
number of Warning and Regulatory Signs as approved by the Engineer. The rate shall allow for the
removal and transportation of the signs to the Concerned Authority Stores and all materials, labour, tools
and equipment necessary or incidental to the removal of the Warning and Regulatory Signs.

The Contractor shall not to dispose of any removed furniture or materials from site without the Engineer's
written permission.

The rate for demolition of buildings shall include for breaking up and carting away ground floor structure
(concrete slab or wood flooring including joints etc..). Also for demolition of all foundations to 1.0 m below
existing ground level.

Earthworks
A

The quantities of earthworks shall be computed net using dimensions from the Drawings with no allowance
for bulking, shrinkage, waste or working space, the additional width allowance is deemed included in the
rate.

The rates for excavation are deemed to include preparation of excavated surfaces to receive permanent
works, trimming of surfaces not to receive permanent works, protection of embankment, upholding sides of
excavation, and the removal of dead services unless measured separately.

The rates for excavation of material below the final surface and replacement with stabilizing crushed
material shall include for the disposal of excavated material to an approved dump site.

The rate for excavation of artificial hard material is only applicable to the removal of such volumes to 1m
below formation level, in volumes exceeding 1m 3. It is also to include for backfilling with suitable material
and removal to tip of the excavated artificial material.

The rates for imported fill materials shall include borrow pit excavation, hauling, placement and compaction
in specified layers.

No separate pay item is included for the trimming and preparation of the existing ground in respect of fill
areas, all preparation works such as scarifying, mixing, adding water and compaction and any other works
as required by the Specifications are to be included for in the pay items for fill to embankments works etc.

The quantities for rock excavation, artificial hard material and excavation below the final surface are
assumed and may or may not be encountered during excavations.

Suitable excavated material generated from general and structural excavation shall be re-used in
embankments (in lieu of imported fill), as opposed to being disposed of, off site, if so directed by the
Engineer. In such cases no payment shall be made for disposal of surplus materials (reused).

Suitable excavated material from any section of the works shall be utilized in the other sections of the works
within the project limits. The rate for filling with suitable excavated material is deemed to include for any
haulage within the project limits.

Suitable surplus excavated material generated from general and structural excavation shall be the property
of the Employer.

The Contractor shall seek approval for all the sites proposed for disposal for surplus or unsuitable
excavated materials from all concerned departments and other local authorities before the work
commences.

The Department of Transport (DTp) specifications for "sub-base, flexible road bases and surfacing" as
noted in CESMM3 are not applicable to this Contract. The Contractor is required to refer to relevant
Contract Specification Clauses.

The rates shall include for all the necessary trials as specified in the Specification.

The rates for Bituminous Base Course shall be based on a binder content of 3.9% by weight of total mix
and shall be adjusted for each approved difference of 0.1% (or part thereof) binder content by weight using
the corresponding adjustment rate on a pro-rata basis.

The rates for Bituminous Binder Course shall be based on a binder content of 4.1% by weight of total mix
weight and shall be adjusted for each approved difference of 0.1% (or part thereof) binder content by
weight using the corresponding adjustment rate on a pro-rata basis.

The rates for Bituminous Wearing Course shall be based on a binder content of 4.1% by weight of total mix
weight and shall be adjusted for each approved difference of 0.1% (or part thereof) binder content by
weight using the corresponding adjustment rate on a pro-rata basis.

The rates for tying to existing pavement shall include for saw cutting, scarifying existing asphalt, all
necessary operations required for jointing and preparation of surfaces of various pavement layers including
subbase and road base. The rates shall allow for working in narrow widths and include for the pavement
layers extending into existing pavement and the prime coat / tack coat to pavement surfaces.

The rates for cold planing (milling) also includes sweeping and cleaning of the final surface prior to
receiving tack coat.

The rates for cold planing (milling) shall be based on the nominal milling depth stated in the item
description, plus or minus 10mm. The milled material arising shall be transported to the approved tip

The Contractor is to allow in his rates, for applying tack coat that may be required between layers within a
course of material. The Bill of Quantities area allows for tack coat between courses only (e.g. between
wearing and base course but not between layers of 2 layer cources).

The Employer wishes to reuse the milled material elsewhere for his own requirements. The rates shall
include for removal of all contaminated asphalt with existing road base, in open plots areas before the road
base excavation and deliver the milled material 25KM away from the site to a pre-designated location as
directed.

If such course deficiencies are corrected in this manner, full payment for the Bituminous Base Course will
be made to the Contractor, but no additional payment will be made for the increase in thickness of the
Bituminous Binder Course. If any deficiency still remains after the Bituminous Binder Course has been
applied, the deficiency shall be considered to be in Bituminous Binder Course and the Contractor shall
receive full payment for the Bituminous Base Course, but only partial payment for the Bituminous Binder
Course.

Subject to the above, when the "Bituminous Base Course" is more than ten (10) millimetres, or fifteen per
cent of plan thickness (whichever is less), deficient in thickness, the Contractor shall remove such deficient
areas and replace them with bituminous base course of an approved quality and thickness. The Contractor
will receive no compensation for materials or labour or other costs involved in the removal or the
replacement of the deficient "Bituminous Base Course".

Deduction for deficient thickness may be effected on any payment after the information becomes available.

specified thickness, the Contractor shall remove such deficient areas and replace them with bituminous
wearing course of an approved quality and thickness. The Contractor will receive no compensation for
materials or labour or the costs involved in the removal and the replacement of the deficient "Bituminous
Wearing Course".

Kerbs, Channels and Edgings


B

Rates for kerbs shall include excavation, filling, formwork, concrete beds and backings, expansion joints,
painting etc and laying straight or curved to any radius.

Where kerb is to be placed adjacent to existing asphalt, the rate shall include saw cutting and for proper
sealant placed between the asphalt and the kerb.
Light duty pavement

The rate for interlocking paving blocks 60mm (or 80mm as applicable) shall include for specified thickness
of sand bed, providing and placing different coloured paving blocks, of different shapes and to different
patterns as directed by the Engineer.
Ancillaries

The Contractor shall identify any landscaping, vegetation or foliage that will obscure, either fully or partially,
clear sight lines to the signs being placed and obtain the necessary approvals for the removal of obstructing
landscaping, vegetation or foliage from Concerned Authority. Associated costs for the removal of such
landscaping, vegetation or foliage are considered incidental and shall be allowed for in the Contractor's
rates.

Sign Panels using new substrate shall be measured by the square metre of sign face area to the nearest
one tenth of a square metre using the dimensions shown on the drawings or as approved by the Engineer.
The rate for sign panels shall allow for the supply of the sign panels with reflective sheeting, messages and
symbols as shown on the drawings and as directed by the Engineer. The rate shall also include, but not by
way of limitation, the supply of all necessary assembly hardware and fittings, materials, labour, tools and
equipment necessary or incidental to the fabrication of the completed sign.

Installation of Sign Panels on New Structures shall be measured by the square metre of sign face area to
the nearest one tenth of a square metre using the dimensions shown on the drawings or as approved by
the Engineer. The rate shall allow for the complete installation of the Sign Panels as shown on the drawings
and as directed by the Engineer. The rate shall also include, but not by way of limitation, the supply of all

Installation of Sign Panels on Existing Structures shall be measured by the square metre of sign face area
to the nearest one tenth of a square metre using dimensions shown on the drawings or as approved by the
Engineer. The rate shall allow for all necessary modifications to existing sign structures, cutting of existing
posts to the proper length to accommodate the new sign panels, removal of posts as necessary, supply and
installation of additional mounting brackets and the installation of sign panels to the existing structure in a
manner as approved or directed by the Engineer. The rate shall also include but not by way of limitation,
the application of galvanizing repair compound, the supply of all necessary mounting hardware and fittings,
materials, labour, tools and equipment necessary or incidental to the installation of the completed sign.

The unit of measurement for guide signs and supplementary notes is m 2.


Miscellaneous Work

Removal and transporting of Sign Panels shall be measured by the square meter of existing sign panel
area to the nearest tenth of a square meter using actual sign dimensions. The rate for the removal of sign
panel shall allow for the careful dismantling of signs, bundling, protecting, labelling and transporting of sign
panels to Concerned Authority Stores. The rate shall also include but not by way of limitation, all materials,
labor, tools and equipment necessary or incidental to the removal and transporting of existing sign panels
regardless of type or location.

Removal of Existing Warning and Regulatory Signs shall be measured by the number of the various
number of Warning and Regulatory Signs as approved by the Engineer. The rate shall allow for the
removal and transportation of the signs to Roads & Transport Authority Stores, All materials, labour, tools
and equipment necessary or incidental to the removal of the Warning and Regulatory Signs.

Ground Mounted Sign Support - Rectangular Posts shall be measured in numbers of the various types of
posts as shown on the drawings and approved by the Engineer. The rate shall allow for the supply,
manufacturing and erection of the ground mounted sign support for rectangular posts to the required
dimensions as determined in the field and approved by the Engineer. The rate shall also include, but not by
way of limitation, post caps, base plates the supply and installation of all necessary hardware and fittings,
labour, tools and equipment necessary or incidental to the installation of the completed ground mounted

Works In Connection With The Service Authorities
General All Services
A

This Part provides for the works to be carried out in connection with the Service Authorities, which are not
being applied to a specific utility.

Trial pits and trenches to locate existing services as instructed by the Engineer will be measured and paid
for on the basis of the actual quantity of the work carried out. The rate should include the costs of
dewatering, if required, and reinstatement.

Items for trial pits and trenches shall be deemed to include preparation and submission of records and
results in co-ordination with the relevant authority. All such information shall be forwarded to the
Employerthrough the Engineer in digital format with hard copies.

Unless otherwise specified, the rates for ducts and pipes shall include for excavation in any material,
excluding rock, except where other direct payment is included in this Bill, dewatering, timbering, shaping,
backfilling, compaction, disposal of surplus excavated material, providing and laying pipes, the provision of
colour coded draw cords, end plugs, Type 1 and/or Type 2 duct markers and cleaning.

The rates in this Part concerning excavation for locating, exposing, slewing and lowering existing services
shall include for backfilling and compaction, and for all necessary temporary supports, protection and
reinstatement.

The rates for services work are deemed to include for the provision and installation of detectable warning
tapes as per the Specification for all newly installed and existing services which are adjusted in line and/or
level.

The Contractor should allow in his rates for taking delivery of any pipes, fittings or materials from the
relevant Service Authority or from Employer's stores, transporting to the site, unloading and complete
installation. The Contractor's rates shall also include for all crossings to existing and/or new services. No
separate payment will be made for service crossings (including sewers and/or drains).

The rates shall include the costs associated with all necessary liaison with the Service Authorities, obtaining
No Objection Certificates and the preparation of site records of all existing services and providing
attendance to specialist approved sub-contractors where applicable. This includes preparation of method
statement and obtaining FEWA (ED)'s approval to work within close proximity or directly under the existing
400kv and 132km overhead lines.

If acceptable to Roads & Transport Authority, and with their prior approval, any materials ordered and
intended for incorporation in the permanent works, such as pipes and fittings, etc. which are certified by the
Engineer to be in excess of requirement at the end of the Contract due to design changes, or the
cancellation of works subsequent to the placing of the order, then payment for materials returned to
Employer's Store will be made at the values shown on the manufacturer's quotation as obtained by the
Contractor at the time of tender plus appropriate percentage addition and no additional adjustment will be
made for cost fluctuations. The Contractor is responsible for transporting and stacking those materials to
Employer Storekeeper's satisfaction. The associated transportation and stacking charges will be paid for at
the rate determined under the Contract. If the Contractor orders the transfer of the materials to the
Employer's stores without the Engineer's concerned, then such costs and / or expenses will be bone by the
Contractor.

14 Days notice of intent to be issued to Service Authorities. No additional time will be allowed for any
delays in receiving No Objection Certificates from Service Authorities Approval. The Contractor is
responsible for collection of such certificates in a timely manner.

The rates for breaking out and/or removal of any existing redundant manholes, ducts, foundations, pipes
and cables shall, unless otherwise stated, include for excavation, backfilling, compaction reinstatement of
ground and disposal to tip of non-salvageable material etc.

The rates for pipelines shall include final cleaning and sterilisation as specified.

The commencing surface for excavating for pipelines shall be the original ground level or, if in cutting, the
excavated final surface of the cutting.

Lengths of the ducts or cables shown in the quantities are based on actual crossing lengths. Actual lengths
of ducts, number of draw-cords, etc. required for the crossing are based on multiplying the crossing length
by the number of ducts in the crossing. For example, if a quantity of 20m is indicated for a 4-way duct, then
80m of duct will be needed for that crossing (4 ducts x 20m).

BOQ items for surrounding includes the preparation of the bottom level of the trench where pipes are to be
laid by compacting the area prior to laying the pipes, unless separate items have been included for bedding
pipes in which Specifications for all newly installed services and existing services which are adjusted in line
ad level..

The maximum payable cut off lengths for 500mm dia. utility services protection piles are only 0.3m, and not
1.0m as used elsewhere. The rates for services work shall allow for the provision of plastic warning tapes
as per the specifications for all newly installed services and existing services which are adjusted in line and
level.

The rates for reinstatement of existing pavements are classed for main roads, cross roads and service
roads. Maximum thickness of asphalt courses for mill roads shall be 250mm and wet mix, road base and
sub base courses shall have thickness up to a maximum of 550mm. Similarly, roads other than main roads
shall have a maximum thickness of 130mm for asphalt courses and 500mm thickness for wet mix, road
base and sub base courses. The rates for these items shall include for saw cutting of the existing
pavement, temporary and permanent reinstatements in accordance with the specifications and disposal of
excavated material to approved dumpsite. Payment shall be made only for the minimum width of asphalt
cutting required for the pipe, duct or cable crossings considering standard trench sections.

Geotextile shall be measured in square meter, the rate shall include linings to trenches etc.,

The rate for connection to existing pipes is deemed to be included for the charges payable to relevant
Authorities in respect of the water loss during shutdown operations.

Where the landscape works are disturbed due to any temporary or permanent works, same shall be
reinstated to its original condition to the satisfaction of the engineer. Te rates for respective temporary or
permanent works shall include for this obligations.

All materials required for the FEWA-WD works (diversion and betterment) shall be procured by the
Contractor. The rates for water pipelines shall include for final cleaning and sterilization and commissioning

Contractor's rates are to include for transport to site all fixing items including connection between pipes /
fittings / valves.

The rates for operations relating to water supply house connections shall include for excavation, installation,
backfilling, compaction and reinstatement.

All works concerning diversion, betterment and development for FEWA will be governed by the prevailing
agreements between FEWA and Municipality. The rates shall allow for phasing the works to maximize the
reuse of recovered pipes etc, where pertinent.
Electrical Works (Works for FEWA-ED)

All material required for the FEWA-ED (diversion and betterment) shall be procured by the Contractor. The
rates shall include for final handing over and commissioning of the works.

All works concerning FEWA-ED shall be executed by Contractors / Subcontractors approved by FEWA-ED.

All diversion works for FEWA-ED LV cables shall be carried out by FEWA approved Contractor under
FEWA Supervision. The rates shall allow for the supply of cables, cable laying, trench excavation and
backfilling, beds and surrounds, jointing of cables etc., to group of cables in a single trench of varying width,
where pertinent. The final commissioning of the diverted cables will be carried out by FEWA.

All costs associated with witnessing of factory acceptance tests for all major power equipment and cables
shall be included in the related bill items.

All HV cables except 132 KV cables and 132 KV pilot cables required for diversion and betterments works
will be supplied by Contractor. The rates should allow for delivery and transporting to site.

The rates for recovery of cables of different sizes shall include for the following:

or to any other location as directed by the Engineer. The rate for recovery shall include backfilling of
trenches.

(ii)

For cable relocation works the rates shall include the necessary services required from FEWA (ED),
approved sub-contractor.

(iii)

The rates shall allow for phasing of the works to accommodate restrictions to power outage periods.

(Iv)

The existing cables to be relocated must be in good condition and approved by FEWA-ED before
reusing. Rate for relocation must include any excess material to be returned to FEWA-ED stores
and if required additional cables to be picked up from FEWA-ED stores.

Works for Etisalat

For Etisalat Works, ETISALAT will provide all cable ducts, end caps, draw ropes, spacers and furniture for
manholes and joint boxes. The Contractor shall include in the rates (collect and fix) all plant and labour for
collection and storage of these materials from ETISALAT stores, complete the works as per drawings,
specifications and authority requirements.

The rate for soakaway should allow for supply and installation of the soakaway as indicated on the
drawings. The rates shall also include for excavation, backfilling, compaction, disposal of excavated
material, with 400mm thick approved filter media, 25-63.5 mm gravel all wrapped with geotextile and
300mm thick course fine sand at surface level, heel kerbs and flush kerbs.
Works for Road Lighting Department

Note:- Service works and Road Lighting works are classed as Miscellaneous works where other class
descriptions are found inappropriate.

For Road Lighting works, Contractor shall supply all road lighting poles, feeder pillars, controller cabinets,
signal post and loop detector cables. The rates should allow for supply, store on site, as required,
installation, testing and commissioning as per authority (FEWA) requirements.

Rates for removal and refixing of existing columns shall include for disconnection of existing cables,
dismantling and temporary storage of the column, excavation and removal of the foundation and backfilling
of the void formed. The rate shall include for temporary storage of the foundations if required. Refixing of
the columns shall include excavation and installation of the foundation, including backfilling, re-erection of
the lighting column.

Rates should include regular attendance on site for routine maintenance of the Road Lighting system
during the Maintenance Period, including cleaning of the luminaries and replacement of failed bulbs.

The rate for traffic signal manhole shall include for excavation, supplying or construction of the bases,
dewatering, compaction, shuttering, reinforced concrete, cover frames, backfilling and all other necessary

The rate inserted for Excavation shall include excavation in any material, including necessary dewatering,
excavation by hand backfilling voids and disposing off all surplus materials

The rates for concrete foundation shall included for excavation, supplying or construction of the bases,
dewatering, compaction, shuttering, reinforced concrete, holding down bolts, protection of holding down
bolts, nuts and washers with denso tape, ducts, backfilling and all other necessary works as shown on the
drawing and specifications.

The rate for ducts shall include for but not be limited to providing and installing (including cutting, jointing,
collars, waste, etc) and cleaning ducts, duct markers inscribed both in Arabic and English and installed in
the asphalted pavement or as otherwise indicated, draw cords, warning tapes, end plugs or caps and sand
bed and surround as indicated on the drawings. The rates for ducts shall be applicable to ducts laid
separately or as part of group.

The measurement of cable shall be between the terminal points of each individual cable and laying of loop
lengths, cut-out lengths are deemed to be included in the rates.
Works for Spare Ducts

All Spare Ducts at the junctions shall be 2 way x dia 200mm and in between sections of the roadway shall
be 1way x dia 200mm uPVC pipes or otherwise as indicated in drawings.
Provisional Sums

Provisional Sums are included in a separate Bill Section and not under "General Items".

Provisional Sums may only be expended upon the instructions of the Engineer. The work will be valued
either at rates to be determined by the Engineer or on a Daywork basis at the rates included in the Daywork
Schedules.

The Provisional Sums included in the Bills of Quantities may be expended totally, in part or not at all as the
Engineer may direct.

Percentage for adjustment of Provisional Sums as provided in Clause 59.4 (c) of the condition of contract
shall not be applicable to any work carried out by other contractors or Service Authorites employed directly
by the Employer. Payments to such contractors and Service Authorities shall be made directly by the
Employer.

The Contractor shall co-ordinate with the Service Authorities and provide all necessary facilities as may be
required and as foreseeable by an experienced contractor. The cost of such Co-ordination and facilities is
deemed to be included in the other boq items.

An item for contingencies has been inserted under this heading. CESMM3 section 5.15 and 5.25 are not
applicable.

Section (c) - Day works

Generally
Daywork will be administered strictly in accordance with the Conditions of Contract, Clause 52.4
The Contractor will be paid for Daywork carried out during the course of the contract while other operations
are in progress at the rates set down in this schedule. Profit and overheads are not to be included in
the actual rates but stated as percentage addition in the item provided for same at the end of the labour,
Material and Plant Sections of this Schedule of Rates. The percentage addition should not only be for
"Profit and Overheads" but also for specific procurement for Daywork requirements.
The basic rates to be inserted in the Daywork Schedules shall be the rates which the contractor has
used in determining his Unit Rates inserted in all sections of the Bill of Quantities.
Time engaged in the actual works only will be allowed. In the event of labour or plant having to be
brought to site especially for the item of Daywork then a reasonable allowance may be made for
travelling time, but the allowance for travelling time is to be agreed before the Daywork item is executed.
The Quantities stated in the daywork schedule 1, 2 and 3 are estimated and may be encountered totally,
or part or not at all as Engineer may direct.
No work carried out on a Daywork basis will be measured unless, before starting work, the Contractor has
obtained the written approval of the Engineer.

Rates for Labour


The Daywork rates quoted for labour are to be the inclusive NETT amounts payable including for use
and waste of hand tools and of all ordinary non-mechanical plant, stagings, scaffolding, tarpaulin,
use of electrical light and water for the works, etc. and all special inducements for working in Dubai
Emirate. The rates shall also be deemed to include the extra cost of public holidays other holidays with
pay, medical costs, bonus, sick leave, termination indemnity pay and the like. Unless specifically
authorised in writing by the Engineer, non-productive overtime or special rates for overtime will not be
admissible. The cost of all supervisory staff including engineers, foremen, charge hands, clerks,
storemen and other supportive staff etc., is to be included in percentage addition for Labour .

Rates for Materials


Materials used on Daywork shall be as specified for the Work. The rates are to include delivery to the
site. Should materials be required for use on Daywork which are not included in the Schedule, the
lowest current Nett market prices shall apply, plus a reasonable allowance for collecting, loading and off
loading and transporting to the Work.

Rates for Plant Hire


Plant hire rates shall include for the cost of maintaining in proper working order, attendance in starting
up and shutting down, refuelling and all fuel power, oils grease and cleaning materials, replacement
and/or sharpening of tools, provision of tools and all other ancillary items including consumable spares.
Idle time in maintenance or travelling to the Site will not be allowed.
Drivers' attendants shall be charged for at the rates as laid down for Labour.
