CALL FOR ARTISTS


I.

Overview:
1. General
1.1. Historic Filipinotown (HiFi), incorporated in 2002, is the first official City
designated district in the United States referencing the Filipino community.
The Project HiFi Highlight is intended to create a sense of place in Historic
Filipinotown that adequately represents its cultural heritage through the
installation of street bus lighting. By doing so, it also provides added safety
to HiFi streets by lighting some of the most used bus stops. Notably, this
project is of national significance and is unprecedentedthis is the first time
that a local municipality will install a significant streetscape element that is
unique to the Filipino culture.
2.

Project Description:
2.1. The Los Angeles City Council District 13, Board of Public Works/Bureau
of Street Lighting, Department of Transportation and Historic
Filipinotown stakeholders have collaborated to realize a major component of
an existing streetscape masterplan and guidelines developed in 2004 by then
Council Member Eric Garcetti. EntitledHistoric Filipinotown Temple Street
(Glendale to Hoover) Streetscape Masterplan and Guidelines, it is a goal of
the Masterplan that the street elements have a historical reference and should
be incorporated in the artist-designed settings and amenities.

Project Need/Existing Conditions:


3.1. Temple Street is a busy east-west corridor for Historic Filipinotown (HiFi),
and bridges downtown Los Angeles with East Hollywood, Echo Park, and
Silver Lake. Temple Street is similar to a main street for many residents along
this connector, and several community service providers and local institutions
call this part of HiFi their home. The streetlight project aims to enhance
pedestrian safety through improved lighting, while also beautifying the
neighborhood with specially designed art for each light fixture.

II. Scope of Work & Design Guidelines:


1. Artists must submit renderings of design elements to be used on luminaires1 (listed in
Appendix B) as bus stop lighting in Historic Filipinotown.
1.1. Select one luminaire listed on Appendix B that you will create design elements on.
These design elements will be riveted or spot welded onto the luminaire.
1.2. Design elements should reflect components of the Filipino cultural experience.
1.3. Each bus stop will have three luminaires, each displaying a cultural concept (listed in
Appendix A). Artists must submit three designs, one for each concept in each
luminaire in the following order. Each of the three concepts may have a small plaque
mounted on the street light pole at eye level describing the artist's design.
1.4. The proposed rendering of the design element must be drawn to scale and must
include approximate dimensions and have no more than 3 colors.
1.5. Proposal rendering may be based on a post or hanging street light lantern concept.
2. A typical luminaire will measure 30 tall and 15 wide (see examples on Appendix B)
The selected drawings will become metallic fabrications with dimensions 12 X 12
installed on a luminaire mounted on a pole approximately 15 ft. high. In addition, artists
may include the following:
2.1. Artists may design around and/or on top of the luminaire shade (example on
Appendix C).
2.2. Artists may include plaques, medallions, and various design pieces on the pole so
long as it does not exceed 2 feet.
2.3. Artists may propose a different color for poles keeping in mind that the poles will
periodically need to be repainted. However, the standard pallet for poles are Spring
St. Green, Black, and Grey.
3. Top three selected artist designs will be displayed for public comment at SIPA and artists
must attend the public feedback session on 5/3 @ 7 p.m., where they will be presenting
their designs (Note: Artists must cover their own transportation-related expenses.)

Evaluation Criteria
Design thoughtfully incorporates three unifying concepts in luminaires 30 Pts.
Design exhibits an aspect of the Filipino experience 30 Pts.
Design demonstrates artistic quality, while utilizing cost-efficient materials 25 Pts.
Design is drawn to scale and provides approximate specifications 10 Pts.
Design uses no more than 3 colors 5 Pts.
Total= 100 Pts.

Appendix A: Three Design Concepts


Design elements must incorporate the core concepts and ideas listed below in the same logical
order. Artists must produce three designs (one for each concept).
1. Kapwa or SolidaridadShared humanity, togetherness
1.1. Kapwa, defined as unity of the one-of-us-and-the-other according to Virgilio
Enriquez, the Father of Filipino Psychology, is the most prominent core values of the
Filipino community.
1.1.1. Kapwa describes the Filipino core value as practiced through assistance,
hospitality, and unconditional care for one another.
1.1.2. As opposed to the Westerns view of independence and self-reliance, the concept
of Kapwa is that success or failure is shared by the whole communityall are
parts of one being.
2. Lakbay or JornadaJourney, travel
2.1. Lakbay or Jornada refers to the journey that individuals and/or families undertake to
come to America. As a destination for many Filipino, Asian and Latino immigrants, HiFi
serves as an entry point and initial home for individuals of diverse backgrounds coming
from different journeys.
3. Kapayapaan or ArmoniaPeace, harmony
3.1. Kapayapaan and Armonia, meaning peace and harmony, is the foundation of the success
as a collective community. Peace is practiced through tolerance, understanding, and
genuine relationships for each other. Through turmoil, hardships, and disagreements,
harmony and peace can be realized in the community.

environmental conditions. The Ancestra reduces glare by using a unique combination of reflectors

ACCESS TO INTERNAL COMPONENT

The luminaires hood is opened pressing the button


located on the technical ring. The hood can then be
pivoted along a hinge incorporated in the technical
ring. A built-in stopper holds the cover open at a
confortable angle for clear access to the internal
luminaire components.

ACCESS TO LAMP

A simple quarter-turn of the SmartsealTM shutter


provides easy access to the lamp. Quick-disconnect
terminals between the lamp and the ballast tray
ensure safe and easy lamp replacement.

ACCESS TO BALLAST

The tool-free drop-in unitized ballast tray is slipped


into the post top box which rests on the optical support plate. Here again, the use of quick-disconnect
terminals ensures safe and easy ballast maintenance.

original lumen output, all of those parameters are tested for 100% of light engines. Use of a metal core board insures greater
heat transfer and longer lifespan of the light engine.

The current supplying the LEDs will be reduced by the driver if the internal driver temperature exceeds 185F(85C), as a
protection to the LEDs and the electrical components. Output is protected from short circuits, voltage overload and current

Description of Components:
Pole Shaft: Shall be made from a 4" (102mm) round high tensile carbon steel tubing,
having a 0.125" (3.2mm) wall thickness, welded to the pole base.
Joint Cover: Two-piece round joint cover made from cast 356 aluminum, mechanically
fastened with stainless steel screws.
Pole Base: Shall be made from a 6 5/8" (168mm) round high tensile carbon steel
tubing base having a 0.180" (4.6mm) wall thickness, welded to both the bottom and
top of the anchor plate.
Maintenance Opening: The pole shall have a 4" x 10" (102mm x 254mm)

Description of Components:
Wiring: Gauge (#14) TEW/AWM 1015 or 1230 wires, 6" (152mm) minimum exceeding from luminaire.
Hardware: All exposed screws shall be stainless steel with Ceramic primer-seal basecoat to reduce seizing of the parts. All
seals and sealing devices are made and/or lined with EPDM and/or silicone and/or rubber.
Finish: Multiple colors (MC). In accordance with the AAMA 2603 standard. Application of polyester powder coat paint (4
mils/100 microns) with 1 mils/24 microns of tolerance. The Thermosetting resins provides a discoloration resistant finish in
accordance with the ASTM D2244 standard, as well as luster retention in keeping with the ASTM D523 standard and
humidity proof in accordance with the ASTM D2247 standard.

LED products manufacturing standard: The electronic components sensitive to electrostatic discharge (ESD) such as
light emitting diodes (LEDs) are assembled in compliance with IEC61340-5-1 and ANSI/ESD S20.20 standards so as to
eliminate ESD events that could decrease the useful life of the product.
Quality Control: The manufacturer must provide a written confirmation of its ISO 9001-2008 and ISO 14001-2004
International Quality Standards Certification.
Galvanisation: All steel parts of pole will be galvanized as per CSA G164M standards. Please note that due to a
possible rough surface resulting from the galvanization process, we cannot guarantee a finish without
imperfections (e.g. welded seams that seem more apparent, or areas where galvanization has pooled up. Please
take this as notice that Lumec will not be held responsible if rough spots show through the finish. Signing these
documents implies that the end user accepts that the finish may have imperfections due to the galvanization
process.
Mechanical resistance: In order to ensure the mechanical resistance of the poles, the reflected area should be calculated
according to AASHTO standards and resists to a wind of 140 km/hr.

1. When is the submission deadline and how should artists submit their designs?
Answer: The deadline for submission is no later than April 22, 2016 by 5 p.m. Artists may
submit designs in two ways.

What are the restrictions on the materials to be used?


Answer: The design materials used must be durable, securely attached, UV and wind
resistant.

3. What is the purpose of incorporating a Spanish translation of the Filipino-themed


concepts?
Answer: The purpose of this project is to recognize the cultural experience of HiFi. There
is a strong Latino presence in the community and we want to be inclusive of all our
residents since one of our goals of this project is to unify and highlight our diversity.
4. Can you design on the pole?
Answer: Yes, you may include designs on or around the pole in additional to designing
the luminaire, including plaques, banners, or medallions (Refer to Appendix B and C of
the Call for Artist).
5. How far are the poles from each other on each bus stop?
Answer: The three poles in each bus stop, each representing a unifying concept, will be
approximately 30 ft. from one another or 3 light poles within 100 ft.
6. How large can designs on the pole or luminaire be?
Answer: Plaques, medallions, banners and other designs cannot exceed 2 feet in width
and/or length.

What safety issues are there regarding attachment of design onto luminaire?
Answer: We must ensure whatever it is cannot fall off and hurt someone, especially with
high winds or harsh weather. Adhering to the design guidelines can mitigate these safety

concerns. Furthermore, utilizing resilient clamping bands, rivets or welds can properly
secure design ornaments.
8. What does the three color restriction apply to? Are artists limited to three colors for
entire project or three colors for each design element (nine colors total)?
Answer: The artist can use unlimited colors on design elements such as medallions,
plaques, and banners. However, artists are limited to three colors for each pole and
luminaire combined because these will be maintained by BSL.
9.

Will solar panels be used? If not, would BSL consider using solar panels?
Answer: Additive solar panels cannot be used because pedestrian lighting poles are too
short and not structurally designed for the additional load. Battery pack and
incorporated solar panel security lighting poles are available but are very expensive and
utilitarian in appearance. These are used in areas without electrical service, such as the
LA river bike path, etc. However, BSL does have a grid tie solar program with specially
selected poles.

10. What light source will be used? LED? If LED is to be used, will the artist be able to
incorporate the light source in their design?
Answer: LED will be used; however, artists may not alter the color/shape/design of the
LED.
11. Is there an honorary prize for the winning design?
Answer: Yes, $1,000 will be rewarded to the winning artist and $100 will be given each
of the Top 3 artist designs. However, this is simply complementary to the long lasting
recognition that the winning artist will receive for their work in this historic project in a
historic community.
12. Can artists submit more than one design for each concept?
Answer: Yes, as long as the artist submits at least one design for each of the three
concepts (i.e. Kapwa, Likbay, Kapayapaan).
13. What should the Top 3 artist know about the public feedback session?
Answer: The top 3 artists must attend the public feedback session where they will be
presenting their designs to HiFi stakeholders. Artists can use PowerPoint, handouts,
models, storyboards, or any form of display materials that may be used to convey their
designs. **Artists must cover their transportation costs, as this will not be reimbursed.
14. When will the Top 3 be announced?
Answer: The Top 3 will be notified via email on April 29th, 2016.
