MAJOR ANNOUNCEMENT ON HEALTH PROVISION AND EMPLOYMENT IN MACHAKOS

TODAY, April 6th, 2016, will be recorded as the day health care provision changed forever in Machakos county
for the benefit of Our residents and visitors.
I have today chaired a crisis meeting about healthcare provision in Machakos county. The meeting, attended by
various Ministers, Members of the County Public Service Board and top health care personnel in the county
has discussed what needs to be done to make Machakos County the premier healthcare region in Kenya.
To me, life is sacred and proper treatment a right of every person. Lack of proper management, lethargy and
equipment can and has led to deaths in many hospitals in our country.
My goal is to ensure that we have international healthcare standards where preservation of life is paramount.
I believe that preventive medicine is key but today we have first tackled the curative - treatment - medicine.
Improvement in health care will only be achieved by action and not just endless planning and talking.
As part one of our strategy, we have today resolved to:
1. Immediately purchase lifesaving and very necessary equipment for health facilities especially Level 4
hospitals and our Level 5 Machakos Hospital;
2. Set up a functioning pharmacy system that tracks availability of medicines and consumables (gloves,
needles, bandages etc);
The system should be allow immediate transfer and sharing of medicines among health facilities in the county
when needs arise.
3. Machakos will continue to purchase medicines from the Government authorized KEMSA & MEDS and pay
two months in advance such that we always have a surplus and credit. The purchase of drugs and
consumables from other providers is to be phased out completely. There should never be any shortage of
drugs in any Machakos health facility.
4. Doctors and Clinical officers will,from today henceforth, NOT prescribe medicines that are not carried by our
health center pharmacies.
5. No patient, will, from today, be asked to seek X-Ray services from outside our hospitals.
6. From next week, when the labs are fully equipped with re-agents, no patient will be asked to seek lab
services from outside the hospital.
7. Immediate face-lifts of all our 29 health centers, five major hospitals and dispensaries to provide clean,
quality and affordable services.
8. Funds raised in the hospitals will be re-channeled back to the specific health facilities to support upkeep and
daily running of the health provision centers.
9. Immediate hiring of health personnel by the County Public Service board to ensure minimum allowable
operating standards. Already, advanced work has been done and the board is ready to employ. Employment
letters to be written today and a full list of those employed to be published this week in the dailies.
Those who are to be hired by end of today to start work immediately on this Health Crisis Management project
are:
A. 800 nurses
B. 35 medical officers (doctors)
C. 50 clinical officers
D. 10 pharmacists
E. 20 Pharmaceutical technologists
F. 20 Lab technicians

G. 10 Radiographers
H. 1 Anaethesist
I. 2. Ear, Nose and Throat specialists
J. 1 Psychiatrists
K. 1 Dermatologist
L. 1 General surgeon
M. 80 subordinate staff
Nurses and other health workers serving in the county on the ESP program and contract will be automatically
included in the employment list.
Other health workers such as dentists will be redeployed to ensure proper county coverage.
More health workers will be employed in a few months time depending on the strategy plan we have and
available funds.
The public service board will commence the immediate recruitment of CEOs and senior managers for the
County hospitals. The management of each hospital will be to international standards.
This is just the beginning of a Maendeleo Chap Chap paradigm shift that provide our people quality health care
comparable to that in the west.
