Today is walk to work day in San Francisco, sponsored


and promoted by Walk SF. I had the opportunity to
greet members of the community at the kick off point
this morning at 655 Clay Street. Supervisor Peskin, his
Aide Sunny Angulo and I walked from Chinatown to
City Hall. It was a great walk to promote walking and
pedestrian safety.

April is Distracted Driving Awareness Month


In the United States in 2014, thousands were killed or injured in motor vehicle
collisions involving distracted driving. Texting, using a cell phone, eating or drinking,
reading, using a GPS while driving can cause a distraction.
The San Francisco Police Department along with our Traffic Safety Partners, such as
the California Highway Patrol, are participating in the National Highway Traffic
Safety Administrators 2016 National Distracted Driving Enforcement Campaign.
As a reminder, the use of a hand held telephone device while driving is prohibited
by the California Vehicle Code. A single violation for this offense in San Francisco is
$162. No text message or Facebook post is worth injuring another person so
please keep this in mind and drive safely!
Back to Work
After being away for 6 days, I am grateful for the work of Lt. Molly Pengel who
filled in as the Acting Captain, and for the work performed by the Central Station
Officers. This afternoon, I am catching up on everything, returning emails and phone
calls, and reading 6 days of police reports.
Mercy High School
Just before Valentines Day, students of Ms. Cindy Ouares class sent dozens of
Valentines Day cards to Central Station showing their appreciation for the work
Officers do on a daily basis.
Tomorrow I will visit with the students, thank them for their acknowledgement and
discuss with them the role of a San Francisco Police Officer.

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

Each month Central Police Station features a citizen


who represents the unique flavor of the Central
Police District. This month we interviewed Trish
Herman. Trish is the President of North Beach
Neighbors and on the Board of Trustees of
National Shrine of Saint of Assisi.

1. How long have you lived in San Francisco?


I was born and raised in San Francisco.

2. What is your favorite thing about the Central District?


The energy. North Beach still have the feeling of an old San Francisco
Neighborhood. It reminds me of old San Francisco. You know everyone by name
when walking around the neighborhood.

3. What is your connection or involvement with the Central District?


I was a former owner of Original Joes. I am the President of North Beach Neighbors
and on the Board of Trustee of National Shrine of Saint of Assisi.

4. What are some of the significant changes that you have noticed in the Central
District in the last 5 years?
Union Square has changed dramatically. Union Square was a special place to go,
but it has changed. Theres a lot more traffic and congestion.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Mark Milligan,
a 8-year member of Central Police Station.

Officer Mark Milligan was born in Maryland and moved into the Bay Area in 1976. He
attended high school in Walnut Creek and joined the Marines in 1989. After the Marines,
he went into the family plumbing business in San Francisco. In 2007, he joined the San
Francisco Police Academy. When he graduated from the Police Academy, he went to Mission Station for his field training. He was then assigned to Central Station in 2008 for his
probation and he remained at Central Station as his permanent station.
Officer Milligan is the housing officer at the Ping Yuen. As a housing officer, he walks the
foot beat through the Ping Yuen buildings, assisting the residents.
