This is to certify that the undersigned ,a Government of Guyana appointed surveyor of ships,
attended onboard the M.V ALEXANDER AL as she lay at anchorage in the Harbour of St.
George, Grenada on February 10,2016 to conduct a follow up inspection of vessls ballast
tanks and cargo hold hatch covers and test the water tight integrity of vessel.
The inspection was conducted in areas made visible to me and does not include the underwater
section below waterline outboard of the vessel .

The hatch covers was fully closed and surveyor commenced to do water tight integrity test but had to
discontinue test due to amount of light observed to be coming through wasted section of hatch covers.
Light was observed along compression sections at forward , port and starboard sides of covers and also
along cross compression sections as well as side facings of covers and top sections.
The light was observed although there was evidence of expansion foam on hatch covers.
Numerous small holes were observed on tank top in region of ballast tanks #2 port and starboard.
The configuration of the vessels ballast tanks is such that separating the # 2 and # 4 ballast tanks are the
port and starboard # 3 bunker tanks and passing through all tanks is a pipeline tunnel .
During pressure testing of the #4s ballast tanks it was observed that water was entering the #2s ballast
tanks .On inspection of tanks it was observed that the pipeline tunnel passing through the #4s and #2s

ballast tanks is wasted in area of the tanks and as such water entering #4 tanks goes through the wasted
sections and into the #2s ballast tanks through wasted sections of tunnel in #2s
These are major repairs issues which will have to be addressed in docking repairs.
Therefore in view of the foregoing it is recommended that the vessel, ALEXANDER AL, not permitted
to load any cargo and for vessel to proceed to Guyana for docking repairs.
The main engine and two generators appears to be operating in satisfactory condition and are considered
to be good enough for ballast voyage of vessel to Guyana without the assistance of tugboat once
adequate amount of bunker fuel and lub oil are provided for voyage and providing recommended safety
issues of previous report are put in place.

TO ME AND WITHOUT PREJUDICE, PRECONCEPTIONS OR INFLUENCE FROM ANY
PARTIES INVOLVED.
