1. INTRODUCTION
OMV PETROM S.A. Member of OMV Group (the COMPANY), is the largest Romanian oil and
gas group, with activities in the business segments of Exploration & Production (E&P), Gas & Power
(G&P) and Refining & Marketing (R&M).
Munteni Gas Conditioning Facility is located in Petrom Asset IX Moldava South, Galati County,
Romania.
Existing Gas Conditioning Facility consists of a Dehydration unit based on molsieve technology and a
compressor station.
Starting with 1st of September 2014 instead of mol-sieve adsorbent silica gel adsorbent is used for
gas dehydration and HCDP control. This was a part of pilot project, in which only the adsorbent was
changed without changing rest of facilities.
In order to ensure sustainable performance of silica gel adsorbent, OMV Petrom intends to perform a
EPCM contract to retrofit the existing gas conditioning facility in line with requirements of Silica Gel
adsorbent (based on attached BASF studies).

2. ACTUAL SITUATION AND INPUT DATA


2.1 DEHYDRATION UNIT DESCRIPTION
Dehydration unit consists of 6 adsorbers (A, B, C, D, E, F) and one heater used for adsorbents beds
regeneration.
Actual flow is approx.70 000Stdm3/day and pressure around 12 barg, varying due to Transgaz
network pressure.
Actual heater cannot raise the temperature more than 160degC, temperature measured at adsorbers
outlet during the regeneration cycle.
Adsorption cycle time is of 8 hours when 3 adsorbers (A,B,C) drying the gas. In the same time the
others adsorbers are in regeneration phase.
Regeneration phase consists of heating up (for approx. 6 hours) the silica gel beds at 160degC
(temperature measured at outlet of adsorber) and cooling down at 50degC (approx.2 hours).
Part of dry gas is used to regenerate the beds (heating and cooling phase) and part is burned in the
heater.

Gas flow for burning is around 40Nm3/day and gas flow for regeneration is 1900Nm3/h. Regeneration
is done at low pressure 3-4barg.
Gas that is used for regeneration is sent back to suction of compressors being prior cooled in the
existing heat exchangers.
Water and condensate obtained during regeneration on the bottom of adsorbers are sent to existing
atmospheric tank.
Actual unit is manually operated; no PCS and ESD systems are in place.
Petrom perform condition assessment of existing Adsorbers. Attached to this ITB are the results.

2.2 UTILITIES
Power supply is made from existing power transformer station having following main supply level of
voltage: 0.5kV, 0.4kV and 0,23kV.
Instrument air: Not available.
Water: well water.

2.3 INPUT DATA AND DOCUMENTS


Following documents shall be considered as input data for offer preparation and for detail design:
1. Basis of design;
2. Piping and instrumentation diagram of existing unit;
3. Existing plot plan of the unit;
4. List of OMV Petrom standards.
Standards listed in the document List of OMV Petrom standards are available on request.
During clarifications period, bidder can request any other information necessary for offer preparation
and EPCM execution.
Contractor shall verify the input data and documents provided by OMV Petrom during site visit prior to
BID submission.
Procurement packages will be defined in accordance to attached PSP.

3. SCOPE OF WORK
3.1 DESIGN REQUIREMENTS
Contractor shall design new equipment according to applicable standards and legislation
requirements, accommodate the existing ones according to legislation requirements, and fit them with
new process requirements.
Any modification required in the existing plant shall be highlighted by the Contractor and approved by
OMV Petrom.
Main changes for unit upgrade are modification of regeneration temperature from 160degC to
290degC (as required by Silica Gel adsorbent), the addition of supplementary cooling system due to
higher regeneration temperature and implementation of condensate recovery package.
Actual cycle time for operation is 8 hours. In order to reach HCDP a shorter cycle time will be
required, therefore implementation of actuated valves (Motor Operated Valves) for cycles change are
required. New valves shall be controlled via one PLC.
Contractor shall coordinate with silica gel absorbent supplier (BASF Germany) clarifications regarding
process parameters required to operate the unit with silica gel (regeneration temperature, cooling
temperature, cycle times for operations etc.).
Contractor shall consider a turndown ratio of 10:1 in design and that pressure can vary up to 30 barg.
Design pressure for new items shall be determined by Contractor to allow gas delivery at 40barg
pressure at delivery point.
Design life of the unit shall be for 15 years.
Corrosion allowance for new items (equipment, pipes etc.) shall be in accordance to OMV Petrom
standards.
Energy efficiency and fit for purpose design concept shall be implemented during detail design.
Resolution of design changes during fabrication and construction shall be in scope of engineering
Contractor.
Contractor shall prepare repairing project for existing adsorbers in accordance to condition
assessment reports and getting recertification from authorities (ISCIR).

3.2 BATTERY LIMITS


The following battery limits shall be considered during offer preparation.
3.2.1

Process and mechanic

Wet gas stream: from outlet flanges of existing horizontal separators at inlet of dehydration unit;
Dry gas: inlet of Gas Metering Station;
Regeneration stream: inlet of compressors suction, flanges from first heat exchangers battery;
3.2.2

Electric

Distribution board from existing power transformer substation, equipped with 2 transformers 1000kVA
20/0,5kV and one transformer 250kVA, 20/0,4kV.
3.2.3

Instrumentation

Terminal strips of compressors control panels cabinets.

3.3 ACTIVITIES TO PERFORM DURING EPCM


Main EPCM works include, but are not limited to:

Design of supplementary heating system, supplementary cooling system based on


requirements of Silica Gel adsorbent, i.e. supplementary heating & cooling systems will work
in addition to existing heating/cooling systems to achieve the process conditions required for
operation with Silica Gel adsorbent

Design of condensate stabilization and recovery package

Documentation required to obtain all the permits and approvals from authorities, including
construction permit;

Documentation for civil constructions: foundations for new equipment, steel structures, piping
systems, access ways, sewage system;

Engineering for piping systems;

Engineering for repairing works and rerate of adsorbers;

Engineering for new static and dynamic equipment;

Engineering for instrumentation and automation systems;

Engineering for electrical systems;

Procurement activities (preparation of PSP and definition of procurement packages,


preparation and submission of ITBs, BID tabulation, technical and commercial evaluations,
expediting, vendor follow-up, participation at FATs, participation to reception meeting
products on site);

Construction management (HSSE coordination and supervision; supervision of site works for
all disciplines during construction, pre-commissioning, commissioning, start-up and close out;
coordination of daily activities, daily reporting of site activities status and next steps).

For engineering activities (where is applicable) every document will be submitted to Petrom for
approval, at following phases:

The scope of work includes, but is not limited to the following activities
3.3.1

General
Operation and maintenance manual (including update of the manual for As-built);
SOW preparation for next phase (PCC contract);
RFQ for all equipment and materials to be developed as per OMV Petrom requirements.

3.3.2

Project management
Project coordination (bi-weekly meetings, MoMs, etc.) during engineering, procurement,
construction, pre-commissioning, commissioning and start-up;
Project planning and reporting (time schedule level III, including basis of schedule, monthly
reports, cost control, PSP updated);

Detail design drawings and MTO/BoQs;
Foundations plot plan and specifications.

Engineering for static equipment (specifications (if applicable) and datasheets);

3.3.14

Site activities

Site visit and collection of necessary data as input for BoD (Gas Composition bulletin will be
provided by Petrom after contract award);
Check of actual conditions to integrate new and old facilities (visual inspection);
On site review meeting for P&IDs and layout drawings;
Topographical survey;
HSSE Coordination and supervision;
Coordination and supervision of site activities during construction, pre-commissioning,
commissioning, start-up and close out;

3.4 WARANTIES
Contractor shall be responsible to provide and assure process warranty for design of this project.

3.5 DOCUMENTATION REQUIREMENTS


Project language is English. Documentation that will be submitted to authorities shall be prepared in
Romanian language. Operation and maintenance manual, including training documentation shall be
issued in Romanian language.
All the documents shall be prepared in accordance to OMV Petrom standards.
Detail engineering documentation package (Approved for Construction/fabrication) shall be submitted
in 3 hard copies and 1 DVD (both native files & pdf format).
Documentation As built shall be submitted in 3 hard copies and one DVD (both native files & pdf
format). As built documentation will be issued based on red marks and equipments data received
from suppliers & Construction Contractors. Contractor shall collect all the documentation from
Vendors and Construction Companies and include it in the Construction Book of the Plant.
As built documentation shall be done for new and existing facilities in the battery limits of contractor
scope. All the documents will be uploaded in EP-Connect. OMV Petrom will provide access to EPConnect portal.

Documentation to be submitted with the offer

Following documents shall be submitted with the offer:


Time schedule for EPCM (Level-III schedule based on logical relationships; developed using
Primavera);
CTRs split per discipline (including man-hours per discipline for each deliverable).
Quality plan and Quality certifications;
HSSE management plan;
Certifications for gas projects design (ANRE, IGSU, Insemex)
Organization chart;
Project execution plan;

3.5.2

Documentation Review Period

OMV Petrom documentation review is maximum 10 working days for 1st documents submission & 5
working days for next submissions. These activities shall be highlighted separately in the Time
schedule.

3.6 EXCLUSIONS
Engineering for fire and gas systems, SIS (ESD) system, security systems, PAGA systems,
telecommunications are excluded from Contractor SOW, as these systems are not being installed in
this project.
Condition assessment of existing equipment or piping. Only visual inspection to be performed by
Contractor for gathering of data.
Work permits will be issued by OMV Petrom.
Placing of purchase orders for procurement packages.

4. TIMELINE
4.1 OFFER PREPARATION
A joint site visit and clarification meeting will be performed before submission of offer, after 3-4
working days from issuance of ITB.

4.2 TIMELINE FOR EPCM EXECUTION


Contractor shall submit a level 3 time schedule showing the duration for each phase (engineering,
procurement, construction), including main project milestones and payment milestones. Shorter time
will be considered one of the main evaluation criterias.
