Syllabus

Segregation of white and Negro children in the public schools of a State solely
on the basis of race, pursuant to state laws permitting or requiring such
segregation, denies to Negro children the equal protection of the laws
guaranteed by the Fourteenth Amendment -- even though the physical facilities
and other "tangible" factors of white and Negro schools may be equal.

(a) The history of the Fourteenth Amendment is inconclusive as to its intended

effect on public education.

(b) The question presented in these cases must be determined not on the basis
of conditions existing when the Fourteenth Amendment was adopted, but in the
light of the full development of public education and its present place in
American life throughout the Nation.

(c) Where a State has undertaken to provide an opportunity for an education in

its public schools, such an opportunity is a right which must be made available
to all on equal terms.

(d) Segregation of children in public schools solely on the basis of race deprives
children of the minority group of equal educational opportunities, even though
the physical facilities and other "tangible" factors may be equal.

(e) The "separate but equal" doctrine adopted in Plessy v. Ferguson, 163 U.S.
537, has no place in the field of public education.

(f) The cases are restored to the docket for further argument on specified

Tags During offshore drilling on platforms or mobile
drilling rigs, a wide!diameter conductor pipe is
deployed and contains the drilling fluid as the drill
bit passes through the rock formations to reach
the hydrocarbon reserves in the reservoir. A range
of drilling techniques exist; one technique being
directional drilling which enables drilling to begin
several miles from the target area. When this
technique is adopted, wellheads can be grouped
together at one surface location and reserves
lying under environmentally sensitive areas can be
accessed remotely thus reducing the environmental
impact of drilling. We have successfully used this
technique in different fields including the Magnus
field offshore and at Wytch Farm onshore. In some
cases, our extended reach drilling has accessed
reserves over 10 km away ! breaking world records
for this type of activity.
The rock formations overlaying the reservoir
influence parameters such as well design and
drilling fluid choice. Drilling fluid may be water
based mud (essentially water, minerals and
chemical additives) or oil based mud, which
offers better performance in more demanding
rock strata and consequently a more efficient
drilling operation. Typically an average well can
take approximately 3!4 months to drill with this
time influenced by factors such as length of well,
complexity of geology and weather conditions.
18 new wells were completed in the North Sea
SPU in 2008.
The platform installation (the support for the
offshore facilities which process reservoir fluids) is
selected according to factors such as water depth,
pre!existing infrastructure, safety considerations
and intended field life. Sub!sea tiebacks are
increasingly used in the North Sea as they can
tie!in to existing surface infrastructure without
requiring their own support structure, however both
equipment and maintenance are costly. We employ
subsea tie!backs across the North Sea SPU, for
example in Eastern Trough Area Project (ETAP).

Most of the observed increase in global average tempera-
tures since the mid-20th century is very likely due to the
observed increase in anthropogenic GHG concentrations.8
This is an advance since the TAR’s conclusion that “most
of the observed warming over the last 50 years is likely to
have been due to the increase in GHG concentrations” (Fig-
ure 2.5). {WGI 9.4, SPM}
The observed widespread warming of the atmosphere and ocean,
together with ice mass loss, support the conclusion that it is ex-
tremely unlikely that global climate change of the past 50 years can
be explained without external forcing and very likely that it is not
due to known natural causes alone. During this period, the sum of
solar and volcanic forcings would likely have produced cooling,
not warming. Warming of the climate system has been detected in
changes in surface and atmospheric temperatures and in tempera-
tures of the upper several hundred metres of the ocean. The ob-
served pattern of tropospheric warming and stratospheric cooling
is very likely due to the combined influences of GHG increases and
stratospheric ozone depletion. It is likely that increases in GHG
concentrations alone would have caused more warming than ob-
served because volcanic and anthropogenic aerosols have offset
some warming that would otherwise have taken place. {WGI 2.9, 3.2,
3.4, 4.8, 5.2, 7.5, 9.4, 9.5, 9.7, TS.4.1, SPM}
It is likely that there has been significant anthropogenic
warming over the past 50 years averaged over each conti-
nent (except Antarctica) (Figure 2.5). {WGI 3.2, 9.4, SPM}
The observed patterns of warming, including greater warming
over land than over the ocean, and their changes over time, are
simulated only by models that include anthropogenic forcing. No
coupled global climate model that has used natural forcing only
has reproduced the continental mean warming trends in individual
continents (except Antarctica) over the second half of the 20th cen-
