Good morning, ladies and gentlemen.

This house strongly believes that


jeepneys should not be abolished. As the leader of the opposition, I first
would like to clarify the meaning of abolish. Abolish means to formally put an
end to a system, practice, or institution. Jeepney has been around for
hundreds of year in the Philippines and it plays a major part in the Philippines
system of public transportation which have become a ubiquitous symbol
of Philippine culture and art. It is an integral part of the foundation of culture
and development of commerce in the Philippines, needless to say that is
considered as one of the contributing factors that helped support the
backbones of the social infrastructure of the country.

Now, Ill go on to present the first argument of our team.

Our first argument was, jeepneys are considered as the cheapest


and most convenient mode of mass transportation. Because of its
open rear door design, picking up and dropping off is easy for both
passengers and drivers, they can stop anywhere unlike buses which might
eat up several lanes that might cause traffic. In which case, time
management blah blah. One may travel a mile to several miles for around 7
to 15 pesos only. Taking into consideration the underprivileged. Poverty limits
access to transport, and this greatly increases the burden in time and effort
of the underprivileged to acquire their everyday needs. Time taken up in
transporting basic necessities in turn reduces the effort that could be put into

more productive activities. Jeepney as a means of transport can therefore


bring substantial benefits to the underprivileged by giving them opportunity
to become more productive and by removing some of the restrictions on
economic development.

Our second argument was


Our third argument involves Volume-based and Behavior-Based. It is
important to recognize that there are two types of congestion in Metro
Manila: volume-based and behavior-based.
Volume-based congestion can and should be addressed through
capacity-management measures (constructing additional road
space), but it must be understood that most people on Metro
Manila roadways are there because they need to be there.
Volume can be reduced to a certain extent, but for the most part,
the same number of people will need to travel to the same
places, and at the same time, each day. And, as mentioned
above, it is a well-established fact that traffic volume will always
expand to meet the available capacity, which means that
building more roads is only part of the solution.
Behavior-based congestion, on the other hand, can be
significantly reduced much more quickly and at a much lower
cost. Enforcers are already employed and equipped, but they are
not being utilized effectively. Active enforcement, in which a
traffic policeman looks a driver directly in the eye and says You
cannot do that, backed by a properly managed system of tickets
and penalties, will result in order. And that order will result in
improved efficiency, safety and civility. Improving the efficiency
of the flow, through the simple act of enforcing traffic laws and
procedures, is the logical first step.

The status of the Jeepney can still retain the glory as the Cultural Icon of the
Philippines if the government will implement strict rules especially in the
major thoroughfares and leaders must have the political will to change the
landscape of the bustling and polluted metropolis to a clean, green, ecofriendly city with the Jeepneys and the Jeepney drivers as the symbol of our
countrys ingenuity and a hard working Filipino respectively.
