BALIUAG UNIVERSITY

Baliuag University began as Baliuag Institute in 1925, a small high school with only 75 students.
Baliuag Institute closed down during the Japanese occupation in 1941. It reopened two years
later and went on to offer Junior Normal and Liberal Arts, both two-year courses, in 1946.
In 1947, the government elevated the schools status from Institute to Junior College. Subsequent
developments like campus improvements, new course offerings, and yearly growth of student
population paved the way to another milestone Baliuag Junior College became Baliuag
Colleges in 1968.
In 2001, Baliuag Colleges was declared a university and granted a status of full autonomy by the
Commission on Higher Education. As a result, it has become a self-regulated institution with
most of its course offerings granted with Level III Course Accreditation Status. Such status gives
the Baliuag University the freedom to offer new academic programs without the need for the
approval of the Commission on Higher Education (CHED). This status speaks of CHEDs
confidence in Baliuag Universitys capability to sustain high-quality educational programs.
Today, Baliuag University offers elementary, high school, college and graduate programs. For its
students outstanding performance in board examinations, Baliuag University has been

repeatedly ranked by the Professional Regulation Commission among the top universities in
nursing, library science, engineering, and education board examinations.
Throughout its history, Baliuag University has stayed true to its founding vision, mission, and
guiding philosophy all of which play crucial roles in making Baliuag University one of the
most respected, most innovative, and leading academic institutions in the region.

OVERVIEW
The library is one of the major frontliners of an educational institution. The Baliuag University
(B.U.) Library now is far from the Baliuag Colleges (B.C.) Library of the fifties up to the
nineties. Many changes and improvements have already taken place in the library as the
University grows to meet global challenges.
During your stay in the University you will find that your life is not confined to the classroom, to
the textbooks and to the company of your classmates. You will also gain the company of
information resources and services of the library.
Reading opens up your eyes to new world that you may not possibly reach. It keeps you in
touch with ideas and events throughout the world. It transports you back to the past or projects
you into the future. Reading may not bring you instant wealth and happiness but through it you
may become a more mature, more informed and more responsible citizen of the world.

MISSION
The Baliuag University Library participates in the research and education program of the
university by selecting, organizing, preserving and conserving books and other materials of
contemporary interest and value for the education and intellectual stimulation of the entire
students, faculty and administrative staff, and to provide easy access to the collections through
retrieval tools and appropriate information services.

VISION

The Baliuag University Librarys librarians and information professionals find new ways of
developing effective and collaborative partnership with the faculty, students, and administrative
staff to be able to meet their diverse informational, research, educational and recreational needs.

GOALS
1. To provide materials and information services that are responsive to the needs of the
academic and non-academic community and ensure their maximum accessibility and
expeditious delivery.
2. To provide pleasant, safe, accessible and well-maintained building and facilities which
enhance the use of the librarys resources.
3. To develop and maintain an effective staff committed to the provision of quality service.
4. To facilitate public access to library collection and services and improve the efficiency of
library operations through the appropriate applicant of automated systems for information
retrieval, management and support services.

OBJECTIVES
1. To develop, organize, and maintain a collection of books, journals, government
documents, maps, pamphlets, pictures, photographs, newspaper clippings, computer files,
machine readable databases, videotapes, audiotapes, and other materials needed to meet
the information, research, instructional, and related needs of the students, faculty and
administrative staff.
2. To develop and maintain vigorous and discriminating programs for the identification,
selection, and acquisition of library materials needed to fulfill the librarys major
responsibilities of supporting the universitys research and instructional programs,
providing for information needs and advancement of learning.
3. To support university research and instruction programs by the preparation and
dissemination of bibliographic and reference guides and appropriate information services.
4. To recruit and maintain a library staff of highly qualified individuals capable of a
sustained level of high performance.
5. To perform the financial analysis and conduct the short and long range planning essential
to the determination of the financial needs of the library and to the judicious use of funds
received.

6. To publicize and promote awareness and use of the librarys resources and services to
students, faculty and administrative staff through public relations programs and staff
participation to campus activities.
7. To explore and implement increased means for cooperative with other libraries on a
regional, national, and international basis with regard to collection development
programs, reference and information services, technical processes and interlibrary
lending, particularly through the adaptation of computerized systems.
8. To encourage and support, at all levels of the library staff, a lively interest in the pursuit
of inquiry, whether practical or theoretical in scope, with a view to the constant
enhancement of the librarys programs and services and the professional growth of its
staff.
To achieve these objectives, the library must constantly strive for:

SERVICES OFFERED

Bibliographic Service Every quarter, the library distributes Annotated List of New
Acquisitions and a Bibliography of Classified New Books / Revised Titles to deans of
colleges and heads of departments.

Book Display A book


display, one of the regular library features, is found in
every section of the library.
The new books are placed on display for browsing for a
period of time before they are finally put into circulation.

Automated Circulation Check-in and check-out of books are computerized. It


records loan transactions of all kinds including statistics of use.

Online Public Access Catalog (OPAC) This facilitates the retrieval of appropriate
materials on specific topics using the computer instead of the traditional card catalog.

Customer Service The Reference and Information Service Section provides personal
assistance to every library customer to be able to meet his information needs.

Library Tour The library in coordination with the English Department conducts
students library tour to the different library sections.

Vertical File Materials These include clippings, pamphlets, brochures, booklets which
are arranged in alphabetical order by subject. You will find these materials at the
Reference Section.

Picture Collection This is located at the Reference Section which includes all kinds of
mounted pictures on all subjects, such as plants, animals, churches, forests, etc.

Query File This is a collection of queries received and answered by the reference
librarian. This file is arranged alphabetically according to topic.

Photograph Collection This is a collection of old and new photographs on different


occasions and celebrations at Baliuag U. This is located at the Archives Section.

Information Commons Information Commons is a place where one can find resources on
how to write a paper or troubleshoot a computer or network problem, access numerous
databases, or the librarys online catalog, navigate the Internet to visit websites, and use selected
software to research. Information Commons is library-centric, meaning it is owned and overseen
by library staff even though combining library and computer-lab resources. This is located at the
first floor of the Library.
Circulation / Reserve Section The Circulation Section follows the open-shelf
system.
This is
located at the second floor of the Library. This section contains the bulk of the
library collection. It houses the collection of books in computer science, history,
psychology, social
sciences, engineering,
nursing, education, and
other allied
fields. Textbooks, supplementary reading books, self-education books and fiction books are also
found in this section.
Filipiniana Section This section houses a collection of publications
about the Philippines
regardless of author and imprint, works written by Filipinos and materials written
in the
Filipino language in
the form of books, periodicals, pamphlets, etc. This is located at the
second floor of the library.
Reference Section Materials found in this section are for inside use only. Books
found in
this section comprise different kinds of dictionaries, encyclopedias, directories, manuals,
atlases, yearbooks, almanacs, indices, bibliography, and non-book materials that include maps,
globes, and vertical files of clippings, pamphlets, leaflets and ephemeral materials. Books in
this section give vital information on the field of research. The section is located at the 3rd floor.
Periodical Section This section holds current and back
issues of selected foreign
professional journals. Local professional journals can be found at the Filipiniana Section.
Multimedia Kiosk Reference books in digital format are located in the Multimedia Kiosk
under the label Electronic Resources. They can be accessed through the computers in the
Multimedia Kiosk. CD-ROMs, VCDs and DVDs can also be viewed in this section. This section
is located at the 3rd floor of the library inside the Reference Section.
Baliwag Studies Center B.U.s Baliwag Studies Center (BSC) is designed to serve as the
custodian of Baliwag heritage and culture. It also serves as the repository of materials relevant to
the study of Baliwag history and culture. The BSC
through careful planning and
management envisions to build an extensive and reputable archival and local history collections
that caters to the needs of students, researchers, and scholars. This is located at the third floor of
the library building integrated with the university archives.

University Archives University Archives is located at the third floor of the library which
houses the organizational and social records of Baliuag University contained in programs,
photographs, memoranda, memorabilia, artifacts and other materials of historical value
accumulated by B.U. over the years.
CBAA Library This satellite library houses the collection of books, journals, research
journals, baby theses and computer terminals that will be useful to undergraduate students,
faculty of business administration and personnel. Books can be borrowed for one week while
baby theses are for room use only. This section is located in Annex III Campus along Gil Carlos
St.
Graduate Studies Library This is another satellite library that houses the collection of books,
research journals, theses and dissertations and computer terminals that is useful to graduate
students, faculty of graduate studies and also to the researchers. Books can be borrowed for one
week while the theses and dissertations are for room use only. This is located in Annex III.
High School and Grade School Libraries These are libraries that specialize in childrens and
young adults books and other library materials that can be used by elementary pupils and high
school students. These two separate libraries are located at the Basic Education campus.

Rules and Regulations


WHO MAY USE THE RESOURCES AND SERVICES OF THE LIBRARIES
All bona fide B.U. students, Faculty/Employees, officials, Alumni and other
researchers outsides of BU are subject to approval.
NUMBER OF ALLOWABLE BOOK LOANS

5 books per week subject to renewal
Faculty/Employees:
5 books per week subject to renewal
Administration Officials:

Renewals shall be allowed on conditions that:
1.) No one else among the legitimate library users needs or
wants to borrow the
same material/s;

2.) The material/s is/are not overdue.


GENERAL REFERENCE BOOKS, FILIPINIANA, SERIALS, THESES AND
VF CLIPPINGS
Reference Books such as encyclopedias, dictionaries, etc.
including Fiipiniana, Serials, Theses and VF Clippings are for room use
only. With permission, they may be borrowed for photocopying
provided that it is done at the bookstore.
GENERALS REFERENCE BOOKS, FILIANIANA, SERIALS, THESES
AND VF CLIPPINGS
Electronic resources such as VCDs and DVDs are viewed inside
the Multimedia Kiosk only. For large group viewing it can be loaned out
to the faculty for classroom use only.
Audiovisuals such as VHS, transparencies can be borrowed out of
the library and be viewed inside the campus only. Only teachers are
allowed to borrow.
ARCHIVAL MATERIALS
Photos, personal books and journals of the university officials,
copies of program can be borrowed by authorized personnel only.
INFORMATION COMMONS
Information Commons is a faculty and student development
center for out of the classroom activities for teaching and learning. It
constitutes a technologically rich environment including high speed
networks and public access computer.
REQUIREMENT(S) FOR USING THE COLLECTIONS OF THE
LIBRARIES
1. BU students
1.1 The library card and ID card are required for all
transactions with any unit of the University library.
1.2 The ID & the library card are non-transferrable.
Anybody caught presenting an ID that is not his own shall
be subject to the following sanctions:
1st Offense: Warning
2nd Offense: To be met by the Student Affairs Office
(SAO) based on a report to be filed by the library.
