Subject: Complaint against Raj Krishan Sharma, Lifetime President, Aradhana Mission
cum Astrologer, working as Section Officer (Legal and Recovery), Haryana Khadi and VI
Board, Panchkula in class three category, for the violation of 195-A, 188 with many other
sections of IPC read with the Code of Conduct for Government servants.
Greetings,
It is humbly submitted that:
1. A mail was sent by Raj Krishan Sharma, which was received by the Ambala Police
on March 2, 2016 and same was investigated by the SHO, Police Station, Sector-5,
Panchkula, whereas I have submitted my strong protest against false, fabricated
and baseless allegations, hence his complaint was filed, again he faxed similar
complaints to SP, Jhajjar on 13-4-2016, when decision on same complaint was
conveyed by the DCP, Panchkula to DGP, Haryana vide their letter No. 570-P dated
30-3-2016 and 598-P dated 4-4-2016, hence again Raj Krishan Sharma circulated
similar facts with separate Authority SP, Jhajjar, with bad intention, to harass and
harm my reputation, committing serious offense under 195-A read with other
sections, without any solid evidences and proof. It would also be pertinent to
mention here that I am a social activist, always worried about social fabric of the
society along with the upliftment of all downtrodden people including entitled
persons of my Jat caste, I feel pride on my caste and community, Whereas I have
moved many petitions including Haryana Human Rights Commission, adopting all
legal measures, keeping in view the limitation of my human and civil rights.

said society, whereas under this banner along with one of the member Vinod, claims
to be a Secretary to Raj Krishan Sharma, they charged unaccountable and
undisclosed amounts, like Rs. 100/- as token fee a entrance amount, to meet with Raj
Krishan Sharma and then Rs. 500/- as personal consultation fee, besides it Raj
Krishan Sharma, accepting donation, gift and presentation under the name of God
and Goddess, likewise he is charging big amounts in the name of puja, misguiding
and cheating public, playing with their religious emotions, faith and believes,
without any receipt. It would also be pertinent to mention here that he has earned
disclosed and undisclosed movable and immovable property and assets, adopting
unlawful tactics, besides it he is misusing H. No. 690, Sector-11, Panchkula,
breaching the terms and conditions of the HUDA, using the said premises for
personnel gain and profit, while performing his side business and commercial
activities of jyotish. It would also be pertinent to mention here that he never
disclosed actual income from all resources like side business, private partnership
and investments, hence his property and income tax return needs to be examined,
keeping in view his source of income.
Raj Krishan Sharma, a habitual offenders with biased and sick, criminal mentality,
lodged many baseless complaints, which were filed by the concerned Authorities,
being a class three Government official, he is a duty bound read with the code of
conduct, terms and conditions of his appointment as Section Officer in Haryana
Khadi Board, scientific investigations required, to bring out the truth, like lie
detector, brain mapping, polygraph and Narco test, upon Raj Krishan Sharma
along with his Secretary Vinod.
I strongly opposed all baseless allegations; he used to impose upon me always,
without any legal permission and Authority, being Government servant, concealing
these facts, impersonation as well. It would also be pertinent to mention here that
Raj Krishan Sharma misguided Panchkula Police, disclosing my personnel
informations without KVIB consent and permission, misusing the office of the
Secretary, whereas I never called him Bin Laden and Asha Ram, without any legal
reasons, he managed FIR No. 41 dated 9-2-2015 and same was cancelled by the
Police as their own.
Many Authorities are involved in, to investigate, affidavit submitted and allegations
leveled against him but he always trying to manage the complainants, whereas
points and allegations leveled against him, never been investigated.
I have moved petition before the Chairman, Haryana Human Rights Commission
because the post of Lokayukta is laying vacant, exposing mal practices, biased,
harassment, defamation, great hardship, criminal conspiracy and unlawful tactics,
adopting by Raj Krishan Sharma, to motivate myself to commit suicide, besides it
he is a responsible for major financial loss, while I was in service.

7. All his false and baseless allegations proved but he never booked by the Police for
his unlawful activities for extortion read with many other sections of IPC including
section 195-A of IPC, Threatening any person to give false evidence : Whoever
threatens another with any injury to his person, reputation or property or to the
person or reputation of any one in whom that person is interested, with intent to
cause that person to give false evidence shall be punished with imprisonment of
either description for a term which may extend to seven years, or with fine, or with
both; and if innocent person is convicted and sentenced in consequence of such false
evidence, with death or imprisonment for more than seven years, the person who
threatens shall be punished with the same punishment and sentence in the same
manner and to the same extent such innocent person is punished and sentenced.
8. Raj Krishan Sharma is an offenders of the ignoring the instructions issued by the
Chief Secretary to Govt. of Haryana, on 6-12-2001 read with his unlawful comments
during 2006 and as on 15-12-2009, while dealing my service matters. It would also
be pertinent to mention here that Raj Krishan Sharma concealed the facts about
recognition of Sarvodaya Hospital, Faridabad, past practice for confirmation of
sickness through Civil Surgeon, agreement executed between Board with Suppliers,
rules for subsistence allowances during the period of suspension, annual reports of
Lokayukta for the period of 2010-11 and 2012-13, compelled me to move voluntarily
retirement at the time of promotion before 5 years.
9. I am law abiding citizen, earned International reputation and recognition, in the
field of animal rights and their welfare, all around Universe, many times my name
has been considered for Padma awards, by the Ministry of Home Affairs, whereas I
also offer myself for all kinds of scientific investigations, as I demand for Raj
Krishan Sharma with his Secretary Vinod.
As per information gathered through RTI Act, 2005, Government servant can get 75 %
of pay, during suspension period beyond six months and then increase as per rules,
likewise Raj Krishan Sharma endorsed this facts, while dealing the matter of Anil
Singh Dalal, Clerk of the Haryana Khadi and VI Board, whereas he was duty bound to
act as per law, while dealing my service matters but he always applied double
standards, concealed facts, misguided his senior officers including CM window.
Now I have retired from Government service and have legal and human rights to
settled down with peace, respect and dignity but due to baseless and false allegations of
Raj Krishan Sharma, my mental peace and family life disturbed, became sick due to
unnecessary harassment and mental torture, whereas service benefits, like gratuity
portion and illegal deduction of pay, legal subsistence allowances are also not given yet,
to settle my responsibilities towards family and society.
Hence strong legal action required against said Raj Krishan Sharma and personnel
hearing may kindly be allowed to explain my grievances. It would also be pertinent to

mention here that I am depressed with the functioning of system, delay tactics of biased
person like Raj Krishan Sharma, if anything cause harm to my life, then Raj Krishan
Sharma along with all other officials of the system, co-accused with him, while
mishandling my matters, be hold responsible and accountable for any loss of health and
life. It is further submitted that I have legal and human rights for natural justice, hence
all legal opportunities and personnel appearance may kindly be given and settle down
all my claims with in time frame.

This is to inform you that one Sh.Naresh Kumar Kadian s/o Sh.Om
Parkash R/o C-38 Rose Apartment, Sector 14, Parshant Vihar, Rohini, Delhi110085, Mob. No. 09813010595 is misutilising your name to his personal gains in
India. He is collecting money from public and Govt. Institutions which shows
that his society is associated with OIPA.
Animal Welfare Division, Ministry of Environment & Forests, Govt. of
India, New Delhi grant him Rs. 11,25,000/- for construction of shelter houses
for animals but he misutilized this fund for construct his personal building on
his personal land.
You are requested to initiate legal action against him. Scanned copy of
the booklet being maintained by Sh.Naresh Kadian, wherein, he is using the
name of OIPA is being attached herewith.

From the perusal of the contents of the booklet, it shows that it is

nothing but an attempt by Sh.Naresh Kadian to promote himself.
