All the information entered by the user in the Data-Entry Tool to be in UPPERCASE.
The format for Date field Entry should always be : dd/mm/yyyy
The records being entered by the user needs to be displayed at the lower end of the interface.
Incremental Search Option (based on Admission No., Name, Father Name & Village) needs to
be made available to search for already entered records.
e) The complete Village / Purpose list is not available in the Tool, this shall be provided by the
Head Office.
f) Opening of new submenu window for different modules/menus should be on center as
currently same has to be kept centered by dragging.
g) Records entered in different modules ( Member, Loans, Sundry etc.) should be made available
for viewing along with create and update button through browsing window along with search
option. This option is not available in any of the modules.

Create Member Interface

Member Admission No. : At the Initial Data Entry Stage, it is proposed to use Alphanumeric
Admission Number, as the same is prevalent in the Primary Bank records. Combination of State ID,
District ID, PADB ID alongwith the Admission Number (as discussed) shall create obstacles and
reduce the Data-Entry speed. What we can do is, along-with the Admission Number (combination of
PADB Id with running Sequence Number) entered by the User, a numeric New Admission Id
(combination of above components) can be generated by the system. Once, the users become
aware / conversant with the CCBS working, use of old Admission Number can be stopped.

A newly bifurcated Primary Bank (child) can have Admission Ids from both : child and parent Primary
Banks, depending upon the villages transferred from the parent to the child Primary Bank. For example :
Say for example, Rajpura Primary Bank is to be bifurcated to some new Primary Bank, say X. Certain
number of villages (which originally were under Rajpura, shall be transferred to X, for area of operation.
Now, all the A-Class Members, from the transferred villages and with RPJ as PADB Id, shall hence-forth
avail loan from the newly created PADB. These transferred members, who were already members of
Rajpura will now become A Class members of the new Primary Bank, but without any change in their
Admission Ids. The Data-Entry Tool does not have provision to enter such members. Most of the Primary
Banks have such type of A Class members in their membership list.

Title : The Title field needs to use the Indian form of salutation, with default value of Sh.. Hence,
Mr. & Mrs. Needs to be replaced with Sh. & Smt.. Along-with the above, another salutation : S.
for Sardar needs to be incorporated in the drop down list.

Birth Date : In order to effect fast data-entry, the Birth Date field needs to be in the DD/MM/YYYY
format, with proper validations incorporated.

Membership Type : A new field, Membership Type, needs to be incorporated in the Interface, with
options of : Individual, Cooperative Society & Institution. The Primary Bank can advance loans to

Cooperative Society or even to an Institution. The Punjab State Tubewell Corporation & The Punjab
State Electricity Board are the members of the Bank and can avail loan. In such cases the fields :
Father/Husband Name & Mothers Name need to be skipped. The default value of Membership
Type shall be Individual in almost all the cases.
Personal Information Tab

Nature of Member : Instead of Nature of Member field having : General/ Others option, Religion
field with options of : Hindu, Sikh, Muslim, Christian & Others, needs to be incorporated.

Annual Income : The annual income of the member or his repaying capacity is generally made
available only at the time of his availing loan from the Primary Bank. The same is also verified by the
Bank official : Field Officer, while preparing the Loan Case. At the time of acquiring membership of
the Primary Bank, this information is not recorded in the Ledgers, hence not available. The field may
be shifted to the Loan Interface.

Address Tab

Address 1 & Address 2 : The address in Rural Areas of the State is just a combination of : Village;
Tehsil; Post Office, hence there are no Lane or Street or Flat. The members / loanees are identified
based on villages. Incase, Address 1 is to be made mandatory, a field Address Type, having option
of : Rural / Urban, may be incorporated in the interface, prior to entry of Address field. Based on
user choice / selection, the Address 1 field may be populated in case of Rural or details got entered
from the user, incase of Urban. Further, the Post Office field needs to be incorporate for Rural
Address and City for Urban Addresses. Another field : E-Mail needs to be incorporated in the
Interface to capture the E-Mail Addresses of Tech-Savy A-Class Members

Selection of villages by the user from the Village field Drop Down list should be based on Multiple
Character Search. Currently, there is single character search available.
Share Details Tab

Gl Head: The GL Head drop down list should only accommodate two GL Heads : SHARE SUSPENSE &
SHARE CAPITAL OF MEMBERS, with default on the later. State Govt. can only subscribe to the Shares
of the Apex Bank and not the Primary Banks

Opening Date : The Opening Date should be in dd/mm/yyyy format and the label be replaced by
Membership Date.

Any customer of the Primary Bank is admitted as A-Class member, if and only if he is referred by
another A-Class member. Under such circumstances the Details of the proposer viz. Admission Id,
Name & Address, also needs to be captured.

The Nominee of the Loanee can either be an A-Class member or he/she can be any general person or
even a minor. In such cases, a separate checkbox may be added on the interface : Member. Incase, the
Nominee of the Loanee himself / herself is also an A-Class member, the information can be extracted
from the List of Values on the field : Admission Id, other-wise the form is required to be filled-in by the
user.

Birth Date : The Birth Date of the Nominee being captured should be in dd/mm/yyyy format. Incase,
the Birth Date of the Nominee is not known, his/her Age is required to be filled in.

Address 1 & Address 2 : As intimated above, a field Address Type, having option of : Rural / Urban,
may be incorporated in the interface, prior to entry of Address fields. Based on user choice /
selection, the Address 1 field may be populated in case of Rural or details got entered from the
user, incase of Urban.

An A-Class member can have multiple Nominees. However, the sum of share% of all the Nominees
defined should not be more than 100%. Majority of the Membership cases have a single nominee but
there are members having two or more than two nominees. The Data-Entry Tool prohibits entry of more
than One Nominee.

Nomination Date : Nomination Date should be in dd/mm/yyyy format.

Letter No. & Letter Date : The fields Letter No. and Letter Date are not required, hence may be
deleted from the Interface.

Relationship with A/c holder: When we select gender as female, this option should show sister,
mother, niece etc . This option should change according to gender.

Loan Interface

Based on the user selection of Major Purpose & GL Head or Sub-Purpose, the Duration (in months),
Total No. of Instalments, Instalment Frequency, Grace period (in months) field are populated. But,
as intimated earlier, since the finalization of Repayment Schedule in year 2011, the tenure/ period
of all the Schemes under which loans are being advanced by the Primary Banks, have been fixed.
Loans advanced by the Primary Banks prior to the above period may have varying tenure for the
same purpose. Like, certain Primary Banks may have Dairy Loan for 6 years, Commercial Dairy for 8
year etc. instead of actual 5 years and 7 years. Hence, provision needs to be kept in the Data Entry
Tool to accept such cases(e.g. fields for duration , total no. of instt., grace period should be kept
editable as in the case of ROI)

The Data-Entry Tool does not have the provision of entering Joint Loan Cases, where two or more AClass Members combine to avail a larger amount of Loan from the Primary Bank. In such cases, the
combined property details mortgaged needs to be captured. Only single member loan cases can be
entered in the Data-Entry Tool.

Already entered Loan Cases by the user, through this Data-Entry Tool, needs to be displayed on the
lower end of the Interface so as to ascertain the last entered record and no duplicates are entered.

Admission No. : The Admission Number is required to be selectable from the separate search
window (with search option on Name, Admission No. ,Village etc.) and not enterable by the user.
Since, only A-Class members of the Primary Bank are allowed to avail loans, the authorised A-Class
members need to be made availing in a separate search window (search criteria Name, Admission
No. ,Village etc .)

While modifying the already entered loan cases, the Name of Customer vanishes from the Interface.

The Penal Rate of Interest (ROI) should not be made mandatory as the information may not exist for
old loan cases in the manual ledgers.

The Land / Property details Text Box needs to be able to capture complete Khasra No. of the
property mortgaged (must use Text Area instead of Text Box).In certain cases there are more than
100 Khasra Nos..

Moreover, it is not always that the agricultural property is mortgaged by the Bank, the value of
Machinery, commercial/residential plot, other property or the Assets ( e.g. fishery ponds, poultry
farms etc.) being created, can also be mortgaged by the Loanee. Hence, provision for capturing the
Security Type, Security Details and it Value need be made in the Tool.
The loanee can also be a Co-Sharer in the joint property, if the same is being offered for mortgage.
In such a case the details of joint property are required to be captured. Even, third party's land can
be mortgaged by the Loanee, hence details, whether the land (security provided) belong to the

loanee or third party need to be captured. Also, whether the third party is a member of the Bank
his Admission No. details need to be captured.
The Hadbast No. & Encumbrance Certificate Date of the land being mortgaged needs to be captured
but the same should not be made mandatory. If available, the same can be entered.

Sundry Account Interface


The Sundry Account of any Primary Bank can be Sub-Ledgers / Personal Ledgers for Employees of the
Primary Bank and the Loanees, hence details of both need to be captured through the Tool . The Old
Account Number needs to incorporate search by Name and Admission / Employee Id for getting the
information on the Interface.

Opening Date : The Opening Date or the Membership Date should be in dd/mm/yyyy format and
need to be extracted from the already entered Member details, in case of Loanees.

Address 1 & Address 2 : As intimated earlier, a field Address Type, having option of : Rural /
Urban, may be incorporated in the interface, prior to entry of Address fields. Based on user choice /
selection, the Address 1 field may be populated in case of Rural or details got entered from the
user, incase of Urban.

Investment Account Interface :

Being the branches of Head Office but with independent identity, for the advancement of
agricultural loans, the Primary Banks are bound to invest, any extra available amount, in the Fixed
Deposits of the Head Office. On the contrary, each Primary Bank is bound to maintain an Account
(called Deposit Account) with the Head Office for managing day-to-day financial transactions.
Primary Banks earn 7% saving Bank Interest on the minimum monthly balance on the above
account. Going by the above, Re-investment Plan, Name of Institution, Amount Invested, Certificate
No., Period (in months and days), Maturity Value etc. holds good only when Fixed Deposit with
SADB Option is selected by the user. In case of Deposit A/c with SADB, only the field Closing Balance
holds good.

Borrowing Account Creation:

The Information can be provided by the Head Office after getting it validated from the Primary
Banks. The borrowing information is rarely available from Primary Banks.
The borrowing Agency for PADBs is only the Head Office but for SADB at present it is NABARD
(provision to add other Agencies for SADB should be there).

Based on the Repayment schedule provided, the various purposes need to be grouped under
Schematic, Rural Housing, KCC etc. and updated in the dropdown list on the field purpose of
borrowing.
Borrowing Reference No., Name of borrowing and purpose field are not clear.
