1.1

INTRODUCTION

PURPOSE

MWH Americas, Inc. (MWH) is a consultant for the Acme-Rockford Group, an


unincorporated association of parties allegedly liable for response action at the Acme Solvent
Reclaiming, Inc. Site in Rockford, Illinois (Site). The Site location is shown in Figure 1.
The purpose of this report is to document the remedial system construction activities
performed at the Site. This report presents a summary of construction activities and as-built
drawings for the full-scale soil vapor extraction (SVE) and air sparge (AS) systems.
Construction activities detailed in this report were performed in accordance with the
specifications of the Remedial Action Work Plan (RAWP) (MWH, December 2009).
This Construction Completion Report (CCR) was prepared utilizing information from the
following documents that are also listed in the reference section of this report:

OBJECTIVES

The objectives of the remedial activities for the Site, as outlined in the ROR are to:

Prevent potential human contact with contaminated groundwater through the institution
of a municipal ordinance to prohibit usage of groundwater in or from the groundwater
contaminant plume beneath and downgradient from the Site;

Remediate contaminated soil to below Site specific Tier 2 Soil Remediation Objectives
(SROs) for the soil component of the groundwater ingestion exposure route;

Remediate contaminated soil to below the Tiered Approach to Corrective Action


Objectives (TACO) Tier 1 values for the ingestion exposure route;

Remediate contaminated soil to below the TACO Tier 1 values for the inhalation
exposure route;

Evaluate residual concentrations of volatile organic compounds (VOCs) in the soil by


conducting confirmation soil sampling after the extracted vapors, sampled by a photo
ionization detector, shows that the VOC removal rate has reached asymptotic
concentrations;

Monitor remedial progress by measuring total mass removed by the SVE/AS system;
and

Provide a report to the Illinois Environmental Protection Agency (IEPA) summarizing


the history of operation of the SVE/AS system and tables summarizing the
confirmation soil sampling results and the mass removal sampling results. The report
will be prepared when mass removal rate has reached an asymptotic state.

SROs for the chemicals of potential concern at the Site are listed in Table 8 of the ROR. Soil
confirmation samples will be collected by geoprobe at eight locations shown on Figure 9 of
the ROR and will be analyzed for VOCs. All of the objectives listed above are defined in
greater detail in Section 3.2 of the ROR.

1.4 PROJECT TEAM WORK RESPONSIBILITIES


MWH oversaw the construction of the SVE/AS system and the commissioning of the
SVE/AS system. Maple Leaf Environmental Equipments, Inc. (MLEEs) out of Brockville,
Ontario, engineered the SVE/AS system and pre-assembled the equipment building
components and the logic control panel. MLEEs SVE system included a thermal oxidizer

that was engineered and manufactured by Intellishare Environmental Clean Air Solutions out
of Menomonie, Wisconsin. The oxidizer was assembled on Site and integrated electrically
and mechanically with the equipment building and utilities.
The mechanical contractor, Midwest of Byron, Illinois and electrical contractor, Ballard of
Rockford, Illinois assisted with placement and assembly of the equipment building and
oxidizer. Ballard installed the electrical wiring for all the oxidizers sensor switches,
thermocouples, temperature and pressure gauges and installed conduit and electrical cable to
the control panel located inside the equipment building. Midwest installed the equipment
building and installed the vapor conveyance piping, natural gas piping, and SVE extraction
conveyance hosing.

2.0

SUMMARY OF CONSTRUCTION ACTIVITES

This section describes the tasks conducted by MWH and its subcontractors as part of the
construction activities associated with the installation of the SVE/AS systems at the Site.
Construction began on September 10, 2010 and was completed on October 18, 2010.
Commissioning of the SVE system occurred during October 18 thru 21, 2010. The system
formally began operations on October 21, 2010.
A photographic log is included in Appendix A and the as-built record drawings are included
in Appendix B.
2.1

HEALTH AND SAFETY

The Health and Safety Plan (HASP) associated with the construction activities for the
SVE/AS remedial systems is provided in the RAWP (MWH, December 2009).
2.2

SITE SECURITY

A chain-link fence was installed along the perimeter of the Site during pilot study activities
in 2009. An informational sign was posted at the northwest and east sides of the fence that
directed the public to the Rockford Public Library and the ACMEcleanup.com website for
more information.
2.3

SITE PREPARATION

To allow access to the locations of SVE/AS wells, the equipment building, and the oxidizer,
the Site was prepared by removing oversized brush and mowing grassy areas. This task was
performed on September 10, 2010.
Prior to drilling activities, a Joint Utility Locating Information for Excavators (JULIE)
request provided utility location information.
2.4

AIR PERMIT

The IEPA air permit was issued October 12, 2010 for 12-month operation of the full scale
SVE system controlled by an oxidizer. Guidelines and compliance sampling requirements
outlined in the permit were followed during the system commissioning and monthly
monitoring activities.
2.5

SITE SURVEYS

On September 13, 2010, Missman Stanley of Rockford, Illinois was at the Site to conduct
surveying activities. Missman Stanley surveyed the proposed locations and grade elevations
for the SVE wells, AS wells, vapor monitoring points (VMPs), the equipment building, and
the oxidizer.
On January 5, 2011, Missman Stanley returned to the Site and surveyed as-built locations
and grades of the SVE wells, AS wells, VMPs, equipment building, and oxidizer.

WELL INSTALLATION

The SVE wells, AS wells and VMPs were installed from September 22, 2010 to
October 1, 2010 by TSC. The well installation activities were overseen by a MWH field
technician.
2.6.1 SVE Wells
The SVE well locations are shown on Sheet 4 of Appendix B-1. Well construction diagrams
are provided in Appendix C. Two wells, SVE-01S and SVE-02D, were installed during the
pilot study in 2009 and have been incorporated into the full-scale SVE system. A total of 21
SVE wells are utilized for vapor extraction in this SVE/AS system.
In 2010, 19 SVE wells (SVE-03S through SVE-22D) were installed with a 4-inch (inner
diameter) hollow-stem auger resulting in an eight-inch borehole. The wells were constructed
with three-inch diameter polyvinyl chloride (PVC) pipe with three-inch diameter PVC
screens placed at the bottom of each SVE boring. The screens were ten-feet in length with a
slot size of 0.010-inches. The annular space within the borehole was filled from the bottom
to one foot above the top of the screen with silica sand. A one-foot thick seal of 3/8-inch
bentonite chips was installed above the sand pack, and the remainder of the annular space
above the bentonite seal to the ground surface was filled with 20 percent solids bentonite
grout.
The following nine SVE wells (SVE-03S, SVE-04S, SVE-05S, SVE-06S, SVE-07S,
SVE-08S, SVE-09S, SVE-10S and SVE-11S) are screened in the shallow sandy layer with
total well depths between 19 and 21 feet below ground surface (bgs), and are defined as
shallow wells.
The following ten SVE wells (SVE-12D, SVE-13D, SVE-14D, SVE-15D, SVE-16D,
SVE-17D, SVE-18D, SVE-19D, SVE-20D and SVE-21D) are screened in the deep sandy
layer with total well depths between 33 and 35 feet bgs, and are defined as deep wells.
2.6.2 Air Sparge Points
AS well locations are shown on Sheet 4 of Appendix B-1. Well construction diagrams are
provided in Appendix C. One AS well, AS-01, was installed during the pilot study in 2009 at
an approximate depth of 42 feet bgs and has been incorporated into the full-scale system. A
total of four AS wells are utilized for air sparging locations in this SVE/AS system.
In 2010, three AS wells (AS-02, AS-03 and AS-04) were constructed with two-inch diameter
PVC pipe to a depth of approximately 42 feet bgs. A four-foot screen with a slot size of
0.010-inches was installed at the bottom of each well. The AS points were installed with a
4-inch (inner diameter) hollow-stem auger resulting in an eight-inch borehole. The annular
space within the borehole was filled from the bottom to one foot above the top of the screen
with silica sand. A one-foot thick seal of 3/8-inch bentonite chips was installed above the
sand pack, and the remainder of the annular space above the bentonite seal to the ground
surface was filled with 20 percent solids bentonite grout.

2.6.3 Vapor Monitoring Points


The VMP locations are shown on Sheet 4 of Appendix B-1. Well construction diagrams are
provided in Appendix C. VMP-01S, VMP-02S, VMP-03D, and VMP-04D were installed
during the pilot study in 2009 and have been incorporated into the full-scale system. A total
of 12 VMP locations are utilized to monitor the radius of influence of the applied vacuum
across this SVE/AS system.
In 2010, eight additional vapor monitoring points (VMP-05S, VMP-06S, VMP-07S, VMP08D, VMP-09D, VMP-10D, VMP-11D, and VMP-12D) were installed to monitor the radius
of influence of the applied vacuum of the SVE system and were installed at varying distances
from the SVE wells. The VMPs were constructed of one-inch diameter PVC and installed
with two-inch diameter flight auger resulting in a four-inch borehole. A one-foot screen with
slot size of 0.010-inches was installed at the bottom of each VMP. The annular space within
the borehole was filled from the bottom to one foot above the top of the screen with silica
sand. A one-foot thick seal of 3/8-inch bentonite chips was installed above the sand pack,
and the remainder of the annular space above the bentonite seal to the ground surface was
filled with 20 percent solids bentonite grout.
The shallow VMP points are screened from approximately nine to ten feet bgs and include
VMP-01S, VMP-02S, VMP-05S, VMP-06S and VMP-07S.
The deep VMP points are screened from approximately 29 to 30 feet bgs and include
VMP-03D, VMP-04D, VMP-08D, VMP-09D, VMP-10D, VMP-11D, and VMP-12D.
2.7 CONVEYANCE HOSE AND MANIFOLD
The AS and SVE conveyance hoses are two-inch flexible PVC hose with cam-lock fittings.
The conveyance hoses were installed by Midwest above grade and connect each well to a
manifold located inside the equipment building. Inside the equipment building, each
SVE well has a dedicated riser pipe with a sample port, vacuum gauge, and differential
pressure gauge (used to calculate the flow). Each AS well has a dedicated manifold with a
flow meter and a pressure gauge. Refer to MLEEs as-built drawings in Appendix B-2 for
more information.
The hoses for connecting each SVE and AS well to the manifolds were delivered to the Site
on October 15, 2010 and connected the same day.
2.8

EQUIPMENT INSTALLATION

On October 4, 2010, the equipment building and oxidizer were delivered to the Site. A crane
was utilized to lift and place the building and the oxidizer chamber component into the
permanent location. Mechanical contractor, Midwest and electrical contractor, Ballard
assisted with placement and assembly of the building and oxidizer. MWH reviewed the
system components to verify that all system components were constructed in accordance
with the approved designs.

2.8.1 Equipment Building


The equipment building was prefabricated by MLEE prior to delivery to the Site. The
building is an eight-foot by 30-foot modified shipping container that contains all process
equipment (except the thermal oxidizer), electrical, heating and ventilation systems. The
interior space of the building is divided into two rooms the equipment room and the
electrical/control room.
The electrical/control room is seven-feet by eight-feet and contains the air compressor and
heat exchanger for the AS system, electrical panel, security camera interface and the
programmable logic controller (PLC).
The AS air compressor (C-2201) is a Sutorbilt model 2M-RHC that is 1 horsepower (HP),
38 standard cubic feet per minute (SCFM) and 3029 revolutions per minute (RPM). The AS
heat exchanger (F-2501 XCH) is 1/3 HP, 38 SCFM and 1140 RPM. Both the AS air
compressor and the AS heat exchanger have a hand/off/auto (HOA) switch on the main
control panel that allows each equipment to be operated manually or automatically by the
PLC.
The Equipment Room is 23-feet by eight-feet and contains the SVE Blower, vapor liquid
separator (VLS) tank and pump, surge tank, discharge pump and two granular activated
carbon (GAC) treatment vessels.
The SVE blower is a Rotron 20 HP, 3600 RPM, 475 SCFM blower. A HOA switch on the
main control panel allows the blower to be operated manually or automatically by the PLC.
The VLS tank separates entrained water from the extracted vapor stream. The 90-gallon
VLS tank has level switches that activate a five-gallon per minute (gpm) centrifugal VLS
Goulds pump of HP and 3500 RPM. The high level switch initiates pump operation and
the low level switch turns it off. A HOA switch on the main control panel allows the VLS
pump (P-401) to be operated manually or automatically by the PLC. The pump transfers the
captured water to the surge tank.
The surge tank is a high-density, linear polyethylene containment tank with a 150-gallon
capacity. A level switch located in the surge tank triggers the shut down the of SVE/AS
system when the water reaches the high level switch. The discharge pump (P-7301 DISCH)
is a Goulds HP, 3500 RPM, five-gpm centrifugal pump and is utilized to pump water from
the surge tank to the granular activated carbon vessels for treatment. A HOA switch on the
main control panel allows the discharge pump to be operated manually or automatically by
the PLC.
The two GAC treatment units are Siemens Aqua-Scrub ASC200 drums with a maximum
operating flow rate of ten-gpm. A pressure gauge and a sample port are located at the inlets
to each vessel. Water from the surge tank is pumped through the GAC units and to one of
two storage tanks (each 550-gallons) located outside the equipment building.

The equipment building was shipped by flatbed truck to the Site. The load was lifted by
crane into the designated location. The building was then shimmed and leveled.
Once the building was positioned, packaging that protected the equipment during shipping
was removed. Exterior hoods insulated for noise were installed over the exhaust fans and
louvers. Silencer filters were installed on the exterior of the building. Three fire
extinguishers and a spill kit were placed inside the building.
2.8.2 Oxidizer
The oxidizer unit, manufactured by Intellishare, is a 500 SCFM chlorinated thermal oxidizer
with a heat exchanger (Model TO500). The oxidizer is designed to destroy the organic vapor
contaminants by operating at a temperature of 1,550 degrees Fahrenheit. The oxidizer unit
was delivered to the Site on October 4, 2010 and lifted by crane into the designated location.
The base and chamber of the oxidizer were placed in the designated locations and the
oxidizers heat exchanger and the stack were assembled on Site as directed by an Intellishare
technician.
After the oxidizer was placed on Site, Midwest installed the vapor conveyance piping
(five-inch carbon steel) connecting the SVE blower (in the equipment building) to the
oxidizer.
The natural gas supply pipe (1 -inch carbon steel piping) was installed
connecting the gas meter (located at the north side of the Site) to the oxidizer.
Ballard installed the electrical wiring for all the oxidizers sensor switches, thermocouples,
temperature and pressure gauges and installed conduit and electrical cable to the control
panel located inside the equipment building. These activities were completed on
October 8, 2010.
2.8.3 Control System
A PLC provides supervisory control and data acquisition for the system equipment. The
PLC is housed in the electrical/control room of the equipment building. Further details
regarding system controls are provided in the process and instrumentation diagrams included
with the as-built drawings (Appendix B).
2.8.4 Telemetry System
The telemetry system allows remote access via the internet to monitor and control the
SVE/AS system. The telemetry module is a MLEE Model SL-WP wireless remote access
system.
Through the program interface, installed on the MWH project engineers computers, users
can remotely control equipment by selecting hand, off or auto control, shut down or restart
the system, review system operating parameters and diagnose system alarms. The telemetry
system records critical operating data including equipment operating hours, oxidizer
temperatures, and vapor flow rate.

2.8.5 Security Camera


A WatchNet-brand dome security camera was installed on the south east corner of the top of
the equipment building. The camera was positioned to provide a panoramic view of the Site,
including access gates. The camera records information on a hard drive that is retrievable in
the event that a review of Site events or Site access is required. The hard drive provides
approximately 25 days of storage.
2.9 UTILITIES
To support system operation, electric power and natural gas supply were installed at the Site.
The existing electrical service available at the Site is 240 Voltage Alternating Current
(VAC). To boost the voltage from 240 VAC to the 480 VAC required by the system
equipment, an electrical transformer 75 Kilovolt-ampere (KVA) was installed. The
transformer was installed to the west of the equipment building on October 8, 2010.
Commonwealth Edison connected the transformer with the main electrical service on
October 11, 2010. Ballard completed electrical terminations for the system equipment on
October 12, 2010.
Natural gas is the main source of fuel for the oxidizer. Natural gas supply is provided locally
by Nicor, Inc. (Nicor). Nicor installed the gas pipe at the north side of the Site on
September 22, 2010 and completed the installation of the gas meter on October 4, 2010.
Midwest completed installation of the gas supply line (1 -inch carbon steel) from the meter
to the oxidizer on October 11, 2010.
2.10

SYSTEM COMMISSIONING & STARTUP

MLEE performed system integration and commissioning activities beginning on


October 18, 2010. MLEE tested the functionality of electrical, control and mechanical
components to ensure the system operates as designed. Air samples were collected to verify
oxidizer performance with respect to the vendors specifications. The system commissioning
was completed on October 21, 2010.
System operation formally began upon completion of the commissioning task. Startup tasks
performed included initial measurements of system performance, balancing of flows across
the SVE well field, and collection of air samples per the IEPA Air Permit.
2.10.1 Oxidizer Performance Sampling
Air samples were collected to verify the oxidizer was performing within the vendors
specifications. Samples of the oxidizer influent and effluent were collected via Summa
canister on October 20, 2010 and submitted to Air Toxics, Ltd. for analysis by United States
Environmental Protection Agency (USEPA) Method TO-15. The data from these samples
were used to calculate the destruction efficiency of the oxidizer. The calculated destruction
efficiency of the oxidizer was 97.59 percent which meets the required performance criteria
(95 percent). Table 1 summarizes the analytical data and the associated calculation of
destruction efficiency. Laboratory analytical results are attached in Appendix D-1.

2.10.2 Compliance Air Sampling


Air samples were collected in accordance with the startup provisions of the IEPA Air Permit.
Oxidizer effluent samples were collected at start-up, once per day for the first three days, and
two times per week for the first two weeks. Air samples were collected via Summa canister

Corporation of Chicago, Illinois. The analytical results provided in Appendix D-1
demonstrate the system is operating in compliance with the air permit.

WASTE DISPOSAL

Soil cuttings collected during drilling activities and used personnel protective equipment
were containerized in a roll-off box on Site. A composite sample of soil from each well
location was collected and submitted to First Environmental Laboratories, Inc. (First
Environmental) of Naperville, Illinois to be analyzed for waste characterization parameters.
The soil was analyzed for the following parameters by the following analytical methods.

Soil waste analytical results are attached in Appendix D-2. The results confirm that the
waste is categorized as Illinois special waste (i.e. not hazardous).
The roll-off box
containing the soil waste and the disposable personal protective gear was hauled to
Winnebago Landfill Company located at 8403 Lindenwood Road in Rockford, Illinois for
disposal on November 24th, 2010. The manifest was signed by Gary Letcher, Attorney Chair
of Acme Rockford Group, and filed in MWHs records.
Water generated during well development and decontamination activities was containerized
in four 55-gallon drums. Samples of the contents of each drum were collected to determine
if the water could be discharged to the sanitary sewer under the Sites wastewater discharge
permit. The samples were submitted to First Environmental for analysis of VOCs by method
5030B/8260B. Purge water analytical results are attached in Appendix D-3. The results
indicated that concentrations of ethylbenzene, toluene and trichloroethane exceeded
permitted discharge limits.
Therefore, the purge water was hauled off Site as
environmentally hazardous waste, for treatment and disposal, by Badger Disposal of WI, Inc

located at 5611 West Hemlock Street in Milwaukee, Wisconsin on November 24, 2010. The

A minimal amount of construction debris was generated during the construction activities.
Disposal of this waste was managed by MWHs subcontractors at their facilities.

LABORATORY NARRATIVE

Intellishare Environmental
Workorder# 1010482
Two 1 Liter Summa Canister samples were received on October 22, 2010. The laboratory performed
analysis via modified EPA Method TO-15 using GC/MS in the full scan mode.
This workorder was independently validated prior to submittal using 'USEPA National Functional
Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based, logic
driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant
project quality control requirements and verification of all quantified amounts.
Receiving Notes
There were no receiving discrepancies.
Analytical Notes
All Quality Control Limit exceedences and affected sample results are noted by flags. Each flag is defined
at the bottom of this Case Narrative and on each Sample Result Summary page. Target compound
non-detects in the samples that are associated with high bias in QC analyses have not been flagged.
Dilutions were performed on samples OUTLET TO 0965 and INLET TO 0965 due to the presence of
high level target species.
Definition of Data Qualifying Flags
Eight qualifiers may have been used on the data analysis sheets and indicates as follows:
B - Compound present in laboratory blank greater than reporting limit (background subtraction not
performed).
J - Estimated value.
E - Exceeds instrument calibration range.
S - Saturated peak.
Q - Exceeds quality control limits.
U - Compound analyzed for but not detected above the reporting limit.
UJ- Non-detected compound associated with low bias in the CCV
