4BIO4 Philippine Government and
Constitution

In this paper is my review of the candidates I am rooting for

despite their chances of winning. In the end I am only a small
part of the voting body yet I hope to make a contribution to
our country by analyzing carefully these candidates and
making a decision I am fully committed to. May God bless our
country especially our elected leaders.

"Aangat Tayo sa Galing

ng Pilipino!"
Why MDS?
Aside
from
her
outstanding
educational
background, I think MDS is the most qualified for
the highest position of the Republic of the
Philippines. Being dubbed as the Iron Lady of Asia
she not only has the backbone to rule this country
she has the wits to stick to her decision. She has
worked both locally and internationally giving her
the most experience in terms of public office. Also,
she has been proven to be the least corrupt and
most productive public official in her years of
public service. For me all her decisions would be of
rational decision and would be for the better of the
most if not all Filipinos. Having been part of the 3
branches of the Philippine government she has seen
the law in all three perspectives. And honestly I
cannot think of anyone as qualified as her to
become President of the Philippines.
This country needs a wise president to decide where
this country will be heading. We need a leader who
has a strong conviction and philosophy. We need a
leader who has law and governance expertise. We
need a leader who can be a model to all members of
the society especially the youth. We need a leader
who has the capability to handle international
concerns. We need a leader who is respected by
majority not because of his dictatorial skills, but
because of his wisdom to steward this republic.
We need a leader who has academic, professional
and moral excellence.
We need a leader like Miriam.

WHY1. NOT MIRIAM?

There has been no proof of her actual recovery from lung cancer.

2. Her choice of VP (Sen. Bongbong Marcos).

3. Her absence due to health reasons has been alarming.
4.

Her unclear state of mental stability.

WHY NOT ALAN?

1.

Senate Majority Leader Alan Peter Cayetano is one of the senators being questioned by the
Commission on Audit (COA) for spending beyond the limit on consultancy services for 2014.

2.

Sen. Alan Cayetano, he who claims to be against corruption and walks the straight path, is himself
being charged before the Ombudsman with graft while his wife, Taguig Mayor Laarni Lani Cayetano,
is being charged with plunder on the hiring of 3,188 ghost employees at a cost of P313,249,192.14 million.

PLATFORMS:
3. On agriculture and fisheries
o Provide free irrigation and subsidized
fertilizer and seeds for farmers
o Reduce the cost of food by getting rid of
unscrupulous middlemen and loan
sharks
o Build food terminals in the countryside
with cold storage facilities
o Build Mindanao Railway system
4. On OFWs and other workers
o Campaign promise: Improve labor
conditions for Filipino workers.
o No income tax for workers earning
P20,000 and below
o Phase out contractualization
5. On Metro Manila transportation
o Campaign promise: Improve mobility of
people and goods.
o Add more carriages to train lines
o Build fast train linking airports and seaports to Metro Manila
o Develop Clark Airport and Batangas seaport to ease traffic congestion
6. On education
o Double salaries of teachers by the end of their term
o Build adequate classrooms, double classroom shifts
7. On health
o Require all hospitals to have a facility for very poor patients with government paying for the health services
using PhilHealth reserve funds, sin tax revenues, and Department of Health budget
o Create specialized hospitals (heart, lung, kidney) in Visayas and Mindanao*
8. On disasters and climate change
o

Create a single, permanent Emergency Response Department in charge of disaster preparedness, relief, and
rehabilitation*

I considered Alan Cayetano to be my VP first because of his courage, sincerity and drive to help the
Filipinos. He may not be as popular and as supported as BBM but I think that through his platforms
and plans for the Philippines he is the best chance weve got to fight crime and corruption as well as
move towards the development of the country. Also, whoever would win and become president of the
Philippines would not have trouble working with him. I believe that he would not be stepped on
whoever wins to become president. Instead, I can envision him meeting the president eye-to-eye and
discuss his plans for the Philippines. Given the cons mentioned above, I believe that he and his wife
were just wrongly accused and the things he can do as a VP definitely outweigh his weaknesses and
controversies.
The only fear I have is that he might be too focused in fighting corruption that he might not be able to
focus on other problems concerning the
country. However, given his credentials
and platforms I believe ALAN CAYETANO is
the best chance the Philippines has to

providing protection against the financial risk of high out-of-pocket
health spending is one of the main goals of the Philippines' health
strategy.
the main driver of health spending is medicines, accounting for almost
two-thirds of total health spending, and as much as three-quarters
among the poor.
to enhance financial risk protection - such as the expansion of
government-subsidized health insurance for the poor, a deepening of
the benefit package, and provider payment reform aimed at costcontainment
an in-depth analysis of the pharmaceutical sector would help to shed
light on why medicines continue to place such a large financial burden
on households.

protection goals. World Bank Policy Research Working Paper, (7258).

I firmly believe that in order

to have a productive society
and a progressive
economy, a country
should have healthy
and satisfied citizens.
By providing good
quality healthcare at
a cheaper if not free
expense. By having
a representative in
the

I
believe that the 1AHAPO party-list will
push on bills and laws on
the improvement of quality healthcare and opportunity.
