TheSustainableDevelopmentGoals(SDGs)areaproposed
setoftargetsrelatingtofutureinternationaldevelopment.They
aretoreplacetheMillenniumDevelopmentGoalsoncethose
expireattheendof2015.TheSDGswerefirstformally
discussedattheUnitedNationsConferenceonSustainable
DevelopmentheldinRiodeJaneiroinJune2012(Rio+20).
On19July2014,theUNGeneralAssembly'sOpenWorking
GrouponSustainableDevelopmentGoals(OWG)forwardeda
proposalfortheSDGstotheAssembly.Theproposalcontained
17goalswith169targetscoveringabroadrangeofsustainable

developmentissues.Theseincludedendingpovertyandhunger,
improvinghealthandeducation,makingcitiesmoresustainable,
combatingclimatechange,andprotectingoceansandforests.[1]On4December2014,theUNGeneral
AssemblyacceptedtheSecretaryGeneral'sSynthesisReportwhichstatedthattheagendaforthe
post2015SDGprocesswouldbebasedontheOWGproposals.[2]
TheIntergovernmentalNegotiationsonthePost2015DevelopmentAgenda(IGN)beganinJanuary
2015andendedinAugust2015.Followingthenegotiations,afinaldocumentwaspreparedfor
adoptionintheUNSustainableDevelopmentSummitSeptember25th27th,2015inNewYork,

Upto2015,thedevelopmentagendawascenteredontheMillenniumDevelopmentGoals(MDGs),
whichwereofficiallyestablishedfollowingtheMillenniumSummitoftheUnitedNationsin2000.The
MDGsencapsulatedeightgloballyagreedgoalsintheareasofpovertyalleviation,education,gender
equalityandempowermentofwomen,childandmaternalhealth,environmentalsustainability,
reducingHIV/AIDSandcommunicablediseases,andbuildingaglobalpartnershipfordevelopment.
TheMDGsweresupposedtobeachievedby2015soafurtherprocesswasneededtoagreeand

developmentbeganwellinadvance.FormaldebateconcerningtheSDGsfirstoccurredatthe2012
UnitedNationsconferenceinRiodeJaneiro.[5]The192UNmemberstatesagreedattheRio+20
summittostartaprocessofdesigningsustainabledevelopmentgoals,whichareactionoriented,
conciseandeasytocommunicate,limitedinnumber,aspirational,globalinnatureanduniversally
applicabletoallcountrieswhiletakingintoaccountdifferentnationalrealities,capacitiesandlevelsof
developmentandrespectingnationalpoliciesandpriorities.[6]
TheRio+20outcomedocument,TheFutureWeWant,calledforthegoalstobeintegratedintothe
UNspost2015DevelopmentAgenda.[7]

On2ndofAug2015,193countriesarrivedataconsensus[8]onthefollowingseventeenproposed

AsatAugust2015,therewere169proposedtargetsforthesegoalsand304proposedindicatorsto

SinceRio+20didnotelaboratespecificgoals,a30memberOpenWorkingGroup(OWG)was
establishedon22January2013bythedecisionoftheUNGeneralAssembly.TheOWGistaskedwith
preparingaproposalontheSDGsforconsiderationduringthe68thsessionoftheGeneralAssembly,
September2013September2014.[11]
TheOWGusedaconstituencybasedsystemofrepresentation,whichmeantthatmostoftheseatsin
theworkinggrouparesharedbyseveralcountries.After13sessions,theOWGsubmittedtheir
proposalof17SDGsand169targetstothe68thsessionoftheUNGeneralAssemblyinSeptember,
2014.[12]
TheRio+20outcomedocumentstatedthat,attheoutset,theOWGwilldecideonitsmethodsofwork,
includingdevelopingmodalitiestoensurethefullinvolvementofrelevantstakeholdersandexpertise
fromcivilsociety,thescientificcommunityandtheUnitedNationssysteminitswork,inordertoprovide
adiversityofperspectivesandexperience.[7]

2014InternationalSymposium

TheInternationalSymposiumonthePost2015AgendaandtheSustainableDevelopmentGoals
scheduledforSydney,Australiaonthe12and13November2014wascanceled.MatthewTukaki,
ChairmanofSustainGroupannouncedthatinthecontextofa$7.6BillioncutinaidfromtheAustralian
budget,phasedinoverfiveyears.[13]
ThespecificdetailsoftheSustainableDevelopmentGoalshavenotyetbeenfinalized.Delegatesfrom
thedifferentcountrieshaveexpresseddifferingprioritiesaboutwhattheSDGsshouldachieve.To
movetowardsagreementonthespecifics,theUnitedNationshavescheduledaconferencefor
September2015,tobeheldinNewYork.[5]

ParisclimatedealandtheSDGs

NationsandotherpartiesnegotiatingattheUNhavehighlightedthelinksbetweenthepost2015SDG
process,theFundingforDevelopmentprocesstobeconcludedinAddisAbabainJulyandtheCOP
21ClimateChangeconferenceinParisinDecember.
InMay2015,areportconcludedthatonlyaveryambitiousclimatedealinParisin2015willenable
countriestoreachthesustainabledevelopmentgoalsandtargets.[citationneeded]Italsostatesthat
tacklingclimatechangewillonlybepossibleiftheSDGsaremetandthatdevelopmentandclimateare
inextricablylinked,particularlyaroundpoverty,genderequalityandenergy.[14]
