INTRODUCTION
Haj Committee of India (HCOI) is a statutory body, constituted under the Haj Committee
Act, 2002 (No.35 of 2002). A brief historical background of the Committee shows its evolution from a
local body to a national one. The Haj Committee, Bombay came into existence in the year 1927, with
the then Commissioner of Police as President and prominent Muslim Public Representatives as
Members. Subsequently, the Port Haj Committees Act of 1932 was enacted, to establish
Committees in the Principal Ports of Pilgrim Traffic, to assist the Muslim Pilgrims to Haj, at Calcutta
and Bombay. It was followed by the Haj Committee Act of 1959 (No.51 of 1959), which established
a Central Haj Committee in the Port of Bombay for assisting Muslim Pilgrims for Pilgrimage to Saudi
Arabia, Syria, Iraq, Iran & Jordan and for matters connected therewith.

As a global phenomenon, the pilgrims travel by ships started declining and Air travel was
introduced for Indian Haj Pilgrims also. From the year 1995 travelling of Haj Pilgrims by Sea-Route
was fully discarded and all the Pilgrims travelled for Haj through Air. After introduction of air travel,
other Embarkation Points were introduced in additions to Bombay. The number of Embarkation
Points went on increasing year after year and today the Haj Charter flights operation is being carried
out through Twenty One (21) Embarkation Points in the Country.

With the increased number of Embarkation Points, the management of Haj also diversified.
It was felt necessary to have appropriate representation from all parts of the country in the Haj
Committee of India. Accordingly, Haj Committee Act 2002 (No.35 of 2002) was enacted,
envisaging representation from all parts of the country. Haj Committee of India has been established
for making necessary arrangements & assisting Indian Pilgrims to perform their Haj Pilgrimage to
Saudi Arabia. It is a non-profit organization, rendering services without having any commercial
objectives. It does not receive any grant / aid from any source including the Government of India.
All its administrative expenses are met out of the small amount collected as Establishment/
Documentation Charges from the Haj Pilgrims.

Haj Committee of India functions under the administrative control of the Ministry of External
Affairs, Government of India and acts under its directives and supervision pertaining to the
finalization, implementation and execution of the annual Haj Plan. Under Section 51 of the Act, the
Central Government has power to issue directions to the Haj Committee of India and the State/Union
Territory Haj Committees, which are binding on the HCOI and the State/Union Territory Haj
Committees. The basic duty of the Haj Committee is to collect and disseminate information useful to

Pilgrims, to advise and assist Pilgrims during their stay in the city while proceeding on or returning
from Pilgrimage, in all matters including vaccination, inoculation, medical inspection and to cooperate with the local authorities concerned in such matters, to give relief to pilgrims in distress, to
finalize the annual Haj Action Plan, to approve budget estimates of the Committee, to co-ordinate
with the Central Government for securing travelling facilities for pilgrims, to look after the welfare of
Pilgrims, to work in the interest of Pilgrims and to discharge such other duties in connection with Haj
as may be prescribed by the Central Government.

Government of India fixes the Quota (Number of Pilgrims) of Haj Committee every year in
terms of the Bilateral Agreement with Kingdom of Saudi Arabia. Accordingly, HCOI prepares the plan
for the Pilgrims. As the Nodal Agency, HCOI coordinates the various activities of Haj management
with the help of various agencies. The activities of Haj Committee include Announcement of Haj
Programme, Receipt of Haj Application Forms & Passports through State Haj Committees
throughout the country, Preparation of Pilgrims Computerized Data, Obtaining Haj Visa on Passports
from the Saudi Consulate/Saudi Embassy stationed at Mumbai/Delhi respectively. Inoculation of
Pilgrims is done with assistance of Ministry of Health, Air travel arrangements through Ministry of
Civil Aviation and Transport/Accommodation arrangements in Kingdom of Saudi Arabia through
Consulate General of India, Jeddah. The Haj Committee of India, with support of Government of
India makes elaborate arrangements for the welfare of Haj Pilgrims and strives to improve the
facilities provided to them every year.

Government of India has all along been providing every possible assistance to the Indian
Haj Pilgrims to facilitate them to perform Haj rituals in a befitting manner. Haj arrangements are one
of the most complex organizational tasks undertaken outside Indian borders. Elaborate
arrangements for the welfare of Haj Pilgrims are made in advance. Although core Haj period is only
of a five day duration but it is a year long managerial exercise. Government of India also deploys
doctors, nurses and other para-medical staff on short-term deputation to Saudi Arabia. Extensive
medical orientation is provided to the pilgrims in the community centers set-up in Makkah and
Madinah by the Consulate General of India, Jeddah. Medicines are provided at these dispensaries
and hospitals supplied from India and procured locally. Besides, a large administrative contingent
consisting of Coordinators, Assistant Haj Officers and Haj Assistants is deployed to provide
necessary assistance to the pilgrims. These officers are monitored and controlled by Consulate
General of India, Jeddah.

II (1) NOTIFICATION
1.
The Haj Committee Act, 2002 (No.35 of 2002) came into force w.e.f. 5th December, 2002
vide Notification No. M(Haj)-1181/33/99 dated 5th December, 2002.
2.
The Haj Committee of India is constituted by Ministry of External Affairs with the total
number of 23 members for every three years. The present constitution of the members of
Haj Committee of India is for 2013-2016.

dated 29.05.2013, continued as Deputy Chief Executive Officer (Operation), HCoI.

joined on 05.05.2014.

In accordance to Section 10(1) of Haj Committee of India Act, 2002, the Committee shall
meet at least three times in a year before the commencement of the Haj Season to plan and
make arrangements for Haj and once after that to review all arrangements made by the
Committee.

The approved Haj Policy was continued for Haj-2014, keeping in view the judgement of the
Honble Supreme Court delivered on the 16th April, 2013 in the Special Leave Petition No.28609 of
2011. The Haj Policy 2013-2017 remained the same as under:I.

Seats between
HCOI & PTOs
Government of India (GOI) and the Kingdom of Saudi Arabia (KSA) sign
a Hajj Agreement every year in which the number of hajj seats allocated
to India is incorporated. The bilateral meeting held on 03.02.2015
specified 1,36,020 seats for India for Hajj-2014 with 1,00,020 seats for
Hajj Committee of India (HCOI) and 36,000 for Private Tour Operators
(PTOs).
II. Once in a Life
Those who have performed Hajj earlier through HCOI will not
Time Hajj through be eligible to apply.

In the case of Mehrams for lady pilgrims and of companions
accompanying pilgrims over 70 years of age, repeaters will be allowed
on payment of full air fare (without travel subsidy).
A lady pilgrim utilizing the service of a Repeater as Mehram must give
an affidavit to the effect that no first time Mehram is available in the
family. The 70+ pilgrim also must give a similar affidavit in support of
his/her accompanying pilgrim.
III. Availability of Hajj The Hajj Application Forms (HAFs) can be obtained from the State/Union
Application Forms Territory Hajj Committee free of cost or can be downloaded from the
(HAFs)
website www.hajcommittee.com. Photo copies can also be used.
IV. Eligibility for Hajj Any Muslim citizen of India can apply for Hajj Pilgrimage except:
a) Persons not in possession of valid International Passports as per
HCOI Guidelines.
b) Ban on Repeaters: A person who has performed Hajj earlier in his
life through HCOI except permitted categories of Mehrams and
those accompanying a 70+ pilgrim on the basis of appropriate
affidavits.

Cover Size
The maximum size of the cover shall be 5 (Five) adults + 2 (two) infants
only. The minimum size of cover is one. The application needs to be
filled in duplicate. For example for 5 adult + 2 infant pilgrims, 14
applications have to be filled. One set of seven applications is meant for
State/Union Territory Hajj Committee and another set of seven for HCOI,
Mumbai.
Infants: Children who would complete 2 years of age by the date of
arrival of the last inward Hajj Charter Flight which will be specified by
HCOI. Infant travel is not free of cost. 10% of full airfare (decided by
Ministry of Civil Aviation) will be charged which will be communicated in
due course.
Child: An Applicant above 2 years of age will be charged as an adult
Pilgrim and full amount of airfare and Hajj Amount has to be paid by
them accordingly.
IX. Composition of
A maximum number of five (5) applicants comprising the family members
Cover only Family or near relatives can apply in a single cover. The head of the cover shall

be responsible for payment for the persons included in the cover. Under

no circumstances, persons other than family and near relatives should
be included in the cover.
It is in the interest of Pilgrims to ensure that only family members having
blood relation or near relatives are included in the cover. The
accommodation status in respect of all pilgrims under one cover should
be the same. In no case a cover shall be split. In case a few Pilgrims
under one cover intend to pre pone/postpone the date of flight it would
not be permitted. The Pilgrims of the Cover will travel together and stay
together. If the head of cover himself cancels his application for Hajj
pilgrimage, he should indicate the name of another person from among
Male Members of such cover, as the head of the particular cover. If a
Male applicant, who is Mehram of the Female applicant of cover, cancels
his application for Hajj pilgrimage, he must indicate the name of the other
applicant from among the Male Members of the cover as Mehram along
with his relation with the female applicant(s) of that cover. Otherwise
application(s) of the female applicant(s) shall also be treated as
cancelled. Change of Mehram is allowed only in specific cases on
account of death/medical grounds.
X. Affidavit for
Applicants opting for Reserved Category shall submit an affidavit in the
Reserved Category prescribed format in English language. If the affidavit is not enclosed or
found incomplete or not in the format given, the Hajj application shall be
summarily rejected.

In view of the once in a life time Hajj through HCOI policy, all general
category pilgrims shall submit an affidavit in the given format. Affidavit
should be in English only. If the affidavit is not enclosed or found
incomplete or not in the format given, Haj Application shall be summarily
rejected.
XII. Order of Priority While allotting seats of each state, the order of priority will be:
1) Reserved Category A (70+ Category)
2) Reserved Catergory B (Forth (4th) Timers)
3) General Category

Keeping in view the continuously increasing number of Hajj Applications
Category
every year in general and particularly under Reserved Categories, HCOI
has decided that Hajj 2012 onwards, Reserved Category status shall be
given only to applicants (including companions) who have not performed
Hajj in their entire life time either through HCOI or a private tour operator
or any other means. This applies to A & B categories mentioned below.
In case more Hajj application are received in any reserved Category than
the allotted quota of their State/UT, a Qurrah (draw of lots) will be
conducted among the Reserved Categories as per the principles laid
down under the Qurrah section. In such a situation, an applicant cannot
claim Reserved Category status as a matter of right.
The Reserved Category applicants shall submit an affidavit in the given
format (in English only) on Rs.10/- stamp paper duly notarized.
Categories A & B will be registered finally under reserved category for
Hajj only after verification by SHC/UTHC and HCOI of the details and
documents etc furnished by the applicant.
XIV. Reserved
In view of the hardships faced by the single 70+ pilgrims in KSA during
Category A
Hajj, HCOI has decided that companion is a must for 70+ pilgrims and no
70+ Applicants 70+ pilgrim will be registered as a lone member under reserved
category.
The Pilgrims of 70 years and above will be registered under Reserved
Category, subject to the following conditions:(a) Applicant who completes 70 years or more as on the specified date.
(b) One companion is a must for 70+ pilgrims and no 70+ pilgrim alone
will be registered under reserved category.
(c) Only one companion is allowed who should be immediate relative
namely Husband / Wife / Brother / Sister / Son/ Daughter/Son-in-law/
Daughter-in-law, Grand Son / Grand Daughter and Nephew / Niece.
No other relation will be allowed to travel as companion. Neither the
70+ pilgrim nor the companion will be allowed to travel alone.

(iii) The General waiting list (GWL) will be prepared for all the left out
General category pilgrims by computerized draw of lots State wise.
(iv) From the two waiting lists viz. RWL and GWL, the applicants from
RWL will be allotted first followed by GWL against any future
available seats. If any RWL pilgrims remain to be confirmed
for want of seats in any Hajj year, they will be given confirmed
status in ensuing Haj, if they apply for Haj during that year also.
(v) If applications of 70+ category are received more than the quota,
then Qurrah will be conducted State wise amongst the 70+
category and remaining applications of 70+ category will be put
under 1st RWL. The Fourth time applicants will be put under 2nd
RWL & other general category applicants will be put under
General Waiting-list i.e. GWL by conducting Qurrah separately.
b) If the applications under Reserved Category are less than the
quota, after allotting seats to both the Reserved Categories,
Qurrah will be conducted amongst General category for the
remaining quota and the rest will be put under GWL as
mentioned below.
c) If the applications under Reserved Category are equal to the
quota of a particular State, the entire quota will be utilized for
both the Reserved categories and all other general category
applications will be put under General Waiting-list (GWL) as
mentioned below.

XXIV. Accommodation As per Saudi Regulations, accommodation has to be arranged for the
Pilgrims in advance through the Consulate General of India, Jeddah. The
approach to majority of buildings is through elevated roads due to the
topography of Makkah. The space entitlement per Pilgrim is 4 sq.
meters. There are two Categories of accommodation in Makkah,
depending upon distance from the outer periphery of Haram Sharief.
The Pilgrims are required to indicate their option in the Hajj Application
Form. The option once exercised shall be final and irrevocable. In case
of non availability of accommodation units in specified categories as per
demand, alternative category of accommodation shall be allotted.

The Haj Application Forms (HAF) and Guidelines for Haj in three languages Hindi, Urdu
and English for Haj 1435 (H) 2014 (AD) were supplied free of cost through 30 States /
Union Territory Haj Committees. For the convenience of Haj pilgrims, the Haj Application
Form was also displayed on the website of Haj Committee of India. The pilgrims were
given the facility to down-load the same and submit it after filling it up properly. In order to
simplify the procedures and reduce paper work of the Hajis, one single form was continued
for Haj2014 also.
The Kingdom of Saudi Arabia has made International Passport mandatory for every Haj
pilgrims. As in the previous year for Haj-2013, the Haj Application Form was accepted only
with original/photocopy of valid International Passport with validity at least up to
31.03.2015.
The Pilgrims were asked to submit photo copy of their cancelled blank cheque to facilitate
refund, if any, by electronic transfer (RTGS/NEFT).

b) Reserved Category (age 70+ with companion, fourth timer) from any State had to
submit HAF along with original passport and one photograph of front pose, attached
to the back of passport with adhesive tape.
NOTE:
Submission of original passport along with HAF did not guarantee provisional
selection. In the case where number of applications was received more than the
State/UT quota then Qurrah (draw of lots) conducted to select the pilgrims, even in
these cases.
Group Two:All applicants other than those covered in Group One above, were required to
submit HAF along a self attested copy of passport. Those who got provisionally
selected in Qurrah, had to submit their original passport and one photograph of front
pose, attached to the back of passport with adhesive tape on or before 10th May,
2014 to their respective SHC.

RESERVED CATEGORIES:
Conditions:Only those applicants were eligible for Reserved Category (both A and B), who had
NEVER performed Haj in their entire life time, either through Haj Committee of India
or Private Tour Operator or by any other means.
ii)
In the case where the number of applications received under Reserved Category
exceeded the quota allocated to the State/UT Haj Committees, then Qurrah (draw of
lots) were conducted within the Reserved Category. Therefore, even in Reserved
Category, no applicant could claim selection as a matter of right.
iii)
iv)
Registration under the Reserved Categories was deemed final only after verification
of the details and documents etc. of applicant by the SHC and HCoI.

Companion was MUST and no 70+ applicant alone was registered under this

Neither the 70+ pilgrim, nor his/her companion was allowed to travel alone. If the

person who is not a part of the Cover was allowed only in case the original
companion cancelled his application due to unavoidable reasons such as death,
medical reason etc.

An applicant who had applied continuously in each of the last three years viz. 2011,
2012 and 2013, but:- a) was not selected in Qurrah; or (b) was selected but could
not proceed for Haj was registered under this category.
ii)
A Cover was registered under this category, only if, each of the applicants in the
Cover had been applying continuously in each of the last three years. In other
words, if in a Cover there was any fresh applicant who has not been applying for the
last three years, the Cover was to be treated in the General Category and none of
the applicants in the Cover were supposed to get the benefit of Reserved Category.
iii)
To get registered in this category, the applicants of the cover had to indicate the
Cover Number of each of the last three years. Otherwise, the application was
treated in the General Category.
iv)
In case a Cover comprises pilgrims falling under any of the Reserved Category and
General Category, the cover was registered under General Category.

DISTRIBUTION OF QUOTA
1.
The quota of HCoI is fixed by Ministry of External Affairs, Government of India every year.
After deducting the Government Reserved Quota, remaining seats were distributed among
35 State / Union Territories in proportion to their Muslim population, as per 2011 census.
2.
If the number of HAFs received by a SHC was less than the quota allocated to the State /
UT concerned, such excess quota stood surrendered to the HCoI. The surrendered seats
were redistributed among the State / UT where the number of applications received
exceeded their allocated quota.
3.
The applications were received by the State / UT Haj Committees initially from 01.02.2014 to
15.03.2014 and later on upto extended date of 22.03.2014. Totally 3,38,550 Haj Application
Forms were received. The quota initially allotted to the Haj Committee of India i.e. 94,000
was distributed among various States / UT Haj Committees on the basis of Muslim
population of the respective State / UT Haj Committees based on census 2001.

Qurrah (draw of lots) was conducted from 16.04.2014 to 26.04.2014 across various States /
U.T. Haj Committees on their requests. However Qurah was not conducted in Assam, Bihar,
Tripura & West Bengal being underquota states. Their surplus seats were redistributed
among the other states as per Muslim population of 2001 census.
2.
In order to provisionally select the Pilgrims computerized draw of lots was conducted in the
State / Union Territory Haj Committees which received Haj Applications in excess of their
quota. The date of Qurrah and other details were intimated to the concerned State/Union
Territory Haj Committees. The provisionally selected Pilgrims were intimated about their
selection by the respective State/Union Territory Haj Committees through press / electronic
media.
3.
All the Pilgrims selected in qurrah were asked to remit their air fare and balance foreign
exchange amount using the bank reference number according to their accommodation
category through Core Banking system individually.
4.
During Haj-2014 also the data was transferred to SBI for generating the Bank Reference
Number against each cover for payment through Core Banking system. Bank Reference
Numbers were incorporated in HCoI system and accordingly Pilgrims were informed their
Bank Reference Number for remittance of payment. The Bank reference number resembles

If the applications under the Reserved Category would have been more than the quota of
the States / U.T. Haj Committees, then qurrah was to be conducted within the Reserved
Category as per the following conditions :i.
First preference among the Reserved Category had to be given to the pilgrims of
70+ category. After exhaustion of 70+ Category the qurrah was to be conducted
State-wise amongst fourth (4th) time applicants for the remaining seats.
ii.
iii.
The General Waiting List (GWL) was prepared for all the left out General Category
pilgrims by computerized draw of lots. State-wise GWL was prepared as registered
with State Haj Committees / Union Territory HCs.
iv.
In that case there were two waiting lists viz. One RWL and second GWL. The
applicants from RWL were given first confirmed status followed by GWL against any
future available seats. If any RWL pilgrim would have remained for confirmation for
want of seats, then they have to be given confirmation status first for next Haj, if
they would apply.
v.
If applications of 70+ category were received more than the quota, then qurrah shall
have been conducted State-wise amongst the 70+ category and remaining
applications of 70+ category would have been put under 1st RWL and the Fourth
time applicants under General Waiting-list i.e. GWL by conducting Qurrah
separately.
vi.
If the applications under Reserved Category would have been received less than
the quota, then after allotment of seats to both the Reserved Categories, qurrah was
to be conducted amongst General Category for remaining quota and the rest to be
put under General Waiting-list-GWL.
vii.
If the applications under Reserved Category were equal to the quota of a particular
State, then the entire quota was to be utilized for both the Reserved Categories and
all other general category applications would have also been put under General
Waiting-list=GWL.

When seats became available due to cancellations or otherwise, the applicants in the wait
list of the State/UT were provisionally selected strictly in the serial order of the wait list. In
States/UT where there were three different categories of waiting-list, first the applicants of
RWL-A were selected, in the serial order, followed by RWL-B and then GWL. Similarly, if
there were two waitlist, first the applications of RWL was selected, in the serial order,
followed by GWL. No jumping in the wait list was allowed.
ii)
Provisional selections were made only for complete Covers and in no case a Cover was to
be split.
iii)
HCOI had intimated the selections against cancellations to the SHC who had onwards
communicated about the selections to those applicants.
ADVANCE HAJ AMOUNT : Payment by 10.05.2014

All the provisionally selected pilgrims in qurrah for Haj-2014 were asked to make payment of
Rs.81,000/- as Advance Haj Amount and Miscellaneous Dues in HCOIs Bank Account in
the name FEE TYPE-25 maintained with State Bank of India (SBI) through any branch of
SBI having Core Banking System facility. No bank draft/cheque/ cash are accepted by the

On receipt of International Passports in HCOI, entry was made in Interactive Haj Pilgrim
Management System (IHPMS). Bar code stickers were generated, Embarkation point wise
coloured stickers and Bar Code stickers pasted on the front side of each International
Passport. After scanning the photo and loading on IHPMS, MOFA registrations were
obtained from the MOFA site provided by Royal Consulate General of Saudi Arabia and
pasted on passports, which were then forwarded to Royal Consulate General of Saudi
Arabia, Mumbai for endorsement of Haj Visas. After receiving the passports having visas,
details were thoroughly checked. All details of visa number were entered in IHPMS (online
system) followed by preparations of Identity card, Information Card (Yellow Card), and the
International Passport were put in a plastic covering. After attaching all relevant documents
the passports were handed over to the concerned State Haj Committees who were handling
the Embarkation Points, well in advance of commencement of Haj Charter Flights.
2.
However, during Haj-2014, system of machine reading was adopted by the Saudi Arabian
Consulate for reading passports. The machine used by the Saudi Consulate failed to read
details of a large number of passports of Haj Pilgrims, resulting in rejection of visas to
around 20,000 Haj applicants.
3.
With the intervention of Honble Minister of External Affairs, Government of India and the
efforts of Officers of Ministry of External Affairs/ Haj Committee of India the problems could
be resolved finally with co-operation of Saudi Authorities who devised an alternative
procedure for the rejected passport.
4.
All the Passports of the Non-Reporters and pilgrims, who cancelled their seats, after visa
endorsement, were collected in the office of Haj Committee of India on daily basis. This
facilitated the office of Haj Committee of India to obtain the visa till the last date of closure of
the visa. All the cancellations were submitted to Saudi Arabian Consulate, Mumbai and visas
obtained against cancellation.

COMPUTERIZATION OF DATA
Haj Committee of India has used web-based software for online entry of Haj Application
Forms by various State Haj Committees, Qurrah Management, Flight Allotment, Flight
Booking for the pilgrims and pasting of stickers of the allotted accommodation on the
passport by generating the bar-code at twenty one embarkation points, apart from booking
of pilgrims from headquarters at Mumbai. All these jobs were undertaken by Haj Committee
of India on web based centralized solution during Haj 1435(H) 2014 (AD). Through VPN
connectivity the data was linked with CGI, Jeddah.

then the Mission would levy a penalty up to SR.250/- per Pilgrim, for the number of
shortfall.

During the training sessions, Mr. Ataur Rahman, Chief Executive Officer, Haj Committee of
India, addressed the Master Trainers and emphasized the importance of Training /
Orientation and asked them to similarly train the Field Trainers who would be imparting
training to the Haj Pilgrims.
Mr. Md. Noor Rahman Sheikh, Actg. Consul General of India to the Kingdom of Saudi Arabia
also addressed the Master Trainers and imparted training relating to Haj journey, logistics of
Haj Pilgrimage, dos and donts for Haj Pilgrims during their stay in the Kingdom of Saudi
Arabia and various arrangements made by the Consulate General of India in the kingdom of
Saudi Arabia.
HAJ GUIDE AND TRAINERS CD:
A well-trained Haji will perform Haj better than an untrained Haji. No single book was
available which covered all aspects comprehensively to train and guide the Hajis. To fill this
vacuum, one Haji-friendly, colored pictorial guide to act as common syllabus country-wide
was prepared alongwith a CD with video links to be used by trainers for training the Hajis at
the field level. The Haj Guide in 11 languages viz. English, Hindi, Urdu, Assamese, Bengali,
Gujarati, Kannada, Malayalam, Manipuri, Tamil and Telugu was supplied to the pilgrims.
ALL INDIA KHADIMUL HUJJAJ TRAINING AT MUMBAI FOR HAJ-2014:
The role of Khadim-ul-Hujjaj being significant in various aspects and stages of Haj
Pilgrimage, Haj Committee of India decided to conduct separate training programme for all
the Khadim-ul-Hujjaj selected from various State / Union Territory to make them aware of
their role and duties/ responsibilities. Khadim-ul-Hujjaj is a link between Haj Pilgrims and the
Consulate General of India, Jeddah, its Haj Missions in Makkah Mukaramah and Madinah
Munawwarah, and State Haj Committees. He is to play the role of guide and path finder
particularly in respect of accommodation, its services/availability of basic amenities, services
of Moallims, guidance to Haj Pilgrims in the Holy Places viz. Mina, Arafat, Muzdalifah and
back to Makkah during Haj days, Medical aid to the needy and ailing Pilgrims etc.
Accordingly, One day Orientation / Training of Khadim-ul-Hujjaj programme was organized
on 7th August, 2014 at Haj House, Mumbai. The programme was attended by all the
selected Khadim-ul-Hujjaj. Mr. B. S. Mubarak, Consul General of India, Jeddah was invited
as a guest of honour on the occasion.
The trained Khadim-ul-Hujjaj were given training Certificate to be submitted to Consulate
General of India, Jeddah upon reporting in the Kingdom of Saudi Arabia.

The Vishwa Yatra Foreign Travel Card in Saudi Riyal introduced by State Bank of India
during Haj-2012 was continued for the Haj-2014 also. The following facilities were available

Hajis from rural areas and aged Pilgrims were not conversant with the local language in the
foreign land. They experienced difficulties while making call to their relatives in India and got
duped in the call rates and fake recharge cards. During Haj-2012, the Consul General of
India, Jeddah has submitted a proposal to this office for providing Mobile Sim Cards to the
Hajis by STC (Saudi Telecom Company). The proposal of Mobile Sim Cards to the Haj
Pilgrims was implemented from Haj-2012.

For the Pilgrims of Haj-2014 also, a proposal was received from the Consulate General of
India, Jeddah in respect of M/s. Mobily Telecom Company. The features of Sim Card were

In order to facilitate the Pilgrims, Mobile SIM Cards were distributed free among the selected
Haj pilgrims during Haj-2014 at the 21 Embarkation points in India at the time of flight
booking itself.

The issue of stricter medical screening of pilgrims has been taken up time and again in
successive meetings of Haj Committee of India in view of reports received from Consulate
General of India, Jeddah. The Haj Committee of India has been requesting the State Haj
Committees to sensitize the pilgrims in this regard. In the existing system medical screening
is done, initially at the time of filling the form and, after selection for Haj, by way of a detailed
Health and Training Card which is verified by a medical practitioner.
2.
With a view to strengthen the process of medical screening, it was decided that the
Rajasthan model of constituting medical boards for medical check-up of Haj pilgrims may be
adopted by other State Haj Committees.
3.
The procedure adopted by Rajasthan State Haj Committee has been sent to all State Haj
Committees for adoption. The procedure has following features:-

After Selection:- Chief Medical and Health Officers in the districts are requested to carry out
medical check-ups of the selected pilgrims thoroughly and issue prescribed medical fitness
certificate and vaccination certificate. The details of the pilgrims containing cover number,
name and address are made available to the concerned authorities. For this purpose also, a
team having 2-3 Doctors is constituted for each district.
iii)
A medical team is deployed at the reporting place for Embarkation Point also. The pilgrims
reporting at Embarkation Point for their Haj journey to Saudi Arabia are required to show the
prescribed medical fitness certificate for verification. In case any pilgrim is not found to have
obtained the required medical fitness certificate or not been medically checked earlier, the
team does the medical checks and certificate is issued to the pilgrim on the spot.
4.
All State/UT Haj Committees have been advised to take all steps to set up Medical Team for
medical check-up of the Haj pilgrims. The pilgrims, their relatives and the medical
practitioners must be sensitized to carry out the medical screening in all seriousness. This is
essential to ensure that the pilgrims, co-pilgrims and authorities are not put into difficulties
during Haj.

The buildings in which Haj pilgrims are accommodated in Madinah Munawwarah do not
have kitchen or cooking facility. Pilgrims normally do not get time to cook their food as they
wish to complete 40 prayers in Haram Sharief on time. Besides, procuring food from
restaurants is tedious and time-consuming exercise due to heavy rush at the shops
causing long waiting period. In order to facilitate the stay of Haj pilgrims in Madinah
Munawwarah and to provide equal opportunity to the lady pilgrims also to perform Ibadat
and go to the mosque, arrangement for catering was made for the pilgrims of Haj-2014
during their stay in Madinah Munawwarah.
2.
The responsibility for the catering arrangements was given to the Building Groups from
whom the accommodation were hired. Catering was provided through Catering Companies
licensed by the Government of Kingdom of Saudi Arabia. The pilgrims of Haj-2014 were
provided light breakfast and two meals every day. The total charges for the meals for the
stay of eight (8) days in Madinah Munawwarah were fixed as Saudi Riyal 120/- (SR.7.50
per meal X 2 meals X 8 days).

ZAMZAM WATER
Until the year 2013, every Haj pilgrim was allowed 10 litre can of Zamzam water. As part of
Haj arrangement, Haj Committee of India through its designated airlines provides Zamzam
water can to every returning Haj pilgrim on their arrival in India at their respective
embarkation point. Saudi authorities have restricted supply of only 5 litre Zamzam water
per pilgrim of all the countries without any exception. Accordingly, every pilgrim of Haj2014 was provided only 5 litre can of Zamzam water upon their arrival in India at their
respective embarkation point.

EMBARKATION POINTS
During Haj-2014, State Haj Committees were involved in a more systematic manner with the
bifurcation of duties between Haj Committee of India and the State Haj Committees through
written orders which has streamlined the process.

As per the communication No.A.V.18028/1/2014-AI dated 28h February, 2014 received from
Under Secretary, Ministry of Civil Aviation, Government of India, pilgrims of Haj 1435 (H)
2014 (AD) deposited enhanced subsidized air fare of Rs.35,000/- each. The two permitted
categories of repeater pilgrims paid full fare.
2.
The Haj Charter operations for up-lifting the Pilgrims from India to the Kingdom of Saudi
Arabia for Haj 1435 (H) 2014 (A.D.) was assigned by Ministry of Civil Aviation to Saudi
Arabian Airlines & Air India.
3.
The job of operating the Haj Charter flights from Ahmedabad, Aurangabad, Bangalore,
Bhopal, Gaya, Goa, Guwahati, Indore, Jaipur, Nagpur, Kolkata, Mangalore, Ranchi and
Srinagar Embarkation Points was assigned to Air India during Haj-2014.

The Haj Charter flights were operated by Saudi Arabian Airlines from Calicut, Chennai,
Delhi, Hyderabad, Lucknow, Mumbai and Varanasi Embarkation Points.
5.
The Pilgrims of Delhi, Goa, Guwahati, Kolkata, Mangalore, Lucknow, Srinagar and Varanasi
were carried to Madinah Munawwarah directly and returned from Jeddah. The part pilgrims
of Gaya departed to Madinah and returned from Jeddah.

The additional flight operated from Mumbai carrying pilgrims to Jeddah and brought back
from Madinah.
8.
In all, 49665 Adult Pilgrims and 31 Infants were air-lifted by Saudi Arabian Airlines in 133
flights whereas Air India airlifted 50249 Adult Pilgrims and 21 Infants in 235 flights totalling
368 flights.

As per MoU, there was a clause to open offices by Saudi Arabian Airlines and Air India at
both Indian Haj Missions in Makkah and at Madinah having full-fledged Computer
connectivity for transfer of flights of pilgrims in deserving cases.

While the operation at Delhi and Mumbai Embarkation Point was handled by the Haj
Committee of India itself, the respective State Haj Committees handled the operation at
other 19 Embarkation Points.

Mr. Qaiser Shamim, Chairman, Dr. Sanwar Patel and Maulana Hasan Raza, Members of
Haj Committee of India visited Kingdom of Saudi Arabia during Haj-2014 as Haj Delegation
of HCOI. Chief Executive Officer, Mr. Ataur Rahman accompanied the delegation as
Secretary.

In all, seventeen (17) staff members were deputed to Saudi Arabia for Haj Duty 2014.

The performance of Saudi Arabian Airlines was broadly satisfactory, but the services
provided by Air India and its sub-contracted airlines were highly deficient, causing utmost
distress to the pilgrims and Haj Committee of India/ State Haj Committees/ Consulate
General of India, Jeddah.

The Ministry of Civil Aviation had awarded the contract of Air Charter Operation for
Haj-2014 to Saudi Arabian Airlines and Air India.
3.
Air India, in turn, had sub-contracted to three different airlines which proved to be highly
callous, inexperienced and unprofessional. They messed up the entire operation.
The airlines (Dynamic / Aeolous / Jet Asia) to which the operation was sub-contracted by
Air India did not have any office or personnel in India. The aircrafts of the sub-contractors
were frequently grounded. In one instance, they were not allowed to fly out from Fujeria in
United Arab of Emirates because of restrictions placed by the regulatory agencies there,
reportedly because of non-payment of applicable charges.

From day one, operations at Kolkata Embarkation Point were upset. The booking of
pilgrims was done for a capacity of 265. At the time of Check-in, it was informed by the
airline that only 233 passengers can be carried by the aircraft. The left over pilgrims had to
be airlifted for Jeddah only after a couple of days via Mumbai through the aircraft which
was carrying the pilgrims of Mangalore.

The phase-II of operation (return flights) eventually completely collapsed. The operation
started with huge delays in flights from Jeddah. Coordination of Air India with the various
agencies operating at Jeddah airport was completing missing. Large numbers of pilgrims
were left waiting at the airport. Air India did not deploy its personnel in sufficient numbers
in time for co-ordination. The situation became so desperate that eventually Air India hired
Saudi Arabian Airlines on an emergency basis to evacuate remaining pilgrims of Jaipur,
Bhopal, Indore and Nagpur from Madinah. In these rescue flights, pilgrims of Ranchi,
Jaipur, Bhopal, Indore were brought to Delhi, Mumbai, Ahmedabad, Bangalore from where
they were taken further to their destinations. Connecting flights from these intervening
stations were mismanaged. Pilgrims were forced to remain in these places for very long
time.
6.
The whole scenario has been communicated to the Ministry of Civil Aviation from time to
time, depicting Air Indias failure in discharging its contractual obligations. On the one
hand, Air Indias mismanagement caused great anguish to the pilgrims many of whom
were elderly, and on the other it has brought disrepute to Indias name in a foreign country.
The Haj Committee of India has taken a very serious view of the entire affair. The Ministry
of Civil Aviation has been asked to take corrective and penal actions against those
responsible for the whole mess.

The Pilgrims are repeatedly requested to travel on Haj Charter flights with
standardized baggage viz., Two (2) suitcases of Standard Size, (Length75cm +
Breadth55cm + Height28cm) 158 cm. and One (1) Hand Bag Standard Size (Length55cm
+ Breadth40cm + Height23cm). Lot of emphasis was given to this aspect in the training
programs. Accordingly there was considerable improvement in this aspect.

Having due regard to the Pilgrims sentiments and according due consideration to the

CITY CHECK-IN
In order to facilitate the movement of Pilgrims, City Check-in system was introduced during
Haj 2011, which continued during Haj 2014 also. The agency provided the services such
as collection, transportation and delivery of the Pilgrims baggage from their respective
buildings at Makkah Mukarramah and Madinah Munawwarah for each flight to Haj
Terminal, Jeddah and Madinah Haj Terminal in co-ordination with Consulate General of
India, Jeddah and Airlines.

REMITTANCE
XIII (1)
The Haj Committee of India follows the spot rate process and remits the amount to
Consulate General of India, Jeddah towards Accommodation Rentals and Compulsory dues
etc. The balance Haj amount to be paid by the selected Haj Pilgrims was calculated by
adopting the exchange rate of One Saudi Riyal=Rs.16.4250 towards expenditure in foreign
currency (viz. Saudi Arabian Riyals) in the Kingdom of Saudi Arabia during Haj 1435 (H)
2014 which was also the rate for disbursement of Saudi Riyal 2,100/- to the pilgrims before
departure at the Embarkation Points. The statement showing the amount collected from the

As per established practice, the Pilgrims were issued Saudi Arabian Riyal in cash at the
Embarkation Points, prior to the boarding of flight. Pilgrims of all the categories were issued
SAR.2,100/- per Pilgrim. Bombay Mercantile Co-operative Bank Ltd. was selected through
tender process for disbursement of Saudi Riyals to the Pilgrims of Haj 1435 (H) 2014. The
rate of one Saudi Riyal was fixed at Rs.16.4250. The assignment was carried out by the
Bombay Mercantile Co-operative Bank Ltd. successfully resulting in overall satisfaction of
the Pilgrims.

AIRFARE
As per the decision of the Ministry of Civil Aviation, Government of India, an amount of
subsidized airfare @Rs.35,000/- were collected from each pilgrim who proceeded through
Haj Committee of India for Haj-2014.

The Group Accident Compensation Scheme started from Haj 1424 (H) 2004, and was
continued during Haj 1435 (H) 2014. The Group Accident Compensation Scheme for Haj
1435 (H) 2014 covers two (2) Sections which are as under:1) Death due to Accident / Fire / Stampede / Subversive Activity,
2) Personal Accident Permanent / Temporary Total Disablement, due to Accident / Fire /

Upto Haj 2012, the Haj Committee of India provided Insurance Cover to the Pilgrims under
Group Accident Compensation Scheme (through the Insurance Company). The said policy
compensated the pilgrims against:i)

It was experienced that the insurance scheme was not giving timely relief to the needy
Pilgrims especially in cases of Cash/Baggage loss. Compensation mechanism is essential to
help the Pilgrims towards Cash loss / Baggage loss immediately. It was, therefore, decided to
settle the claims of the Pilgrims towards Cash Loss and Baggage Loss through the Office of
the Consulate General of India, Jeddah / Haj Committee of India during the Haj itself and do
away with Insurance. Similarly repatriation cases also would be handled directly through
Consulate General of India, Jeddah / Haj Committee of India. Thus, from Haj 2013, only
Accidental deaths and Permanent / Partial Disability policy are insured through Insurance
Company.

The Financial statements of Haj Committee of India for the financial year 2013-14
compiled by the Chartered Accountant was duly approved by the Haj Committee of India
and audited by Indian Audit & Accounts Department. The Final Audit Report is awaited.

The Composite High Level Delegation led by Gen (Dr.) V.K. Singh (Retd.), Minister of
State for External Affairs, Government of India visited Saudi Arabia from 03.02.2015 to
05.02.2015 and discussed issues pertaining to arrangements for the Indian pilgrims for
Haj-2015. The Agreements were signed with the Ministry of Haj, Kingdom of Saudi Arabia
and with other Haj agencies in K.S.A. for the India pilgrims of Haj-2015.

From Haj Committee of India, Mr. Qaiser Shamim, Chairperson visited Kingdom of Saudi
Arabia for the said meetings and was accompanied by Mr. Ataur Rahman, Chief Executive
Officer as Secretary.

The Haj Agreement was signed on 03.02.2015. As per the Agreement, a total of 1,36,020
Haj seats were allotted to India with the break-up of 1,00,020 to HCoI and 36,000 to
Private Tour Operators (PTOs) with a deduction of 20% on the over-all quota of Indian Haj
Pilgrims for Haj-2015.

Haj Application Forms and Guidelines for Haj-2015 were made available for intending
Haj Pilgrims from 19.01.2015. The last date for submission of Haj Application Forms in the
offices of State Haj Committee was fixed as 20.02.2015. It was extended upto 02.03.2015.

In case of online submission, the printed copies of Haj Application Form alongwith supporting
documents are to be submitted to State Haj Committee.

The combined booklet containing Haj Application Forms and Guidelines for Haj in three
languages Hindi, Urdu and English for Haj 1436 (H) 2015 (AD) were supplied free of cost
through 30 States / Union Territory Haj Committees.
2.
The Haj application form along with self attested copy / original of valid International
Passport was made compulsory from Haj 2012 onwards. For Haj 2015 Application Forms
were accepted with only photo copy of valid International Machine Readable Passport issued
on or before 02.03.2015 with validity at least up to 20.03.2016. The detailed guidelines and
provisions applicable for Haj-2015 are annexed to the Report.

All the provisionally selected pilgrims are required to pay Rs.81,000/- as Advance
Haj Amount and Miscellaneous Dues. It is to be paid either in HCOIs Bank Account in
the name FEE TYPE-25 maintained with State Bank of India (SBI) or in HCOIs
Bank Account in the name Haj Amount Account maintained with Union Bank of India (UBI).
The amount has to be deposited in any of their branches having Core Banking System.
Apart from this, the pilgrims have been given the choice to deposit online payment through
selected Bank. The pilgrims of Haj-2015 are the first to avail this facility started by HCOI.
No Bank draft/cheque/cash is accepted by the HCoI. The utilization of the amount is as

The Coaching & Guidance Cell for IAS & allied courses in Haj House was started in the
year 2009 after having secured permission from the Government of India, Ministry of
External Affairs, Mumbai vide letter No.M(HAJ)/1181/5/09 dated 20th April 2009.
The formal inauguration of the Cell was held on 26th December 2009. The full fledged
coaching started from January, 2010. Mr. Syed Sadiq Ali Quadri who had retired as
Director of Accounts & Treasuries, Maharashtra State, Mumbai, was appointed w.e.f.
4th September, 2012 to the post of Director, Coaching & Guidance Cell for IAS & Allied
Courses being run in Haj House, Mumbai.

From the batches of 2011, 2012 and 2013, two candidates could qualify as IPS and IRS.
Mr. Salman Taj Patil was selected for IPS and is now posted as Addl. Commissioner of
Police, Agra, Uttar Pradesh. The second one Mr. Shakeel Mehmood Ansari was selected for
IRS and is completing his training and will soon be posted as Deputy Commissioner of
Income Tax.

In the year 2014-15, Coaching & Guidance Cell of HCOI has started an online
interactive coaching class from New Delhi. The services of G.S. Mentors have been
engaged and they are doing well by coaching the students with the help of video
conferencing. The lecturers include those from Jamia Millia, Jamia Hamdard,
Delhi University and Jawaharlal University. Every month they are visiting Mumbai
and are having personal interaction with the students. Weekly test are being conducted
and necessary guidance and instructions are being imparted. Since the inception of
Coaching & Guidance Cell, it has now been the 6th batch. The students are being
given training for IAS Prelim & Main examination and other allied competitive
Civil Services Examinations conducted by the Union/State Public Service Commission.
This current batch of 36 students will be giving their IAS preliminary exams on
23rd August, 2015.

Meanwhile, some of the candidates who while studying here have appeared for other
competitive examinations and joined the Government or Semi Government Services. These

Road Transport Corporation. This is a senior position.

Mr. Aasar Mahal Javed: He joined as Assistant Central Intelligence Officer in (IB),

Mr. Kelam Wajid Ali: He joined as Assistant Veterinary Officer, Jammu & Kashmir.

The publication of Mahanama Haj Magazine has completed its eight (8) years. In view of its
popularity from the people in general and intending Haj Pilgrims, the Mahanama Haj
Magazine is being published successfully. The cost of Magazine is Rs.10/- per copy.
Annual Subscription is Rs.100/-, whereas life time subscription is for Rs.3,000/-. During the
year from April, 2014 to March, 2015, 4500 copies of Haj Magazine are printed per month.
In order to upgrade the standard of Mahanama Haj Magazine, it is proposed to register the
Magazine under International Standard Serial Number (ISSN), which will facilitate in
incorporation of variety of topics/articles written by the renowned and professional writers
and the writers working in the Private/Government Sector.

STAFF WELFARE
GYMNASIUM:
To improve efficiency and high morale of the employees and to reduce their working stress,
the Haj Committee of India supports various staff welfare measures and has established a
gymnasium in the year 2009 with an aim of physical fitness for the employees.
Multiple gymnasium equipments have been procured and installed which is in use for
maintaining fitness. Students of Coaching & Guidance Cell also avail the facilities.

LIBRARY:
Haj Committee of India also maintains books of reference material concerning information
on Haj & Umrah pilgrimage, Islamic literatures and magazines etc. in the shape of rich and
well equipped Library. The Library was opened on 13th February, 2009 and is presently
having a variety of topic-wise books.

XX.
1.
A separate RTI Cell has been established which is continuously in the process of
strengthening the system of disposal of RTI applications to the satisfaction of the public by
strict compliance of the guidelines issued by the Department of Personnel & Training from
time to time to implement the RTI Act effectively.

The Public Information Officer and First Appellate Authority are appointed to facilitate the
quick disposal of RTI applications/appeals.
