by almost $300,000 to accommodate salaries,
standard services, program enhancements

look, Kerstetter said.
Its easier to communicate
without talking, LeSaint said.

They may be quiet sometimes, but theres no doubting


how potent LeSaint and Kerstetter have been for Seneca this
season.

The Tabernacle Board of Education passed the school budget


for the 2016-17 school year after
last weeks public hearing.
The tentative budget introduced in May was sent to the Office of the Executive County Superintendent of Schools where it
was then reviewed and approved
to be presented to the public.
After hearing the publics comments on the budget during the
April board meeting, the board
members approved the final draft
and officially implemented it for
the upcoming year.
The budget includes a 4.1-cent
increase on the tax levy, resulting
in a K-8 school tax increase of
$106.98 on a home assessed at the
township average of $263,745.
Every penny the district raises
the tax rate results in $66,000 of
revenue for the budget.
However, Interim Superintend-

ent John Sherry emphasized that


taxpayers will technically only be
seeing a $38.98 increase on their
entire K-12 school taxes because
the average homeowner will be
seeing a $68 decrease in taxes
being paid to the high school.
Tabernacle will be the only
Lenape Regional High School District constituent township experiencing a decrease in their regional school tax bill.
Each year somebody is a winner and somebody is a loser,
Sherry said. The good news is
that this year Tabernacle is the
winner.
The budget is up $295,000 this
year, and 80 percent of this will be
going toward salaries and benefits.
The district has planned for the
same number of employees next
year it has this year, as there are
no reductions in force planned.

Regional school
taxes to decrease
Average Tabernacle homeowner will see $68 decrease

After having its temporary
budget approved by the state Department of Education, the
Lenape Regional High School District Board of Education shared
its final edition at last weeks public hearing.
Tabernacle Township residents will see a decrease in their
regional school tax bill for the
2016-17 year.
The tax levy will decrease by
2.49 cents, resulting in a decrease
in regional school taxes of $68 on
a home assessed at the township
average of $263,745.
The total budget is $156.6 million, an increase of $2.6 million

from last year. Most of the budget


is funded with taxpayer money,
with $116.1 million expected to
come from taxpayers in the district's eight sending municipalities.
Board member David Stow emphasized the lack of state aid
coming in to help take the burden
off the taxpayers.
Our state aid should not be
lower than it was in 2009, he
said.
Over the past 20 years, state
support of the LRHSD has decreased from nearly 40 percent of
the budget in 1994-95 to just 19.7
percent of the 2016-2017 budget.

Christie won a political battle, enacting a 2 percent cap
on municipal tax levies.
The law required towns to limit
their municipal budget increases to a
maximum of 2 percent, down from 4
percent, lest they be subject to public
vote.
As is the norm, legislators argued
over whether the law would have any
real effect on property taxes, or
whether it was just another way of angling and passing blame onto predecessors.
State data released recently would
say that Christies property tax reform
is indeed working.
While the average residential property tax bill rose to a record high of
$8,353 last year, it increased only 1.7
percent, when you factor out the two
troubling property value communities
of Atlantic City and Paterson.

partment said the average homeowner


paid $468 more in property taxes last
year.
Were not ready to jump headfirst
into the Kool-Aid just yet, but we also
believe that at least a small part of the
leveling off in tax increases is because
of the property tax cap.
Residents of the Garden State still
pay the highest average real-estate
levies.
Christies property-tax reform was
never going to fix that problem in this
short of a time frame, but its a good
start thats showing progress already.
What the 2 percent cap does is keep
local governments in check, with a reasonable limit on increases. It forces

local councils, committees, commissions and school boards to take a second look at expenses and cut the excess
wherever possible. It forces these entities to investigate shared services and
share resources.
In a word, it forces accountability.
No council, committee, commission
or school board wants the fate of its
budget to rest in the hands of voters.
School boards disliked the practice
when it was a standard, and they
would all dislike it if it were to go to a
vote again.
Is Christies 2 percent cap the be-all,
end-all of property tax reform in New
Jersey? Probably not. But it is a step in
the right direction.
Now, its up to our state government the one we have now and the
next administration that will take office when Christies terms ends in
2018 to take the next step and fix our
states broken property tax system
once and for all.

RCBC student artists showcase work at gallery

County student artists will showcase their
talent and creativity in art and design at
the new exhibition at the colleges Student
Art Gallery in downtown Mt. Holly.
More than 100 works of art, including
photography, drawing, painting, sculpture,
ceramics, mixed media, jewelry and graphic design, will be featured during RCBCs
17th Annual Student Art & Design Exhibition.

two goal scorers as strong as Kerstetter and LeSaint. As of April
27, the pair had combined for 81
goals. LeSaint leads the Olympic
Conference with 44 goals and Kerstetter is third in the conference
with 37. The only South Jersey
girls lacrosse team with a higher
scoring duo is Mainland Regional
High School in the Cape-Atlantic
League.
LeSaint and Kerstetter have
been friends for a number of
years, and their chemistry on the
field exists beyond lacrosse. The
two also played soccer together,
allowing them to develop a
stronger bond than other athletes
may have.
I can always read her mind
and tell when shes going to go to
the goal, LeSaint said. I always
know what shes going to do.
Playing soccer and lacrosse are
not the same, however. LeSaint
said she works more with Kerstetter on the lacrosse field.
Playing soccer is much different, she said. Not everybody is
standing in a circle around the
goal trying to attack the goal in
different ways.
This season, LeSaint and Kerstetter have brought a new sense
of confidence to the Golden Eagles. Seneca entered the April 28
game at Cherry Hill High School
East with a 10-1 record. Just two
years ago during LeSaints sophomore year and Kerstetters freshman season, the team won just
seven games.
Weve stepped out with more
confidence than in past years,
Kerstetter said. Were not thinking, Were here to beat them.
Were thinking, Theyre here to
beat us.
We can beat these teams were
going up against, LeSaint said.
We have the ability to do what

we want to do. So if we can stay


confident and believe in ourselves, well be able to win.
A lot of the offensive credit has
been given to LeSaint and Kerstetter this season, but they gave
a lot of credit to their teammates.
LeSaint cited the strong play of
the defense as a big reason the
team has been successful.
Its not only Erin and I on the
defensive side, LeSaint said.
When the opponent has the ball,
our teammates and defenders
have to step up to the plate.
The duo has also provided leadership to the teams underclassmen, lending them a hand during
practice and helping them with
some of the skills on the offensive
end. Kerstetter said the hope is to
have the underclassmen step up
into her role and contribute offensively as well. As a result, Kerstetter says this years team has been
especially tight and playing well
as a unit.
This year, we have really
picked it up, Kerstetter said.
This is our year.
Next year, LeSaint will continue to play lacrosse at Kean University, while Kerstetter wraps up
her high school career at Seneca.
Kerstetter said shell miss her
teammate of three seasons next
year, but vowed to visit LeSaint
and watch her play in college. LeSaint said she will also visit Ker-

budget intended to continue with
standard things such as the curriculum, programs and services
the district has been operating.
For instance, it needs to buy
everything from supplies for the
classrooms to eighth-grade diplomas given to students at graduation.
To go along with usual needs of
the schools, the board placed a
specific focus on special education improvements, furthering
ISTEM development and looking
into a potential transportation
audit.
The efficiency of bus routes, or
lack thereof, throughout the Tabernacle school district has been a
common concern voiced by many
parents at recent board meetings.

There is a bus scheduled to be replaced this year and another during the 2016-17 year.
I want to make sure that before we say yes to purchasing
those buses, that we are efficiently running the equipment that we
have, Sherry said.
The board plans to bring someone in from the outside who has
worked in transportation to get
an honest opinion from a separate set of eyes.
Another discussion point that
was brought up by the public during the meeting was the potential
purchase of a generator for the
district.
Sherry has had discussions
with the operations committee
about a generator and plans to
put together a presentation for
the May board meeting further
detailing this matter and educating folks about the state of emergency backup at both schools.

State aid increased by $67,820
this year, though this number
won't cover even half of the cost
the district will be spending to
bring in the two new special education staff positions.
The new special education
teacher and support staff member are required by incoming
ninth-grade students Individual
Education Plans.
LRHSD graduation rates are
among the highest in the state at
95.5 percent for the class of 2015,
with 92.5 percent of graduates
continuing their education in
more than 286 four-year and twoyear colleges and universities.
The district gives students the
opportunity to get a head start on
their college education by offering the College Acceleration Program, with 1,245 students participating in 2015-16 and earning college credits through Rowan College at Burlington County.
Our students will earn nearly
8,500 college credits this year
alone, Birnbohm said.
This program, offered at no

additional cost to the district or


taxpayers, gives students a jump
on continuing education and,
equally important, helps offset
college costs for students and
their families.
Other LRHSD cost-saving initiatives range from shared services agreements with the sending
districts to per pupil administrative costs that are significantly
lower than other regional districts.
This school year, the average
per student administrative cost of
$1,506 is $476 below the state-mandated regional limit of $1,982 per
student.
The LRHSD also benefits from
fundraising efforts and donations
from a range of community and
alumni groups.
In addition, the district receives corporate and foundation
grant funding, which recently included grants from Lockheed
Martin in the amount of $31,200
for two school years. The grants
are funding the incorporation of
a comprehensive STEM program,
Project Lead the Way, into the current course of study.
