Hi Gupta,
1. Prepare all the parameter maps and assign weights to all the
parameters.
2. First decide the overlay method (Raster Overlay or Vector Overlay)
3. If it is a Raster Overlay, Assign weights in attribute table of your vector
layers and
convert it into raster based on the weighted column of your attribute

As Amit said, ArcGIS is a great tool for that. You can find some built-in
tools related to groundwater assessment in the "Toolbox - > Spatial
Analyst Tool -> Groundwater".
Also if you need more flexibility on your weighted overlay, you should try
"Toolbox -> Spatial Analyst Tool -> Map Algebra -> Raster Calculator"
which alows you to write your own equation.
